The victims, unlike women coerced or tricked into coming into the UK from overseas, frequently have family and friends who are reduced to despair by what is happening. Joanne's mother, Christine, who was bringing up six children on her own, tried to protect her daughter, but the situation quickly spiralled out of her control.

"More than once I locked her in. She nearly broke her neck jumping out of upstairs windows," she recalls. Joanne fought her mother to get out of the house, giving her a black eye.

Before long, what had been flattery turned into violence. Joanne was called on the phone she had been given and was forced to leave the house at all hours to have sex with men. If she didn't do what was wanted. they threatened to hurt her and her family. "They brainwash these girls," her mother says. "A friend said to me 'it's like she'd been hypnotised'. That phone triggered something, and she'd got to respond."

Her mother says her pleas to police and social services fell on deaf ears. "I used to say: 'When are you going to do something?' They'd say they couldn't do anything unless she complains, but when do you decide that a child has to complain? They said they could do nothing. She was 13. I'd take down the number plates of cars as they drove away, but the police wouldn't accept them."

There has still not been one prosecution for trafficking Britons within the UK. And, despite mounting evidence of the scourge, a police report into trafficking to be released this week, called Project Acumen, chose not to assess the scale of trafficking of British nationals. Of the British women they did interview, they decided none exhibited "the dimensions of the trafficking definition".

Chief Superintendent Tony Blockley, head of crime at Derbyshire constabulary, tells a different story. He says: "We've always thought of this as a problem that comes from overseas, whereas this is actually happening on our doorsteps. The scale of it is enormous; Derby isn't a hotbed of this – it's just one town that's decided to look at this as a problem.

"This is a new area of policing for us. As soon as you lift the stone up, you start to find things, but people weren't lifting up the stone before. These are the kids that slip under the radar. Victims come from chaotic backgrounds; they are often in children's homes. As they get more involved in the network, the grooming lessens and the abuse increases."

After a year of being abused, Joanne started to lash out. "Virtually overnight she became someone we couldn't even recognise," says Christine. "Her attitude changed and she started to get really distant. After a while she got violent towards her siblings and me."

Social services said she could no longer live in the same place and put her into foster care. The downward spiral accelerated. At 16, Joanne had been missing for seven weeks. "I took social services to court as they said they didn't have a duty of care," says Christine. "The judge said they did, and the next day she was found, locked in a house with an Asian man, with the door handle taken off."

The gang that subjected her to this ordeal was Asian. The issue of alleged grooming of white teenage girls by Asian gangs is highly contentious. When the former Labour MP Ann Cryer said that Asian men were targeting white girls, she was accused of racism.

Sheila Taylor, chair of the National Working Group for Sexually Exploited Children and Young People, said: "What we're seeing is the tip of the iceberg. This is happening in all cities and many towns. There has been no prosecution of those who sexually exploit children with trafficking legislation."

There could have been few more bizarre meetings anywhere in Britain last week than that between a married mother and the social workers who had taken her six young children to place them unhappily in foster care. The officials, of a council I cannot name, are fixated with the idea that this respectable Christian is a "sex worker", whose children all have different fathers and who is engaged in "child trafficking".

They appear to have no evidence for these charges other than the hearsay surmising of a single "witness". I gather that the social workers had reluctantly agreed to commission DNA testing of parents and children, to establish whether they were all from the same father. But even now, I am told, the social workers are refusing to disclose the test results.

The mother, accompanied to this surreal interrogation by a nun who had known her for years, insisted that she had only slept with one man in her life, her husband, the father of her children. She went on to ask one of the social workers how many men she had slept with. The reply was that this was a private matter.

Mrs. Mulroney (nee Pivnicki) is the daughter of Dr Dimitri Pivnicki, who conducted LSD experiments for the CIA at McGill University.

Rumours, Human Remains

In 1956 – the year Nazi war criminal and former Auschwitz concentration camp Doctor Josef Mengele disappears in South America -- he suddenly starts showing up in Canada. One of the first sightings is at the Allan Memorial Hospital in Montreal, when a man resembling Mengele gets hired by Dr. Ewen Cameron as a research assistant. This new recruit to Cameron’s CIA-funded team is all set to study “the relationship of eye colour to schizophrenia” when word gets out the German-speaking newcomer has connections to Cosa Nostra. Cameron’s colleagues show him the door.

Interestingly, 1956 is when both Mengele’s CIA-affiliated biographers leave off tracking his whereabouts through references to his diaries and letters. After 1956, everything they write about him appears to be based on hearsay, not documents.

Meanwhile, Mengele starts turning up in Quebec hospitals wearing the garb of a Catholic priest. One of the Duplessis orphans, Silvio Day, describes an encounter with Mengele at St. Jean de Dieu Hospital where Day was interned as a teenager in the 1950s and early 60s. Day’s “job”, at the time, was transporting the corpses of fellow orphans killed in secret experiments, from the operating rooms downstairs to the basement morgue for later burial behind the hospital. Day recalls Pere Joseph, one of the German-speaking doctors who worked with hospital director Camille Laurin, later Quebec’s Minister of Health.

There are reports the “Angel of Death” was also seen in BC and Alberta, working on other projects, but no story on Mengele’s visits to Canada has ever made it into the mainstream media. In the mid-1980s there were so many sightings that the Mulroney government appointed a commission. The commission of inquiry dismissed the reports as erroneous. However, Mulroney’s father in law – that’s Mila’s dad, Dr. Dimitri Pivnicki --had been a colleague of Ewen Cameron at the Allan Memorial in the 1950s and 60s when some of the first Mengele sightings took place.

Reports of hundreds of children’s bodies behind the former St. Jean de Dieu hospital, rumoured to be the remains of secret Cold War experiments, suddenly surfaced in 2004 on the front page of the Montreal Gazette. Since then, there has been no follow-up, despite calls for the bodies to be exhumed.

A few months before this news story appeared, I had taken a friend to view what I believed to be a secret graveyard behind the Allan Memorial Institute on Mount Royal in the centre of downtown Montreal. I showed her the three ragged rows of stones, and told her I had been hearing reports that children killed in experiments at the Allan were buried there. For a moment, she stood, horrified. Then a look of pity appeared on her face. In a tone of strangled sympathy, she suggested I stick to writing fiction.
