Quote: If House Republicans have their way this summer, the Bush-era tax cuts would become permanent, "Obamacare" would begin to be dismantled and energy regulations would be rolled back. On Friday, House GOP leaders unveiled their summer agenda with an eye on the fall campaign, including those and other items that probably won't become law, but will highlight the party's message on the economy. In a memo to GOP members, Majority Leader Eric Cantor promised a vote on the most contentious issue --extending the Bush-era tax cuts that expire at the end of the year — before the House begins its monthlong summer break in August http://www.cnn.com/2012/05/25/politics/gop-congress-wish-list/index.html

Uncertainty in this area has been a leading cause of the delay in jobs creation, I note for the record that the Bush tax cuts prevented the 2001-2002 recession and helped lead to record low unemployment through the end of 2006, which happens to be about the tine Democrats took control of Congress.

Historically tax cuts lead to increased revenue and spurs economic growth. The debt problem is because historically we've spent in excess of those higher revenues and the growth rate. In fact spending during the last 2 years of the Bush administration was very high, but nothing in the history of the world compares to spending in 2009 and 2010. I note for the record Democrats controlled congress during that four year period. H Hero...must be right on all of this. ALL of the rest of us are wrong. Chrisisall, 2012

Quote:Scott Walker has made Wisconsin the last in the nation in job creation. Wisconsin lost 23,900 jobs between March 2011 and March 2012 according to the Bureau of Labor Statistics. Wisconsin’s Department of Workforce Development Thursday reported Thursday we lost another 5,900 jobs in April. Walker has $25 million from the American aristocracy to turn his lies into virtual facts. He does not like the facts, so he will buy ads to spread his lies and deceive the people with phony facts. Walker’s promise of 250,000 additional jobs has turned into a loss of 29,800 jobs. Walker is making up his own facts and selling them in slick TV ads and appearances on right-wing shows. Quote:“And I'm very happy in my former life; we helped create over 100,000 new jobs. By the way, we created more jobs in Massachusetts than this president’s created in the entire country. So if the president wants to talk about jobs, and I hope he does, we’ll be comparing my record with his record and he comes up very, very short.” — Mitt Romney, Jan. 3, 2012 The economic environment was pretty lousy in the early part of Romney’s term, so his three-year record amounts to less than 3,400 jobs. We’re not sure that’s worth bragging about. When we last looked at one of Romney’s claims about Obama’s job record, his campaign inflated the job-loss total by assigning the entire month of January — when 820,000 jobs were lost — to Obama’s term, even though he took office Jan. 20. We are pleased to see that the campaign no longer does this, and instead starts the count in February. But is this fair? An additional 2.2 million jobs were lost in February, March and April, before much of Obama’s stimulus could take effect. (He signed it into law Feb. 18). The recession did not officially come to an end until June 2009. Since that point, 1.2 million jobs have been created — which is still pretty anemic, but it is not a negative number. Romney also claims to have created more than 100,000 jobs as a business consultant. Fehrnstrom says the 100,000 figure stems from the growth in jobs from three companies that Romney helped to start or grow while at Bain Capital: Staples (a gain of 89,000 jobs), The Sports Authority (15,000 jobs), and Domino’s (7,900 jobs). This tally obviously does not include job losses from other companies with which Bain Capital was involved — and are based on current employment figures, not the period when Romney worked at Bain. (Indeed, Romney made his comments in response to a former employee of American Pad & Paper Co. who says he lost his job after Bain Capital took it private.) One Pinocchio http://www.washingtonpost.com/blogs/fact-checker/post/romney-vs-obama-on-job-creation/2012/01/03/gIQA31g3YP_blog.html Romney’s campaign would have you believe that every job lost over the past three years is President Barack Obama’s fault. That includes the 820,000 jobs lost in January 2009, even though Obama didn’t become president until the 20th of the month. It includes the 726,000 jobs lost in February 2009, before any of Obama’s policies had gone into effect. This suggests that Romney holds a deeply ambitious view of a president’s power to influence the labor market -- a view, as we’ll see, that’s not shared by economists who were responsible for White House economic policies in recent administrations. Romney, too, discounts the president’s power when he highlights his own record in Massachusetts. In fact, Romney’s campaign asks us to believe that every job created in Massachusetts while he was governor was Romney’s doing. Obama might deserve the blame for the jobs lost on his watch, but George W. Bush, who was president during Romney’s governorship, gets no credit for the jobs created on his. Romney also claims that every job created by any company that Bain Capital LLC had a hand in should also be credited to Romney -- even if the job was created long after Bain separated from the company. About Ezra Klein Ezra Klein is a columnist and blogger at The Washington Post and a policy analyst for MSNBC. His work focuses on domestic and economic policy-making, as well as the political system that's constantly screwing it up. More about Ezra Klein .Romney, too, discounts the president’s power when he highlights his own record in Massachusetts. Heads, I created a job; tails, you lost one. The Obama campaign isn’t much better. They want credit for every job created, but not for every job lost. They also want Democratic economic policies to get credit for the jobs created under Bill Clinton’s presidency (what tech bubble?) and for Republicans’ economic philosophy to take the hit for the financial crisis that began during Bush’s administration (what Clinton-era opposition to the regulation of derivatives?). Governor Rick Perry’s campaign, meanwhile, assigns Obama responsibility for every job lost nationwide, but Perry gets credit for every job created in Texas. Neat trick. And he, like all Republicans, wants the jobs created under President Ronald Reagan added to conservatism’s side of the ledger. Believing the Unbelievable To buy much of this requires you to hold deeply ridiculous beliefs about the American economy. You must believe that Obama bears responsibility for events that predate his presidency and deserves applause for the demand created by aging cars and worn- down machinery. You must believe that Congress, which controls fiscal policy, and the Federal Reserve, which controls monetary policy, bear little or no responsibility for the economy, but that the president, who controls neither fiscal nor monetary policy, is the primary driver of job creation. You must believe that governors have absolute power over state economies and that global demand is irrelevant. You must also renounce belief in Christmas -- or at least its influence on the consumer-driven economy. Virtually no one really believes these things. But partisans and the news media routinely act as if they are true. They make up a useful shorthand that is arguably good for the political system: Better for presidents to believe re-election hinges on economic performance than, say, on the quality of their attack ads. http://www.bloomberg.com/news/2012-01-12/economists-scoff-at-obama-romney-job-creation-commentary-by-ezra-klein.html]

And you wonder why you don't get no respect. http://www.forbes.com/fdc/welcome_mjx.shtml With Wisconsin suffering the worst job loss numbers in the nation for the calendar year 2011, Governor Scott Walker promised yesterday that he will reveal newly revised numbers this week that will, effectively, change water into wine on the Wisconsin job front. And he’s done it just in time for the June 5th recall election. So, just how is Walker about to turn Wisconsin’s dismal job numbers from lemons to lemonade? (Note: See Update at the end of this article discussing the Governor’s revisions out today, May 16th) The Governor has simply decided to ignore the system used by the Department of Labor — and every other state in the nation — to measure job growth (or loss) and elected instead to go with a different set of numbers that makes things in Wisconsin look better. Quote: Madison— Since Governor Walker signed the 2011-13 state budget into law over two months ago, tangible results from the reforms put in place by Governor Walker and the Legislature are continuing to be realized. According to media reports, local units of government and school districts have already saved more than $220 million, with millions more in potential savings not yet reported. Below are new examples of local units of governments being able to balance their budget and improve services due to the reforms contained in the 2011-13 state budget and Act 10: Oshkosh Schools According to the Oshkosh Northwestern: Taxes will go down nearly one percent under a preliminary budget approved by the Oshkosh school board Wednesday that also doesn't include a controversial plan to "pre-tax" referendum debt. Reference. Racine County According to the Racine Journal Times: Pension and benefit changes for county employees will result in savings of over $1.5 million for Racine County taxpayers. Reference. Manitowoc County According to the Manitowoc Herald Times Reporter: Manitowoc County would save taxpayers roughly $500,000 after changes to prescription drug co-pays and insurance deductibles for county employees. Reference. North Lake Schools According to Living Lake Country: North Lake School District residents would see a 4.63-percent drop in their tax rate under the budget the School Board will present to taxpayers on Sept. 28. The district also avoided any layoffs and maintained its small class sizes. North Lake's biggest class has 24 students. Reference. Below are previous examples of the reforms: City of Milwaukee According to the Milwaukee Journal Sentinel: Despite early criticism from city officials, new figures show Milwaukee will gain more than it will lose next year from the state's controversial budget and budget-repair legislation. The city projects it will save at least $25 million a year - and potentially as much as $36 million in 2012 - from health care benefit changes it didn't have to negotiate with unions, as a result of provisions in the 2009-'11 budget-repair measure that ended most collective bargaining for most public employees. That saving would be partly offset by about $14 million in cuts in state aid to the city in the 2011-'13 state budget. The figure is down from earlier estimates of more than $17 million, after the Legislature scaled back Gov. Scott Walker's proposed cuts in aid for local streets and recycling. Reference. Hudson School District Health Partners and Delta Dental will provide the insurance to Hudson School District employees beginning Oct. 1. The change will save the district an estimated $1.1-1.2 million annually. Reference. Germantown School District Germantown had gone to several major carriers to receive quotes, but only two companies bid: Humana and Wisconsin Educators Association Trust, the district's current carrier. In doing so, the district received two bids from each carrier, one saving the district $750,000 and another saving $1 million. Business Director Rick Ericksen advised that the most prudent course of action would be to remain with WEA Trust, which would still save the district the desired $1 million and a more seamless transition given the time frame. Reference. Ashland School District A health insurance provider switch saved Ashland School District nearly $378,000. Reference. Kimberly School District The district saved $821,000 by dropping WEA Trust. Reference. Edgerton School District The district will drop the union's current health insurance carrier, the WEA Trust. The district is gathering bids to change to a different health insurance provider, which Pauli said could save at least $500,000 over the next year. Reference. Baraboo School District The Baraboo School Board expects to save about $660,000 next year after deciding to change insurance providers Monday evening. Reference. Dodgeland School District The Dodgeland School Board made the decision to change insurance companies. Administrator Annette Thompson said the change will help the board deal with the expected $640,000 budget deficit from reduced state aid and expiration of some federal and AARA funds. The change in providers is expected to save the district $260,000 next year. Reference. Elmbrook School District The district originally had planned for $780,000 in savings through the health-care changes, but Brightman said the actual savings are estimated at $878,000. He said some of that money likely will be needed to pay for staffing - probably a half-time equivalent clerical position - to administer the new plan. Reference. Mequon-Thiensville School District Delta Dental's quotes also came in lower than those provided by WEA Trust. Beaudry said the district will save $49,000 in the 2011-12 budget cycle by switching to Delta Dental. Reference. Marshfield School District Marshfield will balance its budget despite the cuts. "Given the cost savings with health insurance and the turnover with staff and new hires, we will be able to preserve our programs and come up with a balanced budget," said Peg Geegan, the district's director of instruction who will assume the superintendent's position Aug. 1. The district will save $850,000 by switching health insurance carriers…Reference. Fond du Lac School District District leaders believe when school starts in the fall they'll be operating with a balanced budget. They say the savings under the bill will offset their 4.4 million dollar budget shortfall. Class sizes and programs will also remain in tact. Changes to the health insurance plan that offered a $7,000 stipend to employees who did not take health insurance will save the district around $236,000, Sebert said. If both spouses are employed by the district, the employees are eligible for two single plans or one family plan. Reference I. Reference II. City of Sheboygan and Sheboygan County City of Sheboygan Mayor Bob Ryan and Sheboygan County Administrator Adam Payne said the collective bargaining reforms will provide enough savings to make up for the reductions in state aid. "We were able to lock in savings and certainty due to the discussions going on in Madison," Payne said. Reference. Wauwatosa School District The tax levy is projected to decrease, no programs will be cut, and class sizes won’t increase by any significant measure. School board member Phil Kroner: "When students come to school in the fall, they're going to see the same things, have the same teachers, and they're going to see new things as well. Reference. Manitowoc Laid-off city workers may get their jobs back after the city moves forward with the wage and benefit reforms contained in the budget. And Overtime rules have changed saving the county $100,000. Reference I. Reference II. Pittsville They will see up to a 9% decrease in the school portion of their property tax levy. "It will be wonderful for our taxpayers, who have been extremely committed to our schools," School Board President Julie Strenn said, noting three years ago, voters approved a three-year revenue cap override that cost taxpayers an additional $175,000 each year… "This is the first year we have not needed to short-term borrow.” Reference. Neenah Paul Hauffe, director of business services said, “administrators are poised to introduce a balanced budget in mid-July… We're very close right now, there's nothing monumental that we have to overcome." Reference. Appleton Area School District They will save $3.1 million just in health insurance costs alone due to competition among health insurance providers. Financial advisors for the school district said: · Discussions at the state level over collective bargaining and budgeting issues have been beneficial to school districts from the rate perspective. · It forced a lot of competition. I do think the landscape in the school marketplace has changed significantly over the last year that's put significant pressure on WEA Trust. Previously to this year, they didn't have a lot of competition. Historically, it's very difficult for other carriers to match them. · The $3.1 million in savings for next school year is just in health insurance premium costs. Reference. Racine County Inmates can do routine maintenance tasks so that county employees can spend more time working on projects that improve the community. County Executive Jim Ladwig said inmates will be able to perform more tasks such as landscaping, painting, and shoveling sidewalks in the winter. “We have a win-win when we use the inmates,” Ladwig said. “It gives them a sense of value they are helping the community.” At the same time, he said it will help the county maintain property that has been neglected. Reference I. Reference II. Kaukauna School District They will hire additional teachers, reduce projected class sizes from 26 to 23 students at the elementary level, 28 students to 26 students at the intermediate/middle level, and 31 students to 25 students at the high school level and set aside money for merit bonuses for good teachers. “Due to the law change the District’s projected operating budget has moved from a negative $400,000 to approximately a positive $1,500,000. Earmarked in the operating budget are $300,000 related to merit pay, a program being explored for all staff by the district for the 2011-2012 school year.” WCA Group Health Trust, an affiliate of the Wisconsin Counties Association, Madison, will become the school district's sole provider of health insurance while Delta Dental will assume the dental coverage. "The district will be able to provide nearly the exact same coverage to its staff members at a cost that is 8 percent less than it would have paid through the previous carrier," Todd Arnoldussen, president of the school board, said in a statement. Reference I. Reference II. Reference III. Hartland-Lakeside School Board They switched insurance providers and saved taxpayers $690,000.
