Merriam Webster is giving a date of 1842 for the first use of Ginger Nut so that perpetrator is probably at this point unable to be brought to justice. Hob Nobs appear to be of much more recent providence and so their creator (and presumably namer) may not yet have escaped the long arm of the law. A quick perusal of wikipedia suggests that the best place to start looking for said offender would be Scotland.
