Donald Trump’s Budget Breaks These 7 Campaign Promises
by Jane C. Timm

When the White House officially unveiled its 2018 budget Tuesday, President Donald Trump's budget director took pains to insist that the blueprint represents campaign promises kept.

Office of Management and Budget Director Mick Mulvaney said that the president is making good on his vow to save Medicare, Medicaid, and Social Security, among other things, and said that they are not kicking anyone off who needs the programs.
Play

Trump Budget Proposes Cuts From Safety Net He Promised to Protect 1:34
Yet deep cuts to many aspects of the American safety net indicate otherwise.
Here's where the president's proposal breaks his promises — and at times his own self-proposed contract — to voters.

Broken Promise #1: Trump vowed not to cut Medicaid
Trump's budget would cut Medicaid by a lot, despite the president telling the Daily Signal days before launching his White House bid, "I'm not going to cut Social Security like every other Republican and I'm not going to cut Medicare or Medicaid."

The administration proposes reducing spending on Medicaid programs by more than $600 billion over the next decade, a massive cut that appears to go on top of $839 billion in Medicaid cuts included in the House health care bill Trump is supporting.

Mulvaney insists that the proposed reduction in spending isn't a cut — it's simply growing less than the nonpartisan Congressional Budget Office expects the needs of the program to be. "There are no Medicaid cuts in terms of what normal human beings would call cuts, we are not spending less money than we did the year before," Mulvaney said.

Broken Promise #2: Trump said he wouldn't cut Social Security
Trump's budget proposes slashing the Social Security Disability Insurance (SSDI), a $31.4 billion change to the program that pays monthly benefits to over 10 million disabled individuals under the retirement age.
Mulvaney argued that SSDI isn't "what most people would consider to be Social Security" and said he would "hope" less people receive the program once they remove individuals who "should not" be getting it. It's unclear how the administration determined there is that much fraud in the system.

Broken Promise #3: Trump said he'd fully fund the border wall
The president promised to fully fund a border wall, with plans to make Mexico pay for it later, in his "Contract With the American Voter." The president's budget would allocate $2.6 billion for planning, designing, and constructing the border wall and its surrounding securities, but Republican leaders estimate the wall could cost as much as $15 billion.

"While we did not get as much money as we wanted for 2017 omnibus we did get a lot," Mulvaney said. "We are going to continue to press on."
Broken Promise #4: Trump promised to cancel all federal funding to sanctuary cities

This is another contract promise. Trump's administration has tried to restrict funding to so-called "sanctuary" cities — jurisdiction that don't enforce federal immigration priorities and cooperate fully with federal authorities — but their efforts were halted by the courts.

This budget doesn't include any kind of limit on federal funding, and Attorney General Jeff Sessions narrowed the scope of Trump's executive order on the issue in a memo Monday.

Broken Promise #5: Trump said he would increase funding for treatment of PTSD
Trump's budget would increase funding for the Department of Veterans Affairs, but the budget proposal doesn't appear to focus money on PTSD or mental health issues.
It would, however, slash $3.2 billion from the "individual unemployability" benefit, which the budget says will be "modernized." The program allows the VA to more fully compensate disabled veterans, including those with PTSD, whose disability renders them unemployable.

Broken Promise #6: Trump told police union leaders he'd find more funding for training Trump promised resources for training in his voter contract, as well. This budget aims to increase funding for more border agents and immigration judges, increased immigrant detentions, and fighting the opioid crisis, but it does not earmark additional funds for training police.

Broken Promise #7: Trump promised to bring down the debt "fairly quickly"
Barring the kind of hyperbolic growth Trump has promised and economists have disputed, Trump's budget would do little to combat the national debt. Rather, it would potentially increase it.

The White House did not respond to a request for comment for this story.

I read Trump's budget with an expert. His take: it's based on phony assumptions.
There are some decent ideas here, but the numbers don’t add up.

They've been talking about this tax reform for a month, but there's actually less detail about tax reform in this budget than there was in their one pager they released a month ago. When you say you're going to have one of the biggest tax cuts in history and then you don't include that within your budget, it makes it a lot easier to achieve revenue neutrality.

Imagine if a reporter had body slammed Ted Cruz?

There are bigger stories for sure, but this is a good tell in terms of the heat and frustration the GOP must be feeling with these repeated failed attempts from their largely worthless leader. They're starting to crack.

What is driving Trump and Republican Congress crazy are the numbers. The most recent modification to Trumpcare increases the number of people covered by a million. In exchange, government spending increases by $218 billion over a 10-year period — $218,000 per additional insured person. $21,800 per year. That’s a lot of money and completely out of line with what insurance cost before Trump stuck his stubby fingers into Trumpcare.

It is something that Republicans seem incapable of admitting: When it comes to health insurance, market-oriented solutions are the most expensive option.

Republicans don't understand the concept of a Ghost Town: when the veins of silver are all gone in the local mine, it is time to abandon the town. Appeals court deals blow to Trump administration travel ban

President Donald Trump's revised travel ban "speaks with vague words of national security, but in context drips with religious intolerance, animus and discrimination," a federal appeals court said Thursday in ruling against the ban that targets six Muslim-majority countries.

The 4th U.S. Circuit Court of Appeals upheld a lower court ruling that blocks the Republican administration from temporarily suspending new visas for people from Iran, Libya, Somalia, Sudan, Syria and Yemen.

This might be less a broken promise than Trump forgot what he learned last month about trade with the European Union:

www.spiegel.de/politik/ausland/donald-trump-bei-der-eu-die-deutschen-s
ind-boese-sehr-boese-a-1149282.html

US President Donald Trump complained bitterly about the German trade surplus on his meeting with the EU top in Brussels. "The Germans are evil, very evil," said Trump. This was learned by the SPIEGEL from participants in the meeting. Trump said, "Look at the millions of cars they sell in the US, and we'll stop that."

....According to a report from the "Süddeutsche Zeitung", the EU side was terrified about the lack of awareness of the Americans about trade policy. Apparently, it was unclear to the guests that the EU countries concluded trade agreements only jointly.

I doubt that Trump called the Germans "evil." I'm guessing he called them "nasty," which Spiegel translated to "böse," which Google then translated back to "evil."

When is Trump going to learn that he can't do a trade deal with only Germany? It's the whole EU or nothing. Last month we heard reports that Angela Merkel had to tell him a dozen times before he finally got it, but it sounds like he's already forgotten.

You missed the important point, as did Trump, and got sidetracked by trivia about "very bad" in English versus "evil" in the German back to English translation. Getting to the important point:

Germany pounded a fact into Trump's head until he said he understood, then the very next time that important fact comes up, yesterday, Trump has completely forgotten it: Angela Merkel was forced to explain the “fundamentals” of EU trade to Donald Trump 11 times after he repeatedly asked to do a deal directly with Germany, a senior German official has claimed.

The US President reportedly exposed "very basic misunderstandings" of how EU trade works during a meeting with the German chancellor last month.

“Ten times Trump asked [Ms Merkel] if he could negotiate a trade deal with Germany. Every time she replied, 'You can’t do a trade deal with Germany, only the EU,'" the official told The Times.

"On the eleventh refusal, Trump finally got the message, 'Oh, we’ll do a deal with Europe then.'"

To really simplify, because the EU has not yet decided how to respond, if Trump forbids all German cars being imported to the USA (something he has talked about) then the EU might respond by forbidding all USA imports to EVERY COUNTRY in the EU, which is more than just Germany.

Trumps not as smart as he claimed. As a matter of fact, anyone who would surround themselves in the White House with people who know this stuff, and then just do what was suggested to them, would be a much better president. This stuff is explained to him over and over again and he still doesn't understand it. Eventually, he has to backtrack. But not before he has made an ass of himself and embarrassed this country; again.

I know, you wanted the socialist. He wasn't in the general so you were shit out of luck. While you didn't push Trump for president as hard as SIG, you did vehemently attack Hillary. Even though, that left only Trump as a possible winner.

I too hated Hillary as a candidate, but Trump was completely out of the question. Everything I've seen to date tells me I was 100% right.

Are multi-trillion dollar promises small, boring blather? Maybe for you, but not in reality.

On Thursday morning, White House budget chief Mick Mulvaney told a Senate panel that the massive tax cut plan they hoped to move through Congress would be fully offset by eliminating scores of tax breaks. A few minutes later, Treasury Secretary Steven Mnuchin told another Senate panel something very different. He said the massive cut in tax rates would be offset in large part because the economy would grow a tremendous amount.

Mulvaney and Mnuchin, two of the most influential economic advisers within the Trump administration, gave contradictory answers to the same question, on the same day, testifying before the same chamber of Congress. Trump is actually setting things up so that tax cuts will NOT be offset by tremendous economic growth and NOT offset by eliminating tax breaks. In a year or two it will become evident that Trump did not do the necessary work behind the stage scenery to make his promises come true. The result will be a multi-trillion dollar wealth transfer to the richest Americans from the poorest. That will have long lasting consequences for someone like 1kiki who wanted Bernie for President.

Another promise broken by Trump, made to his national security advisors:
www.vox.com/2017/5/26/15703668/kushner-secret-russia-communication

On May 24, Trump’s national security advisors — who, with Flynn gone, overwhelmingly have conventional American views on Russia and NATO — gave the New York Times a heads-up that Trump’s speech at the NATO conference in Brussels would affirm his commitment to the alliance’s core guarantee of collective security.

Then when it came time to give the speech, Trump didn’t do that.

His advisors later turned around and insisted that, of course, the United States remains committed to the North Atlantic Treaty and its critical Article V pledging that an attack on any NATO member will be regarded as an attack on all NATO members. And, in reality, that is a legally binding treaty obligation of the United States whether Trump likes it or not. The fact of the matter is, however, that these same advisors believed they had talked Trump into making a public affirmation of this and then he refused to do it.

To undermine NATO in this way has been a core goal of Russian (and, earlier, Soviet) foreign policy as long as NATO has existed. And through all the ups and downs of the Cold War and post-Cold War eras, Russia has never scored a success on that front until Donald Trump’s continued refusal to affirm that the United States will defend its allies. Why exactly Trump won’t do that remains a mystery.

I'm curious what people think that Trump has actually DONE. It looks like some of his surrogates tried to open up lines of communication with Putin. I can see how that would be helpful to avoid all out war with Russia. For example: "Vlad, I'm pretty sure they didn't do it but everyone here's howling about how Syria supposedly chemically attacked a small, non-strategic village. I have to do SOMEthing to get people off my back, politically speaking. How about I bomb a Syrian airfield? Can we not escalate from that?" Talking to the Russians, especially Putin, could be a real world-saver. And hell, even Reagan privately talked with Gorbachev. It's not treason for Trump to talk with Putin. Or even illegal.

So - what has Trump DONE that people are so upset about?

So 1kiki, why all the lies? Why not just say that? Why ask for immunity? Why not come forth if nothing wrong was done? Why set up a line of commination in the Russian Embassy, where you need to go to the Embassy to speak to Putin, when all they need do is pick up a phone?

I can answer those questions.

There is a "leaked" public transcript of the call between Trump and Duterte, President of the Philippines. On the call, Trump enthusiastically endorsed Duterte’s murderous "drug war" and repeatedly addressed the possibility of a U.S. nuclear strike on North Korea. Maybe when talking to the Russians, Trump is talking about worse actions than nuking N Korea and public executions without arrest or trial. I can see why he needs a secure back channel to avoid leaks similar to this one from the Philippines.

As with Nixon, follow the money. Russian banks and loans. Also, what Jared Kushner tried to do was not create a backchannel to Russia. The parameters of a backchannel are entirely different from what he tried to do. What Jared was trying to do is set up a covert communications channel with an enemy.

There is no reason to wonder. It is not easy to track bribery. Getting a conviction is even harder. For a real example: There is a story about a Russian bribing Erdogan with $25,000,000. It wasn't bags of cash or even electronic transfers between banks. Trump’s bribery could be just as complex and difficult to expose. Trump is actually tied into the story of Erdogan taking bribes.
https://theintercept.com/2017/05/26/malta-files-revelations-25-million
-oil-tanker-gifted-to-erdogans-family

This story took 8 years before it was revealed. Slow investigations are typical. Being caught taking a bribe has not gotten Erdogan sentenced to jail. He is still President and he denies everything. Any bribes Trump is taking today might be (or not) revealed in 8 years, after he is out of office. Trump will deny everything, just like Erdogan. It is the smart move.

For 6 years Trump was saying the case against Trump University was fake news and that he would never settle because he was innocent. "Innocent, believe me."

The MSM kept covering the Trump University story, fake or not. Then Trump paid a $25,000,000 fine this year, breaking the promise that he would not settle. Paying was the same as admitting to the MSM that every single time Trump had said "fake news" he knew he was guilty.

Trump is pulling the exact same "fake news" scam again, claiming "fake news" for the next 4 to 8 years. When he eventually pays his fine for what is happening today we will know the only thing fake for all those years was Trump, not the MSM news stories about him.

For an example of a two word summary of something Trump did: "Swindling Students". That is Trump U. The answer to 1kiki's question is another two words: "Obstructing Justice". Except when a President does it, neither sound so bad, do they?

To get to a settlement for "Swindling Students" at Trump U took thousands of hours of depositions over 6 years and a Judge that set a trial date. To get to a settlement for "Obstructing Justice" will take thousands of hours and years and a Judge or Speaker of the House to set a date. Trump could speed up the process by being forthcoming with explanations. That won't happen. He could speed it up even more by firing Special Counsel Robert Mueller, which would stir up more accusations of obstructing justice.

USA President D. Trump:

Has the maturity of a 10-year-old.

Breaks his campaign promises.

Shows no sign of knowing our allies from our enemies.

Threatens to abuse the military power of the USA.

An Ego that's desperate to be admired, respected, loved:

from the Web: "Narcissistic personality disorder is a mental
disorder in which people have an inflated sense of their own
importance, a deep need for admiration and a lack of empathy
for others. But behind this mask of ultraconfidence lies a
fragile self-esteem that's vulnerable to the slightest criticism."

If he hasn't had a tantrum in public since his inauguration,
I'm amazed.

Trump illustrated what is wrong with Trump's policies in two tweets tonight:

Donald J. Trump @realDonaldTrump 3 hours ago

The massive TAX CUTS/REFORM that I have submitted is moving along in the process very well, actually ahead of schedule. Big benefits to all!
https://twitter.com/realDonaldTrump/status/868981969664843777

Donald J. Trump @realDonaldTrump 3 hours ago

I suggest that we add more dollars to Healthcare and make it the best anywhere. ObamaCare is dead - the Republicans will do much better!
https://twitter.com/realDonaldTrump/status/868979531641741313

If 1kiki was a lefty, 1kiki would know there is a "broken promise" in each of these tweets, which I helpfully underlined because 1kiki is no more a Liberal than I am a Republican and 1kiki could not spot the lies without my help. What Trump will sign, when that day comes, is the opposite of what his tweets say.

Here's the thing.

I understand your disgust. Your - dare I say it - hate. Your impotent rage.

GWB made my skin crawl. He dismissed the legality of all 50 States Attorney General filings against loan company and bank fraud because the housing bubble was the only thing breathing life into the US economic corpse. And how did that turn out? And then he took the US into Afghanistan - and then Iraq - on false pretenses AND DEMOCRATS WENT ALONG WITH IT LIKE THE CRAVEN DOORMATS THEY ARE. And how did that turn out? And THEN he passed the Patriot Act, along with jackass democrats. And how did THAT turn out? There were many things he did, large and small, that had me in a state where I was caught between frustration and despair.

Trump promises to do a lot of awful things domestically. BUT HE HASN'T DONE THEM YET.

Stop obsessing about Trump. And democrats in general need to stop obsessing about Trump. And btw - this Russian hobbyhorse the democrats are riding - unless there is concrete evidence Trump did something illegal, it's going nowhere. Give it up, already.

IF DEMOCRATS WANT TO HAVE A POLITICAL FUTURE AS A PARTY, THEY HAVE TO START ADDRESSING PEOPLES' CONCERNS.

Once people see they have a viable political option, Trump and the republicans will become dust in the next midterm.

What you checked is worthless, 1kiki, because "impeachable" is decided by the House of Representatives, not you or me. It is extremely political decision to impeach and has everything to do with the number of Republicans in the House. Same with "unconstitutional", it is not decided by you or me, but by the Supreme Court. It is extremely political and has everything to do with how many Republicans are on the Supreme Court. But we certainly can decide whether Trump is lying or not. We don't need the Chief Justice or the Speaker of the House to make up our minds about that.

An actual liberal (something 1kiki is obviously not) has laid out the details of how Trump "broke promises" or lied in more colloquial language in his two tweets this evening:

Bernie was making noises that this would be easy – by changing a few trade agreements and without spending big money – labor participation would rise. Trump made the exact same noises, except he subtracted illegal aliens and he added coal miners to labor participation.

Both Bernie and Trump are full of baloney as far as their understanding of how the US economy works. It will take spending like it is WWII to give everybody a high paying job. Politically that can’t happen because a WWII level of money will come from people who already have a job and are fairly happy with their lives. And those people vote for what is in their best interest. Those people will not vote to make sacrifices to help other Americans without a good job. It is not the American way.

Voting for a third party will not increase labor participation. There is no third way that costs less money. It will cost a great deal more money.

Trump has done nothing so bad.

No matter what Trump does, he is safe as long as he does not politically irritate 67 Senators. Very few Senators care about what crimes Trump commits. It is all politics.

There were 48 Senators that wanted him impeached before he was inaugurated, but they needed a plausible reason to be politically safe from the voters. If Robert Mueller gives the Democrats a better reason than Trump talked to Russians and also if Trump becomes an embarrassment for his own party, the Republicans will join with the 48. Then Trump will be politically dead as Nixon.

By the way, I don't think Nixon's Watergate connected crimes were that big a deal, except to Republican Senators who were tired of his craziness and wanted nice, safe and sane V.P. Jerry Ford as President. Nixon bombing Cambodia was a real crime, but that did not get him impeached. It was the gradual deterioration of his personality that politically killed Nixon.

Obviously, it's a question you can't answer.

So, for starters - Are we at war? Has the economy crashed? Is Trump droning people to death? Have we attacked yet another country? Have we been attacked? What it is that Trump has DONE that's so bad?

Any takers?

There are a lot of Republicans who never wanted him in the first place and I think it would be easy to impeach at this point if they so desired.

There would be a backlash by people who voted for Trump though, at least at this point. You Dems are practically setting Trump up for Martyrdom if you're wrong and there are no nefarious things going on with Russia.

That's why the Republicans aren't already on board with an impeachment. If it turns out he was clean it will be the end of any GOP politician's career that turned on him.

Don't think I haven't noticed the change in tides here regarding Trump's guilt the last week or so. What's wrong? Is the MSM backpedaling on the narrative all of the sudden?
