Oh, I'm talking about back in the day - hundreds of years ago - before birth control and medical abortions and Hitler. Back to the 1400s to 1800s. Looking at the vast numbers of abandoned babies (many tens of thousands a year in France), the routine farming-out of even nursing-infant-care by women of means, family sizes of poor v rich ... it's pretty clear that one way or another, many women opted out of motherhood. For poor women, often it wasn't a choice, they just didn't have the means to feed another mouth without causing their other children to starve. But for women of means, the record is clear that they had far fewer children, and they farmed-out their care from birth (wet-nurses) on (children lived with live-in nannies often elsewhere, or were sent to boarding schools).

Obviously it's a matter of numbers. Not everyone did one or the other. But there was a significant record that women with a choice chose other, more interesting things than motherhood and its non-stop efforts and tedium.

He gives briefly a quite lucid and informed understanding of Afghan history, the reasons for our involvement and why we are now at last leaving, and the most persuasive and compelling argument for his policy I have yet seen. This is how the Pentagon ended its longest war:

Friends have been combing through wreckage in Kabul, searching for the remains of 10 family members they say were killed in a US drone strike on Sunday.

The family told the BBC that six children were among the dead, including Emal's two-year-old daughter Sumaya.

"Make no mistake, no military on the face of the Earth works harder to avoid civilian casualties than the United States' military, and nobody wants to see innocent life taken," he said.

U.S. Drone Strike in Kabul killed a family — and began a new chapter of the war

Though U.S. forces are leaving Afghanistan, the war could continue with remotely controlled drone strikes — and even less accountability.

The drone strike that hit Khwaja Burgha, a working-class residential neighborhood in Kabul, was said to have killed numerous members of the Ahmadi family, with the youngest alleged victim being a 2-year-old girl. Morgue footage shared on social media showed the burned bodies of several children, as well as photos of the victims before their deaths. One of the dead, according to members of the Ahmadi family who spoke to reporters, was a former Afghan military officer who had served as a contractor for U.S. forces, as well as a worker at a charity organization.

The Kabul drone strike is just one in a long string of attacks in Afghanistan by U.S. forces and their proxies reported to have killed large numbers of civilians. Past attacks have hit families traveling in cars and buses, wedding parties, hospitals filled with patients, and groups of farmers working in fields. While the withdrawal of American troops can be described as the end to the war in Afghanistan, the Kabul strike shows how the war may simply enter a new chapter, with the U.S. striking targets with aircraft launched from faraway drone bases.

Critics of civilian casualties in the U.S. war have pointed to the lack of serious investigations on the ground into the deaths — accountability that will be even harder to come by in a remote war.

“In my experience, the bar for thorough military investigation has been so high as to discount a majority of credible incidents. What investigations do take place are neither consistent nor rigorous,” said Nick McDonell, author of “The Bodies in Person: An Account of Civilian Casualties in American Wars,” an analysis of the impact of the U.S. air wars in the Middle East. “At the same time, the military has repeatedly suppressed information on civilian casualties. The drone program is opaque, with extremely limited accountability for anyone involved.”

What separated the recent Kabul drone strike from the long pattern of reported civilian deaths was the level of immediate attention and outrage it has generated. The U.S. war in Afghanistan has mostly been waged in rural areas, away from the attention of international media. Kabul, on the other hand, is the highly populated capital and the country’s center for expatriates, nongovernmental organizations, and both Afghan as well as international journalists.

When the strike was reported, immediate video footage of the civilians who were killed in the attack began to circulate, and even international journalists were able to quickly access the attack site.


In contrast, many past strikes have gone under the radar — and continue to do so.

Are Former Professors As National Leaders More Prone To Black Swan Events That Overthrow Their Governments?

Recent events in Afghanistan suggest an example. This would be the sudden departure just over two weeks ago on Aug. 15 from Kabul of then Afghan President Ashraf Ghani, which triggered the sudden collapse of his government and the unexpectedly sudden takeover of Kabul by the Taliban. Even the Taliban did not see this coming. What was the black swan event involved? It was reported in the Aug. 29 Washington Post that Ghani was told early in the afternoon that Taliban were in his palace searching room by room for him, which led him to leave almost immediately with his family and a few aides off the roof in military helicopters for Uzbekistan where they took a plane to the UAE. He basically informed nobody of his exit. In fact the Taliban were not even in Kabul at the time and were sitting outside awaiting the outcome of an ongoing negotiation in Doha, Qatar that was supposed to facilitate a peaceful transfer of power by August 31. Indeed, only the day before Ghani did not even want to discuss defense arrangements with US military leaders because he was planning to give a talk on digitizing the economy. Not even the Taliban foresaw what was coming, although all kinds of columnists are given President Biden heck that he did not foresee it. As it is, no one has yet explained why those guards informed President Ghani of this false report about Taliban in his palace.

Maj. Gen. Christopher Donahue, commander of the 82nd Airborne Division, XVIII Airborne Corps, based in Fort Bragg, N.C., was the final soldier to leave Afghanistan as U.S. troops boarded a C-17 aircraft at the Kabul airport just before a self-imposed U.S. deadline to evacuate.

Why two? Why does it mean what you say if going forward we find the need to go after terrorists in Afghanistan? Why do some see things in such a black and white fashion? I feel getting out was right. 20 years, a trillion dollars spent and standing up an army of 300,000 should have been enough. We gave them more than a fighting chance. In the end they failed to stand up when it counted according to our way of interpreting events. How is that our fault?

There is no way to end an ongoing conflict with everyone being in agreement. Trump made a deal with the Taliban to be out end of May. Biden pushed it back to the end of August and got it done. In a very short time we airlifted over a 120,000 Afghans who allied with us. Worked directly with us. Do I wish he’d done things a little differently; yup? Do I know best? How arrogant would that make me if I think that?

There are a few thousand more Afghans who worked with us that I hope we can help. However many who want out were those who were against the Taliban more as Afghans, and less so as allies. I hope we can help them as well but in the end, Afghanistan is for the Afghans. Some fight on while others capitulate.

I hope for the best but our attention needs to be elsewhere. Afghanistan is little more than a blip, a gnat on the scale of things compared to China. Biden knows this and is moving accordingly and he has a very well trained army to do so.

We didn't just waste that money — we funneled it to the same people whose political donations will fund more pro-war candidates.

Matthew Yglesias has an interesting but ambiguous post up on his substack about Afghanistan. His argument goes like this (this is my paraphrase, except for the quotes):

Withdrawing U.S. forces from Afghanistan was correct on the merits

Generally, politicians should “say and do things that poll well”, a position he calls “popularism”

Withdrawing from Afghanistan polled well and seemed relatively safe politically

In fact, however, media coverage “has been hysterical and lacking in perspective.”

This hysterical, unbalanced coverage was surprising – to journalists, to Yglesias, and (Yglesias suspects) to the Biden White House

As a result of unbalanced and misleading media coverage, Democrats may do poorly in the midterms, and the entire episode may end up reinforcing hawkish and damaging foreign policy myths: “And that’s the problem with doing the right thing regardless of the consequences — if you lose the political fight, you tend to end up losing the substantive fight over time anyway.” Also this: “But my fear is that you only get to take so many political risks in life, and having rolled the dice and lost politically on Afghanistan, it’s now less likely that Biden will challenge the hawkish establishment in other areas like Iran policy that are probably more important.”

The only real alternative to the Biden withdrawal would have been to keep American forces in Afghanistan indefinitely: “This is the can-kicking logic that led to Obama’s incomplete withdrawal and that governed Trump’s decision-making until he was a lame duck . . . the objective political incentives favored it.”

And his conclusion: “. . . I think it makes sense for politicians to be hesitant to run big risks for the sake of doing the right thing.”

It’s not entirely clear that he thinks withdrawal was a mistake, all things considered, but at the very least he nods in that direction (while also acknowledging that if Biden had not withdrawn, Yglesias would have criticized this decision).

Since the war dragged on far longer than public support, who do we thank for it shambling forward like a zombie? It was really popular under Bush the deux. Maybe we should thank Obama perhaps since public support for the Afghanistan war was very low during his administration? I know we can't blame Trump, since he negotiated the American withdrawal.

Biden’s Basic Question in a 2009 White House Meeting Exposed the Folly of the Afghanistan War

On the afternoon of October 9, 2009, President Barack Obama met with his top generals, Cabinet officials, and his vice president to hash out strategy for the war in Afghanistan. Earlier that morning, Obama learned he’d been awarded the Nobel Peace Prize. The war in Afghanistan was now eight years old, and Obama had campaigned on the idea that the Bush administration’s effort there had been headed in the wrong direction.

Gens. Stanley McChrystal and David Petraeus, along with much of the military brass, were pushing for a troop increase of 40,000 to 85,000 in Afghanistan. Doing so would allow for a counterinsurgency strategy, they claimed, and would give the Americans time to recruit and train a larger Afghan national army and police force. The pivotal meeting is captured in Bob Woodward’s 2010 book “Obama’s Wars.”

Advocates for an expanded war found their most nettlesome opponent in Joe Biden.

“As I hear what you’re saying, as I read your report, you’re saying that we have about a year,” Biden said to McChrystal. “And that our success relies upon having a reliable, a strong partner in governance to make this work?”

McChrystal said yes, that was the case. Biden turned to Karl Eikenberry, a former general who was now ambassador to Afghanistan. “In your estimation, can we, can that be achieved in the next year?”

Eikenberry told Biden no, it was not possible, because there was no strong, reliable partner in Afghanistan.
Eikenberry followed with a pessimistic 10-minute assessment of the situation and pinpointed another logical failure that would manifest itself more than a decade later. “We talk about clear, hold and build, but we actually must include transfer into this,” Eikenberry said, adding that to eventually withdraw, the transfer was key.

Eikenberry said he “would challenge [the] assumption” that the U.S. and the Afghan government were even aligned. “Right now we’re dealing with an extraordinarily corrupt government,” he said.

Petraeus, when he spoke, acknowledged what had become obvious. “I understand the government is a criminal syndicate,” he said.
“But we need to help achieve and improve security and, as noted, regain the initiative and turn some recent tactical gains into operational momentum,” Petraeus said, adding that he “strongly agreed” with McChrystal’s pitch for a larger force.

Biden cut in: “If the government’s a criminal syndicate a year from now, how will troops make a difference?” he asked.

Biden was getting at something fundamental: Did anybody believe what the generals were proposing was actually possible?
Biden’s questions were largely ignored by the war planners, but the conversation held in that meeting makes clear that the answer was readily available by 2009: It was not possible and would collapse quickly once U.S. support was withdrawn. Instead of following Biden’s lead, the Obama administration allowed the carnage to drag on fruitlessly for another 12 years.

Woodward’s next lines are the most telling: “No one recorded an answer in their notes. Biden was swinging hard at McChrystal, [Defense Secretary Bob] Gates and Petraeus.”

Biden pressed on. “What’s the best-guess estimate for getting things headed in the right direction? If a year from now there is no demonstrable progress in governance, what do we do?”

Again, no answer.

Again, Biden asked: “If the government doesn’t improve and if you get the troops, in a year, what would be the impact?”

Finally, Eikenberry responded. “The past five years are not heartening,” he said, “but there are pockets of progress. We can build on those.” In the next six to 12 months, he added, “We shouldn’t expect significant breakthroughs.”

Secretary of State Hillary Clinton, meanwhile, said that the dilemma was whether to focus on adding troops or better governance. “But not putting troops in guarantees we won’t achieve what we’re after and guarantees no psychological momentum. Preventing collapse requires more troops, but that doesn’t guarantee progress.” She added, “The only way to get governance changes is to add troops, but there’s still no guarantee that it will work.”

Richard Holbrooke, special envoy for Afghanistan and Pakistan, chimed in with a reality that was largely kept from the U.S. public. “Our presence is the corrupting force,” Holbrooke said. Woodward then paraphrased his explanation: “All the contractors for development projects pay the Taliban for protection and use of roads, so American and coalition dollars help finance the Taliban. And with more development, higher traffic on roads, and more troops, the Taliban would make more money.”

He added that the numbers were all fake, noting that he had sent staff to investigate the claims being made by contractors that they had trained a massive number of Afghan police. About 80 percent of the force was illiterate, he said, drug addiction was common, and that was for the police officers who actually existed. Many, he said, were “ghosts” who got paychecks but never showed up.

He said that with a 25 percent attrition rate, McChrystal’s projections for the growth of Afghan forces was mathematically impossible. “It’s like pouring water into a bucket with a hole in it,” Holbrooke said.

Holbrooke’s argument is largely paraphrased by Woodward because, known as somebody willing to speak uncomfortable truths in high-level meetings, he was somebody the other officials had simply begun to ignore. Wrote Woodward: “Several note takers had learned to do the same thing when Holbrooke embarked on his discourse. They set down their pens and relaxed their tired fingers. The big personality had lost its sheen. He was not connecting with Obama.”

Biden’s summation, said Woodward, returned to the theme that the project was doomed due to the failure to have built a real Afghan government. Obama thanked his advisers for getting him closer to a decision. On December 1, he announced publicly he’d be surging 40,000 new troops into Afghanistan, while preparing for an exit. The surge came, but it was left to Biden to finally lead the way out.

Afghanistan v. Star Trek’s Prime Directive

On February 9, 1967, hours after the US Air Force pounded Haiphong Harbor and several Vietnamese airfields, NBC television screened a politically momentous episode of Star Trek. Entitled “The Return of the Archons,” the episode marks the debut of the Prime Directive – the supreme law of the fictional United Federation of Planets, and its Starfleet, banning any and all purposeful interference with alien people, civilizations, and cultures. Devised in 1966, as President Lyndon B. Johnson was sending another 100,000 troops into Vietnam, the Prime Directive constituted a direct, though well-camouflaged, ideological challenge to what the US government was up to.

Having remained central to the Star Trek series to this day, the Prime Directive is even more pertinent now. Military escapades always entail a variety of separate issues, making it hard to have a rational debate about their merits. For example, were the US invasions of Vietnam or Afghanistan motivated by good intentions, whether containing totalitarianism or saving women from radical Islamists? Or were those intentions invoked to provide political cover for cynical economic or strategic motives? Were they wrong because the US forces were defeated? Or would they have been wrong even in victory?

The beauty of the Prime Directive is that it cuts through this labyrinth of confusion and deception: the invader’s motives, good or bad, matter not one iota. The Prime Directive bans the deployment of superior technology (military or otherwise) for the purposes of interfering with any community, any people, or any sentient species. It is, in fact, quite drastic: Starfleet personnel must respect it even if it costs them their lives.

In the words of Captain James T. Kirk, “a starship captain’s most solemn oath is that he will give his life, even his entire crew, rather than violate the Prime Directive.” To which his successor, Captain Jean-Luc Picard, adds: “The Prime Directive is not just a set of rules; it is a philosophy … and a very correct one. History has proven again and again that whenever mankind interferes … no matter how well-intentioned that interference may be, the results are invariably disastrous.”

Entrenching such a philosophy in a mainstream American TV series, and in the midst of the biggest escalation of the Vietnam War, was a bold move. There can be little doubt that it was an intentional critique of US foreign policy. In the episode “Patterns of Force” (1968), Star Trek’s screenwriters conjured up a Federation social engineer who tries to help a primitive planet develop by instilling in its people a humanist attitude while also building a state with the efficiency that only an authoritarian regime can muster. His well-meaning intervention soon unravels as the patterns of authority he introduced beget institutionalized racism, and the humanism he tries to nurture is crushed by a regime espousing genocide.

Star Trek’s writers were not naive moralists or isolationists. They understood that, as with all rigid moral imperatives, their Prime Directive could not be applied straightforwardly. Simply turning up in a foreign land, or on another planet, meant interfering in some way. Although Starfleet officers are shown prepared to die rather than violate the Prime Directive, in plenty of situations their moral outrage causes them to bend or even ignore it. In “A Private Little War” (1968), they encounter a planetary civil war where one of the two factions has been supplied with advanced weapons by the Federation’s arch foe, the Klingons. How could they respect the Prime Directive when the competing superpower is not?

Deciding that the best way to respect the Prime Directive is to violate it, they attempt to level the battlefield by providing almost identical weapons to the other faction. The result is an out-of-control arms race and a rare unhappy ending.

But not all violations of the Prime Directive lead to disaster. “A Taste of Armageddon” (1967) depicts a bizarre war between two planets whose leaders had agreed to simulate their battles on a computer in order to stop the endless destruction of infrastructure. But the people “killed” in the computer simulation are later taken to death chambers. Convinced that risking a return to full-blown war is preferable to letting the callous simulated-cum-actual killings continue, Kirk violates the Prime Directive by blowing up the death chambers.

Nonetheless, the screenwriters went to great lengths in such cases to show that good consequences resulted despite violations of the Prime Directive, not because of them. Or, more precisely, it is the belief, etched into the minds and souls of Starfleet personnel, that the Prime Directive is good and proper which makes it possible for violations of it sometimes to work out. Likewise, Western soldiers can occasionally do good in some far-flung war-torn country precisely because they do not believe it is sensible to try to build a coherent civilization at the barrel of a foreign gun.

Star Trek’s Prime Directive deploys popular culture to highlight the irrelevance of whether the stated good intentions used to justify imperialist escapades are real or bogus. It dramatizes brilliantly the manner in which top-down high-tech invasions planned in advance to save an “inferior” people from themselves can only lead inexorably to the nauseating lies, crimes, and cover-ups of the sort we encounter in the Pentagon Papers or Wikileaks.

The Prime Directive is also a necessary and useful reminder of the contradictions of American society – in particular, how it has produced not only the liberal imperialist doctrine responsible for so much carnage in places like Vietnam, Iraq, and Afghanistan, but also a liberal anti-imperialist doctrine which remains ensconced in a TV series that has been captivating US audiences for longer than most Americans have been alive.
