It informed that Russia would allocate funds for an effort to "find, register and ensure legal protection of Russia’s property abroad, including property of the Soviet Union and the Russian Empire." The article continued (emphasis ours):

A relevant decree, signed by Russian President Vladimir Putin, will allocate funds for the purpose to the Department of Foreign Property of the Administrative Directorate of the President of the Russian Federation.

The funds will be allocated to cover expenses related to "the process of searching the real estate property owned by the Russian Federation, the former Russian Empire, the former USSR," as well as for "due registration of [property] rights" and "legal protection of this property."

Another decree allocates funds to cover the department’s expenses for maintaining and using Russia’s federal property abroad.

Again, the TASS article did not mention any reference to Alaska in the decree.

In sum, given that the decree signed by Putin did not declare that the 1867 sale of Alaska was "illegal" — or indeed mention Alaska at all — we have rated this claim as False.



IMHO this is to protect Soviet or Rusdian properties from being illegally seized by western states.

Oh BTW, the cheese eating surrender monkeys in Europe demilitarized themselves by giving their weapons to Ukraine and de-industrializing themselves.

"The Ukrainian side launched an air defense missile from the Kharkiv region," Lavrov stated, adding that the "fatal strike" targeted the plane."

CNN is not able to independently verify Russia’s claims.

Lavrov said he has also requested an emergency United Nations Security Council meeting at 3 p.m. ET today following the downing of the plane.

The regime was informed of the flight ahead of time and was aware that it was carrying its detained troops. The planned swap has now been called off and questions are swirling about why Kiev would kill its own POWs.

CNN ridiculously suggested that it might have been a case of friendly fire by drawing attention to a prior air alert and drone interception an hour before the incident, while some Ukrainian sources circulated the conspiracy theory that the plane was allegedly carrying only S-300 air defense missiles onboard. The first narrative is meant to smear the reputation of the Russian Armed Forces while the second is a “face-saving” deflection from Kiev’s culpability for what happened.

The closest that the court could place Russia to the shoot down was providing air defense missiles, which, in a breathtaking example of lawfare, is equivalent to "murder".

That makes as much sense as charging a car dealership with murder bc someone used their car to run down a bunch of people.

The contract terms for service in new “Storm-V” units are far less attractive and may dampen efforts to recruit convicts, although Russian officials have routinely used coercive measures to force convicts to sign contracts.[38]

Russian officials may have also changed the status of convict recruits in order to relieve force generation burdens on the Russian federal budget. Russian opposition outlet Vazhnye Istorii reported on January 25 that Storm-Z personnel addressed a letter to Putin asking him to resolve a widespread lack of promised payments, payments for injuries, and documents on the expungement of criminal records for Storm-Z personnel.[39] Vazhnye Istorii reported that a response from a Russian military prosecutor’s office to a Storm-Z fighter stated that Putin’s recent decree promising single payments in cases of injury or death do not apply to Storm-Z fighters.[40]

All men aged between 18 and 30 have to serve a year in the Russian forces – officially at least those conscripts cannot be sent to Ukraine.

A growing number of the troops in Ukraine are contracted.

The starting wage for them is around three-and-a-half times the national average, according to official Russian government figures. The average monthly wage earned by Russians is 71,419 roubles a month ($756 or £639).

It is estimated this is more than a dozen times the average in many of the country's poorer and remote regions, which is where a lot of Vladimir Putin's troops are being recruited.

Putin also gave contracted troops a one-off payment of 195,000 roubles ($2,178 or £1,710).

This came with a price when, a few months later, the Kremlin banned volunteer soldiers from ending their contracts.

It is thought Wagner troops were being offered around 240,000 rubles a month ($2,690; £2,108).

Their relatives also got $60,000 if they were killed and they were given that money in cash to avoid paying tax.

Some former prisoners have said they were offered 205,000 rubles a month ($2,298 or £1,805) to sign up, plus 3m rubles ($33,664 or £26,453) for an injury or 5m rubles ($55,844 £43, 920) if they are killed.

The 31-year-old woman from Nepal received a letter from the Nepalese Embassy in Moscow with news that her husband, Pritam Karki, had died on Nov. 15 while serving in the Russian military in Ukraine.

Thousands of miles away from their village in the Syangja district of Nepal, her husband used to send her texts and voice messages on the Telegram messaging app every two weeks. But the communication had gone silent.

In his last voice message, Pritam said he was in Russia, away from the front, and tried to reassure her: "My dear wife, this country is huge. It's risky on the front line, but I'm not there, so it's all good. It's just a matter of one year. After that, we will have a citizenship card and you can move here with me."

He was referring to the Russian government's offer of citizenship to foreigners after one year of serving in its army on a contractual basis.

He was one of hundreds of Nepali men Russia has recruited to bolster its military forces in nearly three years of war against Ukraine. Now, after some of them have died or disappeared, Nepal's government says it's taking steps to prevent citizens from going and urging Russia to send back the country's men.

"I didn't know much about the situation in Russia," Reema Karki tells NPR, saying her husband kept details from her.

Nepal's Foreign Ministry estimates 400 of its citizens have gone to serve in the Russian army. Nepali fighters in Russia interviewed by NPR believe the total is more than 1,000.

Russia has been luring them with offers of Russian citizenship and salaries of about 300,000 Nepali rupees ($2,260) a month, while providing little clarity about what their roles would be, the Nepali fighters say.

The deal is appealing to some men in Nepal, where typical wages are much lower than that and unemployment hovers around 11%, according to the World Bank's latest estimate in 2022.

Pritam's mother, Kumari, calls it a trap and blames the Russian government for sending her son to his death.

"[The] Russian government should have kept their army in the front line of battle, and not our men. If we had known about the situation, we would have tried our best to bring Pritam back home alive. We would have begged or done everything in our power to make ends meet. We would have rescued him," she says.

Not only were they unable to bring him home alive, but also to get his remains back from Russia.

The Nepalese Embassy sent the family a death certificate, viewed by NPR, that said he had suffered "explosive trauma with damage to chest organs and left lower limb" and "injuries by shrapnel in an explosion as a result of military operations" and died in a hospital in eastern Ukraine's Donetsk region.

"We heard that his body was in pieces when he died. We would have to get DNA tests to match his body parts and spend thousands of dollars to bring his body back. We just don't have that kind of money," laments Reema.

Volodin framed this alleged growing fascist movement as a “dangerous path that could lead to a new world war.”[6]

Putin specifically accused the Baltic states of adopting “Nazism,” likely as part of continued Kremlin efforts to set information conditions for future Russian aggression against NATO members.[11] Putin alleged that the Baltic states have declared thousands of people living there “subhuman,” are “depriving“ them of their “most basic rights,” and are subjecting them to “persecution.”[12] Although Putin did not specifically claim that the Baltic states are “persecuting” Russians or Russian speakers, Kremlin officials have routinely accused Baltic governments of having “neo-Nazi” policies and of oppressing Russians and Russian speakers.[13]

The U.S. rallied the world to help the Ukrainians. Are Americans really going to leave them to their fate?

As I write this I am in Warsaw, 170 miles from Poland’s border with Ukraine. The front line, where Ukrainians are right now fighting and dying, is another 450 miles beyond that. Not so far, in other words. A long day’s drive. I am well within range of Russian missiles, the kind that have hit Kyiv, Odesa, and Lviv so many times over the past two years.

Tens of millions of other people — Poles, Germans, Romanians, Finns, Estonians, Swedes, Slovaks, Lithuanians, Czechs, Latvians, Norwegians — are also in range of Russian conventional missiles, whether launched from Belarus, Russian-controlled parts of Ukraine, or Russia itself. Anyone in Europe could also be hit by Russian nuclear weapons, of course, as Russian television propagandists so frequently like to remind us. Dmitri Medvedev, a former Russian president, in recent months has threatened Poland with the loss of its statehood, threatened Sweden and Finland with nuclear and hypersonic missiles, and said the Baltic states belong to Russia anyway.

Most of the time, the possibility of Russian aggression doesn’t affect anybody or change anything. No one talks about it. Life goes on as normal. In Finland and Romania, preparations for presidential elections are underway. In Germany, farmers are on strike. Lithuania is holding an international light festival.

The moment the Ukrainians start to lose, all of that will change. For the past few months, Western observers have been tossing around the word stalemate, as if the Russian invasion of Ukraine had settled into some kind of dull, permanent stasis. In fact, the battlefield is dynamic. The front line is constantly changing, and the changes, both material and psychological, are starting to favor Russia. The Ukrainians are just as brave as they were a year ago and just as innovative. Their drones recently hit a Russian gas depot near St. Petersburg, hundreds of miles from Ukraine, among other targets. With no navy of their own, they have pushed much of the Russian Black Sea fleet away from their shores. But on the ground, in the southern and eastern parts of their country, they are rationing ammunition. They’ve never had sufficient missiles and bullets, and now they are at risk of not having enough to keep fighting at all.

Were their front line to fall back dramatically, the horrific violence alone would trigger a shock wave through the rest of Europe. Russian occupation of more territory would continue to mean what it has meant for the past two years: torture chambers, random arrests, and thousands of kidnapped children. But an even deeper, broader shock wave would be triggered by the growing realization that the United States is not just an unreliable ally, but an unserious ally. A silly ally. Unlike the European Union, which collectively spends more money on Ukraine than Americans do but can’t yet produce as many weapons, the U.S. still has ammunition and weapons to send. Now Washington is on the verge of refusing to do so, but not because the White House has had a change of heart.

The looming end of American aid to Ukraine is not a policy decision. For two years, the Biden administration successfully led an international coalition to provide not soldiers but rather military aid to Ukraine. Officials convened regular meetings, consulted with allies, pulled in military support from around the world. Majorities in the U.S. continue to support Ukraine. Majorities in both houses of Congress do too. The Senate is said to have its legislation almost ready to go. But now, for reasons that outsiders find impossible to understand, a minority of Republican members of Congress, in a fit of political pique, are preparing to cut it all off. They might succeed.

Many different, bad choices led to this moment. Former House Speaker Kevin McCarthy’s decision last summer to cut Ukraine out of a larger budget bill was the first. The strange idea to link Ukraine aid to controversial changes to U.S. immigration law and border policy was the second. The ballots cast by voters in Iowa and New Hampshire then put Donald Trump on a seemingly unstoppable path to the Republican presidential nomination; Trump’s telephone calls to Republican senators, telling them to kill the Ukraine/border legislation, suddenly mattered. His motives are blatantly selfish: He wants the U.S.-Mexico border to remain chaotic so that he can use the issue in his campaign. He doesn’t want Biden to benefit from any perceived solution or progress. And he doesn’t care if Ukraine runs out of ammunition as a result.

To the outside world, none of the logic behind any of these decisions makes sense. All they can see is that the American political system has been hijacked and rendered dysfunctional by a radical, pro-Russian faction led by Trump—a disgraced ex-president who used violence and deceit to try to remain in office.

By abandoning Ukraine in a fit of political incompetence, Americans will consent to the deaths of more Ukrainians and the further destruction of the country. We will convince millions of Europeans that we are untrustworthy. We will send a message to Russia and China too, reinforcing their frequently stated belief that the U.S. is a degenerate, dying power. Less than a year ago, when Biden made his surprise trip to Kyiv, the U.S. projected confidence and unity as the leader of a functional alliance. Now, suddenly, we don’t.

Elected legislators don’t get that many opportunities to make a real mark on the world. But right now, the actions of just a few congressional Republicans could help stop a series of bad decisions from morphing into a worse one. This is their chance to make America serious again. Do they have the courage to take it?

Kremlin officials and mouthpieces continue to set information conditions to destabilize Moldova, likely as part of efforts to prevent Moldova’s integration into the EU and the West among other objectives. Alexei Polishchuk, the director of the Second Department of the Commonwealth of Independent States (CIS) Countries at the Russian Ministry of Foreign Affairs (MFA), claimed in an interview with Kremlin newswire TASS published on January 28 that Moldova has begun to “destroy its ties” with CIS member states and the Russia-led CIS organization as a whole and that there are rumors that Moldova plans to leave the CIS by the end of 2024.[1] Polishchuk claimed that this decision would not benefit Moldovan interests or citizens and would be unprofitable for the Moldovan economy. Polishchuk also claimed that the settlement of the Transnistria issue in Moldova is in a “deep crisis” and that Moldova’s economic pressure on Transnistria since the beginning of 2024 has “further delayed” any solution.[2] Polishchuk claimed that Russia is ready to fix deteriorating relations between Moldova and Transnistria “as a mediator and guarantor” to the settlement.[3] Moldovan Deputy Prime Minister Oleg Serebrian stated on January 28 that Moldova would not return to the 5+2 Transnistria negotiating process that included Russia as long as Russian-Ukrainian relations do not improve and Russia’s war in Ukraine continues.[4]

A prominent Kremlin-affiliated Russian milblogger, who has recently fixated on the Moldova-Transnistria conflict, continued to highlight alleged discontent in Moldova’s breakaway and autonomous regions. The milblogger claimed that about 50,000 people in Transnistria participated in a rally protesting against Moldovan economic pressure on Transnistria on January 24.[5] The milblogger also stated that Sergei Ibrishim, the Head of the Main Directorate of Agro-Industrial Complex of Gagauzia, sent a request recently to Russian Foreign Minister Sergei Lavrov for Russia to send fertilizer to Gagauzia as humanitarian aid.[6] Ibrishim also reportedly claimed that Gagauzia’s agricultural producers are unable to sell their products to Russia after Moldova’s decision in July 2023 to leave the CIS Interparliamentary Assembly and asked Lavrov to abolish excise taxes and customs duties for Russian imports from Gagauzia.[7] Polishchuk’s and the milblogger’s comments are likely aimed at dissuading Moldova from leaving the CIS and Russia’s wider sphere of influence, setting information conditions to create economic discontent within Moldova, and posturing Russia as an economic and security guarantor in Moldova.

Russia notably accused Ukraine of abandoning and disregarding the Minsk Agreements that had largely frozen the conflict after Russia’s 2014 invasion in the lead up to Russia’s 2022 full-scale invasion of Ukraine, and Russia may be setting information conditions to make similar claims against Moldova.[8] ISW previously assessed that the Kremlin is likely setting information conditions to justify future Russian aggression in Moldova under the guise of protecting its “compatriots abroad” and the “Russian World” (Russkiy Mir) - concepts that are purposely based on vague definitions of ethnic Russians and Russian speakers in foreign countries.[9] Russia may attempt to justify its aggression or destabilization efforts in Moldova by claiming that Transnistrian residents are in danger due to Moldova’s alleged abandonment of the Transnistria settlement process. ISW recently observed suggestions that the Kremlin may be turning to rhetorical narratives that appeal to a wider audience beyond the “Russian World.”[10]

AFAIK Russia isn't attempting a breakthrough anywhere but Adiivka. Shoigu called the current Russia strategy "active defense" but Mercouris' description 'aggressive attrition" seems more descriptive. The way it works is Russia engages Ukraine in a way that doesn't cause heavy casualties on their side but attrits Ukrainian equipment and soldiers. Russia seems more than willing to lose equipment: they use (and lose) their FAB bombs and drones and APCs and tanks liberally (and missiles and drones on Ukraine's deep logistical hubs) but the purpose seems to be only to engage Ukraine's army enough to get them to fight, not "gain territory at all costs".

Even Dima of the Military Summary channel makes that mistake. Over and over he'll say something like "Russia bombed/ attacked with drones/ shelled/ stormed Ukrainian positions but nothing happened on the ground". Well, the front line may not have moved, but Ukraine just lost another 10-300 soldiers and 3-25 armored vehicles, howitzers/ radars/ stockpiles/ fortifications or whatever the hell Russia was aiming at. (These BTW are realistic estimates for each engagement from weeks of watching Military Summary channel.)

According to Mediazona, Russian losses per day have declined during this phase.

And altho the goal of Russian forces isnt to take territory, Russia is nonetheless nibbling territory all along the front line.

Dima says Ukraine is preparing the next big northern city, Kupiansk, for defense by laying minefields, setting armaments in heavy buildings, and creating observation points in tall buildings etc. Ukraine is also evacuating villages along the northern border between Russia and Kharkiv. The fear is that Russia will attack from the north and swoop south, behind the current front lines. Im not sure how realistic that fear is bc so far I haven't seen any indication of "big arrow" offenses, which is the western way of war, not Russia's.

So Ukraine was throwing a lot of chaff into the air about shooting down a plane loaded with Ukrainian POWs being transported for a prisoner swap.

They first denied it happened, then claimed it was "staged" because there were no bodies. Well, somebody published a gruesome video of a body part found on the scene: the upper right hand approximately quarter of what used to be a person. (If you want to know what a body looks like after getting blown apart and falling tens of thouands of feet, I can post a link. Let me just say that it was like a bag of skin with everything inside having been "splatted" out, the head looking like something that had been set in a two ton press. I've never seen anything like it before. But the part that remained was fully identifiable by the tattoos on its "arm".)

This wouldn't be the first time they killed their own, since they struck barracks housing their POWS and killed at least 50.

Why Ukraine would do this, I don't know. They don't get anything out of it except discouraging their soldiers from surrendering or participating in prisoner swaps.

Maybe Ukraine's Russian POWs were beaten so badly Ukraine didn't have enough healthy prisoners to swap? Or maybe local defense made a mistake.

Most pieces of plane are very small in this video. Maybe pieces are bigger in another part of the debris field. But I'm surprised they found identifiable body parts. At this point, they'd need to do DNA testing on bits and pieces.
