Saudi Arabia and the CIA and their jihadist proxies have been busy toppling governments throughout, but not able to establish new power structures. Once acceptable borders are drawn - for example, Iran withdraws from southern Syria (BTW there are talks going on between Iran and Israel right now) and the USA withdraws from Syria - then the Syrian government can get back to being a government under a new Constitutional structure (which is being discussed with the UN right now).
