Since Trump's inauguration, no new major U.S. funding packages for new military aid to Ukraine have been passed, raising concerns about Kyiv running out of key systems like the Patriot.

I heard Putin describe the Russian tactics as a "trickle advance". Since a group of as few as 3 soldiers inevitably draws a drone, Russians advance in ones and twos.

Of course, the same logic applies to Ukraine, but even more so, since Russia attained the edge in drone warfare, along with every other armament.

Russia penetrates the front line in a strategically important area ... Avdeevka, Pokrovsk, Ugledar ... bait for Ukrainian forces. But any time the AFU attempts to concentrate forces, or even move on important roads, Russian drones, missiles, and bombs are there to greet them. AFU forces are being not so slowly surrounded in innumerable cauldrons and massacred, either in the cauldron itself or on routes into, and out.

Having watched way too many videos of drone attacks posted by both sides, it looks as if the AFU attacks individual soldiers or positions (buildings, basements) while Russia attacks vehicles. Also, the AFU rarely uses armored vehicles since those also draw drones, but uses civilian vehicles.

Altho I think the AFU defense lines are porous now, we still won't see "big arrow" Russian advances bc of cautious, soldier-sparing Russian tactics. Big cities are surroubded and are falling, but only little by little, if they're defended by Azov troops. Otherwise they are abandoned. Past the defensive line of big cities I think we'll see "splotches" appear in random places, dictated by thinness of defenders, grow, and coalesce.

Getting to Know Russia

Today was fascinating and exhausting. I had six separate podcasts, where I interviewed the following six gentleman. Quite a diverse group… Three are members of the Duma, one is the former Prime Minister of Ukraine, one is a popular journalist and one — Mr. Ionov — played basketball at an Alabama prep school and has a $10 million FBI bounty on his head. More about him later. All of these will eventually be translated and posted into English. I will keep you posted.

Let’s start with Evgeny Popov:



Evgeny Georgievich Popov (born September 11, 1978, Moscow) is a Russian journalist, television host, correspondent, and political commentator. He is the host of the programs “60 Minutes” and “Evening with Vladimir Solovyov” on the Rossiya-1 TV channel. A deputy of the State Duma of the VIII convocation and a member of the State Duma Committee on International Affairs, he is known as one of the most prominent representatives of the state-patriotic position in Russian media. Current Status in 2025:

As we chatted after our recorded session, I learned that Evgeny has traveled to 44 of the 50 states. He actually like American and Americans even though he is on the sanction list and is no longer allowed to visit the US. Nikolai Yanovich Azarov (born December 17, 1947, Kaluga) is a Russian and Ukrainian statesman, scientist, and politician. He served as Prime Minister of Ukraine (2010-2014) and was a People’s Deputy of Ukraine in several convocations. He holds a Doctor of Geological-Mineralogical Sciences degree and is a professor. Since 2014, he has resided in Russia and actively engages in socio-political activities. He is the Co-chairman of the International “National Unity Club.” Current Status in 2025:

Nikolai is a delightful gentleman. He does carry an air of sadness given what has happened to the country he once served. He reminded my that Ukraine had 57 million people as residents in 2012, but it now hovering around 20,000.

This kid was a genuine delight. Alexander Viktorovich Ionov (born December 12, 1989, Moscow) is a Russian political figure, President of the Anti-Globalization Movement of Russia since 2011. He is accused by the United States of organizing a “malicious campaign” to interfere in American elections and is on the FBI’s Most Wanted list with a reward of up to $10 million for information leading to his arrest. He holds two higher education degrees in economics and vocational education. Current Status in 2025:

The charges against him are outrageous. Think about this… He has not killed a single person or directed someone else to kill Shia, Christians or Kurds, yet the US Government still has a reward for $10 million on his head while a bona fide international terrorist — Al Jawlani — has the blood of thousands on his hands but gets a pass by the Trump administration.

Andrey Viktorovich Gurulyov is a Russian statesman and military expert. He is a Deputy of the State Duma of the Federal Assembly of the Russian Federation and a member of the State Duma Committee on Defense. A retired Lieutenant General and former commander of the 58th Combined Arms Army, he is a combat veteran who participated in counter-terrorism operations in the North Caucasus. He is known as one of the most hardline and principled military experts in Russian politics. Current Status in 2025:

He agreed with me that the Russian General Staff has now embarked on a comprehensive attack designed to force the collapse of the Ukrainian military.

Lastly, there was Abbas Dzhuma:



Abbas Dzhuma (born July 10, 1993, Moscow) is a Russian international journalist, host at Radio Komsomolskaya Pravda, publicist, and participant in political talk shows. He specializes in analyzing geopolitical events in the Middle East and Central Asia. Fluent in Russian, Arabic, and English. Of mixed Russian-Syrian heritage. Head of the press service of the charitable foundation “SVOIM.” Current Status in 2025:

War is an engineering project, with budgets and scheduled milestones. On this particular project, the project manager is pretending that he knows what he is doing, that he is on schedule and under budget, so that somebody in the Kremlin (or in Ukraine) doesn't fire two bullets into the back of his head, followed by canceling the whole project.

The Kremlin is leaning into its cognitive warfare effort to portray Russian forces as relentlessly advancing and a Russian victory as inevitable. This effort aims to obscure the reality that Russian forces are only making minimal gains at disproportionately high manpower costs and that Russia is unlikely to obtain its strategic objectives by force in the short- or medium-term.

The Kremlin is attempting to use all available informational avenues to convince Ukraine to acquiesce to the Kremlin’s demands by convincing them that a Russian victory is certain when it is anything but.

A strange thing has happened in Putin’s Russia: one of the regime’s most loyal prophets has become its accidental heretic.

The loyal mythmaker who saw too much

Alexander Prokhanov — the aging ultranationalist novelist, editor, and chief ideologue of Russian imperial mysticism — has seen his latest book, Lemner, abruptly vanish from store shelves. It was printed, advertised, distributed across Russia, and then suddenly recalled. Bookstores received quiet instructions to return all copies. State television, which once glorified him, now pretends he doesn’t exist.

. . . Russia’s loudest ideologues — Solovyov, Kurginyan, Medvedev — now sound like actors repeating lines they no longer believe.

Prokhanov, perhaps without intent, has written their requiem.

This is how ideologies die: not through revolt, but through exhaustion.

The heretic’s apology

When the scandal broke, Prokhanov panicked. He insisted the novel was “purely artistic,” that the offensive words belonged to “a negative character,” not to the author. He professed his love for Putin, his loyalty to the state, and his faith in Russian destiny.

But his excuses only made things worse.

Because once a system starts burning books, it doesn’t care who wrote them or why. In the Kremlin’s eyes, the novel Lemner crossed an invisible threshold — it transformed power from sacred to absurd. And that is unforgivable.

The same writer who only months ago received the Hero of Labor medal from Putin now finds himself on the edge of cultural exile. The question Russians are now whispering — half in irony, half in fear — is simple: Will they take the medal back?

Prigozhin’s ghost, Putin’s mirror

What makes Lemner particularly subversive is how it links Putin’s myth to the figure of Yevgeny Prigozhin — the warlord who turned against his master. In the novel, Lemner is both monster and martyr, a distorted reflection of the ruler who created him.

The text suggests that both men — the president and his mercenary — are trapped in the same moral ecosystem, feeding off each other’s violence. One breeds rebellion, the other breeds doubles. Both are victims of the same delusion: that death can be conquered by control.

By turning Prigozhin’s failed mutiny into a sacred tragedy and Putin’s vanity into necromancy, Prokhanov unintentionally completed the circle of Russian imperial myth. He showed that the system’s enemies and servants are indistinguishable — both animated by the same decaying god.

The implosion of empire

Every empire dies twice — first materially, then symbolically. The second death is slower and quieter. It comes when the words that once justified conquest stop making sense.

The Soviet Union didn’t collapse because of American pressure or Afghan defeat alone. It collapsed when its intellectual class stopped believing in the story. When even its poets spoke in euphemisms. When propaganda became parody.

Editorial: Europe, it’s time to finally be brave. Start with Russian assets

A few weeks ago, U.S. Special Envoy Keith Kellogg gently berated Europe for not standing on its own two feet on the global stage and in confrontation with Russia.

"I don't think the Europeans know how good they are, you're really good at what you do, and you don't need the United States with you in an alliance, you can handle things on your own," he told the Warsaw Security Conference.

"It's like when my kids were ready to ride bicycles, they started with training wheels — you don't need any training wheels, you're pretty good at handling things on your own now."

The patronizing tone was well-deserved — even before U.S. President Donald Trump's latest pendulum swing back towards Russia over the weekend, Europe's theater of the "peace process" for ending Russia’s war in Ukraine has descended into a traveling festival of delusion.

Talk of pressuring Russia for an unconditional ceasefire is a distant memory, and months of European wooing of Trump have yielded exactly nothing.

Just a week ago, hopes of Tomahawks for Ukraine and real Western pressure on Russia seemed tangible, only to be derailed entirely by one phone call from Russian President Vladimir Putin to the White House.

When Trump — over two months after Alaska and the following meeting in Washington — ends up pushing Kyiv to accept Russia’s terms anyway, how does the picture of European leaders gathered in the White House to lick his boots and vaguely ponder "security guarantees" look in hindsight?

Moscow won't mind one bit — the Kremlin has once again been let off the hook and is free to resume deadly mass strikes on Ukrainian cities and continue pushing forward on the front line, all while pursuing its maximalist goals, centered around the "root cause" of a strong, independent Ukraine existing in the first place.

What then is the Coalition of the Willing — set up as it was in spring, exactly in response to a looming abandonment of Ukraine by Trump after the Oval Office confrontation — willing to do?

After months of coordinated effort to push Trump towards pressuring Russia led to nothing more than a literal rolling out of the red carpet for a fascist war criminal on U.S. soil, a new plan needs to be made.


The road to achieving a robust peace and the road to ensuring Ukraine’s (and Europe’s) security in the future are the same road.

Instead of a constant parade of statements, the Coalition of the Willing should really be willing to do what is really needed: to end the war by decisively breaking Russia’s conviction that it can break Ukraine and get away with it.

Nobody is asking European countries to send their troops right into battle. But there are still plenty of ways to show strength and intent to Putin.

First and foremost, Europe must take the opportunity this Thursday to loan Ukraine 140 billion euros using frozen Russian assets, a move that could help fund Kyiv for 2-3 years, and help resist and possibly even push back Russia's full-scale invasion.

But most importantly, it will demonstrate that Europe no longer needs those training wheels and is finally waking up to the fact that this is Europe's future at stake, and perhaps the people taking the steps necessary to preserve it should be… Europe.

But this would only be the first step in overturning the chronic delusion that has infested European capitals since Trump took office.

The Coalition of the Willing is still only speaking of taking action in the event of a ceasefire.

What is needed is a direct European military presence in Ukraine, with or without a ceasefire.

This means something like the SkyShield initiative; taking over the defense of the skies above western and central Ukraine with a combination of NATO fighter sorties, with the option of integrating batteries of surface-to-air missiles on the ground.

This means bringing European troops into Ukrainian territory to train — and learn from — their Ukrainian counterparts, streamlining the disjointed training process and improving both parties’ readiness.

This means making serious plans to deploy brigade or at least battalion-level forces (from the few European militaries that have the capacity, like France or Poland) into western or central Ukraine.

If that still sounds too scary to seriously consider, if Putin’s comments about any Western presence in Ukraine being a military target awakens visions of World War III, we understand, it’s hard.

But let’s consider the alternative.

Ukraine falls, and the world order where conquering other sovereign states was seen as unacceptable and the consequences unfathomable, falls with it.

Meanwhile, Russia has an economy juiced up on war spending, and a population molded and militarized for a larger confrontation with the West.

It has a military armed to the teeth with the equipment and knowledge for industrial-scale, drone-saturated warfare, while NATO armies are still learning their way around how a first-person view drone works.

In this scenario, Russia bears down on a divided, fearful Europe. It's already probing, sending drones deep inside Poland last month.

In a time when U.S. commitment to NATO’s Article 5 is more in question than ever, is Europe ready to respond when those drones can't be passed off as a one-off?

These are catastrophic visions for the future of the continent, and one that could come sooner rather than later if more isn’t done.

Ukraine’s front line holding is not a magical equation of money and aid, it is held by people, exhausted human beings whose inner strength doesn’t run according to long-term aid timelines.

If the military begins to buckle — very early warning signs of which we unfortunately saw in August near Dobropillia in the east — this would be the strongest card Russia could possibly hold, and any meager worth that the “security guarantees” Europeans are busy discussing now will disappear for good.

Is that what needs to happen before Europe considers braver action?

Sometimes it even feels like our military is doing Ukraine a disservice by holding the line so heroically, allowing Europe to continue to waste time deluding itself about guaranteeing security rather than making Russia stop.

The road to achieving a robust peace and the road to ensuring Ukraine’s (and Europe’s) security in the future are the same road.

That road is paved with brave action. But to even start on that path, the delusional messaging, the endless patting of oneself on the back, has to stop first.

The defense of Ukraine is the defense of Europe — European leaders have said so many times. It’s time they started acting like it.

Putin has been wanted by the Hague-based International Criminal Court since 2023 for the illegal deportations of Ukrainian children to Russia. Moscow is not a party to the ICC’s founding treaty and rejects its jurisdiction.

Hungary, where Trump said he and Putin had agreed to meet in the coming weeks, has vowed safe passage for the Russian president despite the ICC arrest warrant, which obligates its members to detain him on their soil.

Hungary has announced plans to withdraw from the ICC as of June 2, 2026.

Sikorski called the invitation of Putin to Budapest “distasteful,” arguing that it positions Hungary as “not part of the West but between the West and Russia” and calling for Ukraine’s participation in the summit.

President Volodymyr Zelensky visited Norway and Sweden on Oct. 22 to discuss support for Ukraine with the countries' leaders.

While Norway pledged additional funds for energy support, Sweden and Ukraine signed a letter of intent for a potential deal on up to 150 Gripen E fighter jets over the coming years.

The Saab JAS 39 Gripen is a light 4.5-generation fighter jet that can be used for both defensive and offensive tasks. Kyiv and Stockholm have repeatedly discussed the possibility of supplying the aircraft to Ukraine's Air Force, which already operates Western planes, such as the Mirage 2000 and F-16s.

Zelensky said that Ukraine aims to secure at least 100 Gripen fighter jets under the forthcoming contract. The contract's implementation is expected to begin next year, he added.

"We understand who we are fighting against, and Gripen is one of the best (fighters) in the world," Zelensky said, noting that Ukrainian pilots have already begun training on the Swedish planes.

If you want further signs of just how we need to look at Trump’s threats, last night he admitted that all his Tomahawk to Ukraine talk was BS from beginning to end. Sitting next to NATO Secretary General Mark Rutte, Trump said that the only way Tomahawks would ever be fired at Russia would be by the USA. Ukraine had no chance of getting the weapons.

“The problem with the Tomahawk is – a lot of people don’t know – It’ll take a minimum of six months, usually a year, to learn how to use,” Trump told reporters during an Oval Office meeting with NATO Secretary-General Mark Rutte.

“The only way a Tomahawk is going to be shot is if we shot it,” the president added.

The threat of secondary sanctions should be seen in this light.

So in the short term, the Trump administration has actually helped Russia. It has provided a four-week grace period for foreign companies to buy as much Russian oil as possible, safe in the knowledge that the earliest the USA can conceivably sanction them is 21 November.

It provides a grace period for Rosneft and Lukoil to plan and set up shell-companies, dummy organizations and the like to keep the oil flowing after 21 November, if the Trump administration brings in secondary sanctions (which it probably will not).

It provides a grace period for these companies to pre-pay all purchases in US dollars without the threat of sanctions (were they so inclined) or to make sure that they have alternate payment plans in operation so that they do no use dollars after 21 November.

In other words, it provides protection and planning time for Russia to transact its oil business with its crucial customers for now — and maybe forever.

After meeting President Volodymyr Zelensky in September, the U.S. president appeared confident that Ukraine could reclaim its Russian-occupied territories.

"I think Ukraine, with the support of the European Union, is in a position to fight and win all of Ukraine back in its original form," Trump wrote on Truth Social on Sept. 23.

A month later, after a call with Russian President Vladimir Putin, Trump changed course.

"They could still win it," Trump said at the White House. "I don't think they will. They could still win it. I never said they would win it... you know, war is a very strange thing."

His change of tone coincided with the announcement of a new meeting with Putin in Budapest, only for it to be called off a few days later. BRUSSELS, Belgium — At a fraught EU summit on funding for Kyiv, leaders asked the European Commission to draw up legal options for a reparations loan backed by Russia's frozen assets, with a final proposal expected by the end of the year.

The news follows weeks of political debate over how the reparations loan — which could eventually end up lending up to 140 billion euros to Ukraine, backed by Russian frozen central bank assets — could become a reality.

The lack of a breakthrough now pushes a potential decision to the next meeting of EU leaders in December.

"Political will is clear, and the process will move forward,” an EU official who spoke on condition of anonymity told reporters at the summit. It remains unclear whether a deal can be reached in time to meet Ukraine’s request to provide the financial support by the first quarter of next year.
Sticking points remain

Belgium, where the majority of frozen funds is parked in the financial clearing house Euroclear, put the brakes on swift progress on the use of frozen Russian assets, warning that three of its key demands related to legal worries would first need to be met.

Those include other member states to commit to a "full mutualization of the risk" in case Russia makes claims on the assets after the war, provide guarantees if the money has to be paid back, and that "every country that has immobilized assets moves together," Belgian Prime Minister Bart De Wever told reporters in Brussels on Oct. 23.

"We know that there are vast amounts of Russian money in other countries that have always been silent about this. If we move, we must move all together — that's European solidarity," he said.

"If these three demands, which are quite reasonable, are met, then we can go forward."

Belgium has agreed to a watered-down compromise text to a previous version seen by the Kyiv Independent, which invites the European Commission to present "options" at the next EU summit meeting in December.

EU diplomats expect the commission to work with the more sceptical member states, first and foremost Belgium, to hash out a text acceptable to all countries if it wants to strike a deal in two months.
Divergent visions on the usage of funds?

On top of Belgium’s reservations, another key sticking point over the next weeks will be to pin down for what exactly the funds will be used for by Ukraine, namely, how free Kyiv will be to decide on how to allocate them for its financial and military support.

France is among those countries that are pushing for the cash to be primarily used to purchase European weapons, while a camp of other countries insists it should address Ukraine’s battlefield needs freely.

Speaking earlier to EU leaders, Zelensky indicated that Ukraine would use "a significant part" of the potential funds leveraged from the Russian frozen assets to "buy European weapons," a comment that was seen as an important gesture towards French demands.

However, Zelensky later also noted that Europe doesn’t necessarily have everything Ukraine needs.

"We have to recognize that the U.S. has (Patriot PAC-3 interceptor missiles)," Zelensky said.

The U.S.-made air defense system is one of the few in the world that defends against ballistic missiles, which Russia is regularly launching against Ukraine.

Repeated attacks on energy infrastructure have left over 100,00 people without power in the north and east of Ukraine, which have been intensifying and targeting under-protected energy infrastructure.

Zelensky also told reporters that the funds should be spent on Ukraine’s burgeoning military industrial complex.

"We need to use any kind of Russian money for Ukrainian production, it’s cheaper and quicker, long range, drones and electronic warfare, and missiles — we have all three,” Zelensky told reporters.

Deeper Dive Into The New "Sanctions"

And Why They Are Far Less Than They Seem

This is going to be a piece for the paying subscribers who I notice often enjoy the deeper dive into sources and arguments. It comes out of some comments about yesterday’s free piece on the new US “sanctions”.—which was read very widely.

I’m including the quotation marks around “sanctions” because as of now they really do not exist—and they might never come into force. Indeed, the whole maneuvering of the Trump administration makes it seem likely that they will not bring them in in a stringent way. I thought I would go into some sources are a range of different pieces of evidence to show why.

Why This Wind-Down Period Is Different

It was mentioned by some that other US sanctions on Russia had wind-down clauses. That is true in some cases—though not all. For instance, the first sanctions package that the Biden Administration announced against Russia—just after the full-scale invasion was launched, appeared on February 24, 2022.

This was the most similar in wind down period to Trump’s sanctions, as US financial institutions were required to sever all connection with Russian businesses by March 26, 2022. Here is the operative section just to assure you its there.

Accordingly, by 12:01 a.m. eastern daylight time on March 26, 2022, U.S. financial institutions must have closed any correspondent or payable-through account maintained for Sberbank all other entities listed in Annex 1 to the Russia-related CAPTA Directive, and all foreign financial institutions owned 50 percent or more by the foregoing. In addition, after 12:01 a.m. eastern daylight time on March 26, 2022, U.S. financial institutions may not process transactions involving those institutions and must reject such transactions, unless exempt or authorized by OFAC.
The profound difference between these sanctions and the Trump sanctions, however was that these sanctions were mandated to go into effect when announced — they were not possibilities — they were announced policies that were coming into force. There was no “may” or “run the risk” language of the Trump announcement — these were now happening. Take a look at the opening paragraph of the announcement, these were now policy—the language was active an unequivocal.

WASHINGTON – The United States took significant and unprecedented action to respond to Russia’s further invasion of Ukraine by imposing severe economic costs that will have both immediate and long-term effects on the Russian economy and financial system. The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today imposed expansive economic measures, in partnership with allies and partners, that target the core infrastructure of the Russian financial system — including all of Russia’s largest financial institutions and the ability of state-owned and private entities to raise capital — and further bars Russia from the global financial system. The actions also target nearly 80 percent of all banking assets in Russia and will have a deep and long-lasting effect on the Russian economy and financial system.
They were so unequivocal, it should be noted, that future sanctions announcements often had no wind-down periods even though they were to go into effect immediately. The next announcement of sanctions, building on the first announcement, came out on April 6, 2022. Once again there was not equivocation, these new sanctions were coming into place immediately. The Department of the Treasury “was imposing” the new round of blocking sanctions.

Treasury is imposing full blocking sanctions on Sberbank, Russia’s largest state-owned bank, and Alfa-Bank, Russia’s largest private bank. Treasury is also targeting family members of President Vladimir Putin (Putin) and Foreign Minster Sergey Lavrov (Lavrov), as well as Russian Security Council members who are complicit in the war against Ukraine. In addition, the President is issuing a new Executive Order today, which bans new investment in the Russian Federation and the provision of certain services to any person located in the Russian Federation by U.S. persons, wherever located.
Moreover, the implementation in this case seemed immediate without a wind down period. Here is the operative paragraph on implementation, which summed up the new sanctions.

IMPLEMENTING EXPANSIVE NEW EXECUTIVE ORDER
Today President Biden is issuing E.O. of April 6, 2022, “Prohibiting New Investment in and Certain Services to the Russian Federation in Response to Continued Russian Federation Aggression,” to ban all new investment in the Russian Federation by U.S. persons, wherever located, as well as the exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of any category of services as may be determined by the Secretary of the Treasury, in consultation with the Secretary of State, to any person located in the Russian Federation. These prohibitions follow recently issued Executive Orders 14066 and 14068, which prohibit certain imports and exports involving Russia, and are consistent with commitments made by the G7 leaders to ensure that our citizens are not underwriting Putin’s war.

So, yes, sometimes harsh and new sanctions can have wind-down periods. However, Trump’s sanctions are neither harsh nor definite. The wind-down period thus is not a vehicle to ease the implementation of the “sanction” it seems more a delaying tactic to delay a decision.

US Sanctions Enforcement Has Been Gutted

Another reasons that I believe Trump’s new “sanctions” are not all that they seem, is that it will take serious investigative powers to discover which overseas firms might be needing of secondary sanctioning if, indeed, the purchase of Russian oil leads to secondary sanctions at all after November 21, 2025. The Trump administration has, it should be noted, seriously weakened the ability of US to investigate Russian misdeeds in particular and sanctions enforcement overall. The administration from the start, stopped considering Russia a major threat to the USA and began dismantling much of the USG’s infrastructure to combat Russian information warfare. One of the very first things the administration did, for instance, was end the idea that Russia was a cyber security threat to the USA (when it might be the largest threat in reality).

What the Trump administration seems to have deliberately done since taking office is to downgrade (maybe even stop at times) serious work on updating sanctions and monitoring compliance. For instance, for the first six months of the new administration, they did not provide a single new Russian rollout to update existing sanctions enforcement.

They basically shut up the great efforts the Biden Administration had put into sanctions enforcement. This can be seen in drastic cuts to personnel investigating sanctions operations and even the refusal to nominate people to fill open jobs. Here is a brief summary of some of the changes.

The Trump Administration’s wide-ranging staffing cuts at the State Department also undermine Russia sanctions targeting and U.S. diplomatic efforts to degrade Russia’s war machine. All but two employees in the Office of Sanctions Coordination have been pushed out of the State Department, and the remaining staff have been moved into the Bureau of Economic and Business Affairs. There is currently no active Sanctions Coordinator at the State Department to lead diplomacy with allies and evasion hubs, and the Trump Administration has not nominated anyone to fill the role, despite it being mandated by statute.

What seems to have happened is that the Trump administration has not cared about sanctions—and that makes sense as Trump has personally stated many times (including a day and a half ago) that he hates them. Its why the administration use tariffs as a blunt tool. They do not require deep knowledge an investigation of sanctions.

So another reason I doubt that they intend to bring in the secondary sanctions is that the administration has gutted the agencies needed to find the overseas companies that break the sanctions.

Some Companies Might Indeed Reduce Purchases Of Russian Oil—But Others Could Buy More.

Of course we need to be careful before accepting such stories. Just as a warning, Trump started claiming in early August, btw, that he had heard India had stopped buying Russian oil. In this case, the claims were nonsense—India actually had increased its daily purchase volumes of Russian oil from September to October (ie recently) from 1.5 million barrels a day to 1.8 million.

Watching specific companies is not a helpful way, therefore, to judge how the market is adjusting to Trump’s moves. I’ve heard from some people in the oil business that they would expect some companies to reduce liability and temporarily reduce purchases—but that in exchange others could buy far more. In other words, some companies that have worked out payment schedules without US dollars and do little US trade and have access to refining capacity could start loading up on Russian fuel (and Iranian) because they will use the Trump move to maximize profit.

So, do not watch one company, watch overall purchases and wait a few weeks before situations settle down. As I said in yesterday’s piece, this nice 4 week buffer allows different companies to structure their Russian oil purchases in the safest way. I have noticed some oil advisory firms using similar language.

But analysts Kpler expect the sanctions to cause “an immediate, short-term hiatus in Russian crude exports, as it will take time for sellers to reorganise and rebuild their trading systems to circumvent restrictions and ease buyers’ concerns”.

And with crappy US sanctions investigations, I can imagine that this restructuring and reorganizing will be hard to unpick.

Do Not Forget Geopolitics

Finally, the US government is now in the midst of trade negotiations with both the Chinese and Indians. Indeed, the Trump administration has weakened the US considerably by the cack-handed way it has handled tariffs towards each.

Its worth noting that right now Trump seems particularly keen to reach a deal with China. It was just announced that Trump will be going to see President XI next week to de-escalate the US-Chinese economic war (which the US is losing). Likewise, US-Indian trade negotiations seem to be moving forward and the Indians are starting to make positive sounds about reaching a deal.

My guess is that the threat of these secondary sanctions has far more to do with these trade negotiations than anything else. Remember when Trump lied openly in August and said he was putting extra tariffs on India because it was buying Russian oil? It was widely reported and pro-Trump people who also say he will support Ukraine shouted: Hosanna! Trump is now backing Ukraine and India will slash its purchases of Russian oil!

Well, as shown above, after a brief recalibration, Indian purchases of Russian oil started to grow—and everyone lost attention.

In other words—the stated reason Trump put the extra tariffs on India had nothing to do with punishing Russia and were about the trade fight and Trump’s personal pique that the Indians did not give him credit for ending their dispute with Pakistan.

These “sanctions” are far more likely something similar. And if Trump reaches a deal with China and/or India, do you think he will blow that up by sanctioning their companies that refine Russian oil. I have my doubts.

Conclusion

If Trump honestly wanted to sanction Russia and cause immediate economic damage—he could and far more effectively than he is now. What we seem to be seeing is more of a negotiating tactic, a way to make Trump look tough on Russia, and another of his countless vehicles to delay making a decision.

Romania should champion Ukraine in the EU. Hungary made sure it can’t

Romania shares over 600km of border with Ukraine and should be its natural EU champion. Instead, Hungarian control through a minority party has neutralized a potential ally.

The control runs on coalition math. Romania's Hungarian minority, concentrated in Transylvania, constitutes approximately 6% of the population. UDMR wins 5-7% in elections—enough to make or break Romanian governments. The UDMR—the Democratic Union of Hungarians in Romania—represents Romania's Hungarian minority of approximately 1 million people.

Any Romanian policy contradicting Hungarian interests gets blocked behind closed doors in Romania’s parliament.

Russia is a parody of the Soviet Union and may share its fate

"Formally, Russia is supposedly a voluntary union of peoples. But how is it in reality? Not everyone joined it voluntarily. And not everyone is comfortable there. Russia is a parody of the Union of Soviet Socialist Republics (USSR). And I wouldn't rule out that it might share the same fate," said the head of the Office of the President.

He noted that in international politics, Moscow pretends to be a friend to many, but everyone knows the true price of that friendship.

Yermak expressed confidence that no one wants the aggressor state to win, as everyone — even China — knows what Russia is like when it has unlimited power.

Ukraine working on interceptors for countering Russian guided aerial bombs

Ukraine will soon receive a new solution to counter Russian guided aerial bombs, a so-called guided aerial bomb hunter developed jointly with NATO, according to the Ukrainian Ministry of Defense.

A comprehensive technical solution—a radar, software using artificial intelligence, and an interceptor drone—was recently tested in France. The tests were conducted in adverse weather conditions.

"A simulated enemy target was identified, tracked, and captured by a radar equipped with an advanced sensor system. After that, thanks to AI-based software, the interceptor drone worked out the target's destruction along a pre-calculated trajectory," the Ministry said.

Ukraine, in particular, the NATO-Ukraine Joint Analysis, Training, and Education Center (JATEC), as well as NATO's Allied Command Transformation (ACT), are working on countermeasures against Russian guided aerial bombs.

Companies from NATO countries, experts from the Ministry of Defense, and the Armed Forces of Ukraine are also participating. In particular, France's Alta Ares is responsible for AI detection algorithms, Germany's Tytan Technologies for interception systems, and another French company, ATREYD, is working on container-based interceptor swarms.

The Ministry of Defense of Ukraine noted that the development of countermeasures against drones has been underway with NATO since March 2025. It has already come a long way — from concept to a series of working prototypes. If the bomb hunter is successfully implemented, its effective operation will protect many lives of civilians and Ukrainian military personnel.

"Ukrainian specialists are directly involved in the tests and provide expert assessments, which allows us to adapt the solutions to the realities of the modern battlefield as much as possible," the Ministry of Defense added.

Meanwhile, according to the Odesa Regional Military Administration and the Ukrainian Air Force, on October 24, Russians attacked the Odesa region with guided aerial bombs for the first time.

Later, the South Operational Command confirmed that the Russians had attempted to attack the Odessa region with three guided aerial bombs with an increased range of destruction, UMBP-5. 2 bombs were shot down, and another fell on its own.
