The comments of the people pushing these bills suggest these motivations: 1) that non-Muslim women feel uncomfortable, that their own gender equality/ feminism is threatened, 2) that the burqa is a product of an outdated/barbaric culture, and 3) that the burqa poses security risks. I only recall seeing one instance in the reasons that Magons quoted in her list of European countries with similar bans where bans were suggested because women are oppressed. The comment was unqualified and was accompanied by several other of the above reasons. This suggests that the welfare of the women was not first and foremost. I must still conclude that the legislation is therefore more anti-Muslim than pro-woman.
