It's reasonable to speculate that it's harder to bring someone in alive than to just kill them. I think Jubal wins every time because he's a wily thug, whereas the Operative is more a poet-warrior.

Hard to say, while I suspect the operative is far better trained, Early is crafty and used to working alone. If he doesn't have alliance support, I think the operative could very well lose to Early.

I imagine they'd talk each other to death, but I give the advantage to the Operative, ultimately, if only because he'd get frustrated and annoyed and shoot.

OPERATIVE: We're making better worlds. All of them, better worlds.
JUBAL: Who?
OPERATIVE: The Alliance.
JUBAL: The lions? If you heard me roar you'd think I was one of them.
OPERATIVE: What?
JUBAL: I like the quality of things. Three dimensional things. They're heavy. Solid. Multi-dimensional.
OPERATIVE: Huh?
JUBAL: Maybe you'll find your moment. Everybody has a moment. You just need to wait to find it.
OPERATIVE: Whuh--?!?
JUBAL: Tell me, Operative, have you ever been raped?
OPERATIVE: What the what? (beat) Oh, to hell with this!!!

The Operative shoots Jubal in the neck.

JUBAL: Did I make you angry?

The Operative stabs Jubal.

As Jubal dies, The Operative wipes his brow and looks around.

OPERATIVE: Gee, I hope I don't come off as that pompous and talk-talk-talky.

The Operative falls on his sword, just to be safe.

I submit that Mal is a flawed measuring stick (although this does bring up a wrinkle).

Sure, Jubal knocks Mal out quickly... but he also ambushes Mal and has a HUGE advantage.

(I'm assuming the this theoretical fight would be relatively fair, with neither side having a huge advantage... or else The Operative can just have one of the ships in his armada blow Jubal out of the sky!)

Mal is not a great measure because his strength ISN'T fighting. He actually kinda sucks at it. His strength is in fighting back and/or taking a beating.

By stunning Mal, Jubal doesn't fight him at his "best" (as the Operative does, twice).

If Jubal can take out The Operative quickly, he wins. If he can't, though, I still think the Operative has a big advantage.

Jubal might, as you say, bitch slap the Operative. But then he'd start talking and give the Operative opening after opening to exploit. :) Heck, if Simon had the stones, Jubal would be dead.

The operative hands down.
Jubal doesn't think enough, and he appears to be mildly insane. On the other hand, the Operative is a great strategist and comes very close to actually defeating Mal.

I agree with the Opperative winning, Jubal has too many flaws in his gameplan, he seems to leave himself open often as said above. I loved Gwek's rendition of how things would go down. They do both talk a lot and they both like abstractions. Jubal's appetites may also get in the way when faced with a raiser honed warrior like the Opperative, any distraction would be a disadvantage.
