The cops are not going to write a citation for handicap unless it's in front of a donut shop - in Tampa? Get real. For those parked legally who kept seeing illegally parking cretins in the handicapped spot - why would they be offended, or care in a negative sense? Wouldn't they cheer for the tickets to the mentally handicapped miscreants illegally parking? (if they are handicapped but not physically, then obviously they are mentally handicapped, which is why they don't get a sticker, placard, or plate.)
