Health insurance exchanges established under President Barack Obama's signature law would be illegal under legislation proposed Wednesday by Republicans aiming to prevent state agencies from carrying out the mandates of the health overhaul.

Sen. Mae Beavers of Mt. Juliet and Rep. Mark Pody of Lebanon held a news conference to announce the measure that seeks to prohibit any cooperation by the state or its agencies in implementing or administering the federal law.

The legislation would ban new health insurance exchanges established under the law. So far, more than 36,000 Tennesseans have signed up for coverage under the exchanges.

Sponsors say they haven't talked to the governor's administration about the proposal or officials with TennCare, the state's Medicaid program that provides health care for 1.2 million Tennesseans.

"I'm sure they'll come to see us," Beavers said.

Representatives with the administration and TennCare did not immediately respond to emails from The Associated Press.

Rep. JoAnne Favors, a retired nurse who is certified to help customers navigate the federal law's marketplaces, said that the legislation is embarrassing to the state and that she believes Tennessee's attorney general would find it to be unconstitutional.

"It's wasting a lot of energy and time for the legislators to have to deal with something so egregious," said the Chattanooga Democrat. "It's just causing our state to look so silly." http://timesfreepress.com/news/2014/jan/15/bill-seeks-ban-federal-heal

How are they doing it this time?

It not only bars the state from setting up an exchange, it also bars government agencies, and possibly their contractors, from providing health insurance to their workers through healthcare.gov. In fact, it would make it illegal for the university system, local and county governments, and any other public agency to participate in the ACA in any way.

When I signed up on Oct 1st last year, I had an entirely NEW email account set up because I didn't want IT involved with my normal email accounts.

Whoops. My computer died and apparently did my email and logon information. At this point it seems that I can do things to my account, but only by calling up somebody and "seeing what they see".

If there's a way to associate a new email address to a healthcare.gov application, I'd love to know about it.

Otherwise.... meh. I won't get any affordable healthcare anyhow because I smoke and I'm poor. I'm just concerned that without being able to log in and finish the process that they're going to tax me for not having it when the premiums would be more than 20% of my net income, which is miles beyond the limets stated that would allow me to opt out without any penalty.
