Sen. Ted Cruz (R-TX) has 55 Senators in support of his bill to sanction a Russian pipeline company. Why are the pro-democracy Democrats blocking its enactment?

Yup. Not only that, but most of those 48 Democrats who voted to nuke it have voted to keep it in the past.

This would lead one to believe that they DO understand the ramifications of doing so, but went ahead and did it anyhow.

What changed?

Is it possible that they have laid out a plan that would ensure that they could rig enough elections nationwide with their new bills to ensure that they'd always have a just north of a 50/50 majority on their side forever so they'd never be on the receiving end of this?

It's incredibly stupid to nuke the Filibuster for temporary gains otherwise. But I don't have to tell you that. You can just look at old speeches many of those 48 Senators have given in the past doing that for me.
