This quote is from a charming SciFi novel titled, variously, "A Planet for Texans" or "Lone Star Planet", written by H. Beam Piper in 1958.

Another quote from this story, from the presiding Judge at the Court of Political Justice (edited a bit)...

Fellow citizens, words fail me to express my horror of this diabolic proposition, this proposed instrument of tyrannical extortion, borrowed from the Dark Ages of the Twentieth Century! Why, if this young nobleman had not taken his blade in hand, I'd have killed the sonofabitch, myself!

I therefore restore to you your weapons, taken from you when, in compliance with the law, you were formally arrested. Buckle them on, and, assuming your weapons again, go forth from this court a free man. And take with you that machete with which you vindicated the liberties and rights of all New Texans. Bear it reverently to your home, hang it among your lares and penates, cherish it, and dying, mention it within your will, bequeathing it as a rich legacy unto your issue.

BTW, If you haven't read anything by H. Beam Piper, try some. They're 50 years old, but hold up well.

I think the line is on specific credible threats, the same with any crime. If you outlay a plan of assault on a specific politician, you're in trouble

But the New Texans DO have laws. They have a Court of Political Justice to determine if actions against politicians are excessive based on that politician's record.

Who decides the politician's "record", though? Some see FDR as a hero, some see him as a villain. By any credible rules of evidence, Dubya *IS* an admitted war criminal (and Vincent Bugliosi is only one of dozens of DAs to sign letters asking for Dubya to be indicted on the charge of murder, among other charges), yet folks like "Hero" and Rappy here will declare him the greatest President in American history for his crimes against humanity, the American people, and the state.

So is this like other courts, where "justice" is for sale to the highest bidder?
