The House of Representatives is expected to take action Thursday on a bipartisan agreement ending a dispute over disaster relief spending that threatened to cause a partial shutdown of the government by the end of the week.

Specifically, the House is set to approve a one-week government funding extension on Thursday, followed by a more comprehensive measure next week that will keep Washington funded through November 18, according to the office of House Majority Leader Eric Cantor, R-Virginia.

Thursday's approval will likely take place through a legislative maneuver known as "unanimous consent," which allows as few as two House members to approve a bill so long as no objections are filed. Most House members are currently away from Washington on a one-week recess.

On Monday night, the Senate approved both bills, which together will fund the federal government for the first seven weeks of the new fiscal year beginning Saturday.

The Senate passed the first measure on a 79-12 vote, then approved the second measure on a voice vote.

The spending proposals contain an additional $2.65 billion in disaster relief needed by the Federal Emergency Management Agency to replenish coffers depleted partly by the federal response to Hurricane Irene, Tropical Storm Lee, and a series of wildfires and tornadoes this year.

The new emergency disaster funding will kick in starting Saturday.

Democrats and Republicans had been at odds over a GOP demand to cut spending elsewhere in order to offset increased disaster relief funding in the current fiscal year. FEMA ended that standoff Monday when it indicated that it has enough money to get through the rest of the current fiscal year without any additional assistance.

Last Friday, when lawmakers did not believe FEMA would have enough funds to make it through Saturday, the GOP-led House passed a bill that included an additional $3.65 billion in disaster relief. $1 billion of that total would have been slated for use this week, but at the cost of $1.6 billion in cuts vehemently opposed by key Democrats.

Specifically, the Republicans wanted to cut $1.5 billion from a loan program that helps automakers retool their operations to make more fuel-efficient cars. Another $100 million would have been cut from an alternative energy loan program that provided funding for the solar panel firm Solyndra, a company that declared bankruptcy late last month despite receiving a $535 million federal guarantee in 2009.

Senate Majority Leader Harry Reid, D-Nevada, depicted the new agreement Monday as a victory over the House Republicans, who Democrats said had needlessly held up the disaster relief funding by demanding unprecedented spending offsets for emergency aid.

Senate Minority Leader Mitch McConnell, R-Kentucky, responded by arguing that the political impasse could have been avoided if Senate Democrats had simply accepted the GOP's proposed cuts.

Democrats, in turn, said that if they agreed to the GOP's plan, Congress would have set a dangerous precedent of subjecting disaster relief to unrelated political wrangling.

The new agreement may only provide a temporary solution to FEMA's funding woes. Administration officials have indicated that more funds will be required for the agency soon. The Senate had initially passed legislation providing $6.9 billion in funding FEMA and other federal agencies, to be used for disaster relief both immediately and in the new fiscal year.

But that Senate version, which included no spending offsets, had little chance of passing the House.

If Congress had failed to reach a new spending agreement, a partial government shutdown would have occurred at the close of the current the fiscal year at midnight Friday. Is it possible that their fervor for threatening to shut down the government is waning? Maybe as a result of the response they've gotten from the American public? Wouldn't that be nice!

Poor Boehner is having a tough time of it; maybe the GOP is starting to regret getting all those Tea Partiers into office. THEY wouldn't mind shutting it down, in fact some of them are in FAVOR of it, which is giving him a headache when trying to get them all to come together. Poor Orange Man, he really does have my sympathy!

Boy, I dunno Riona. McConnel DID promise to do it again, and I think they planned to. Some of the Tea Partiers were convinced it wouldn't be a big deal, remember, and some even thought it would be a GOOD thing!

I think it has more to do with recognizing how much the population hated it, and how their numbers went down afterwards...self-preservation and all that, you know. Still, Boehner had a heckofa time getting his right-wingers to toe the mark, even after threatening to pull their committee status. And even after he added additional cuts, a whole lot of them STILL didn't go along.

Boehner is a politician and an old hand at this, he knows on which side their bread is buttered. He also knows nothing gets done without compromise, something his more extreme factions haven't caught onto yet...or don't care about. If one is against government, then government not being able to do anything must look good; I've certainly heard that argument from some HERE.

They do the "Can't pass a bill. Have to do continuing resolutions to keep the government running" stuff pretty much every year. And every year the Federal Civil Service has to go through the time-wasting and expensive routine of deciding what particular tasks and employees are critical to the functions of government and must keep working (Without pay until a bill or continuing resolution is passed) during the shut-down. I remember doing this exercise several times even back in the 80s, and most years since then until I retired.

Even when there isn't a shut-down its a hassle to do, and really affects productivity. Consider, for example, that the IRS IT department is busy writing and testing the computer programs for the tax filing season in the September-December time frame. If they can't get it done, you'll recieve your refund later.

Whatever happened to "fiscal conservatism"? They want to cut "government spending", but apparently spending government money to shut down the government is just fine. Hoo-kay.

Really helps cut the deficit too, don't it?

saw some stuff in the media- I didn't note sources so I can't cite them.
1. Some some poll results- the voters are getting REALLY PISSED OFF with Congress. One of the specific causes was the near shut down.

2. Congress really went down in the polls after the Gingrich shutdown in the 90's.

3. Republican leadership is telling its members that they should moderate their language and tactics.

4. CNN.com ran a piece on Roger Ailes, who runs Fox News. He told the network to turn it down.

All of which suggests that the Repubs figured out that sooner or later, the voters will figure it out and hold the R's responsible.

Sorry I can't offer specific cites or links.

Beyond that, I don't think they will get tired of it-- it's too good political theatre, and the good old MSM is guaranteed to cry wolf for them every chance it gets. Panic talk always sells papers and gets ratings.

But, as before, I don't think they'll actually DO IT, intentionally. It's brinkmanship, all bluff and threat, walking right up to the edge and talking tough, but the consequences would be too extreme for anybody to actually do it.

Which doesn't mean it won't happen- Somebody might get too close to that edge, and get pushed over by carelessness or a mistake, or get locked into a position by his opposition so that he can't weasel out, and there she goes, Bob's yer uncle.

GAWD, NIKI. Your selective reading is amazing.

As I noted, the shutdown game has been going on long before anyone even heard of a 'Tea Party' as something that didn't include milk, sugar, and cucumber sandwiches. If the political parties have been doing this since at least the 80s (and they have), it's surely not a Tea Party phenomenom. Sometimes the Democrats hold things up and sometimes Republicans. This year's shutdown threat has apparently been resolved early enough that there was probably little disruption. I'll know in about a week, since I'm having lunch with some old co-workers in a few days.

Geezer, I never said it was a new phenomenon. Just pointed out the irony of the current Republicans, and especially Tea Partiers, who scream "fiscal conservatism!" and are doing their very best to cut programs in order to lower the deficit, being willing to blow so much taxpayer money on "brinksmanship". It IS an irony...also hypocrisy, and is especially hypocritical given the above.

I'm wondering why people keep saying "it'll never happen", given it's happened many times in the past. Admittedly only for a short time most of those instances, but it HAS happened, numerous times, so it could certainly happen again. I'm glad they didn't play that game all over again this time, and would LIKE to think it's at least partly because they realize they're shooting themselves in the foot (especially by threatening it three times in one year, and McConnel promising to 'try it again'). But that in no way means they won't try it again, or that they'd actually shut it down, given history.

Well, it's Belgium, likely half of em haven't even noticed the Gov is out of commission yet..
Last I heard anything about it was May 1st, and since no updates, but the general attitude about it there seems to be ironic amusement.

From what at least one of em told me, they've a long habit of ignoring Government, in hopes it'll just go away - maybe they succeeded.

Been looking for work since March, 6ix? Gawd, you have my deepest admiration! I never had to look for a job for more than a month (but that was back when the unemployment numbers were reasonable--if there is such a thing), the people I know now who've been looking for so long have my deepest respect. Remembering how tough it was to go through for a month, I can't even conceive of how someone could hold up that long!

Nah..... I've been applying to places I knew probably wouldn't hire me with my prior awesome salary.

Been working on rehabing my paid/with/cash house since.

Going to have to get a job soon. Got two union jobs lined up at the early end of next year. They do hair follicle tests.
