Presidents are always saying "congress needs to do its job" meaning "congress needs to buckle down and agree with me." This is how the roman republic actually turned into the roman empire: rubber stamp senate, demanded and pressured for by the praetor. That's what a ship is, you know - it's not just a keel and a hull and a deck and sails, that's what a ship needs.
