Of course, the question then becomes WHY are the failures allowed to go out and become Reavers? I would think the Bluehands would want to kill them & destroy all evidence of what they're doing. After all, they killed everyone who had any contact with River on Ariel. Or is that why the Reavers kill everyone they come in direct contact with? And, are they a diversion perhaps? A diversion from something the Bluehands don't want anybody seeing or noticing? Hmmm.

A diversion. Maybe Blue Sun just... can't. A large, group experiment went horribly wrong and reavers got away, then started to spread....

The main reason I thought there was a connection is because of the plot 'points' in the BDM that have come out and the realization that there's only so much time to tell a story :).

Although I'm not sure I buy this theory overall, I can think of a good reason for this: economy. If the Reavers represent failures of designed experiments in a lab environment, why not turn them loose to do their thing in the wild and see if anything interesting and unexpected turns up as they breed, or produce converts (a la "Bushwhacked"), or however they perpetuate themselves?

Also, from a political standpoint, they're extremely useful to the Alliance as an external threat. If the Reavers are getting stronger and pushing farther in every year, then the border worlds are going to be relying more and more on the Alliance military to protect them from Reaver depredations. Under those circumstances, are they likely to mount another war for independence?

The setting is a Reconstruction Era; it's only six years since the end of a civil war. How many of the criminals Saddam Hussein released from gaol are still killing Iraqi people?

Ooo! I like it! Although, if they REALLY wanted to get nasty, they could spread the rumor that the Reavers are/were Browncoats, or connected to or assisted by them.
