"Current information suggests that al-Qa'ida and affiliated organisations continue to plan terrorist attacks," the US advisory said. "European governments have taken action to guard against a terrorist attack, and some have spoken publicly about the heightened threat conditions." Evidence surfaced last week that al-Qa'ida may be plotting attacks in European cities similar to the 2008 Mumbai shooting spree. Intelligence officials believe Osama bin Laden is behind the plots, which would be the most prominent role he has played since September 11, 2001. "This travel alert is a cumulative result of information we have received over an extended period," a senior US administration official said. "We are constantly monitoring a range of threat streams and have monitored this and others for some time." Authorities have not identified any specific targets that terrorists might be considering, a European official said. Officials say there may be up to 20 British-born jihadists training at militant camps in north Waziristan, on the Pakistan-Afghan border. A Pakistani intelligence official said last week that eight Germans and two British brothers were believed to be at the heart of the European plot, which was still in its early stages. The suspects were identified by matching their voices against a secret database. Britain's electronic eavesdropping centre, GCHQ, intercepted phone calls made by British jihadists at a training camp in the tribal borders of Pakistan to identify the suspects. Matching voiceprints allowed the security services to trace their connections to other individuals in their network. One of the Britons had died in a CIA missile strike last month, the Pakistani official said, and the rest were hiding in North Waziristan, where the US has focused many of its drone-fired missile strikes. In recent months, it has emerged, the military has loaned Predator and Reaper drones to the CIA to give the agency more firepower to target and bombard militants on the Afghan border. "When it comes to drones, there's no mission more important right now than hitting targets in the tribal areas, and that's where additional equipment's gone," a US official said. The shift in military resources was spearheaded by CIA director Leon Panetta and Defence Secretary Robert Gates, with the backing of the chairman of the Joint Chiefs of Staff, Mike Mullen, and the new Afghanistan commander David Petraeus. The secret deal to beef up the CIA's campaign inside Pakistan shows the extent to which military officials see the havens there as the primary obstacle to the Afghan war effort. The additional drones helped the CIA double the number of strikes in Pakistan last month, following intelligence of the European plot. The CIA operations are technically covert, allowing Islamabad to deny to its unsupportive public its involvement with the strikes. Last week, however, Islamabad responded to cross-border attacks by NATO helicopter gunships by closing a NATO supply route into Afghanistan. The drone strikes did not stop, with 15 militants killed on Saturday.

"Every day in this city we have instances where officers can lawfully deploy deadly force and they don't and this is one, based on the totality of the circumstances, where the officer's hand was forced," said Acevedo. According to Acevedo, Officer Bowman initially told officers he saw a muzzle flash and that the suspect fired at least two rounds. Police said Friday afternoon that the gun in possession of the deceased teen was loaded with five rounds of .38-special ammunition.
