I know a couple of people were disappointed with the lack of background for Book. However, I thought it was majorly hinted by Book that he was once an Operative.

At the end of the movie, the Operative had the chance of faith and from the way he was acting he could have gone into the Southbound Abby.

I suspect the Operative was meant to mirror Book's journey. At the end of the movie, the operative was where Book was when he started his journey as a Shepard.

Of course, it's just a theory.
