It was hardly quite as desperate as that ;) If you ignore Angel S5 (and I think it's fair to given the circumstances), then only 3 principal characters were killed off across 180+ hours of TV. And that's including Tara!

It makes sense to me that he'd want to explore how popular, well loved characters' deaths impact the other characters, rather than just people who breeze in out of nowhere
