Read a book on IQ tests many moons ago and studies at that time discovered environment could change the score. Children who showed low scores would improve if they had a change of legal guardians or if the reached an age to live on their own.

Could an abundance of low scores in a district be more a sign of a poor education system?

Thats just two factors off the top of my head. How many more can there be that might change the score.

Once Rachie and I took an IQ test online together, she was about 15 and I was about 19, the results at the end said we had an average IQ, I'd hate to think what would have happened if we'd taken the test seperately, one without the other. :)
