The people who produce crude oil and distill gasoline from it have always been in control of their prices, except during wars when the Federal government sets the prices for them, much lower than prices that refiners would set for themselves. You really don't get it, do you 6ix? If you look at price of gasoline, you probably think that if refineries are setting the prices, the price would be nice and steady. Wrong. It would fluctuate wildly in order to bring in the maximum profit.
