Ho, hum: there is no continuity problem in Enterprise - the whole series takes place in a slightly modified time line resulting from the events of First Contact in which Cochrane and his assistant got a good look at TNG-era technology and a glimpse of a Human-dominated Federation, which could be why humanity has got a bit "ahead of itself" and is strafing against Vulcan's patronage.
