On the South Lawn, Trump now faced reporters and cameras. Over the drone of the helicopter rotors, one reporter asked Trump if he was bothered that “more and more people” were calling him racist.

“I am the least racist person there is anywhere in the world,” Trump replied, hands up, palms facing out for emphasis.

His hands came down. He singled out a vocal critic, the Reverend Al Sharpton. “Now, he’s a racist,” Trump said. “What I’ve done for African Americans, no president, I would say, has done ... And the African American community is so thankful.”

It was an absurd statement. But in a twisted way, Trump was right. As his administrations first term comes to an end, Black Americans—indeed, all Americans— should in one respect be thankful to him. He has held up a mirror to American society, and it has reflected back a grotesque image that many people had until now refused to see: an image not just of the racism still coursing through the country, but also of the reflex to deny that reality. Though it was hardly his intention, no president has caused more Americans to stop denying the existence of racism than Donald Trump.

Trump was raising doubt that Russia attacked the 2016 election. His interview with John Dickerson was typical of the time.

Note to GOP: More mental health funding won't stop mass shootings

Now that the “thoughts and prayers” mantra has begun to curdle on the lips of even the most stiff-necked opponents of simple, sensible gun safety measures, many have retreated to convenient fallback positions. One of the handiest involves some evocation of “mental health.”

Spend a little money on therapists, in other words, and we’ll avoid the next Uvalde, the next Santa Fe, the next Allen. We’ll likely identify the next mass murderer; we’ll get him help before he heads for the gun store on his 18th birthday, credit card at the ready. Hire more school counselors, and they’ll be able to distinguish between the nascent shooter wearing black and the sullen kid sitting in the back of the class whose other choice of school attire was in the washing machine that day.

Maybe so, although most studies show it’s not that easy.

Predictably, Gov. Greg Abbott is among the more vociferous “mental health” cheerleaders, even as he worked overtime during the just-concluded legislative session to thwart red-flag laws and other common-sense gun-safety measures that have made a difference in other states.

Here’s Abbott, in an interview with Fox News Sunday less than 24 hours after a gunman wielding an assault rifle slaughtered eight people at an Allen outlet mall: “And what Texas is doing in a big-time way, we are working to address that anger and violence by going to its root cause, which is addressing the mental health problems behind it."

“People want a quick solution,” the governor added, “The long-term solution here is to address the mental health issue.”

The short-term, one-word response to such prattle is not printable in a family newspaper. What politicians like Abbott are doing “in a big-time way” is avoiding a life-and-death issue that’s hitting close to home for more and more people.

Of course, we need to spend money on mental health. The governor’s right about that. There’s not a person in this state who wouldn’t benefit from wise counseling and empathic therapy. More than 3 million Texans are living with mental illness, while more than 750,000 have had serious thoughts of suicide, according to data compiled by the National Alliance on Mental Illness Texas, or NAMI.

Lawmakers this session did budget substantial increases in funding for mental health including $2.3 billion for state hospital construction and inpatient care, which we hope will shorten the time people found incompetent to stand trial languish in jails without adequate mental health care. Another initiative, the Texas Child Health Access Through Telemedicine, connects children in school to therapists. It got a boost of nearly $100 million over two years. We applaud these investments.

Unfortunately, even with these big budget numbers, those who need sustained mental health assistance will still struggle to get it in this state. Texas in 2022 ranked near the bottom of the 50 states in access to mental health services, according to Mental Health America, a nonprofit advocacy group. The organization’s annual “State of Mental Health in America” gave Texas an overall ranking of 46 in 2023. We ranked 50th on “access to care,” a category that includes, as the Chronicle reported recently, access to insurance and treatment, among other mental health criteria.

More than one in five adults with mental illness are uninsured in Texas, making it the worst state in the nation for mental health care, according to a new Forbes Advisor study. It’s no coincidence that Texas is one of 10 states that have refused to expand Medicaid through the Affordable Care Act, a simple act that would give nearly 1.5 million Texans access to mental health services, according to a Kaiser Family Foundation report.

“Medicaid is the single-largest funder of mental health services in the country, but Texas loses out by refusing Medicaid to most adults,” writes Anne Dunkelberg, senior fellow with the nonprofit public-interest group Every Texan. “Often mislabeled, Medicaid expansion isn’t just for ‘able-bodied’ adults, and if you thought adults with mental illness already qualify for Medicaid, think again.”

We do rank at the top in another category, though. Texas has endured seven mass shootings (as of this writing) since Abbott took office in 2015, the most of any state. Whatever we spend on mental health will be of peripheral significance when it comes to the scourge of gun violence.

As Greg Hansch, executive director of NAMI Texas, pointed out last week during a Capitol press conference commemorating the Uvalde shooting, “Radicalism is not a mental illness. Terrorism is not a mental illness. And hate is not a mental illness. There is not a reliable psychiatric cure for angry, often young men with access to guns who are committed to perpetrating violence.”

Hansch urged a strategy that focuses on evidence-based risk factors for gun violence, including impulsivity and a history of violence. “We have to address the real issues at hand, such as the fact that it’s easier in our country to get a gun than it is to get mental health care,” he said.

The ubiquity of guns in this country – like no other industrialized nation in the world – also perpetuates a suicide epidemic. The majority of gun-violence deaths in this country are self-inflicted, and firearms are the most common method used for ending one’s life.

The self-serving swerve to mental health as a politician’s cure-all for gun violence places another group of Texans at risk: those experiencing mental illness. Already dealing with stigma, they are now labeled, feared and shunned as potentially violent.

Actually, people experiencing a mental illness are no more likely to be violent than anyone else. A 2015 study conducted by three doctors researching the connection between mental illness and gun violence found that mental illness contributes to only about 4 percent of all violence (and the connection to gun violence is even lower). Like the disturbed – and disturbing – young man choked to death by a passenger in a New York City subway recently, those experiencing mental illness are more likely to be victims of violence than they are perpetrators.

As long as Abbott, Lt. Gov. Dan Patrick, U.S. Sen. Ted Cruz and other leaders beholden to the gun lobby continue to evade the real cause of gun violence among children and adults, we’re going to need every penny that lawmakers appropriate for “mental health.” You might say it’s crazy, what our elected officials are willing to tolerate.

Team Trump Scrambles to Unmask the Feds Investigating Him

The former president wants to “immediately” purge the Justice Department’s ranks of the officials and agents who’ve led the criminal probes into his actions

In recent months, the former president has asked close advisers, including at least one of his personal attorneys, if “we know” all the names of senior FBI agents and Justice Department personnel who have worked on the federal probes into him. That’s according to two sources with direct knowledge of the matter and another person briefed on it.

Trump has then privately discussed that should he return to the White House, it is imperative his new Department of Justice “quickly” and “immediately” purge the FBI and DOJ’s ranks of these officials and agents who’ve led the Trump-related criminal investigations, the sources recount. The ex-president has of course dubbed all such probes as illegitimate “witch hunts,” and is now campaigning for the White House on a platform of “retribution” and cleaning house.

Separately, the twice-impeached former president has been saying for many months that on “day one” of his potential second term, he wants FBI director Christopher Wray “out” of the bureau, according to another source familiar with the matter and two people close to Trump. It’s an ironic turn, given that Trump appointed Wray in 2017.

But in the years since, Trump came to deeply distrust Wray. By the end of 2020, Trump was venting to senior administration officials that he would make it a top priority to replace Wray “next year,” blasting the director for not wholesale purging the FBI of non-Trump-loyalists. Trump lost the 2020 election to Joe Biden, and thus didn’t get his chance to fire Wray in 2021.

During some of the conversations this year, including at Trump’s Florida club Mar-a-Lago, some of Trump’s close political allies told him that they are working on figuring out the identities of the FBI and DOJ staff and forming lists, two of the sources relay to Rolling Stone.

However, others have complained that the feds aren’t making it easy for them.

In December 2022, the conservative nonprofit Judicial Watch — run by prominent Trump ally Tom Fitton — filed a Freedom of Information Act request demanding information about “all employees hired by or detailed to the office of Special Counsel Jack Smith.” In April, the Justice Department denied the request on the ground that it was an “unwarranted invasion of personal privacy” and that it would “interfere with enforcement proceedings.”

“One can only conclude, after seeing the uproar over the anti-Trump, partisan Mueller operation, that the Garland Justice Department has something to hide about Jack Smith and his prosecutors again targeting Trump and other Republicans with unprecedented investigations,” Fitton said at the time.

On Friday, Fitton told Rolling Stone that the DOJ is still “stonewalling” him and his group on the identities: “I don’t understand why it is that the names of prosecutors involved in a criminal investigation are secret. The Durham report shows it’s important we know who’s working there. We don’t want Social Security numbers or personal phone numbers, but certainly senior leaders and others who are pursuing this need to be disclosed.

“We were able to get hiring material for the Mueller investigations, interviews applications and stuff like that,” he added.

Fitton said his group is still seeking the information administratively, but that “??this is the type of lawsuit we typically would pursue.”

Other developments have made it harder for MAGA allies to create a comprehensive list of whom to potentially fire. Prior to Smith’s appointment, full names — in official DOJ email addresses — would appear in emails sent by Justice Department lawyers working on the Trump-related probes, to attorneys for subjects and likely targets of the investigations. But in the time since Special Counsel Smith started overseeing the probes last year, such emails began at times only showing initials for multiple DOJ addresses, obscuring the names of certain lawyers or personnel working on the special counsel’s team, according to a source with direct knowledge of the situation.

The feds, including Special Counsel Smith’s office, are currently investigating Trump and his associates for their efforts leading up to the deadly Jan. 6 Capitol attack, as well as for the ex-president’s hoarding of classified documents after he left office. Trump remains the leading candidate for the 2024 GOP presidential nomination in various polls, and he has already been indicted in a separate criminal investigation in New York. His lawyers are also expecting a federal indictment in the Justice Department’s Mar-a-Lago documents probe soon, and have already briefed Trump as such.

The identities of law enforcement personnel involved in the Mar-a-Lago investigation have been a flashpoint between Trump and the Justice Department since the FBI executed a search warrant on his residence in August 2022. Prosecutors unsealed a copy of the search warrant with the names of agents redacted, but the former president posted a copy of the document with the names of two FBI agents involved in the search.

The search kicked off an “unprecedented” number of threats against FBI agents and an attack by an armed Trump supporter on the FBI’s Cincinnati field office.

Trump’s latest crusade against the FBI coincides with his plans for a complete remaking of the federal bureaucracy. That includes promises to install extreme loyalists like Jeffrey Clark and Michael Flynn, who aided Trump’s anti-democratic efforts to overturn the 2020 election outcome. Trump also has pledged to sign an executive order, dubbed Schedule F, that would make it easier to hire loyalists and fire nonpartisan civil servants.

Fact Check: Did Donald Trump Promise to Eliminate National Debt?

Trump said in 2016 that he would be able to get rid of the debt (more than $19 trillion at the time) "over a period of eight years."

This, of course, assumed that Trump would stay in the White House for more than one term, an ambition that didn't materialize.

During his term, Trump instead added $7.8 trillion to the national debt, far from the elimination he had hoped for.

Already a mammoth task when he took the presidency in 2016, it's not clear how Trump would have managed to eliminate the debt having added nearly $8 trillion to it during his first term alone.

Therefore, although it's not unfair to say that Trump did plan to eliminate the debt and failed to do so, the terms of the former president's claim are for 8 years, not 4.

Why does Mike Pence think he has a chance of becoming president? This was a good question even before the events of Jan. 6, 2021. His record is extremely conservative even by Republican standards; he criticized George H.W. Bush for signing civil rights legislation and raising taxes and, in 2003, warned that a Medicare prescription drug benefit supported by the younger Bush would potentially “usher in the beginning of socialized medicine in America.” His most high-profile act as governor of Indiana was signing a bill intended to allow businesses to refuse service to gay customers.

This is why Trump selected him as a VP candidate—to give the 2016 Republican ticket credibility among the kinds of free-market evangelicals once thought of as the GOP “base.”

In the Republican primary, he’s now contending with a huge number of voters who believe he betrayed the party by refusing to help overturn the 2020 Election.

The Real Reason Republicans Want to Give Tax Breaks for Embryos

Wisconsin lawmakers are trying to "clarify" the state's 1849 abortion ban in a bid to make the wildly unpopular and anachronistic law palatable to modern voters

Republicans in the Wisconsin Legislature introduced a package of bills this week to “clarify” the state’s abortion ban, 174 years after it became law. The 1849 ban, which criminalizes abortion in every circumstance, except to save the pregnant person’s life, went back into effect last June after 50 years of obsolescence.

It’s a deeply unpopular law: By margins of 2 to 1, voters said it should be repealed in every single county where the question was on the ballot this April. (In a statewide judicial election held the same day, the pro-choice candidate — who, it is widely assumed, will vote to strike the ban down when it is challenged at the state Supreme Court next term — won by 11 points.)

But Republicans in Wisconsin can’t seem to grasp this obvious truth. Rather than repeal the 1849 ban, as Democrats have proposed, a group of GOP lawmakers — led by 32-year old Sen. Romaine Quinn — touted a total of four bills they hope will make the pre-Civil War law more palatable to modern Wisconsinites. Included in the package is an offer that has become trendy among antiabortion ideologues: tax breaks for embryos.

LRB-2486 would allow parents to claim an exemption on their tax returns for “unborn children for whom a fetal heartbeat has been detected.” Co-sponsor Rep. Donna Rozar made the proposal’s intent crystal clear: The bill, she said, “recognizes an unborn child as a distinct human being prior to birth by allowing the child to be claimed as a dependent.” The point isn’t to support Wisconsin families — the point is to change the definition of when life begins as part of an effort to enshrine in Wisconsin law the dangerous and dehumanizing concept of “fetal personhood.”

It’s all part of an effort to extend Constitutional rights to fertilized eggs — a legal theory that simultaneously revokes the rights of the individuals carrying those pregnancies.

Wisconsin Republicans aren’t the first to try this: Georgia’s Department of Revenue announced in August “any unborn child with a detectable human heartbeat” could be claimed as a dependent on state tax returns. The representative behind Georgia’s LIFE Act, which created the tax break, later admitted in a leaked video that the credit was all part of a gambit to get the Supreme Court to recognize fetal personhood: “We’re going to take this to the highest court in the land.”

The consequences of a ruling recognizing fetal personhood are difficult to overstate: The moment that an embryo is recognized as a person with rights, virtually any behavior that poses any kind of risk to a pregnancy can be criminalized or litigated. In one infamous case, an Alabama woman was charged with manslaughter for losing her pregnancy after she was shot in the stomach by another person. (That case was dismissed after a public outcry.)

Saudi Crown Prince Mohammed bin Salman’s production cut, which takes 1 percent of the world’s oil supply off the market, failed to accomplish its intended effect of boosting prices.

Saudi Arabia is desperately trying to drive up oil prices so the government can make its budget; whether it succeeds will decide Texas’ property taxes too.

After an uncharacteristically contentious OPEC oil cartel meeting Sunday, Saudi Arabia said it would take 1 million barrels of crude off the market every day beginning in July to prop up global prices. That’s in addition to the Organization of the Petroleum Exporting Countries and its allies, including Russia, agreeing to extend existing cuts into 2024.

The Brent global benchmark price for oil initially jumped 2.5 percent but dropped back to Friday’s closing price of roughly $75 a barrel. Analysts believe Saudi Arabia needs $81 a barrel to cover government expenses, which leaves the kingdom in an awkward position if prices don’t rise soon.

Texas’ government revenues are also vulnerable to low oil prices.

About 38 percent of the state’s economic activity in recent years has been tied to locating and drilling new oil and gas wells. Texas’ $33 billion budget surplus came partly from sales taxes on drilling activity and direct taxes on oil coming out of the ground at prices above $100 a barrel, as they were early last year.

When prices drop, drilling activity slows and so does tax revenue. Different institutions have tried to stabilize oil flows and prices for a long time but with varying success.


From the Great Depression to the early 1970s, the Texas Railroad Commission, which regulates the state’s oil and gas industry, helped stabilize oil prices by assigning production quotas. As Texas oil production shrank and Middle East oil began to dominate world markets, OPEC took over the role and has tried to manage global supply ever since.

As the world’s largest producer, Saudi Arabia has been the de facto OPEC leader. But the cartel’s power has waned as a brash Saudi crown prince assumed control, Texas emerged again as an oil exporter and Russia invaded Ukraine.

Oil traders, who determine prices by buying and selling contracts for future sales, shrugged off Saudi’s decision to take 1 percent of the world’s oil supply off the market. In the past, such a production cut would have triggered price jumps.

Last year, when wealthy countries began economically isolating Russia, traders drove prices up to $120 a barrel amid fear of losing 10 percent of world supply. But the United States and the European Union instead put a price cap on Russian oil to limit profits. Russia kept exporting, and the price cap drove down prices.

OPEC analysts, meanwhile, expected Chinese demand to bounce back this summer after the government lifted COVID-19 controls. But the world’s second-largest economy has not grown as expected, leaving oil exporters and traders disappointed.

Finally, many economists predict worldwide inflation and high interest rates will put the U.S. and other major economies into a recession in the second half of 2023. Traders know economic slowdowns decrease oil demand, reduce prices and create oil gluts.

Saudi Crown Prince Mohammed bin Salman’s unilateral production cut was insufficient to overcome oil traders’ expectations that supply and demand are balanced. Something else must happen before prices return to the $85-a-barrel mark and make the industry and OPEC happy.

Consumers may welcome stable gasoline prices this summer, but Texas politicians should worry about how much they are spending and on what. Gov. Greg Abbott has promised massive property tax cuts and school budget increases, but they rely on high sales and severance tax revenues.

Abbott’s proposal spends state tax revenues on paying school districts to reduce their property tax rates, a maneuver known as compression. The idea helps all property owners, residential and commercial, but what happens if an oil bust causes state tax revenues to plummet?

In the past, the Texas Legislature has slashed per-student school spending when times get tough, which is why we spend less than most states. Sure, the state is flush with cash now, but the Texas economy goes through regular boom-and-bust cycles, usually in sync with oil prices.

The results of this week’s OPEC meeting are mixed for Texans. On one hand, it’s good to see Saudi Arabia defending oil prices because they benefit the Texas economy and government budgets.

But on the other, the fact oil traders ignored Saudi’s production cut means they expect economic trouble ahead. OPEC is powerful during boom times but can do little during a bust.

I hope the Texas economy will rely less on oil one day, but for now, the state’s schoolchildren rely on a dictator for their education.

Such deference is “completely consistent” with the behavior across the world of “autocratic parties” under the thrall of “a leader cult,” says Ben-Ghiat, author of the 2020 book, “Strongmen: Mussolini to the Present.”

The closest recent parallel she sees to the GOP’s behavior might be how the Forza Italia party remained in lockstep for years behind former Prime Minister Silvio Berlusconi throughout multiple trials (and even convictions) for corruption and sexual misconduct, amplifying his claims that he was the victim of a vast conspiracy and “witch hunt.” For leaders like Trump or Berlusconi (who died at 86 on Monday) such legal challenges, she says, actually become a “juncture” to strengthen their dominance by demanding that others publicly defend their behavior – no matter how indefensible. In that way, the leader establishes personal loyalty to him as the one true litmus test for belonging to the party. (The Republican decision to replace a party platform in 2020 with a brief statement declaring it would “enthusiastically support” Trump’s agenda, she notes, marked an important milestone in that transition.)

“If you stay in the party it’s either you have to be supporting Trump or face the consequences,” says Ben-Ghiat, who teaches at New York University. “You could be even running against him, but you have to adhere to the party line: the weaponization by the deep state. That’s the sad and dangerous part among many dangers we face. Even those people are stuck within this narrative world and this party line and their targets are the same as Trump’s.”
