Estonian intelligence chief Colonel Ants Kiviselg said the Toropetsk attack may have cost the Russian army three months’ worth of supplies.

“Thirty thousand tonnes of ammunition exploded – that is 750,000 shells,” Kiviselg told news outlet ERR. “This is, in fact, a two- to three-month supply of ammunition. As a result of this attack, the Russian Federation suffered losses in ammunition, and we will see the consequences of this loss on the front in the coming weeks.”

The Russians May Finally Capture Vuhledar. It Has Cost Them Thousands Of Troops, A Thousand Vehicles—And Entire Brigades.

Since late 2022, Russian forces have been trying to capture Vuhledar, a mining town with a pre-war population of 14,000 that anchors the point in Ukraine’s Donetsk Oblast where the southern front line bends left and threads north through eastern Ukraine.

They may finally be on the cusp of succeeding. A determined assault by the Russian army’s 57th Motor Rifle Brigade that kicked off this week has breached the defenses of the Ukrainian army’s 72nd Mechanized Brigade. Now Russian troops are in southern Vuhledar—and the weary Ukrainian garrison may already be retreating to the north.

If the 57th Motor Rifle Brigade captures the bomb-blasted ruins of Vuhledar in the coming days, it’ll be a victory for Russia—but a highly qualified one. Just reaching the outskirts of Vuhledar has cost the Russian armed forces around a thousand vehicles and potentially several thousand troops.

The 72nd Mechanized Brigade’s stubborn defense of Vuhledar—with mines, artillery, anti-tank missiles and drones—has destroyed entire Russian brigades.

A monthslong series of Russian assaults across the fields outside Vuhledar in late 2022 and early 2023 may have been the costliest for the Russians. At the time, Russian operations in this sector were led by a pair of marine units belonging to the Russian navy’s Pacific fleet: the 40th and 155th Naval Infantry Brigades.

The marines’ failed attacks on Vuhledar between November 2022 and February 2023 were among the bloodiest of the war to this point. The 155th Naval Infantry Brigade, which on paper had around 3,000 troops, lost as many as 300 troops a day for days on end and was “nearly destroyed” by February 2023, according to the Warsaw Institute, a Polish think tank.

The Kremlin sent replacement troops—and ordered the 155th Naval Infantry Brigade back into action. It promptly got destroyed again. “The 155th has likely been reduced to combat ineffective status at least twice in the last six months, due to being committed to tactically flawed frontal assaults near Vuhledar,” the U.K. defense ministry concluded in April 2023.

The 40th Naval Infantry Brigade may have fared slightly better, but not by much. Altogether, the marine brigades and supporting army units also wrote off around a thousand tanks, fighting vehicles, trucks and artillery pieces, according to a tally by WarSpotting, a collective that scours social media for evidence of wrecked vehicles in Ukraine.

Not coincidentally, that’s around two brigades’ worth of vehicles—and nearly six percent of all vehicles Russia has lost in 31 months of hard fighting in Ukraine. Ukrainian forces’ own losses in and around Vuhledar were much lighter, as they mostly hunkered in their trenches and bunkers and blasted the attacking Russians from a distance with mines, artillery, missiles and drones.

Today, the 40th Naval Infantry Brigade has shifted a few miles to the west along the southern front, leaving the current attacks on Vuhledar to the army. The third iteration of the 155th Naval Infantry Brigade is up north in Russia’s Kursk Oblast, counterattacking invading Ukrainian forces.

Whether the occupation of the ruins of Vuhledar justifies the repeated destruction of one or both of these brigades is a question only the Kremlin, and the survivors of the ill-fated units, can answer.

Russian authorities appear to be expending a significant amount of effort to influence the Western debate about allowing Ukraine to use Western-provided weapons to conduct long-range strikes against military objects in Russia. This Russian effort suggests a deep concern with the operational pressures that such strikes into Russia would generate on Russian offensive operations in Ukraine, although US officials remain hesitant to permit Ukraine to conduct such strikes. The New York Times (NYT), citing unnamed US officials, reported on September 26 that US intelligence assessments "play down" the effect that Ukrainian strikes into Russia with US-, UK-, and French-provided long-range missile systems could have on the course of the war in Ukraine due to Ukraine's limited number of such weapons and uncertainty around the future provision of more long-range systems.[20] NYT noted that officials within the US military and Biden administration who support the policy change stated that Western-provided weapons would allow Ukraine to strike more distant Russian bases and ammunition warehouses and force the Russian military to relocate ammunition depots, command posts, attack helicopters, and other materiel out of the range of Western missiles, which the officials noted would significantly complicate Russian supply lines in Ukraine.[21]

Even a small number of successful Ukrainian long-range strikes could have asymmetric impacts and prompt Russian forces to move significant military and storage facilities outside the range of Western-provided weapons and further away from the frontline - complicating Russian logistics in the vicinity of Ukraine. Ukrainian forces previously conducted a series of HIMARS strikes against Russian ammunition depots throughout occupied Ukraine in Summer 2022, which prompted Russian forces to disperse ammunition storage facilities and degraded the efficiency of Russian logistics.[22] Russian authorities are likely concerned about how moving ammunition depots and other critical storage facilities further away from the frontline and outside the range of Western-provided systems will impact Russian offensive capabilities in Ukraine and appear to be engaged in a significant rhetorical effort to prevent the West from allowing Ukraine to conduct another similarly significant strike campaign.

Canada’s Finance Minister Chrystia Freeland says she’s confident the global plan to help bankroll Ukraine’s war effort using Russian assets is moving ahead.

“I’m very confident Ukraine will start getting the money in the coming months,” Freeland said in an interview on POLITICO’s “Power Play” podcast, speaking with host Anne McElvoy. “At this point what we’re talking about is the technicalities.”

After Moscow invaded Ukraine in February 2022, nations around the world froze some $280 billion in Russian sovereign assets under sanctions. Freeland was a key figure behind persuading allies to take that step.

Western nations disagreed for years over whether to seize assets outright, fearing unintended global consequences from an unprecedented move.

G7 countries, including Canada, the U.S. and Japan, finally agreed on a plan this summer to use profits from those frozen assets to loan Ukraine $50 billion to fund its war effort. Freeland was also a driving force behind that move, leveraging relationships with key global players including U.S. Treasury Secretary Janet Yellen to make it happen.

For Freeland, the fight is personal. Her family tree traces back to Ukraine, where she worked as a journalist during the fall of the Soviet Union, and she has made it a mission to rally support on the international stage for the war-torn nation in its defense against Russia.

Freeland did not bat an eye when she reassured the public the day after the scandal broke, that the Government of Canada would give serious consideration to what should be done about Nazi-affiliated Ukrainian nationalists like Hunka living in Canada. I would not hold my breath, however, till we find out what happens to the Government of Poland’s request to have Hunka extradited.

Such public dissociation from her “Nazi Heritage” when it rears its ugly head is not new for the Canadian Deputy Prime Minister. Her office, and the Prime Minister himself, at first dismissed revelations in 2017 about Chomiak’s role as editor of the Krakviski Visti, as “scurrilous” Russian propaganda.

In another incident, Freeland tweeted a photo of herself holding a scarf with the red and black colors and slogan of the Nazi-affiliated Ukrainian Insurgent Army (UPA) at a Toronto rally in March of 2022. The photograph was deleted and replaced by one without the flag in her hands, and her office again blamed Russian disinformation in response to public outcry.

Daria*, 40, from Yekaterinburg in the Urals is child-free and vocal about it. But it was not always like that. *name changed to protect her identity.

"I was in line for IVF and undergoing medical examinations when I realized: I do not have a wish to have a child," she tells DW. "Those thoughts and desires were imposed on me by the society I lived in."

Daria grew up in a relatively big city and like many Russian women had been expected both by her parents and society around her to have a family and children by the age of 30.

The decision not to have kids is more than just a private matter. "The right of choice to become a parent or not to become a parent is one of the most fundamental human rights," she says. "Only you can decide, not your parents, not your government."

She says she shared her story to support those who, like her, are struggling. But now she might be punished for it. Russia's parliament, the State Duma, is working on a law that aims to ban so-called child-free ideology which it sees as harmful to traditional values.

Vyacheslav Volodin, the chairman of the State Duma, the lower house of parliament, announced recently that fines for "propaganda of childlessness" will amount to up to 400,000 rubles ($4,300; €3,879) for individuals and up to 5 million rubles for companies.

This legislation is based on a 2022 law banning "LGBTQ+ propaganda."

Daria says the news made her physically sick and she perceives this as yet another step in a systematic crackdown on women's rights in Russia.

The promotion of "traditional values" by the Russian Orthodox Church and conservative circles is not a new development, but especially since the invasion of Ukraine in 2022, women in Russia have been put under pressure to give birth.

The first draft of this new law to ban "child-fee ideology" was discussed in the State Duma in September 2022. The following year, special "family lessons" were introduced in schools. According to officials, their aim is to "form a healthy society" and increse the "popularization of large families." Several parliamentarians have even raised the idea of imposing taxes on childless families.

At the same time, access to emergency contraception and abortion has been limited in Russia. New Health Ministry guidelines instruct medics on how best to dissuade woman from having an abortion, while many private clinics have lost their license to carry out abortions. Ten regions in Russia have imposed fines for "inducing" women to have abortions.

Russia's demographic crisis

All this comes as Russia is facing a demographic crisis. Official data shows that the birth rate is at its lowest since 1999. Authorities have called it "catastrophic" for Russia's future.

At the same time mortality is on the rise with hundreds of thousands killed in the ongoing war in Ukraine, while thousands more have fled the country to avoid conscription.

President Vladimir Putin has named improving the birth rate as one of his priorities and declared 2024 a year of family in Russia.

But political and economic instability is putting off Russians from having kids. A study conducted in May 2023 by the HSE University in Moscow found that 30% of respondents who previously wanted to have children have either decided to postpone or not to have kids at all.

And no amount of restrictions will affect the birth rate, experts say.

"This looks more like hysteria than politics to me," Alexey Raksha, an independent Moscow-based demographer, told DW. "You can forbid everything, it won't matter. Only financial support for families with a second and third child will increase the birth rate."

However, according to federal budget projections for 2025, the Russian government is planning to cut welfare spending and boost its war machine instead.

Safe spaces will cease to be safe

For Maria Karnovich-Valua, a women's rights activist living in exile, this law is not about trying to increase the birth rate, but "an attempt to silence voices who speak about reproductive freedoms in the public sphere." She co-hosts a podcast about mental health and difficulties of parenthood and is afraid that this new law could affect her work as well.

Irina Feinmann, a women's rights activist from the city of Petrozavodsk near the border with Finland, is also worried. She hosts a group on the Russian social network VK where women exchange their experiences about pregnancy, birth and motherhood.

"Many women who decide not to have children don't find support among their relatives and colleagues," she explains. "These groups offer safe space for them, where they won't be judged." But she's concerned that if this law comes into effect, these spaces might not be safe anymore.

In fact, several groups on VK that address child-free ideology have already been blocked after a court in central Russia's Tver region ruled that they "harm the morals of citizens." Now, Feinmann fears she will have to close her group as well.

The White House always dithers between two different ways of warfare. There is the New Testament Armageddon in the Book of Revelations, where great care is taken by God Himself to make sure only evil people die, and Old Testament justice in the story of Noah, where women, children and even all the animals die in a flood from God. Old Testament is Kill 'em all. Let God sort them in the afterlife.

During WWII, the White House started in the New Testament mode but gradually worked its way toward Old Testament warfare with the bombing of Dresden and the firebombing of Japan. At the very end of WWII, America brought out the Wrath of God and nuked children, burning them alive. If not now, when? The war is almost over. That is the spirit America should have shown at the beginning of the War, instead of holding back until the end. Hell, there was three years wasted by the New Testament Christians in the White House between Einstein writing the letter about nukes and the start of the Manhattan Project. From the beginning of the project, General Leslie Groves knew that Russia should be nuked and that the project was to be kept secret from the Russians, but not from the Brits.

Ukraine is in trouble now because of past mistakes. Ukraine's biggest mistake was disarming by giving away its nukes. Its smaller mistake was not building or buying what it needed to destroy the Crimean Bridge. For victory, that bridge needs to be destroyed but Ukraine has not managed to do it. Ukraine should also be destroying Russian power plants and dams, as Russia is doing to Ukraine, but Ukraine is holding back because that would be too Old Testament. Instead, Ukraine is New Testament targeting the Russian army inside Ukraine. More recently, Ukraine got a little more Old Testament by invading Russia. Ukraine should completely switch from New Testament to Old by killing anything Russian, destroying anything owned by Russians, copying what Russians are doing to Ukraine.

Foolishly, the White House is forcing the New Testament Christianity onto Ukraine by limiting what can be targeted with weapons made in America. But Biden is a silly old Catholic who doesn't know any better way than to follow Jesus into defeat. If Trump should win in 2024, I predict Biden will not assassinate Trump because Biden is an old fool. The Supreme Court gave Trump, and Biden, permission to assassinate political rivals, but Biden won't do it.

On a recent trip to Ukraine, we walked through the rubble of a children’s hospital in Kyiv targeted by the Russians, toured an apartment building in Kharkiv where floor after floor had been destroyed by Russian missiles, and visited the front lines to meet with soldiers who spoke of the brutality of Russian human-wave tactics. But the most unsettling thing we saw was the American strategy in Ukraine, one that gives the Ukrainian people just enough military aid not to lose their war but not enough to win it. This strategy is slowly bleeding Ukraine, and its people, to death.

Our visit was facilitated by With Honor, a bipartisan political-action committee that supports veterans in Congress, and we toured Ukraine alongside Republican and Democratic lawmakers. We are both Marine Corps veterans. We have a combined 60-year breadth of combat experience between us, including Vietnam, Iraq, and Afghanistan. The horrors of war are not unfamiliar to us. Yet both of us felt deeply disturbed as we finished our trip.

In Kharkiv, we met with a group of Ukrainian combat veterans. Before the war, Victoria Honcharuk, a 24-year-old medic, lived in the United States, where she’d been accepted to a graduate program at Harvard while working in New York City in investment banking. When war broke out in February 2022, she left that life behind and returned home to defend her country. Her unit of medics, composed entirely of volunteers, draws no pay. Approximately half of the friends she began service with have been killed or wounded. When she enumerated her concerns for the future, they included the safety of her family and her friends but also how she would make payments on her U.S. student loans while fighting a war for her country’s survival. When a member of our group observed that Ukraine’s future would involve young people, like her, leading and rebuilding her country, she paused and politely reminded us that they could rebuild it only if they survived.

After, we drove into the nearby countryside to a field a few miles back from the front lines, where we met up with the drone unit from the 92nd Assault Brigade. It had parked tactical vehicles and an assortment of drones beneath camouflage nets to avoid aerial observation. The unit’s commander, nicknamed Achilles, walked us through a presentation of the soldiers’ capabilities. This included a live-fire demonstration of one of their first-person-view drones destroying a target. Lethal drones and reconnaissance drones alike are reshaping the battlefield at an unprecedented pace. The U.S. military has yet to reckon with this. The current family of low-cost, highly effective drones used by the Ukrainians are all manufactured in China. No U.S. equivalent exists in the marketplace, as the efforts of several American companies have stalled.

Achilles presented us with an elaborate series of slides that broke down by cost each drone in his arsenal. While lethal U.S. drones such as the Switchblade cost approximately $60,000 to $80,000 a unit, the drones employed by the Ukrainians are a bargain, most costing in the low four figures. That is cheaper than a single artillery shell. The briefing given by Achilles wasn’t simply a summary of capabilities; it was a sales pitch. If an ideological argument for supporting Ukraine wasn’t sufficient, Achilles was willing to make an argument around the numbers and America’s potential return on investment. If the United States wants to keep Vladimir Putin in check and halt the advance of China and Iran, he suggested, Ukraine offers a bargain. His presentation ended with a slide that broke down how, for about $100 million, a drone unit like his could sustain itself in the field for an entire year, conducting approximately 5,000 lethal strikes. The rate of return: one dead Russian for every $20,000 spent.

Achilles made his appeal with an urgency that American policy makers don’t seem to share. The speed of innovation on the battlefield has made some long-awaited Western weapons systems all but obsolete by the time they were delivered. Two weeks before our trip, yet another M1A1 Abrams main battle tank was destroyed in a top-down attack by a kamikaze drone. Only 20 of the 31 Abrams tanks delivered by the U.S. in February remain. Ukrainian soldiers at the front told us that any innovation they develop is countered by a Russian response within weeks. Both armies are innovating at a pace that is leaving the sclerotic U.S. and NATO defense industries behind.

An example of this is HIMARS, the long-range rocket artillery that the U.S. has provided at a maddeningly slow pace. A year ago, HIMARS was the most in-demand system on the battlefield. Now it has a success rate of less than 10 percent because of Russian innovation in electronic warfare. Each rocket fired by HIMARS costs roughly $100,000. Because of the rapid decrease in HIMARS’s effectiveness, the Ukrainians have developed a drone that has a similar impact of the early HIMARS and costs about $1,000. The Ukrainians, however, are rightfully worried that, within a few weeks, the Russians will develop countermeasures that bring the effectiveness of this kind of drone down to that of the current HIMARS. It is, literally, an arms race.

Ukraine’s President Volodymyr Zelensky has spent a great deal of time pleading with his allies for weapons and permission to use them to their full capabilities. But his administration is now pleading simply for the delivery of weapons that have already been pledged. Currently, these delays are the result of U.S. Department of Defense protocols that affect the drawdown rates of U.S. stockpiles. Each of the services is required to keep certain quantities of weapons and ammunition in reserve in case of war, and they are not allowed to dip below these levels. Such concerns are not without precedent. In the Second World War, during the German invasion of France in 1940, Winston Churchill had to deny French requests for Royal Air Force support. Churchill knew that every British plane would be required for the upcoming Battle of Britain. However, the United States is nowhere near such a crisis. If anything, and ironically, we keep our weapons in reserve for a crisis exactly like the one playing out in Ukraine. We must make those weapons available to those who would use them in our shared defense.

The war in Ukraine is at risk of being lost—not because the Russians are winning but because Ukraine’s allies have not allowed them to win. If we encourage the Ukrainians to fight while failing to give them the tools they need for victory, history will surely conclude that the Russians weren’t the only ones who committed crimes against Ukraine.

Ukrainian officials continue to highlight how Ukraine is reducing Russia's battlefield artillery ammunition advantage, likely in part due to recent Ukrainian strikes on Russian ammunition depots. Ukrainian First Deputy Defense Minister Lieutenant General Ivan Havryliuk stated on October 1 that the ratio of Russian to Ukrainian artillery ammunition usage decreased from 8-to-1 in favor of Russian forces in Winter 2024 to 3-to-1 as of early October 2024.[14] A Russian milblogger, who is often critical of Russian authorities, claimed on September 30 that Russian forces in various sectors of the front are suffering from artillery ammunition shortages, possibly due to recent Ukrainian strikes on Russian ammunition depots, including the September 18 strike against a Russian missile and storage ammunition storage facility near Toropets, Tver Oblast and the September 21 strike against the Tikhoretsk Arsenal in Krasnodar Krai.[15] The milblogger complained that Russian defense industrial factories, which are operating every day, should still be able to produce and deliver ammunition to the Russian military but appear to be failing to do so. Ukrainian Commander-in-Chief General Oleksandr Syrskyi stated on September 5 that Russian forces were firing two to 2.5 more artillery shells than Ukrainian forces but that Ukrainian forces were narrowing the gap.[16] Ukrainian President Volodymyr Zelensky also stated on September 13 that the ratio of Russian to Ukrainian artillery ammunition usage in the Pokrovsk direction decreased from 12-to-1 in favor of Russian forces to 2.5-to-1 after the start of the Ukrainian incursion into Kursk Oblast in August 2024.[17] Ukrainian officials' statements in early September 2024 about Russia's decreased artillery ammunition advantage suggest that although the recent Ukrainian strikes on Russian ammunition depots have likely decreased Russian artillery supplies, the strikes are likely not the only contributor to reportedly reduced Russian shell supplies. Western-provided military aid and increasing Ukrainian domestic ammunition production may have also allowed Ukraine to increase its ammunition usage.[18]

The United Nations Office of the High Commissioner for Human Rights (UN OHCHR) issued its June-August 2024 report detailing Ukrainian civilian casualties, systemic Russian mistreatment of Ukrainian prisoners of war (POWs), and limited Ukrainian mistreatment of Russian POWs. The UN OHCHR reported that 589 Ukrainian civilians died and 2,685 sustained injuries from conflict-related violence from June 1 to August 31 – a 45 percent increase from the previous three-month period from March 1 to May 31.[19] The UN OHCHR assessed that Russian large-scale missile strikes against Ukraine on July 8 and Russian forces' intensified efforts to advance in Donetsk Oblast were the main reasons for the high civilian casualty numbers. The UN OHCHR interviewed 169 recently-released Ukrainian POWs, five Ukrainian retained medical personnel, and 205 Russian POWs held in Ukrainian captivity. The UN OHCHR reported that 104 of the 205 interviewed Russian POWs stated that they had faced torture or ill-treatment, mostly at the initial stage of their detainment before being transferred to official facilities, but that conditions in official Ukrainian-run POW locations generally complied with international humanitarian law. The UN OHCHR found that Russian authorities, in contrast, have subjected Ukrainian POWs to torture, ill-treatment, and inhumane conditions "in a widespread and systematic manner" and that almost all Ukrainians interviewed since March 2023 discussed a wide range of methods of torture and ill-treatment during all stages of captivity and interrogation. The UN OHCHR assessed that it is highly unlikely that Russian military superiors and administrators are not aware of the treatment of Ukrainian POWs and that Russian state entities may be coordinating the use of torture. Geolocated drone footage published on October 1 shows Russian forces executing 16 surrendering Ukrainian soldiers near Mykolaivka in the Pokrovsk direction, highlighting the most recent instance of clear Russian abuse of Ukrainian POWs.[20] ISW has extensively reported on footage and reports of Russian servicemembers executing Ukrainian POWs and observed a wider trend of prolific Russian abuses against Ukrainian POWs across various sectors of the front that appeared to be enabled, if not explicitly endorsed, by individual Russian commanders and upheld by Russian field commanders.[21]

The UN OHCHR report highlighted the difference between official Russian and Ukrainian reactions to the mistreatment of POWs, and Russian state media largely misrepresented the report by ignoring assessments about Russia's systemic mistreatment of Ukrainian POWs. The report noted that Russian government officials and state-owned media regularly use "dehumanizing" language about Ukrainian POWs, that some Russian public figures have explicitly called for the unlawful treatment of Ukrainian POWs, and that there are no known prosecutions or convictions against the Russian perpetrators of torture or ill-treatment of Ukrainian POWs. The report noted how the Ukrainian Prosecutor General's Office reported that it had conducted five pre-trial investigations into possible ill-treatment and murder of Russian POWs since mid-August 2024. The UN OHCHR reported that Ukrainian authorities continue to give the organization "regular and unimpeded" access to Russian POWs, whereas Russia has denied access to Ukrainian POWs since the start of the full-scale invasion. Russian state media only reported on the UN OHCHR's assessments about Ukrainian mistreatment of Russian POWs, withholding the details of the report about Russia's systemic abuse of Ukrainian POWs.[22]
