Three theories for a mysterious string of deaths in Putin’s Russia.

It’s a rough year to be a high-profile Russian: After nearly eight months of war in Ukraine, the Russian military is reeling and on its back foot; sanctions continue to squeeze the country’s economy and elite — and at least 15 Russian businessmen and executives have died in apparent accidents or by suicide, including a number of Putin allies.

The victims range from an executive with Gazprom, a major state-owned oil company, to the managing director of a state-run development corporation. The causes of death range from unremarkable — a stroke, for example — to lurid, such as death by toad poison in a shaman’s basement.

Combined, the sheer number of deaths, as well as the prominence of the dead and a long history of suspicious demises in Putin’s Russia, have raised questions about whether something other than ordinary bad luck is at fault.

According to Stanislav Markus, an associate professor at the University of South Carolina business school and author of Property, Predation, and Protection: Piranha Capitalism in Russia and Ukraine, it’s a near certainty. “We can almost certainly rule out the official explanation of the deaths as suicides or poor health,” Markus told me via email. He’s not alone; theories vary — and generally don’t feature some grand conspiracy by the Kremlin — but a number of Russia experts see “more than just randomness” in the deaths, as Syracuse University professor Brian Taylor, who specializes in Russian politics and is the author of The Code of Putinism, put it to me in an interview.

The string of mysterious fatalities began with the death of Gazprom Invest transport director Leonid Shulman in late January; a suicide note was reportedly found near his body, and the death was investigated as such.

Another Gazprom executive, Alexander Tyulakov, died in February, also by suicide, as did Ukraine-born billionaire Mikhail Watford, who was found dead in his house in the United Kingdom.

Vasily Melnikov, the founder of the medical supplies company MedStom, was found dead in March, in a possible murder-suicide along with his wife and his two children. Another alleged murder-suicide, that of former Gazprombank executive Vladislav Avayev and his wife and teenage daughter, followed in April, just one day before former oil and gas executive Sergei Protosenya was also found dead along with his family in a third possible murder-suicide incident.

Avayev and his family were shot to death, according to news reports, while Protosenya was found hanged and his wife and daughter fatally stabbed.

Other subsequent deaths, including multiple deadly falls — down stairs, from a window, from a moving boat — have also prompted speculation, though there is no overt evidence of foul play.

Most recently, Pavel Pchelnikov, a manager with the Russian Railways subsidiary Digital Logistics, died by suicide late last month; shortly before that, on September 21, a former Russian aviation expert, Anatoly Gerashchenko, fell to his death “from a great height” and down multiple flights of stairs, according to a report in the Daily Beast citing Russian media.

Of the dead, a number have links to Gazprom and Novatek, Russia’s two largest natural gas companies; two others were affiliated with Lukoil, also a major energy company in Russia.
There are reasons to doubt the official stories

In several cases, the family and friends of the dead have already raised questions about their deaths, or rejected official conclusions of suicide.

Russia confiscates passports of senior officials to stop defections

Russia’s security services are confiscating the passports of senior officials and state company executives to prevent overseas travel, as paranoia over leaks and defections spreads through President Vladimir Putin’s regime.

With Russia’s invasion of Ukraine still raging, security officers have tightened travel requirements within the state sector, demanding the surrender of travel documents from some prominent figures and former officials, said several people familiar with the matter.

The increased pressure reflects deep suspicion in the Kremlin and FSB, the KGB’s successor agency, about the loyalty of Russia’s civilian elite, many of whom privately oppose the war in Ukraine and are chafing over its impact on their lifestyles.

Dmitry Peskov, Putin’s spokesperson, confirmed Russia had tightened the restrictions on foreign travel for some who work in “sensitive” areas. “There are stricter rules for this. In some places they are formalised and in some places they depend on a specific decision . . . about specific employees,” he told the Financial Times. “Since the start of the special military operation, more attention has been paid to this issue.”

Since Soviet times, Russian officials with access to mid-level state secrets have been required to leave their passports in a safe run by the “special department” embedded in their ministries and companies. But Russia’s security services rarely enforced the rules, according to former officials and executives.

This changed after the invasion of Crimea in 2014, when security services began warning against travel to countries such as the US or UK. After the full-scale invasion of Ukraine last year restrictions were applied much more broadly and depend heavily on the whims of individual security officers embedded in state institutions, the people said.

For this reason security measures differ across state institutions, with some asking even medium-level figures to refrain from foreign travel and others giving senior officials blanket permission to travel abroad within reason.

Executives at one major state industrial company are banned from travelling more than two hours’ drive from Moscow without official permission, one of the people said.

In other cases, FSB officers have asked former officials who previously had access to state secrets to surrender their passports, and even some who never had access, said people familiar with the matter.

Alexandra Prokopenko, a former Russian central bank official, said passport restrictions had now expanded beyond individuals with security clearance.

“Now they are coming to certain people and saying, ‘please hand in your red civilian passports, because you have access to sensitive information for the motherland, so we want to control your movements’,” she said.

Russia’s security services have almost total leeway to interpret the rules under revisions to laws on state secrets, espionage and treason, said Prokopenko. She quit the central bank after the invasion last year and is now a visiting fellow at the German Council on Foreign Relations.

“Basically any information can be deemed secret, so the embedded FSB officers start telling you that you have sensitive information. What is it? Why is it secret and who decides that? Nobody knows,” Prokopenko said.

Peskov said the decisions “depend on the specific area of work” of both the company and the individual. “They may be more or less sensitive,” he said.

The Kremlin has also made some efforts to extend the informal ban to more officials. Following a series of public scandals over leaked footage of MPs holidaying in Dubai and Mexico, Russia’s lower house of parliament in January required lawmakers to notify superiors about overseas work trips.

At least seven regions have issued strong recommendations against foreign travel to local officials, according to Russian newspaper Kommersant.

In February, Yevgeny Prigozhin, the founder of the notorious Wagner paramilitary group, called for a total ban on foreign travel for officials, as well as responsibility for their relatives’ “amoral behaviour, ostentatious displays of wealth, and misuse of luxury goods”.

The moves have come as discontent grows among the elite with the sputtering war effort and its impact on their lifestyles. Once able to spend their riches on mansions, yachts, and boarding schools for their children in the west, Russian officials and oligarchs are now chafing at being confined to countries not deemed “unfriendly”, several members of the elite told the FT.

That discontent spilled out into the open this week after Ukrainian media published an alleged recording of a conversation between Farkhad Akhmedov, a sanctioned Russo-Azerbaijani oligarch, and Iosif Prigozhin, a Kremlin-connected music producer whose wife, a prominent singer, performed at a pro-war concert alongside Putin last year.

The call included complaints about Russia’s growing international isolation and pressure from the security services. Akhmedov could not be reached for comment but a person close to him said the recording was genuine. Prigozhin — who is not related to the warlord — has said the recording was “distorted partially or fully” and vowed legal action against the person who recorded it.

“They screwed us, our children, their future, and their fate. Do you understand?” Akhmedov said on the call. “Screw them. We all understand what’s going on there. Go to the Maldives, to Dubai . . . I don’t know . . . to Altai, to Baikal, wherever you want, but stay away from Moscow,” he added.

Russia’s population nightmare is going to get even worse

War in Ukraine has aggravated a crisis that long predates the conflict

A DEMOGRAPHIC TRAGEDY is unfolding in Russia. Over the past three years the country has lost around 2m more people than it would ordinarily have done, as a result of war, disease and exodus. The life expectancy of Russian males aged 15 fell by almost five years, to the same level as in Haiti. The number of Russians born in April 2022 was no higher than it had been in the months of Hitler’s occupation. And because so many men of fighting age are dead or in exile, women now outnumber men by at least 10m.

War is not the sole—or even the main—cause of these troubles, but it has made them all worse. According to Western estimates, 175,000-250,000 Russian soldiers have been killed or wounded in the past year (Russia’s figures are lower). Somewhere between 500,000 and 1m mostly young, educated people have evaded the meat-grinder by fleeing abroad. Even if Russia had no other demographic problems, losing so many in such a short time would be painful. As it is, the losses of war are placing more burdens on a shrinking, ailing population. Russia may be entering a doom loop of demographic decline.

The roots of Russia’s crisis go back 30 years. The country reached peak population in 1994, with 149m people. The total has since zig-zagged downwards. It was 145m in 2021 (that figure, from the UN, excludes the 2.4m people of Crimea, which Russia seized in 2014 and incorporated into its national accounts). According to UN projections, the total could be just 120m in 50 years, if current patterns persist. That would make Russia the 15th-most-populous country in the world, down from sixth in 1995. According to Alexei Raksha, an independent demographer who used to work for the state statistics service, if you look just at peacetime years, the number of births registered in April 2022 was the lowest since the 18th century. April was a particularly cruel month, but it was a revealing glimpse of a chronic problem.

Population decline is not unique to Russia: most post-communist states have seen dips, though not like this. Their declines have been slow but also manageable. Russia’s population in recent decades has seen a precipitous slump, then a partial recovery (thanks to a period of high immigration from parts of the ex-Soviet Union and more generous child allowances after 2007), followed by a renewed fall.

According to the state statistics agency, in 2020 and 2021 combined the country’s population declined by 1.3m; deaths outstripped births by 1.7m. (The UN also shows a fall, but it is shallower.) The decline was largest among ethnic Russians, whose number, the census of 2021 said, fell by 5.4m in 2010-21. Their share of the population fell from 78% to 72%. So much for Mr Putin’s boast to be expanding the Russki mir (Russian world).

All this began before the war and reflects Russia’s appalling covid pandemic. The official death toll from the disease was 388,091, which would be relatively low; but The Economist estimates total excess deaths in 2020-23 at between 1.2m and 1.6m. That would be comparable to the number in China and the United States, which have much larger populations. Russia may have had the largest covid death toll in the world after India, and the highest mortality rate of all, with 850-1,100 deaths per 100,000 people.

If you add pandemic mortality to the casualties of war and the flight from mobilisation, Russia lost between 1.9m and 2.8m people in 2020-23 on top of its normal demographic deterioration. That would be even worse than during the disastrous early 2000s, when the population was falling by roughly half a million a year.

What might that mean for Russia’s future? Demography is not always destiny; and Russia did for a while begin to reverse its decline in the mid-2010s. The impact of population change is often complex, as Russia’s military mobilisation shows. The decline in the number of ethnic Russians of call-up age (which is being raised from 18-27 to 21-30) will make it harder for the armed forces to carry out the regular spring draft, which begins in April.

Such complications notwithstanding, the overall effect of demographic decline will be to change Russia profoundly—and for the worse. Most countries which have suffered population falls have managed to avoid big social upheavals. Russia may be different. Its population is falling unusually fast and may drop to 130m by mid-century. The decline is associated with increased misery: the life expectancy at birth of Russian males plummeted from 68.8 in 2019 to 64.2 in 2021, partly because of covid, partly from alcohol-related disease. Russian men now die six years earlier than men in Bangladesh and 18 years earlier than men in Japan.

And Russia may not achieve what enables other countries to grow richer as they age: high and rising levels of education. Nicholas Eberstadt, a demographer at the American Enterprise Institute in Washington, argues that the country presents a peculiar combination of third-world mortality and first-world education. It has some of the highest rates of educational attainment among over-25s in the world. But the exodus of well-educated young people is eroding this advantage. According to the communications ministry, 10% of IT workers left the country in 2022. Many were young men. Their flight is further skewing Russia’s unbalanced sex ratio, which in 2021 meant there were 121 females older than 18 for every 100 males.

The demographic doom loop has not, it appears, diminished Mr Putin’s craving for conquest. But it is rapidly making Russia a smaller, worse-educated and poorer country, from which young people flee and where men die in their 60s. The invasion has been a human catastrophe—and not only for Ukrainians.
