Putin seeks emergency petrol as Russia runs on fumes

Russia has reportedly asked Kazakhstan to supply it with petrol as Ukrainian attacks on its refineries force it to import gasoline.

Kazakhstan has been asked to set up a reserve of 100,000 tonnes of gasoline, equivalent to 845,000 barrels, to supply Russia should shortages arise, Reuters reported.

Sadly, many Ukraine-supporting democracies have not done enough to wean themselves from Russian energy. For instance, Prime Minister Narendra Modi of India acknowledged that the Ukraine conflict is “causing great pain in the region.” What he didn’t say is that India received more than one-third of its oil imports from Russia in 2023, after buying no Russian oil before the war.

No free nation would have purchased iron ore or ball bearings from Hitler during World War II. Tougher sanctions requiring democratic nations to turn off the spigot of Russian energy are the first step to breaking the Putin regime economically and ending the war.

The second step of economic-driven victory over Putin’s Russia is boosting military spending. Thatcher increased the UK’s defense budget by 15 percent between 1982 and 1985. Reagan’s budgets proposed increases in military spending of 7 percent per year between 1981 and 1985. These decisions pressured the USSR to spend on its own defense at an unsustainable rate, and siphoned resources from the rest of the Soviet economy. Likewise, high levels of defense spending will pressure Russia to keep up in ways it cannot afford.

I live in one of those states, Texas, where the GDP is mostly squandered on doodads and thingamajigs, the foolishness and stuff that Russia can scoff at as irrelevant to winning a war. In stark contrast, Russia is spending its much smaller GDP for stuff to carve Ukraine into little pieces. Russia won't stop until some larger economy re-orientates its industry to give Ukraine much more stuff to carve Russia into little pieces. Russia is methodically destroying Ukraine's power plants but Ukraine cannot destroy Russia's because no country with a large GDP is providing the hardware similar to Russia's to do to them what they are doing to Ukraine.

Russia's Central Bank suspends trading in dollars and euros after US issues new bank sanctions

Long lines formed outside exchange kiosks in Moscow as the Central Bank of Russia (CBR) suspended trading in dollars and euros as a result of new US sanctions targeting banks facilitating sanctions-busting trade with Russia on June 12.

The CBR unexpectedly changed the start time for the start of trading on the foreign exchange market on June 13, pushing back trading to 9.50 am, instead of the usual 6.50am.

Connecting consumers in Siberia and the Far East to natural-gas lines has been a dream since Soviet times. Putin made it an issue in his 2004 election campaign, and he has been regularly queried about it during his nationally televised Direct Line question-and-answer sessions.

Yet the connection rates remain minuscule: 1 percent in the Irkutsk region and even less in Khakassia, Tyva, and most of Krasnodar Krai. Across the region each winter, officials regularly issued air-quality warnings because of the smog from burning coal. In 2021, children from Minusinsk donned gas masks and recorded video appeals in which they begged Putin to do something about their community's "black skies."

Responsibility for the gasification program has primarily fallen to the state-controlled natural-gas monopoly Gazprom, which has reported some progress in the effort in recent years. In January, the government said access to natural gas -- which officials refer to as gasification -- had increased from 73 percent to 73.8 percent in 2023, with 485,000 homes reportedly being connected to the network.

At a meeting in the Kremlin in December 2023, Gazprom CEO Aleksei Miller told President Vladimir Putin that the gasification of Russia would "absolutely" be 100 percent completed by 2030.

Such optimistic forecasts notwithstanding, Gazprom is facing hard times. Last month, the behemoth reported an annual loss for 2023 of 629 billion rubles ($7.1 billion), its first annual loss in a quarter-century. The revenues lost from sharply declining sales to Europe in the wake of Moscow's February 2022 invasion of Ukraine have not nearly been compensated by increased sales to China, with Beijing -- from a position of strength -- negotiating terms far less lucrative than what Europe has been paying. In 2023, Russia was selling gas to China for $257 per 1,000 cubic meters, while Europe and Turkey were paying $320.

A Gazprom-commissioned analysis written in late 2023 said it was unlikely the company would be able to achieve 2020 export levels any earlier than 2035, the Financial Times reported on June 5. Analysts told the paper Gazprom is pressing the government to raise domestic gas prices or provide the company tax breaks or other subsidies.

"Gasification is not coming," said a resident of the town of Chernogorsk, 5 kilometers north of Abakan. "At least not in our lifetimes. They talk about such projects every year, since some election or another is always happening…. I know the process is complicated, but if it isn't going to happen, they shouldn't promise it."

A resident of the city of Krasnoyarsk agreed, noting the authorities have also been building a subway system in the city since 1995.

"You can see how they are 'building' us a metro and 'bringing' us gas," he said. "We are a city of 1 million people, a region that sends more money to Moscow than it takes. We are pumping gas to China, while we ourselves breathe coal smoke."

Maybe we should see if we could get Second on that list somewhere. Obviously he won't be anywhere near the top, but I'm sure he could lie his made up company's way above quite a few smaller non-Western countries and their reported GDP if the list is just made up numbers that nobody checks.

War with Ukraine is the only thing preventing Russia from entering an immediate recession, economists say

Russia would be in a recession by now if it weren't for the nation's hefty war budget, economists told BI.

War spending is propping up the economy, which is becoming increasingly overheated, they added.
But Moscow has big problems on its hands, including soaring inflation and mounting currency issues.

There are many red flags waving inside Russia's economy.

Inflation is one of the biggest problems, Zagorsky said. According to Russia's official statistics service, consumer prices climbed 9% year-over-year in August.

Yet Zagorsky speculated that inflation could be running way hotter than that. The Bank of Russia hiked rates to 19% in September — the highest they have been since the Ukraine invasion began — which prompted central bankers to take emergency policy moves.

"It suggests to me that inflation might actually be really higher, and they're a little bit underreporting," Zagorsky said, pointing to the Soviet Union's practice of understating its inflation numbers during the Cold War.

Russia's economy is also being plagued by currency problems, Gorodnichenko said, pointing to Russia's limited access to the dollar as the result of Western sanctions. That's crimped Moscow ability to trade, especially for its oil and crude products, which make up a significant portion of its total revenue.

Russia has turned to alternative currencies, like China's yuan, to bolster its balance sheet and keep trade humming along. But now even the reminibi is in short supply, with Chinese firms increasingly hesitant to do business with Russia in fear of being targeted by secondary sanctions from the US and other Western states.

"Russia is making fewer sales to China, or receiving less for whatever volumes, physical volumes they send to China. All ... are contributing factors to economic problems in Russia," Gorodnichenko said.

Previously, Gorodnichenko predicted Russia could see a severe recession in the next year if the nation ran out of dollars.

It's unclear if that will happen in the next year, he said, though he noted that the nation's oil revenue has dropped as military spending has climbed. That's partially been a result of crude-oil prices falling globally.

"Russia is not only facing a reduction in demand for its product, but a rather dramatic fall in the price. This is kind of a double-whammy," Zagorsky said. "To me, it's a pretty simple story. The question is how long can the Russian economy keep going in the face of these big headwinds?"

Neither Zagorsky nor Gorodnichenko could say concretely when a recession could start for Russia. That will ultimately depend on how long the war in Ukraine — and therefore, spending on the war — will last.

Since sanctions ON RUSSIA were such a bust, we (i.e. our warmongering neocons) are focusing on secondary sanctions. Because not only do we feel we have the right to stop OUR nation from trading with Russia, we have the right to tell OTHER NATIONS who they can, and can't, trade with.

Well, secondary sanctions are a real threat to many nations, especially since they do most of their trade in the dollar, and many of them have dollar denominated loans which must be paid back in USD.

India, for instance, is vulnerable. Because altho China is their biggest trading partner, their balance of trade with China is all negative. Most of their net foreign earnings are in the dollar.

Now, India is making bank on buying, refining, and selling Russian oil to Europe. They for sure don't want to lose that income stream. So they'll work mighty hard to try and figure out a way around secondary sanctions.

Brazil, too, is feeling vulnerable, especially since Lula has ties to the DNC but depends on Russia for fertilizer. A reason to sanction- proof their trade.

China also has extensive trade in USD. The USA is no longer a major market (that would be the ASEAN bloc) but the Chinese never ever want to give up global market share since the leadership probably feels, and would be quite rightly, that their political future depends on continued prosperity. Still, they understand that they are our biggest strategic target, and they, too, are motivated to try to work around secondary sanctions.

We can see the results of secondary -sanction fear in some "global south" nations (Brazil, Turkey, India) pressuring Russia to end the war now, so they can go back to being comfortable with their USD denominated trade and finance. So far, most commercial banks, and even the BRICS bank, have respected USD sanctions on Russian banks and have dealt thru smaller intermediaries or thru the Russian agricultural bank, which is the one bank not sanctioned (to protect Russian grain exports, as a humanitarian gesture).


The big deal will be whether the BRICS organization offers any real mechanism to sanction-proof international trade. And THAT would be revealed at the upcoming BRICS meeting in Kazan, chaired by Russia (this year's chair). What is going on now, I'm sure, is a lot of private and very public positioning and negotiations, mostly around Ukraine. Fortunately for Russia, Zelenskiy is adamantly opposed to negotiations, so Russia doesn't have to respond to those calls for negotiations.

Not being an international finance person, I can't imagine what might be proposed at the BRICS meeting in October. If this is an area they want to move forward on, first thing they have to do is come up with a non-SWIFT bank to bank exchange. Russia, India, and China all have their own protocols. They can adopt one, or cobble them together, for central and commercial banks. Or they can adopt something entirely new like CBDC, and let the central banks take over the role of currency exchange.

This last might be the preferred route, since Trump has already said he will sanction any bank that avoids the USD! That would leave commercial banks vulnerable, but it would be unlikely that the USA would sanction other central banks since we depend on them for trade.

In any case, Russia does not seem to be feeling any political pressure from the BRICS member states, since Lavrov has told Brazil, China, and any other BRICSnation that proposes a cease fire now, to stuff it.
