I know very little about this but see a lot of posts on my Facebook timeline about how bad it could be. This small article states that the whole idea is stalling.

Apparently it's gonna be a tough sell for Pres. Obama, since Congressional Democrats are listening to unions that fear losing jobs and environmentalists that fear increased pollution. What with mid-term elections coming up in November and the problems the Democrats are already having, they won't want to upset their base any more.
