"In order to provide for the emergency management of the city, and further in order to provide for and protect the safety, security and general welfare of the city and its inhabitants, every head of household residing in the city limits is required to maintain a firearm, together with ammunition therefore," the ordinance said.

People with physical or mental disabilities are exempt from the law, as are "paupers," felons, and those who oppose gun ownership based on belief or religious doctrine.

I find this difficult to reconcile with my notion that all small town white southerners in any position of power are racists, more or less publicly.
Do they really want all of the black households down there in the slums, or "the bottoms", or the black neighborhood, whatever they call it, to be armed?

Or are the exceptions for felons and paupers really code words for "black folks?"

I will admit that that is MY notion, MY prejudice, MY bias, not necessarily supported by facts. But I would walk into the town looking out for any sign of that.

More a token measure than anything, and it *DID*, undeniably, unarguably, work for Kennesaw, GA.
The "gunfights on every corner" never appeared, the social violence never happened, and when that became clear it was ignored as hard as possible by those making those predictions, who then denied them utterly.

However, whether or not a measure of that nature would have any realistic effect is more dependent on the culture of a town than the actual percentage of weapons ownership, and said measures when enacted have so far not whatever been enforced in any way, shape or form, so it is more token affirmation than actual legislation - which is a waste of resources albeit a mild one.

One should not use the legislative process to make such a statement though, on that one I can agree.

Cops don't carry guns to protect you or your home. They carry guns to protect themselves.

Compare the per capita murder rate to Kennesaw GA to Chicago, NY, or any other area where guns are banned.

I looked the place up on Wikipedia. It's 50 miles North of Atlanta, and described as a "suburb". I looked at sattelite pix of it on Mapquest: it looks like one of those late 60's suburbs here in California. Big lots, lots of open space, curvy streets that bend like pretzels and don't get anywhere, no through streets. Only difference: from the air, a lot of the homes look like trailers.

Demographically, Georgia is about 70/30 % black white. This town is 89/9 %, in 2 counties that run 90 + percent white.

Sweeping generalizations are not very nice. I have lived my entire life in the South, and there is racism present, and it isn't that rare. However, racists make up a minority of the general population.

The problem, Penguin, is that even a minority can exert power to harm others, and if the South doesn't have the "biggest" minority of racists in America, they definitely have the most POWERFUL one.

And I admit it; I wrote so, right there. You quoted it.

MY subsequent post, with demographic stats, is enough for me at least. I would suggest that those 2 counties, and that town, are products of white flight, just as racist as those old towns with billboards saying, " Nigger, don't let the sun go down on your ass in this town. "

Which suggests, to me , that arming the citizens of the town is a way to make SURE that black folks stay away.

But remember, I am not a judge making this determination- I'm just a private citizen observing something in the news from 2000 miles away. I wield no power, no authority, make no decision in any matter concerning this town, or the people who live there. The demographics suggest that my analysis might be correct. I do not feel compelled to go there and interview folks to get eyewitness opinions. It looks like it might be some sort of de facto segregation, to me. But it affects me not-- it's there and I'm here.

And the question I asked, "Are these code words to exclude black people?" is still a valid historical question. There will be no true answer spoken by any person, from far away or there. Observation of events, over a long period of time, will reveal one, maybe.
