That's why you hear about the Social Security Trust Fund, and such. When you cut the payroll taxes that fund Social Security and pay for the shortfall out of general revenue, that seems to be heading in the direction of just providing everyone with a guaranteed income from the government, which idea hasn't historically had much traction in the U.S. "Keep the Shiny side up"
