You're thinking of a mix of cartoon race shows. 'The Perils of Penelope Pitstop', 'The Wacky Races', and 'Dastardly and Muttley in their Flying Machines' (this one with Yankee Doodle Pigeon).

I think there was a version of all that rolled into one called Laffalympics or something, that fits her description. Urk. Grape Ape as a team captain? Hardy Har Har as the annnouncer?
