How Far Could Donald Trump’s Assault on the Federal Reserve Go?

Some central-bank veterans are concerned about a scenario in which the President’s appointees gain effective control of the institution and end its independence.

After weeks of anticipation on Wall Street and elsewhere, policymakers at the Federal Reserve, which is one of the few remaining independent agencies that hasn’t yet fallen under the control of Donald Trump, will meet in the coming days to set a key interest rate. Trump has recently renewed his attacks on Jerome Powell, the chair of the Fed, following a sharp slowdown in job growth throughout the summer. He has also demanded a bigger rate cut than Powell and his colleagues on the Federal Open Market Committee (F.O.M.C.), which holds eight scheduled meetings each year to determine monetary policy, are likely to deliver, though that is the least of his efforts to exert control over the central bank.

Last week, Senate Republicans moved to confirm Stephen Miran, the chair of Trump’s Council of Economic Advisers, to fill a short-term vacancy on the Fed’s Board of Governors. For now, Trump has backed off from his threats to fire Powell, whom he nominated in 2017 before turning against him shortly thereafter. But he is pressing ahead with his effort to oust another Fed governor, Lisa Cook, whom one of his minions, Bill Pulte, the director of the Federal Housing Finance Agency, has accused of mortgage fraud. Last week, a federal judge said Trump hadn’t “stated a legally permissible cause for Cook’s removal,” and allowed her to remain in her role. The Administration promptly appealed the ruling, asking a circuit court to allow it to forge ahead with Cook’s dismissal before the meeting, which starts on Tuesday.

Policy disputes between Presidents and the Fed aren’t new, though we are witnessing something unprecedented. Until now, the most contentious showdown between the White House and the Fed came in January, 1951, when President Harry Truman summoned the members of the F.O.M.C. to the White House for a dressing-down. Then, as now, the source of the dispute was the President’s demand for low borrowing costs, but the context was very different.

In April, 1942, shortly after the United States entered the Second World War, the Fed agreed to peg short-term rates at three-eighths of one per cent and long-term rates at 2.5 per cent. To enable the U.S. government to finance a huge expansion in defense spending, the Fed created large sums of money and used it to purchase Treasury bonds, an action that buoyed bond prices and kept their yields low. Large-scale monetary expansions are often associated with inflation, but wartime price controls helped keep price rises in check. In the postwar years, however, inflation picked up, and the United States’ entry into the Korean War, in June, 1950, heightened inflationary pressures. By the start of the following year, prices were increasing at an annual rate of about twenty per cent.

These developments alarmed Fed officials, many of whom wanted to raise interest rates to bring down inflation. In testimony on Capitol Hill, the Fed chairman at the time, Marriner S. Eccles, who had been appointed by Franklin D. Roosevelt during the Great Depression, described the interest-rate cap as “an engine of inflation.” But Truman, who had one eye on preserving the value of war bonds that many Americans had purchased, was determined to keep it in place. He convened the F.O.M.C. members, and argued that raising rates could jeopardize the financing of the Korean War and the global fight against Communism. The next day, the White House and the Treasury Department announced that the Fed had agreed to maintain its existing policy for the duration of the security emergency. But the members of the F.O.M.C. had agreed to no such thing.

When reporters from the New York Times and the Washington Post called Eccles, he told them this, and the outlets reported his comments without attribution. The dispute was now out in the open, and the Truman White House was shown to have misled the public. Eccles also released to the press an internal Fed memorandum that recorded the details of the meeting. As Eccles put it later on, “the fat was in the fire.”

For a month, the dispute escalated. Tense meetings were held. Various senators got involved. The Fed informed the Treasury that it was “no longer willing to maintain the existing situation in the Government security market.” Eventually, the White House and the Treasury backed down. The then Treasury Secretary, John W. Snyder, had been sidelined by an illness, so one of his top lieutenants, William McChesney Martin, negotiated a compromise with the Fed; the deal was finalized in early March. Under this agreement, which came to be known as the Treasury-Fed Accord, the central bank agreed to keep a key interest rate fixed until the end of the year, but it no longer committed to a permanent cap. Effectively, it was free to concentrate on fighting inflation.

Soon after, Truman appointed Martin as Fed chair, intending to have his own man in place. But, rather than catering to Truman’s desire for a cheap-money policy, Martin acquired a reputation as an inflation hawk. (It was he who likened the Fed’s role to removing the drinks when the party gets raucous.) Years later, according to an informative history of the dispute that was published in 2001 by the Federal Reserve Bank of Richmond, one of twelve regional reserve banks in the U.S., the two men ran into each other on a New York street; Truman looked at Martin, “said one word, ‘traitor,’ and then continued.”

After reading this history last week, I called up Jeffrey Lacker, an economist who was president of the Richmond Fed from 2004-17 and who also served as a member of the F.O.M.C. under Alan Greenspan and Ben Bernanke. (The voting members of the committee consist of seven Fed governors and five regional Fed presidents.) Lacker is a student of the Fed’s history, and a fervent believer in its independence. “Truman had to sue for peace when he was discovered to have lied to the press about the compliance of the F.O.M.C. with his desires,” he told me. “Whether such shaming is an effective mechanism in this climate is not so clear at all.”

I interpreted this statement as a diplomatic way of saying that Trump is utterly shameless, and that, in pursuing his goals, he is restrained by neither precedent nor embarrassing facts. (This is someone who was found guilty last year, in a New York civil court, of grossly inflating the value of his real-estate assets to obtain better loan terms, and here he is, accusing Cook of mortgage fraud.) That said, Truman was no pushover. As a Midwestern populist, he viewed the Fed and its allies on Wall Street with deep suspicion. Yet, the Fed was able to prevail over him. Lacker pointed to another reason that this was possible: “The crucial thing in 1951 was the relations that Eccles had behind the scenes with people in the Senate.”

Under the Federal Reserve Act of 1913, and later amendments to it, Congress exercises oversight over the Fed, its policies, and appointments to its Board of Governors. Although that relationship can sometimes be antagonistic, the central bank has long had powerful supporters in both parties on Capitol Hill and on its key committees. Since Trump launched his latest assault on the Fed, however, Republican senators have largely remained silent.

In an article published last year, Miran, Trump’s Harvard-trained nominee to the Fed board, called for “increased presidential oversight” of the board, and a clarification that “members serve at the will of the U.S. president.” At a recent nomination hearing, Miran vowed to make his own decisions at the Fed. But he has also insisted that, if he is confirmed to the vacant Fed post, which extends to the end of January, 2026, he will merely take a leave of absence from his job at the White House, breaking with the norm of cutting ties to avoid conflicts of interest. When I spoke on the phone with Senator Elizabeth Warren, the ranking minority member of the Banking Committee, last week, I mentioned that Ben Bernanke left the Bush White House to chair the Fed from 2006-14. “[Bernanke] actually left,” Warren replied, scornfully. “He didn’t keep a foot in the door with an option to return to his old job.” If Miran doesn’t resign from the White House, he would be “entirely dependent” on Trump, Warren added. And yet, despite all these warning signs, Republicans on the Senate Banking Committee nodded through Miran’s nomination with no defections. When the full Senate votes, a similar outcome seems inevitable. “If just four Senate Republicans had the courage to say no,” Warren said, “this craziness with the Fed would stop.”

For some old Washington hands, it may be a bit jarring to see the progressive firebrand Warren emerging as a prominent defender of the Fed. In the past, she has criticized the central bank for raising interest rates too sharply, failing to regulate banks adequately, turning a blind eye to dubious stock transactions by its officials, and not being sufficiently transparent or accountable. Miran, too, has called for more accountability. “But what Miran evidently means is accountability to one person—Donald Trump,” Warren told me. “I want a Fed that follows basic ethics rules more vigorously, that has an independent inspector general, and that is more transparent in its dealings. But I don’t want a Fed that elected officials—me or anyone else—can control.”

This is obviously what Trump wants, and it’s well within the bounds of possibility. If the Supreme Court buckles to him in the Cook case, as it has in many others, he will be able to nominate someone else to the Fed’s board, and the appointees from his first and second terms will be in the majority. Some Fed veterans are worried that the Trump appointees, at his instigation, could then exploit their position to fire all the regional-reserve-bank presidents, whose terms of office come up for renewal in February, 2026. In the past, these renewals, which take place every five years, have been a formality, but in theory they could be used to carry out a purge.

Would Republicans on Capitol Hill go along with a mass culling of regional Fed presidents? Based on their recent behavior, it’s not out of the question. Ultimately, the only binding constraint on Trump’s actions could be the reaction of investors, particularly purchasers of Treasury bonds. Lacker said a move against the regional presidents would likely be seen as “so drastic” that “it would trip some wires” in the sixty-trillion-dollar bond market. Back in April, markets tanked after Trump announced his “reciprocal” tariffs, and he backed off, at least in part.

The threat of a bond-market meltdown may be just about the only thing deterring a President who presided over the bankruptcy of multiple casino companies from gaining effective control of the entire U.S. economic-policymaking apparatus—fiscal, trade, and monetary. We aren’t there yet, but we are getting perilously close.

Stephen Miller, White House deputy chief of staff, on Monday blamed "terrorist networks" for Charlie Kirk's killing, despite law enforcement saying the suspected shooter acted alone.

Why it matters: Members of the MAGA movement began demanding retribution and calling for "war" with Democrats even before police had arrested a suspect or identified a motive. President Trump has stoked that furor.

The White House will use the Departments of Justice and Homeland Security to "identify, disrupt, dismantle and destroy" the alleged networks, Miller said to Vice President JD Vance, who hosted Monday's episode of "The Charlie Kirk Show."

Context: Police said the suspect, Tyler Robinson, acted alone.

As of Friday, police said they had no information that would lead to additional arrests. FBI director Kash Patel was criticized after the shooting for his handling of the investigation, including incorrectly announcing that a suspect was in custody.

Less than 24 hours after the shooting, Miller blamed "an ideology at war with family and nature" for Kirk's death.

"We see the workings of this ideology in every posting online cheering the evil assassination that cruelly robbed this nation of one of its greatest men," Miller wrote on X on Thursday.

Its been a few weeks now since Donald Trump embarked on his trade war with India—which has been given a movable feast of justifications, but which seems to have been originally motivated by the desire to punish the Indian government for not supporting the narrative that Trump settled the recent dispute between Pakistan and India.

The different arguments given for the US move, depending on when and who was speaking, range from a desire to punish India for buying Russian oil, to trying to pry open the Indian market for US agricultural goods, to trying to generally rebalance the trading relationship between the two states.

One thing is clear, though, and that is that the policy has had the definite impact of driving India away from the USA and closer to Russia and China. It has already strengthened the Russian war effort in a very short period of time, and provided the Russian war economy with fresh capital at a time when things are looking uncertain.

In August, instead of cutting back on their purchases of Russian oil, the Indians jumped in and seemed to buy all that they could. They almost matched the Chinese for crude oil purchases that month, buying €2.7 billions worth when compared to the Chinese total of €2.9 billion. This was a real benefit to the Russian economy as the Chinese purchase represented a real drop from the €4.1 billion of Russian crude they bought in July.

And this was only part of Indian purchases of Russian energy. Overall, India’s fossil fuel imports from Russia reached €3.6 billion in August, including €510 million in coal and €282 million in refined products.

And the Indians in buying so much crude are helping the Russians cope with the effects of the Ukrainian attacks on Russian refineries. With Russian refining capacity being reduced, the Russians could be faced with a massive crude storage problem soon. However the Indians are stepping in and providing the Russians a market to ship their unrefined oil—which the Indians then refine themselves.

The Indians now seem to be going to great lengths to show that they will not bow to Trump’s pressure. Very depressingly, the Indians are sending a small contingent of military personnel to take part in the soon to start ZAPAD military maneuvers. The Indian official statement about the move says it was intended to “further strengthen defence co-operation and foster camaraderie between India and Russia, thereby reinforcing the spirit of collaboration and mutual trust”

At the same time, the Indians are working with the Chinese to improve relations. Now these steps are less dramatic than the billions of crude oil that the Indians are purchasing from Russia, and the Indian-Chinese relationship will always be volatile as the two have a long-standing border dispute. However in the last weeks the Indians and Chinese have agreed to restart direct flights between the two countries for the first time in five years, and discussions between the two about improving diplomatic and economic relations have picked up steam.

In other words, what the Indian government has done, entirely rationally if regrettably after Trump singled them out for tariffs in this way, was not to come crawling and dance to America’s tunes, but to recalibrate away from the USA. That means better relations with (and more money going to) Russia and China from India.

And if anything, the US move has not given the US the upper hand in trade negotiations with India. It’s worth noting that it's Trump who is now all over the place in his descriptions of the US-Indian relationship. When it first became apparent that what he had done was drive India closer to China and Russia, resulting in the Putin, Xi, Modi threesome in China, Trump got angry on September 6 and tweeted out "Looks like we've lost India and Russia to deepest, darkest, China. May they have a long and prosperous future together!"

Then, he tried to be all sweetness and light, doing a semi-grovel to try and demonstrate that he wanted to get along with India. He tweeted about talking with his good friend Prime Minister Modi—trying to be all sweetness and light now that his move has backfired. He sent this out on September 9.

I am pleased to announce that India, and the United States of America, are continuing negotiations to address the trade barriers between our two nations. I look forward to speaking with my very good friend, Prime Minister Modi, in the coming weeks. I feel certain that there will be no difficulty in coming to a successful conclusion for both of our great countries!

And yet no deal has emerged. Trump is just looking weak and desperate.

In other words, Trump’s policies towards India have backfired and hurt Ukraine and helped Russia. And they have hurt the USA as well.

The Bureau of Labor Statistics just published its annual benchmark revision on Tuesday morning. While few analysts expected good news, the revision is substantially larger than expected, and lands at a moment of widespread political and economic turmoil.

Economists broadly expected the agency to report the U.S. added about 700,000 fewer jobs from March 2024 to March 2025 than earlier believed. Instead, the figure was revised down by 911,000.

The immediate reaction? Stock futures had pointed to a strong open on Tuesday morning, but the bigger-than-expected revision encouraged more moderate, sideways moves, at least on announcement.

More importantly, the markdown is big enough to reshape the larger picture of the labor market over the last year. It also intensifies the sense of stagflation now taking hold: slowing job growth alongside rising inflation. Consumer prices for August are due on Thursday and are expected to show another uptick, too.

Meanwhile, the White House has already been rattled by last Friday’s weak jobs report, which showed just 22,000 new positions in August, with nearly all of the growth coming from healthcare and support services. Outside those segments, job creation has essentially flatlined this year — while dark clouds loom over the healthcare field as Medicaid cuts are set to kick in October 1, resulting from the “Big Beautiful Bill” passed in July. In other words, if the growth from healthcare disappears, growth may disappear altogether.

President Donald Trump has railed against BLS data specifically in recent months as a broad slowdown in jobs growth appeared to take hold. In early August, he dismissed a similar routine revision of BLS figures as a “SCAM” and then fired the agency’s commissioner.

Even as experts argue the agency’s processes allow little chance for such meddling, Trump’s allies are likely to argue that the large revision is evidence that the bureaucracy has been cooking the numbers, or failing that, to shift blame for the slowdown onto former President Joe Biden and Federal Reserve chair Jerome Powell. Commerce Secretary Howard Lutnick has gone further, promising a coming “jobs boom” once Trump’s corporate investment agenda kicks in.

On one of those extravagant vessels, Mr. Witkoff sat down with a member of the ultrarich ruling family of the United Arab Emirates. He was meeting Sheikh Tahnoon bin Zayed Al Nahyan, a trim figure in dark glasses who controls $1.5 trillion of the Emiratis’ sovereign wealth.

It was the latest engagement in a consequential alliance.

Over the past few months, Mr. Witkoff and Sheikh Tahnoon had become both diplomatic allies and business partners, testing the limits of ethics rules while enriching the president, his family and his inner circle, according to an investigation by The New York Times.

At the heart of their relationship are two multibillion-dollar deals. One involved a crypto company founded by the Witkoff and the Trump families that benefited both financially. The other involved a sale of valuable computer chips that benefited the Emirates economically.

While there is no evidence that one deal was explicitly offered in return for the other, the confluence of the two agreements is itself extraordinary. Taken together, they blurred the lines between personal and government business and raised questions about whether U.S. interests were served.

In May, Mr. Witkoff’s son Zach announced the first of the deals at a conference in Dubai. One of Sheikh Tahnoon’s investment firms would deposit $2 billion into World Liberty Financial, a cryptocurrency start-up founded by the Witkoffs and Trumps.

Two weeks later, the White House agreed to allow the U.A.E. access to hundreds of thousands of the world’s most advanced and scarce computer chips, a crucial tool in the high-stakes race to dominate artificial intelligence. Many of the chips would go to G42, a sprawling technology firm controlled by Sheikh Tahnoon, despite national security concerns that the chips could be shared with China.

Those negotiations involved another key White House official with ties to the tech industry and to the Middle East: David Sacks. A longtime venture capitalist, Mr. Sacks serves as the administration’s A.I. and crypto czar, a newly created position that has allowed him to shape tech policy even as he continues to work in Silicon Valley.

The Times found that the agreements were intertwined in ways that have not been previously reported and that they provoked concerns about conflicts of interest even from staff members in the Trump administration.

Representatives for the White House and World Liberty both denied any connection between the two deals, with an administration spokeswoman calling the crypto transaction “totally unrelated to any government business.”

World Liberty said in May that Mr. Witkoff was fully divesting from the company. A disclosure document made public on Saturday showed that, as of August, he still had a financial interest in the firm, though it did not reveal the value. The White House spokeswoman said in a statement that Mr. Witkoff was “still in the process of divesting.”

Asked whether Mr. Witkoff violated federal ethics rules, the spokeswoman responded that Mr. Witkoff was “working with ethics officials and counsel to ensure he is in full compliance.”

The White House statement also said that Mr. Sacks had acted appropriately. “Mr. Sacks has no financial interest in the U.A.E. chip deal,” the statement said.

And a spokesman for G42 said the company was “grounded in integrity” and committed to safeguards, auditing, and coordination with the Americans to ensure that U.S. technology does not get into the wrong hands.

Already the two deals have been transformative.

The first instantly propelled World Liberty into one of the world’s most prominent crypto companies, giving it a revenue stream that could be worth tens of millions of dollars annually.

The second is still pending, with final details under discussion in the White House. But it is poised to be a monumental victory for the Emirates. The Trump administration agreed to exponentially increase the U.A.E.’s access to one of the most important inventions in modern history.

The back-to-back deals violate longstanding norms in the United States for political, diplomatic and private deal-making among senior officials and their children, according to three ethics lawyers interviewed by The Times. And they have generated alarm among some former government officials.

“If you’re the president of the United States, you want to be making national security decisions in the American interest — not the commercial interests of the people involved,” said Brad Carson, a former Army under secretary who runs a bipartisan nonprofit that advises the government on A.I.

In the middle of both deals was Mr. Trump, a president who has used his power to enrich himself in ways that have little modern precedent, at least in the United States. It is more reminiscent of business customs in the Persian Gulf, where moneymaking and governance are blended in the hands of the ruling families.

“We really need to take a page out of His Highness’s and the Emirates’ book,” Zach Witkoff said at the Dubai conference. “They are just an amazing example of how you can lead with innovation while also maintaining your family values.”
A Blurring of Lines

Sheikh Tahnoon, 56, has long had an air of mystery. Because of an eye condition, he is rarely seen without a pair of shades, even when meeting with world leaders.

For years, Sheikh Tahnoon has served as the U.A.E.’s national security adviser, surrounding himself with comrades who include a British ex-spy and the former prime minister of Lebanon. He became embroiled in a spying scandal in 2019, when it emerged that operatives hired by the Emirates were targeting human rights activists including Ahmed Mansoor, whose baby monitor they hacked to spy on his family.

By 2023, Sheikh Tahnoon had also taken on a new role, as the key orchestrator behind the royal family’s sovereign wealth. With more than $1 trillion of government money at his disposal, Sheikh Tahnoon was intent on turning his tiny oil-rich nation into a technological powerhouse.

The riches financed G42, a sprawling enterprise that Sheikh Tahnoon personally controls with an A.I. business and cutting-edge ventures in genomics and cloud computing.

But as advances in A.I. technology became a phenomenon, it was clear that G42 lacked a crucial tool: the world’s most powerful computer chips. This technology is designed primarily by U.S. companies, particularly Nvidia. The United States had export policies that limited sales to certain foreign countries to prevent the technology’s misuse.

Sheikh Tahnoon approached the Biden White House, seeking access to these chips. The outreach included a high-level meeting with Gina Raimondo, the commerce secretary for President Joseph R. Biden, on the sheikh’s luxury yacht, according to two former U.S. officials.

Nvidia was enthusiastic about selling its products in a new market. But Mr. Biden’s national security staff and some U.S. intelligence officials had serious doubts.

The Emirates had performed joint exercises with the Chinese military, and G42 had formed wide-ranging business partnerships with Chinese tech companies. U.S. officials worried that China might gain access to Emirati data centers, accelerating its efforts to build A.I.-enhanced weapons that could someday be deployed against American soldiers.

Alan Estevez, who was an under secretary of commerce in the Biden administration, recalled telling Sheikh Tahnoon that he could not share technology with both the United States and China.

“You’re going to have to make a choice,” Mr. Estevez recalled saying.

In the end, all the U.A.E. could extract from the Biden administration was a government-sanctioned deal with Microsoft that gave G42 access to a small number of the high-powered chips, with rules that limited what the Emirati firm could do with them. G42 also agreed to eliminate certain Chinese technology from its operations.

Mr. Trump’s election victory in 2024 opened new doors.

Suddenly Sheikh Tahnoon had allies in Washington who loved making deals. Among them was Steve Witkoff.

Mr. Witkoff, 68, met Mr. Trump about four decades ago as a young lawyer working with bigwig real estate executives in New York. They became golfing buddies and close confidants.

Two months before Election Day, they went into business together. Mr. Witkoff, Mr. Trump and their sons appeared on a social media stream to announce that they were starting World Liberty. An investor prospectus showed that the Trump and the Witkoff families would own large amounts of the company’s digital currency and receive a cut of the firm’s profits.

The election changed Mr. Witkoff’s life. He had never played any role in international diplomacy, but Mr. Trump gave him a broad portfolio including foreign wars and hostage negotiations.

He started his work while Mr. Biden was still in office. One of his first stops was the U.A.E. in December.

Immediately the division between government and family business started to blur.

First, Mr. Witkoff spoke behind closed doors at a major crypto conference in Abu Dhabi and met with Justin Sun, a Chinese-born billionaire who had recently invested $30 million in World Liberty.

Second, the trip gave Mr. Witkoff a chance to renew his relationships in the U.A.E., a source of capital that he had tapped during his real estate career.

In 2013 and again in 2019, the Emiratis had invested in a New York hotel that Mr. Witkoff’s real estate company had purchased, the Park Lane. Mr. Witkoff is also close with Marty Edelman, a New York lawyer who participated in the Park Lane deal and now works for Sheikh Tahnoon’s G42 as general counsel.

Whether Mr. Witkoff met with Sheikh Tahnoon on the December trip is disputed. A person briefed on the trip told The Times that they met around the time of the conference, confirming reports by Axios and The Wall Street Journal.

But a White House spokeswoman denied that any meeting took place in December, while confirming the subsequent get-together in Sardinia, which she said was focused on mediating international conflicts.

What is clear is that Mr. Witkoff was soon in the middle of overlapping billion-dollar business deals with Sheikh Tahnoon.

His son Zach, a founder of World Liberty, kept tabs on the Middle East discussions. In private conversations last year, he alluded to high-level meetings in the region, according to a person familiar with the matter and messages viewed by The Times.

Sheikh Tahnoon had become “a good friend of the family,” Zach Witkoff told an associate.
A Raging Debate

Just blocks from the U.S. Central Intelligence Agency, on the edge of the Potomac River, the U.A.E. has its own Washington-area operations hub.

In March, the Emiratis hosted an extraordinary procession of guests there. Sheikh Tahnoon was in town, hoping to make a deal.

The visitors included cabinet members like Commerce Secretary Howard Lutnick. Some of the biggest names in tech also traveled to the compound, including Jeff Bezos, the founder of Amazon, and Satya Nadella, the chief executive of Microsoft. Joining via video link was Jensen Huang, the founder of Nvidia, whose chips were critical to the Emiratis’ plans.

In the middle of that week, Mr. Trump hosted Sheikh Tahnoon for dinner, alongside Vice President JD Vance and much of the cabinet. Mr. Witkoff sat next to the sheikh, who was across from the president. At the end of the table sat Mr. Witkoff’s old friend, Mr. Edelman — the G42 general counsel.

It looked to be an image of harmony for Sheikh Tahnoon.

Behind the scenes, however, there was discord. The sheikh wanted an export policy that would give the U.A.E. more access to the most advanced American-designed A.I. chips.

Several administration officials, including members of the National Security Council, preferred to tighten export rules, primarily to prevent China’s access to the chips. One of them was David Feith, who had served in the State Department during Mr. Trump’s first term and helped shape the administration’s aggressive stance on China.

Mr. Feith, who had returned in the second term as senior director for technology on the National Security Council, pushed what he and colleagues called the “America First” A.I. chips plan. It would restrict foreign access to the most advanced chips for at least a year, in conflict with Sheikh Tahnoon’s demands.

But in early April, not long after Sheikh Tahnoon’s visit to Washington, Mr. Trump fired six security council officials, including Mr. Feith. The dismissals came after a roughly 30-minute meeting between Mr. Trump and Ms. Loomer.

Ms. Loomer said her opposition to Mr. Feith had to do, in part, with his father’s political views when he was serving in the administration of President George W. Bush. She said it did not pertain to the chips negotiations.

The firing turned the tide for the U.A.E.

With Mr. Feith out of the way, Mr. Sacks, the A.I. and crypto czar, became a key figure in the negotiations.

Mr. Sacks, 53, was one of the early executives at PayPal with Elon Musk and later became a Silicon Valley investor, an influential podcaster and a major Trump fund-raiser.

He adopted the view of many tech executives who believed that the United States could lead the A.I. revolution by ensuring that domestically designed chips powered data centers the world over.

With appropriate safeguards, chip sales to the Middle East should be effectively unlimited, Mr. Sacks contended in meetings starting in late April, one of which included Emirati diplomats.

“The choice is do we want these countries to be the piggy bank for American A.I. or for Chinese A.I.?” Mr. Sacks said on a podcast in May.

His vocal support left other U.S. negotiators frustrated, fearing that it had cost them leverage to demand concessions, like a curb on military ties between the Emirates and China.

Some administration colleagues also expressed concern because Mr. Sacks had once invested in the A.I. industry and had longstanding business relationships in the Gulf, according to four people involved in the negotiations.

Early investors in Craft Ventures, the firm Mr. Sacks helped start in 2017, included the Abu Dhabi Investment Authority, which is now overseen by Sheikh Tahnoon. Also among Craft’s investors was the Public Investment Fund of Saudi Arabia, another nation seeking A.I. chips. (A spokeswoman for Craft said the Emirati investment represented a “tiny percentage of Craft’s funds.”)

Until at least March, Mr. Sacks, who is still working at Craft, was also invested in a stock fund that included the Taiwan Semiconductor Manufacturing Co., which builds Nvidia’s chips, and other A.I.-related companies such as Amazon and Meta. (The size of those stakes isn’t publicly known.)

The White House recognized that Mr. Sacks’s investments could present a problem. On March 31, the White House counsel, David Warrington, signed a letter that granted Mr. Sacks special permission to participate in government decisions that might affect his financial holdings. Without the waiver, those kinds of actions could violate a conflict of interest law.

The waiver came less than two weeks after Sheikh Tahnoon announced that he had met with Mr. Sacks in Washington to discuss A.I. “investment opportunities.”

The waiver was justified, Mr. Warrington wrote, because Mr. Sacks’s personal investments in A.I. were worth less than 2 percent of his total holdings, while Craft’s A.I. shares accounted for less than 1 percent. Mr. Sacks and Craft were also in the process of selling almost all of their remaining stakes in A.I. firms, with the last of them to be sold by the end of June.

Mr. Sacks brought “a unique and invaluable perspective” to the White House, Mr. Warrington wrote.

A Craft spokeswoman said Mr. Sacks had honored ethical standards and completed the promised divestments, though she would not specify when. In its statement, the White House said that Mr. Sacks’s conversation with Sheikh Tahnoon in March was part of a series of “meet-and-greets” and that Mr. Sacks did not join the chip negotiations until May.

Mr. Sacks did not know any U.A.E. representatives before his government service and “participated in the negotiations for the sole purpose of advancing administration policy,” the statement said.

As the negotiations over the chip exports continued, some White House officials noticed that Mr. Sacks had an ally in Mr. Witkoff, who was seen as a valuable supporter for the U.A.E., because he had Mr. Trump’s ear, according to four administration officials.

While the chips debate raged, the Emiratis floated an even bigger request.

They wanted the Trump administration to sign off on a plan for TSMC to build a chip factory in the U.A.E., even as the United States was providing billions of dollars in subsidies for the company to build one in Arizona. Several senior administration officials emphasized that they would not support the U.A.E. plant, according to four participants in the discussions.

At a meeting in the spring, Mr. Witkoff discussed the plan with TSMC executives and Emirati officials, arguing that it was not the right time to push for the factory, according to three people with direct knowledge of the conversation. A White House official disputed this account, saying Mr. Witkoff “was not in those meetings.”

Behind the scenes, the topic surfaced again, and Mr. Witkoff and Mr. Sacks both pushed for the factory to be built in the months that followed, the people with knowledge said.

And in private correspondence, a G42 executive described an effort to enlist Mr. Witkoff’s help with the Commerce Department, which had to sign off on any export deals and was moving cautiously, according to text messages reviewed by The Times. In one message, Talal Al Kaissi, a government affairs executive at G42, praised Mr. Witkoff and said that a company official was seeking his assistance.

The White House spokeswoman disputed that the executive asked Mr. Witkoff to help with the Commerce Department. She acknowledged that Mr. Witkoff was “briefed” on the overall chip discussions, but she maintained that “he did not participate,” an important standard in federal ethics rules that prohibit government officials from taking part in matters that could benefit their families.

An email arrived in early May in the inboxes of U.S. officials working on the negotiations. A new proposal increased the number of chips that would be sent to the U.A.E. in the coming years from about 100,000 a year to 500,000, with a fifth of them slated for G42.

Many of these chips would be the most advanced on the market. In return, the Emiratis would spend hundreds of billions over a decade to bolster U.S. industrial growth, including investments in A.I., according to the Trump administration. (The final deal did not include approvals for the TSMC factory in the U.A.E.)

Several top officials tried to block the new proposal or make tweaks to toughen the demands on the Emiratis before any deal was signed, according to the Trump administration officials with knowledge of the deliberations.

What most disturbed these dissenting officials was that the White House was asking so little from Sheikh Tahnoon. They had hoped for an upfront guarantee that the Emirates would cancel military exercises with China or stop sharing technology with Chinese companies.

But Mr. Sacks argued that additional demands could scuttle the deal and that security guarantees would be worked out in subsequent negotiations. And Mr. Witkoff told senior White House officials that it was vital to complete the deal before Mr. Trump’s upcoming trip to the Middle East, two people familiar with the matter said.

By mid-May, Mr. Sacks, Mr. Witkoff and Sheikh Tahnoon had prevailed.
Dual Roles

While the chips deal was being hashed out, another alliance with the U.A.E. was taking shape.

Until last year, Zach Witkoff, 32, was virtually unknown in the crypto world. But while his father was jetting around the world on White House duty, the younger Mr. Witkoff transformed into a crypto superstar — the face of World Liberty.

Even if his father divested from the company, he would remain one of its primary leaders. In March, he joined a group of the industry’s most powerful executives for a gathering at the White House headlined by Mr. Trump and Mr. Sacks. He celebrated the birth of his son by naming him “Don,” after the president.

But the highlight was an announcement on March 25, just days after Sheikh Tahnoon’s dinner at the White House.

In a post on X, Zach Witkoff revealed that World Liberty would begin selling a stablecoin. These crypto coins maintain a fixed price of $1, making them easier to use than digital currencies like Bitcoin, which fluctuate in value.

Stablecoins are hugely profitable, because issuers like World Liberty can accept deposits from investors, give them stablecoins in return and then invest the deposits to generate a yield.

World Liberty’s stablecoin would be called USD1, Zach Witkoff said, and was tailored to “sovereign investors and major institutions.”

The announcement also revealed that World Liberty was working with a company called BitGo, backed by Mr. Sacks’s Craft Ventures, that would store the reserves underlying the stablecoin. (A White House ethics waiver said that Craft’s stake in BitGo was small enough that it would not affect Mr. Sacks’s work.)

As a newcomer to the crypto industry, Zach Witkoff would need money and expertise to fulfill his lofty ambitions. He turned to the U.A.E.

Beginning in January, one of Sheikh Tahnoon’s lieutenants, Fiacc Larkin, a computer science expert who serves as G42’s head of crypto, joined World Liberty, where his title was “chief strategic adviser,” according to his LinkedIn profile and three people familiar with the matter.

Put plainly, while the U.A.E. was negotiating with the White House to secure chips for G42, a G42 employee was helping the Witkoffs and the Trumps make money.

Mr. Larkin did not respond to requests for comment. The G42 spokesman did not address questions about Mr. Larkin but said the company has rigorous protocols governing “professional conduct, external engagements and conflict of interest.”

In May, Zach Witkoff arrived at a luxury resort in Dubai to speak at Token2049, one of the world’s largest crypto conferences.

From the stage, Mr. Witkoff sang the praises of the Emirati royals. The U.A.E. was “just one incredible country,” he said, “the most innovative country on planet Earth today.”

He also revealed that World Liberty had just agreed to a deal with a company called MGX that G42 had helped establish. (Sheikh Tahnoon is MGX’s chairman.) MGX would use World Liberty’s USD1 stablecoin to complete a $2 billion investment in Binance, a giant crypto exchange, Mr. Witkoff announced.

It was the single largest investment in a crypto company ever, according to Binance. The transaction effectively handed World Liberty a $2 billion bank deposit, funds that the company could invest to generate returns in the tens of millions annually.

The transaction also created a financial link between the Trump family and Binance, a firm seeking relief from the U.S. government. Binance’s founder, Changpeng Zhao, has applied for a presidential pardon, after he pleaded guilty to money-laundering violations in 2023.

“We thank MGX and Binance for their trust in us,” Zach Witkoff said in Dubai.

Asked whether the deal was designed to support the Trumps and Witkoffs or secure access to chips, an MGX spokeswoman said in a statement that the company had evaluated several possible stablecoins, assessing “business suitability, the jurisdiction and currency of assets backing the stablecoin, and compliance history.”

“On this basis MGX selected USD1,” the statement said.
‘Your Wonderful Brother’

It was the start of a succession of wins for the Witkoffs, the Trumps and the Emiratis.

In May, during a tour of the Middle East, the president made a stop in the U.A.E. to announce the chips deal. He was joined by Mr. Witkoff, Mr. Sacks, Sheikh Tahnoon and other Emirati leaders at Qasr Al Watan, the presidential palace.

The officials gathered around a scale model of the technology facilities that the U.A.E. intends to build, using the American chips that the Trump administration had agreed to share.

That agreement is still subject to final approval. But in Abu Dhabi, the negotiators touted the framework as historic.

“This partnership has taken a significant leap forward since you assumed office,” Sheikh Mohamed bin Zayed Al Nahyan, the president of the U.A.E., told Mr. Trump.

Standing beside the model, Mr. Trump praised the ability of Middle East leaders to move decisively.

“A very strong man, a brilliant man, a man of vision like few others,” Mr. Trump said of Sheikh Mohamed.

Then he added his appreciation for Sheikh Tahnoon, “your wonderful brother.”

Mr. Trump made no public mention of the $2 billion transaction with his family company.

Soon many of the key figures in the U.A.E. deals were reunited in Washington.

They gathered at a private club called Executive Branch that Donald Trump Jr., Mr. Trump’s eldest son, had helped open this year in the tony neighborhood of Georgetown.

“Subscription revenue is down by about 50%, the magazine’s report said, and it quoted a spokesperson for the German embassy who said they did not know if the Stuttgart Ballet would still perform there given the poor ticket sales.

“The reported slump extends an already worrying slide in patronage. By June, the Kennedy Center had seen subscription sales fall by about $1.6m, or roughly 36%, compared with 2024.”

Trump has had it in for Jimmy Kimmel, a prominent critic, for a very long time. After CBS axed fellow late-night Trump critic Stephen Colbert, the president repeatedly said that Kimmel was “next.”

The Trump administration weaponized the regulatory powers of the federal government to punish speech it doesn’t like. This is a favored weapon of modern autocrats. What just happened shows how far down the authoritarian road the United States has traveled in just eight months.

During a Wednesday podcast appearance, FCC head Brendan Carr threatened to revoke the broadcasting licenses of any stations that continued to air Kimmel’s content.

“It’s time for them to step and say this garbage…isn’t something that we think serves the needs of our local communities,” he said.

Carr’s threat should have been toothless. The FCC is prohibited by law from employing “the power of censorship” or interfering “with the right of free speech.” But Nexstar — the largest owner of local stations in America — is currently attempting to purchase one of its major rivals for $6.2 billion — a merger that would require express FCC approval.

To get FCC approval, Andrew Alford, the president of Nexstar’s broadcasting division, said that Kimmel would not be broadcast from Nexstar’s stations. Without access to Nexstar’s roughly 200 stations — covering about 39 percent of the national market — Kimmel would suffer an enormous ratings blow. And so, shortly after Nexstar’s announcement, ABC/Disney announced that he’d be suspended indefinitely.

The MAGA Campaign to Suppress Dissent—Even on the Right

Charlie Kirk’s assassination was a tragedy. It is also an opportunity for conservatives who hope to silence their political rivals.

The horrific murder of the conservative activist Charlie Kirk inspired politicians on all sides to call for calm. “The time for unity, the time for peace, it is now,” Republican Senator Katie Britt of Alabama said. Fellow Republican Senators James Lankford, Thom Tillis, and John Curtis offered similar bromides, and Utah Governor Spencer Cox urged every American to “always forgive your enemies”—a lesson he said he learned from Kirk himself. This is the sort of rhetoric that American politicians typically resort to in the aftermath of political violence. But when it came from Republicans, they were promptly attacked from the right.

“If You’re Not Focused on Fighting Left-Wing Violence, Step Aside,” a Federalist headline demanded. “If I hear an elected Republican say the phrase ‘political violence’ or ‘both sides’ I’m going to scream,” wrote Shashank Tripathi, a co-host of the Ruthless podcast.

Such criticism is in line with the president’s. Donald Trump, who granted clemency to nearly 1,600 people associated with the January 6, 2021, riots, has made it plain that he is not opposed to political violence. The only threat worth combating, he insists, is left-wing violence. In his Oval Office speech after Kirk’s assassination, Trump did not call for unity. Instead, he exploited plausible concerns about left-wing extremism by accusing the “radical left” of stoking the kind of rage that leads a young man to commit murder.

But blaming the left exclusively for violence is not just a rhetorical flourish from a pugilistic president. Instead, it is a pretext, a justification for what appears to be coming next. Trump and his supporters are promising to exploit the tragedy of Kirk’s assassination to undertake a sweeping government crackdown on the left. His targets include civil society, opposing politicians, the news media, and even late-night comics such as Jimmy Kimmel, a special fixation for the television-addled president, whom ABC just yanked off the air for comments he made about Kirk’s suspected killer on his show.

Trump, who rose to power promising salvation for anyone who had been unfairly canceled by overly sensitive leftists, was never actually against cancellation. His concerns were about who was getting canceled. The Kirk shooting is his chance to redefine the attributes of a healthy democracy, including peaceful protest, candid criticism, unfettered journalism, and political satire, as illegitimate, subversive, or violent.

The idea of using government power to harass and break up the American left has been floating around right-wing circles for years. The national conservatives, a growing faction of Republicans who favor illiberal use of state power to crush their enemies, have been longing to turn the government into a weapon of vengeance. But these ambitions had been on the fringe of the party. Now they are in the White House.

In his first term, Trump’s authoritarian impulses were curbed by the conservative institutionalists in his administration. This time, he has no such constraints. Although the Republican elite still includes traditional conservatives who view the Democrats as a legitimate political opposition entitled to operate legally, the natcon wing is ascendant. Kirk’s murder has provided the party’s extremists with a galvanizing event that could tamp down internal opposition to suppressing the left, at least temporarily.

This intention was made plain when Trump vowed, the night of the shooting, to “find each and every one of those who contributed to this atrocity and to other political violence, including the organizations that fund it and support it, as well as those who go after our judges, law-enforcement officials, and everyone else who brings order to our country.” (Such concern for the welfare of police officers must seem refreshing to the many who were injured defending the Capitol on January 6.)

The administration claims that its proposed crackdown is about public safety, about disrupting a domestic terrorist network for the sake of public order and the preservation of the republic. “With God as my witness, we are going to use every resource we have at the Department of Justice, Homeland Security, and throughout this government to identify, disrupt, dismantle, and destroy these networks and make America safe again for the American people,” Stephen Miller vowed in an appearance on Kirk’s livestream show on Monday. “It will happen, and we will do it in Charlie’s name.”

Miller has presented this crusade as in keeping with Kirk’s own wishes. “The last message Charlie Kirk gave to me before he joined his Creator in heaven was he said that we have to dismantle and take on the radical-left organizations in this country that are fomenting violence,” he explained ominously. But Miller’s desire to delegitimize the political opposition preceded the assassination. Weeks before Kirk was killed, Miller said on Fox News, “The Democrat Party is not a political party. It is a domestic extremist organization.”

Likewise, while Trump and his supporters have defended Kimmel’s suspension as a response to his comments about the Kirk shooting, Trump seemed to predict this turn of events on Truth Social in July: “The word is, and it’s a strong word at that, Jimmy Kimmel is NEXT to go in the untalented Late Night Sweepstakes and, shortly thereafter, Fallon will be gone.”

To escape the ire of Trump and the far right, elected Republicans needn’t directly endorse right-wing violence; they just can’t criticize it. (Regarding January 6, for instance, support and silence are the two acceptable Republican postures.) The administration has also made it clear that conservative lawmakers must refrain from holding all Americans to the same standard of conduct.

Trump, as he often does, put the matter bluntly. “The radicals on the right oftentimes are radical because they don’t want to see crime,” he said in an appearance on Fox & Friends last week. “They’re saying, ‘We don’t want these people coming in. We don’t want you burning our shopping centers. We don’t want you shooting our people in the middle of the street. The radicals on the left are the problem. And they’re vicious, and they’re horrible.”

By this logic, if people on the right sometimes engage in violence, it is only because the left has provoked them. The solution, according to Trump and his supporters, is not to clamp down on political violence, but to clamp down on its root cause: the left.

Laura Loomer, one of Trump’s most influential advisers, summed up the administration’s ambitions. “I do want President Trump to be the ‘dictator’ the Left thinks he is,” she wrote on X, “and I want the right to be as devoted to locking up and silencing our violent political enemies as they pretend we are.”

On Kirk’s show on Monday, J. D. Vance, perhaps the natcons’ favorite elected official, echoed the far right’s complaints about the rhetoric of unity offered up by the likes of Lankford and Cox. “People on the left are much likelier to defend and celebrate political violence,” he declared. “This is not a both-sides problem.”

The emotional pinnacle of Vance’s sermon came when he decried a column in The Nation criticizing Kirk’s ideological legacy. Vance called the article a smear and an apologia for Kirk’s assassination: “There is no unity with the people who fund these articles, who pay the salaries of these terrorist sympathizers, who argue that Charlie Kirk, a loving husband and father, deserved a shot to the neck because he spoke words with which they disagree.”

The Nation column did not call for Kirk’s murder. To the contrary, its author, Elizabeth Spiers, wrote, “I won’t celebrate his death, but I’m not obligated to celebrate his life, either.” But that hardly seemed to matter to Vance, who went on to claim that The Nation receives funding from two well-known progressive foundations: “Did you know that the George Soros Open Society Foundation and the Ford Foundation, the groups who funded that disgusting article justifying Charlie’s death, do you know they benefit from generous tax treatment? They are literally subsidized by you and me, the American taxpayer.” (The OSF most recently funded the Type Media Center, formerly the Nation Institute, in 2020, and the Ford Foundation funded an internship program at the magazine in 2019, but neither appears to be a backer now.)

There was something sinister in Vance’s charge that these foundations enjoy a special subsidy. Donations to nonprofit organizations are generally not taxed—an exclusion that applies to all nonprofit organizations. Vance seems to be using the pretext of terrorism to float the possibility that the federal government will selectively target nonprofits on the left.

National unity will come only “when we work to dismantle the institutions that promote violence and terrorism in our own country,” Vance proclaimed. “And our government, and you heard me talking to Stephen Miller about this, will be working very hard to do exactly that in the months to come.”

Miller made an even more sweeping threat. “It could be a RICO charge, a conspiracy charge, conspiracy against the United States, insurrection. But we are going to do what it takes to dismantle the organizations and the entities that are fomenting riots, that are doxxing, that are trying to inspire terrorism, that are committing acts of wanton violence,” he shouted on Fox News on Friday. “The power of law enforcement, under President Trump’s leadership, will be used to find you, will be used to take away your money, take away your power, and, if you’ve broken the law, to take away your freedom.”

Note that Miller reserved the final punishment, imprisonment, for those targets who have broken the law. Other targets, apparently, will lose their “money” and “power” regardless. Miller is someone who speaks deliberately and with some precision, a trait that makes his regular bouts of autocratic fury all the more unnerving. The administration and the movement that he represents are describing a far-reaching campaign against the political left, coupled with an effort to suppress dissent on their own side. If Miller is saying he will punish targets who have broken no law, he likely means to do just that. Unity, or even calm, is the last thing this administration seeks.

Trump Plots to Fire Prosecutor for Failing to Charge His Nemesis

Administration officials want New York Attorney General Letitia James prosecuted despite a lack of evidence.

President Donald Trump plans to fire a top prosecutor after he refused to bring charges against one of Trump’s leading political enemies due to a lack of evidence in the case.

The administration claimed James—who successfully sued the Trump Organization for fraud last year and is leading multiple lawsuits challenging the president’s policies—had declared a second home in Virginia as her primary residence to get more favorable loan terms.

But so far, investigators have determined that James only listed the home as a primary residence on a limited power of attorney form that allowed her niece—who was her co-purchaser—to sign documents on her behalf, ABC News reported.

The loan officers who approved the mortgage never considered the document, sources told the outlet, but the Trump administration nevertheless demanded that the U.S. Attorney for the Eastern District of Virginia, Erik Siebert, bring criminal charges against her, according to ABC.

After Siebert refused, officials told him that Trump plans to fire him, potentially plunging one of the nation’s most prominent U.S attorney offices into crisis.

The Eastern District of Virginia handles most of the country’s espionage and terrorism cases because it’s so close to Washington, with multiple government offices falling within its jurisdiction.

Siebert, whose last day is expected to be Friday, has worked as an assistant district attorney since 2010 and has served as interim U.S. attorney since January.

His original interim tenure expired in May, but Trump himself nominated Siebert in May to fill the position on a long-term basis, and the U.S. District Court for the Eastern District of Virginia unanimously agreed to keep him in the role until the Senate confirms a nominee.

The administration plans to replace him with someone who will more aggressively investigate James, sources told ABC.

The New York attorney general has been a frequent target of Trump, who, in April, celebrated the news of the mortgage fraud investigation.

“Letitia James, a totally corrupt politician, should resign from her position as New York State Attorney General, IMMEDIATELY,” he wrote on Truth Social at the time. “Everyone is trying to MAKE NEW YORK GREAT AGAIN, and it can never be done with this wacky crook in office.”

The DOJ is also investigating James for “deprivation of rights,” a crime that involves a government official violating someone’s constitutional rights in an official capacity. The president stripped James of her security clearance in February.

Last month, her attorney Abbe David Lowell told the Daily Beast that the probes against James represented “the most blatant and desperate example of this administration carrying out the president’s political retribution campaign.”

The administration has also targeted Sen. Adam Schiff and Federal Reserve Governor Lisa Cook with similar mortgage fraud claims, despite evidence to the contrary.

The irony is that loan fraud was also at the heart of James’ case against President Trump and his sons, Don Jr. and Eric Trump.

The court found that for years the Trump Organization had committed fraud by over-inflating the values of its properties to secure better loan terms. The judge ordered Trump to pay $364 million plus interest dating back years, a total that has since ballooned to about $527 million.

In August, an appeals court threw out the fine, calling it “excessive,” but kept the ruling of fraud in place.

A Lawless Nation

A relatively short story you may not have heard about. But it’s a very important story — indeed, arguably it amounts to a significant international crisis.

You see, General Motors has been building a factory complex in Mexico. But last week Mexican government agents descended on the facility, arresting hundreds of U.S. citizens who had been working on the project, claiming that they were in Mexico illegally. Many, probably most, were in fact there legally. But they had trouble explaining this, because the agents didn’t speak English.

So those U.S. citizens were arrested. And not just arrested: they were placed in shackles and imprisoned under terrible conditions. When the Mexican government finally realized that it had made a mistake, it sent the Americans home but kept them shackled until they reached the departure airport. Incredibly, the Mexican president initially backed the raid and has never had the grace to offer a full-throated apology for what happened.

OK, if you don’t recognize this story, it might be because I changed a few facts. This wasn’t a General Motors project, it was a battery factory being built by the Korean auto company Hyundai. The events didn’t take place in Mexico; they took place in America, specifically in Georgia. The arrested employees were South Korean citizens, not Americans, and they were unable to communicate because none of the ICE agents making the raid spoke Korean. But everything else about the story was exactly as I described it.

The reason I pulled the identity switcheroo was to help readers imagine how we would react if something like this happened to Americans trying to do business abroad. There would be a wave of outrage, coupled with demands for retaliation — maybe even demands that we invade Mexico. And you would expect many companies — not just American corporations — to reconsider any plans they might have had to invest in Mexico. Who wants to do business in a lawless country where anyone visiting is at risk of being chained up and imprisoned?

Why imagine that the South Korean reaction is any different? South Korea isn’t what Donald Trump would call a “shithole country.” It is, in fact, one of the greatest economic success stories in history, a nation that was poorer than Haiti in the early 1960s and now has a European-level standard of living. It’s a manufacturing powerhouse: The reason Hyundai was building that factory was that the Koreans are very good at manufacturing, often better than we are.

Oh, and South Korea is or was an important U.S. ally. Not long ago relations between the two nations were good enough that we signed a free trade agreement, although Trump has ripped up that agreement without bothering to explain why solemn U.S. promises apparently don’t matter anymore.

And the South Koreans are, by all accounts, every bit as outraged as you might expect. One editorial, flagged by Daniel Drezner, declared

The sight of our workers being led out in chains resembles images of African slaves in the 18th and 19th centuries being dragged out by their owners.

How did this happen? Even if there had been good reason to believe that a significant number of the South Koreans at the site were violating the terms of their visas — which they weren’t — civilized nations don’t suddenly arrest hundreds of citizens of an allied nation without warning and place them in chains. Why not contact Hyundai about the alleged issue? Why not notify the South Korean government?

As far as we can tell, what happened in Georgia was a symptom of ICE running out of control. The agency has been told by Stephen Miller, Trump’s immigration czar, to meet a quota of 3,000 arrested immigrants a day. So when its agents raided a facility full of nonwhite people, it just grabbed them, chained them, and locked them up.

The Hyundai raid hasn’t received much attention in the U.S. news media, which is arguably understandable given everything else going on. But the diplomatic and economic fallout will be immense. Trump has been saying that his policies have brought in $17 Musks trillion in foreign investment, which would be an absurd number even if America were behaving like a normal country with rule of law. But it’s even more absurd given the Hyundai incident.

I’m not a business executive, but if I were making decisions for a multinational corporation I’d be really hesitant about making large investments in a nation where foreigners never know whether they will in effect be kidnapped by masked thugs who supposedly work for the government but are clearly running amok. I don’t know about you, but I’d be strongly tempted to consider such a nation a shithole country.

Multibillionaire investor George Soros is not funding a network of militant left-wing activists. That fact has not stopped President Donald Trump from spending the days since Charlie Kirk’s killing calling to press charges against the liberal philanthropist under the Racketeer Influenced and Corrupt Organizations, or RICO, Act for allegedly bankrolling “violent” leftist protests across the country.

This absurd idea is among an array of repressive proposals, ranging from the illegal to the unconstitutional, that Trump and his acolytes have pulled from a cartoonishly blatant playbook of fascist scapegoating — conspiracies of Jewish dark money and all. The Trump administration will likely fail to bring successful prosecutions against the disparate liberal and leftist individuals and organizations they see as a well-funded criminal network. But we are long past the point of pretending the administration will be bound by law, or tethered to factual reality, when it comes to achieving its broader authoritarian goals.

Trump announced on Wednesday night, for example, that he was designating antifa a “major terrorist organization.” The proclamation, posted on Truth Social, is senseless in a number of ways.

Firstly, as has been stated ad nauseam, there is no such organization as “antifa” — an abbreviation of “anti-fascist” — which is a set of practices and militant tactics, deployed by activists for nearly a century. There are groups who come together under the “antifa” banner, but there is zero centralized leadership or membership structure. Secondly, the U.S. has no statutes under which groups are designated domestic terror organizations.

Some might recall Trump’s very similar announcement during the 2020 George Floyd uprisings, when he took pains to target left-wing activists and discredit the Black-led movement. At the time, his tweet did not call into being a non-existent domestic terror statute against a non-existent organization.

It should not be overlooked that since Trump’s first term, all significant efforts to collectively prosecute social justice movements have failed.

On Trump’s 2017 Inauguration Day, over 200 anti-fascist “J20” protesters were mass-arrested and hit with hefty felony riot charges based on no more than presence at the protest; the charges were later dismissed or dropped en masse. Just last week, a judge in Fulton County, Georgia, announced that he was dismissing overreaching RICO charges against 61 participants in the Atlanta-based Stop Cop City movement. The prosecutors’ two-year effort to frame the protest movement as a criminal conspiracy collapsed.

Having reported directly on both the J20 and Stop Cop City cases, I saw firsthand the toll a lengthy prosecutorial process can take on defendants, their supporters, and the entire targeted movement. Prosecutions need not lead to convictions to ruin lives and decimate social movement capacities; federal investigations do not need to have factual basis for their targets to be harassed and intimidated; First Amendment-protected speech can still get you fired. Fear spreads, cowardice abounds, and the real risks of state and state-sanctioned persecution hang over targeted communities.

The Atlanta RICO case may have been, as political scientist Joseph Brown told The Guardian, “probably the highest-profile failure of using conspiracy charges to indict a protest movement,” but even malicious prosecutions drain movement resources, both material and emotional, while directly keeping defendants from movement work.

What these cases nonetheless made clear is that collective persecution must be met with collective defense. None of the J20 or Atlanta defendants collaborated with prosecutors or took deals that entailed throwing other movement participants under the bus. Without compliant targets, the meritless cases fell apart.

We are today in a very different moment than in Trump’s first term, when the president first attempted to frame antifa as a catch-all boogeyman. Trump’s lawless speech acts are now taken as marching orders by his loyalists in government, law enforcement, and the judiciary.

We have seen the readiness with which institutions will sacrifice their employees and affiliates to appease the president. For failing to sufficiently toe the regime line on canonizing Kirk, ABC pulled comedian Jimmy Kimmel from the air, and the Washington Post fired columnist Karen Attiah. Dozens of workers — including teachers, airline workers, professors, and post office employees — have been fired or placed on leave for online comments deemed wrongspeak about Kirk or his murder. Meanwhile, university administrations nationwide, from Columbia to the University of California, Berkeley, continue to model genuflection and complicity in firing, censuring, and expelling scholars and students for protesting Israel’s genocide.

Trump and his followers’ paranoid projections about a Soros-funded radical left fostered in the Marxist laboratories of U.S. higher education and represented by the Democratic Party are laughably delusional. The tragedy, though, is that while Trump’s chaotic and maximalist crackdown strategy aims to target centrist liberals alongside leftist activists as an imagined whole, there’s little promise that establishment liberal figures and organizations will act with the integrity and solidarity it takes to rebuff such attacks. To neglect to do so would be a grave mistake, morally and strategically, when clear lessons of collective defense are there to be learned.

Trump’s conspiracy about a networked, well-funded greater left is a fiction; a united front against fascism shouldn’t be.

Pity Trump’s Defenders

Conservatives rushed to exonerate the president from the charge of censorship. He swiftly contradicted them.

Minutes after news broke that ABC had bowed to the Trump administration’s threats and indefinitely suspended Jimmy Kimmel, Ari Fleischer, the former Bush-administration press secretary, tried to explain why the thing that just happened was not actually what happened. “Liberals want to make this firing about ‘free speech,’” he wrote on X, “Did it ever occur to them the issue might be accuracy? Kimmel told his viewers that Charlie Kirk was murdered by MAGA.”

Nothing to see here, just a network imposing a zero-tolerance standard for factual accuracy upon its comedians and implementing it without warning. (Despite his fanatical belief in the importance of factual accuracy, Fleischer’s own tweet substantially misconstrues the facts: Kimmel’s joke implied that it was possible Kirk’s murderer was a MAGA supporter, but did not say so outright. Fleischer’s self-punishment for this error will no doubt be merciless.)

These are glorious, heady days for the Republican Party’s unselfconsciously authoritarian wing. Every day President Donald Trump tramples on the rights of their enemies, and the natcons rejoice, This is what I voted for.

But we should spare a thought for the party’s more conflicted wing, the anti-anti-Trump conservatives such as Fleischer. They profess support for free speech, democracy, and the rule of law while attempting to remain Republicans in good standing. They resolve this tension by focusing on the hypocrisy and foibles of their old liberal foes and ignoring the actions of the world’s most powerful person.

It is a survival strategy, and not a pleasant way to spend four years. That which causes the natcons unremitted joy forces the anti-anti-Trumpers into painful mental contortions. No event to date has given them more anguish than Trump’s gleeful defenestration of Kimmel.

As the story developed, a slightly more complicated explanation than Fleischer’s hasty effort took shape. The anti-anti-Trumpers conceded that the sequence of events looked bad. Yes, the Federal Communications Commission chair, Brendan Carr, threatened to revoke broadcast licenses from ABC stations, warning, “We can do this the easy way or the hard way.” Rolling Stone reported that “multiple execs” at ABC and Disney considered Kimmel’s comments to be minor, but “the threat of Trump administration retaliation” forced their hand.

But perhaps the relationship between these events was purely coincidental. “Neither Carr nor the FCC ever asked ABC or any of the broadcast stations to do anything specifically. There was no formal complaint or a specific action requested,” Conn Carrol wrote in the Washington Examiner. The conservative commentator Mike Solana insisted that, despite the perception that Trump ordered Kimmel off the air, “this didn’t happen.” Rather, Solana elaborated on X, “jimmy’s ratings were abysmal. he spread a conspiracy theory about kirk. two major affiliates refused to carry his show. ABC fired him.”

Ilya Shapiro, a fellow at the Manhattan Institute, argued on X that Kimmel was fired because his show “was losing money”—“there was thus no govt coercion here.” But, he allowed, “FCC statements were unhelpful because makes it look like threat of govt action for bad viewpoints.”

Trump’s FCC chair threatened to destroy ABC’s business, and the network just so happened to then do something Trump very much wanted it to do, but only paranoid leftists would presume these two things were somehow related. Sure, the threat was “unhelpful” for the way it might seem like coercion to the uninitiated. But if anybody was the victim here, it was Trump, who was unfairly blamed for the blunders of a subordinate.

Alas, as often happens when his friends attempt to devise a tortured alibi, Trump promptly blurted out his intentions the following afternoon.

“I have read someplace that the networks were 97 percent against me again, 97 percent negative, and yet I won, and easily,” Trump said about the 2024 election to reporters on Air Force One on Thursday. He added: “I would think maybe their license should be taken away. It will be up to Brendan Carr.”

Indeed, the idea that Trump would threaten the networks because he wants them to stop criticizing him was floated by Trump himself last month: “Despite a very high popularity and, according to many, among the greatest 8 months in Presidential History, ABC & NBC FAKE NEWS, two of the worst and most biased networks in history, give me 97% BAD STORIES. IF THAT IS THE CASE, THEY ARE SIMPLY AN ARM OF THE DEMOCRAT PARTY AND SHOULD, ACCORDING TO MANY, HAVE THEIR LICENSES REVOKED BY THE FCC.”

Awkwardly, these comments do make it seem like Trump may very well be extorting the networks by threatening their broadcast licenses so they’ll remove his critics from the airwaves. But surely there’s another innocent if convoluted explanation for these facts brewing in the minds of the not-yet-openly authoritarian Republican elite. Their future in the party may depend on it.

The Trump administration said on Friday it would ask companies to pay $100,000 per year for H-1B worker visas, potentially dealing a big blow to the technology sector that relies heavily on skilled workers from India and China.
