Just to be contrary, and not making any statement about Walt Disney, but I bet that the Alliance scientists who developed the Pax thought the exact same thing, thinking they would be erradicating aggression and suffering, something that is generally considered impossible... And turned out to be.

But I doubt whether Alliance scientists would do what they did because they thought it was fun. Walt Disney genuinely enjoyed what he was doing and the feeling was contagious. I'd much rather work for Disney than for the Alliance!

Come on! Every scientist worth his salt thinks his science is fun! Geeks!

Just because they work for the Alliance doesn't mean they don't have the same dorky human emotions we all do.
