Just a few common sense restrictions.

No flying over populated areas.

Restrict fuel tanks to 20 gallons to reduce the danger of fire.

Two pilots on all flights.

Breathalizer interlock for starting.

Mandatory parachutes for all occupants.

Nerf rotors to reduce injury.
