Oh BTW, if the info on the 28 point peace plan looks like a Ukrainian capitulation and horrifies you, I don't think the Russians are crazy about it either. Until Russia takes Odessa they'll never have control of rump Ukraine.

And, how are Russians going to feel about stopping on the contact line in Zaporozhye when they've already included Zaporozhye into Russia? Supposedly there's an "understanding “ with Trump that Zaporozhye will "eventually“ be included into Russia, but Russians are understandably wary of a "Minsk III“ deal that we'd just go back on, again. If I were them I wouldn't trust Trump, or ANY American, to honor ANY agreement, verbal or otherwise.

Take comfort in the fact that Zelensky won't agree to it, and even if Zelensky is regime- changed out, or pressured into agreeing, the EU and most European elites won't agree to it either.

The only thing Trump could pressure the EU with is to say "Either you agree or we're out of NATO" but I don't think Trump has the huevos to do that.

So most likely it'll still come down to a military resolution.

Claesson said Europe was not prepared either mentally or militarily for a war with Russia, which he described as "a systemic conflict… that will take a long time to solve."

"We are basically talking about a generation … this is something that will not go away with potential ceasefire or a peace agreement in Ukraine."

Claesson was clear that diplomatic means alone would not be enough to stop Russia further encroaching into Europe.

"The only language which is understood is force," Claesson said. "We have to be firm … backing off all the time is not the right answer because … it incentivizes them."

A Russian army unit’s macabre contest to pose with executed Ukrainian prisoners of war

A Russian soldier, with his face blurred, poses in front of the bodies of three Ukrainian soldiers lying face down in a pool of blood, their hands clasped behind their heads. The image, shared by the Russian Rusich unit on its Telegram channel, is accompanied by an announcement for a contest: “The first three people to submit a photo of prisoners who have clearly been erased from existence will receive a cryptocurrency reward.” It is a war crime, yet another in the relentless conflict that the Kremlin descibes as a “special military operation.” This time, however, it has sparked a competition that Ukrainian forces have also joined.

The photograph was initially circulated by other Russian ultranationalist channels last week. Then, a fighter from the Russian Volunteer Corps, a unit that supports Ukraine and fights against the Kremlin, saw it and shared it on his Instagram profile, calling for revenge. The Sabotage Assault Reconnaissance Group (Rusich), saw the post and has escalated the situation into a bloody contest, with prizes.

“Take a lesson from the enemy: this is what a victorious army looks like, not a gang,” said the pro-Ukrainian military officer, nicknamed Slavian, while urging his men to imitate their enemies.

In his subsequent post, the Russian Volunteer Corps member shared images sent to him by other Ukrainian soldiers, showing them posing with the bodies of dead Russian combatants. In a video, a soldier shot a deceased Russian in the head in the middle of a forest, next to the caption: “Long live death.” According to the Russian Volunteer Corps, speaking to the independent news channel Sota, their official stance is “not to touch prisoners,” and the challenge issued by Slavian only involves “taking photos with dead soldiers.” This claim has not been verified.

Slavian’s words were paraphrased by Rusich days later. “Take note. This is how you photograph a victorious army, not a losing one,” the unit retorted last weekend, while announcing its competition.

This is not the first time Rusich has proposed executing prisoners of war. At the start of the invasion in 2022, when the first exchanges of captured troops between Moscow and Kyiv were made public, the unit published a guide entitled “Instructions for the Elimination of Prisoners of War of the Armed Forces of Ukraine.”

The document recommended not informing soldiers from other Russian companies about the executions. “If it has been reported, then report that the enemy is wounded and may die,” it advised.

However, executions are not exceptional. Ukraine reported a wave of killings of its prisoners of war in 2024. And a year ago, Russian President Vladimir Putin posed with the flag of the 155th Marine Infantry Brigade during his traditional annual address to the media and the public. That unit, in fact, had been accused of impaling the severed heads of Ukrainian soldiers.

According to Russian veterans who spoke to this newspaper, snipers and drone pilots are often the most vulnerable to being killed when they surrender. Their executions, shown in videos, range from point-blank shootings to beheadings. “The front is terrible. The shock makes it impossible for some to behave humanely. A person who experiences this cannot be normal after the war, in any country,” a Russian commander said months ago.

The Geneva Convention relative to the Treatment of Prisoners of War, to which both Russia and Ukraine are signatories, expressly forbids the execution of surrendered soldiers.

Among the prohibited acts laid out in Article 3 of the convention, a pillar of international law, are: “Violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture,” and “the passing of sentences and the carrying out of executions without previous judgment pronounced by a regularly constituted court affording all the judicial guarantees which are recognized as indispensable by civilized peoples.”

In any case, it is Moscow and Kyiv, not Rusich or any other specific unit on either side, that are ultimately responsible for these war crimes. “Prisoners of war are in the hands of the enemy Power, but not of the individuals or military units who have captured them. Irrespective of the individual responsibilities that may exist, the Detaining Power is responsible for the treatment given them,” Article 12 of the Geneva Convention emphasizes.

Furthermore, the document stipulates that if the belligerent power cannot guarantee the protection of prisoners of war, it must entrust their safety to a neutral state or to organizations such as the Red Cross.

“Glory to Rus! Glory to Morana!” This was the slogan with which Rusich concluded the announcement of its prisoner execution contest. The word “Rus” refers to several ancient peoples of Eastern Europe of uncertain origins who gave rise to Kievan Rus, the first of several medieval Slavic states. Morana, for her part, was the ancient Slavic goddess of death.

Rusich, now part of the Russian Armed Forces, was a unit of the Wagner mercenary company. The group is known for its openly far-right ideology. Its leader, Alexey Milchakov, declared himself a Nazi in a 2014 interview with the digital media outlet Sputnik and Pogrom, and its symbol is the Kolovrat, an eight-pointed swastika-like rune popularized by Alexey Dobrovolsky, one of the fathers of Slavic neo-paganism in Russia. The military patch is completed with the white, yellow, and black colors of the Russian imperial flag.

The Russian Volunteer Corps (RDK) was founded by exiles with the goal of overthrowing the Kremlin. Its leader is Denis Kapustin, also known as Denis Nikitin, a martial arts fighter who has been linked to far-right groups in Europe and who was banned from entering the Schengen Area by Germany.

The United States has threatened to cut intelligence sharing and weapons supplies for Ukraine to press it into agreeing to the framework of a U.S.-brokered peace deal, two people familiar with the matter said.

The sources, speaking on condition of anonymity, said that Kyiv was under greater pressure from Washington than during any previous peace discussions, and that the U.S. wanted Ukraine to sign a framework of the deal by next Thursday.

"They want to stop the war and want Ukraine to pay the price," one of the sources said.

Washington has presented Ukraine with a 28-point plan, which endorses some of Russia's principal demands in the war, including that Kyiv cede additional territory, curb the size of its military and be barred from joining NATO.

The Rusich Unit is a far-right volunteer paramilitary group, NOT part of the Russian Army. This contest is the LAST thing that the Russian military wants, supposedly they've been ordered to take down the post but have refused.

And ... military punishment. What can I say? If you take a guy off the front line for punishment, it just incentivizes disorderliness. It's better than Ukraine's anti-retreat forces who will shoot you in the back if you attempt to retreat or surrender.

“I believe it could also form the basis of a final peace settlement. But this text is not being discussed with us in substance,” Putin said.


So generally this is a positive signal to Washington from Putin. However, given the negative reactions simultaneously coming from European leaders, who are busy talking on Zelensky on coming up with a counter-plan, the Kremlin has also made clear it will not be involved in "megaphone diplomacy."

Why is Russia pushing so hard to take the Ukrainian city of Pokrovsk?

MOSCOW/KYIV (Reuters) -Valery Gerasimov, the chief of Russia's general staff, told President Vladimir Putin on Thursday that Moscow's forces controlled more than 75% of the city of Pokrovsk and were advancing in the face of "stubborn resistance".

Ukraine said on Friday that its forces were holding defensive lines in the northern part of the embattled city and were blocking attempts by Russian troops to advance further.

Following are key facts about Pokrovsk, which Russians call by its Soviet-era name of Krasnoarmeysk, and the long battle for its control, which began in earnest in mid-2024.

WHAT IS POKROVSK?

Pokrovsk is a road and rail junction in Ukraine's eastern Donetsk region with a pre-war population of some 60,000 people. It was previously an important logistics hub for the Ukrainian army, being situated on a key road which the troops used to supply other embattled outposts along the frontline.

However, most people have now fled, all children have been evacuated, and few civilians remain amid Pokrovsk's pulverised apartment buildings and cratered roads.

Ukraine's only mine producing coking coal - used in its once vast steel industry - is around six miles (10 km) west of Pokrovsk. Mining operations there have been suspended.

Pokrovsk is also home to the region's largest technical university, which now stands abandoned, damaged by shelling.

WHY DOES RUSSIA WANT POKROVSK?

Russia wants to take the whole of the Donbas region, which comprises the Luhansk and Donetsk provinces. Ukraine still controls about 10% of Donbas - an area of about 5,000 square km (1,930 square miles) in mostly northern Donetsk.

Capturing Pokrovsk and Kostiantynivka to its northeast, which Russian forces are also trying to envelop, would give Moscow a platform to drive north towards the two biggest remaining Ukrainian-controlled cities in Donetsk - Kramatorsk and Sloviansk.

It would also leave Ukraine's Dnipropetrovsk region to the west, where Russian forces say they have already established a foothold, more vulnerable to Russian advances.

Pokrovsk would be Moscow's most important single territorial gain inside Ukraine since it took the ruined city of Avdiivka in early 2024.

Moscow wants to convince the West that its capture of the remainder of the Donetsk region is inevitable and that it would be better for Kyiv to voluntarily hand it over as part of a peace deal.

Ukraine, which has so far rejected that idea, is anxious to show its Western partners that it can make the Russians pay a heavy price for relatively modest territorial gains and is therefore deserving of continued military and financial aid.

Russian President Vladimir Putin says Donbas is now legally part of Russia. Kyiv and most Western nations reject Moscow's seizure of the territory as an illegal land grab.

Some Western military analysts, like Rob Lee, a senior fellow at the U.S.-based Foreign Policy Research Institute, say that capturing Pokrovsk would be an important win for Russia for operational reasons.

But Russia would still remain well short of its goal of controlling the rest of Donetsk, including the two fortress cities of Kramatorsk and Sloviansk, Lee said.

WHY HAS IT TAKEN SO LONG?

Russia has been threatening Pokrovsk for more than a year. Instead of the full-frontal assaults it used in earlier battles like the bloody campaign for the similar-sized city of Bakhmut, Russia's military has been using a pincer movement to gradually encircle Pokrovsk and threaten Ukrainian supply lines.

Russian forces harry Ukrainian troops by sending in small units and drones to disrupt logistics and sow chaos before sending in larger reinforcements.

Ukraine says Russia's offensive has seen its forces sustain huge losses. Moscow says it is Ukraine, with its significantly smaller population, that is at risk of running out of men and that its own slower tactics are designed to minimise casualties.

An incursion into Russia's Kursk region by Ukrainian forces last year, which Moscow fought back, slowed the Russian attack on Pokrovsk.

In a statement on Friday, Kyiv's 7th Rapid Response Corps said it was inflicting heavy losses on Russian troops and bolstering its own forces, including with drone units.

"The enemy is trying to cross the railway to increase the area of ??occupation of the city, but our troops are blocking these attempts," it said.

"The enemy's troops in Pokrovsk are being ground down. As a result, the enemy is having to replenish its losses among personnel."

Ukrainian open-source mapping group Deep State showed on Friday that Russian troops have pushed across the rail line running through Pokrovsk in two parts of the city, the first on November 14, and the second on November 20.

Gerasimov told Putin that Russian forces had taken a string of settlements adjacent to Pokrovsk and were destroying Ukrainian soldiers in the area.

Reuters was unable to verify battlefield reports from either side due to reporting restrictions in the war zone.

Russia's defence ministry released a video on Thursday said to show its soldiers moving freely through the southern part of Pokrovsk, patrolling deserted streets lined with charred apartment blocks.

Ukraine simply must recruit and retain more infantry if it is going to halt Russian advances—to say nothing of reversing them. That requires a wider and fairer draft, according to Tatarigami, founder of the Frontelligence Insight analysis group.

After all, Tatarigami pointed out, “no nation can win a grinding conventional war of attrition through volunteers alone.”

But Ukraine’s draft “has become deeply unfair,” he added. “While wealthy and well-connected people often find ways to avoid service, the system targets society’s most vulnerable: the poor and those with health problems, including many battling alcoholism.”

“This creates a dangerous illusion. A unit’s paperwork might show 50 new recruits, but reality tells a different story. Many of these draftees have serious health issues, mental health problems or substance dependencies. Instead of strengthening Ukraine’s fighting force, these recruits often drain resources while creating a false picture of military readiness. Units appear fully staffed on paper but lack real combat capability.”

That false picture of military readiness disappears on the battlefield. It’s undeniable that Ukrainian forces cannot currently hold. It’s undeniable that they’re falling back.

And when thousands of Russian paratroopers arrive in Pokrovsk and there are no fresh Ukrainian reserves to meet them, further Russian gains will be undeniable, too.

The Long Con Comes To An End
The Trump Administration Takes Off The Mask (Again)

Yesterday, Friday 21 November, ended up being one kind of day but it was supposed to be another. 21 November, in case you had forgotten, was supposed to be the day that the Trump Administration levelled crippling secondary sanctions on Chinese, Indian and Turkish companies that buy Russian oil. Indeed, the Treasury Department even hinted earlier this week that those secondary were ready to go. It capped off six weeks of a frenzy of reporting about how Trump was going to really hit Putin hard. Piles of articles (many of which had a fundamentally flawed understanding of the oil markets) were written about how Trump’s sanctions were real this time. Even The Bulwark, fell for this con, and we saw a hopelessly naive article by Cathy Young about how Trump really was going to hurt Putin this time.

Well, yesterday came and went and, drumroll please….no secondary sanctions have been announced. Now, Chinese, Indian and Turkish oil companies can get back to business buying as much Russian oil as they want/can. Soon Russia will be making more than they were.

btw, the Chinese probably never stopped buying Russian oil, but that is a piece for another day.

Instead, what actually happened on November 21 was that the Trump Administration came for Ukraine—as they always intended to do. The Secretary of the Army, Dan Driscoll, a very close associate of VP JD Vance, went to Kyiv and tried to bully the Ukrainians into accepting Trump’s 28 Point Plan to neuter Ukraine. Driscoll formally presented the plan to divide Ukraine now, and end it later, and the reality of what Ukraine and Europe was facing finally sunk in. Here was how the Atlantic story on the meeting began.

The most depressing thing from the above story was that the diplomat was surprised at what the administration was doing; or I should say that the unnamed diplomat had fallen for the Trump Administration’s long con. The long con was that they would ever do anything meaningful to hurt Putin and help Ukraine, that somehow they were honest brokers in this war. They never were. They have always wanted Putin to get the best deal possible and they have always wanted to severely weaken Ukraine. Whatever steps the administration took to seem to help Ukraine were performative; steps that were designed to make it look like they would be tough on Putin, but in the end never were more mirage-like than anything else.

Such were the oil sanctions. They caused endless speculation about how much Russia was going to suffer, how tough Trump was going to be etc. However, if there are no secondary sanctions (and right now they look rather unlikely) than in the end they are irrelevant and if anything provided a short term burst of revenue to Russia in late October.

Something similar happened with weapons sales. Yes, after waiting almost half a year, and ending US arms aid to Ukraine, the Trump administration did a small maneuver and set up PURL (NATO’s Prioritized Ukraine Replacement Lists). PURL sounded great, if a rip off for Europe, as it allowed European states to purchase at full cost US weapons which could then go to Ukraine or could replace existing weapons which would go to Ukraine.

And what happened with PURL? Well, much like with sanctions, it was launched to great fanfare but produced little. $2billion of arms sales have been recorded, though as of early November $500 million of these had been held up. So Ukraine might have received the replacement costs of between $1-2 billion in weapons (the real value would be far less).

That is a tiny fraction of Ukrainian needs. The Biden Administration, for instance, provided Ukraine with about $130billion in military aid. And they did not sell the weapons, they gave them as aid

And here is where Trump’s long con worked devastatingly well to help Putin and hurt Ukraine. It sapped European states of the immediacy that they desperately needed to support Ukraine. It lulled them into thinking the US was still there to help, that they were not faced by an existential threat, and could wait before taking drastic action. After PURL, for instance, European military aid for Ukraine declined!

The long con also involved letting Ukraine fire (once) it seems western cruise missiles into Russia and the other day (once) ATACMs into Russia. I am assuming the US will not authorize those any more.

So while the US did the absolute minimum it could to help Ukraine and hurt Russia, it pretended like it was doing far more, that it was ready to turn the screws on Putin. Nothing could be further from the truth. All the while the US administration was working very closely with the Russians to devise the 28 point peace plan which is now being forced on Ukraine.

The long con did its job.

And it was long. All we have seen in the last few days is a return to the Trump administration’s true and enduring position. It was a position that they made completely clear in February when Trump and Vance ambushed Zelensky in the Oval Office. In case you have forgotten, here is the video. Watch it again—for it is the truth.


The problem Trump faced was that this meeting backfired. It lost him popularity and it lost him leverage over Ukraine and Europe. When that became clear, probably a few weeks, maybe two months, later, the long con began.

From that point hints were dropped, performative moves were made, and even occasional statements by Trump were released which made it seem that the administration was changing position, that it was really going to be hard on Putin.

It was an effective and devastating con, and it worked. Europe and Ukraine were left confused and hesitant, desperate not to offend a US president they dreamed might be won to their side. It would never happen, as the administration is right back to where it was at the start of its term. At least now the con is over and the Trump administration (and Trump and Vance are the drivers here — not Witkoff, who is a patsy) is back to telling the truth. They want Putin to win and Ukraine to be devastated.

Sadly they fooled too many people for too long with their con. We can only hope the damage is not terminal.

Note for paying subscribers. I’ve been keeping the pieces on this week free as the issues are so important. However I am including a special section for you below. I have been trying to gain information from all my best sources, and I cannot quote anyone by name, but I have, I believe a pretty good idea of what happened and I will pass that on in broad ways. So the following section is for you. It's not pretty, but there is one hopeful kicker at the end.

One of the reasons I’ve always been saying that Trump’s moves were a fraud to make it look like he would help Ukraine and hurt Putin (when he was always in Putin’s camp) is that people I trust and talk to, who have better information than I, provided very useful info to that effect. This is an example of when I let a little taste of that information out to the public.

What I will write below is based on talking to such people, but also based on my own conjectures. So be warned. This is my best guess—it is not “knowledge” per se.

So what happened?

The long con on Ukraine intimately involved Trump working with JD Vance. Vance, btw, is if anything more violently anti-Ukraine than Trump. It was interesting to see how both men started drastically cutting back their criticisms of Ukraine months ago. Crucially, neither man made a big deal of the Ukrainian corruption scandal, when in the past they would have been all over it. Having Vance as part of the con was important, because he can be seen as the brains as it were.

And it's very interesting that it was a Vance protegee, Driscoll, who presented the plan to Ukraine. Very interesting.

It's also worth noting that voices such as Donald Trump Jr, who were violently anti-Ukraine for years, also became suspiciously quiet on the subject over the last few months. It seems that there was coordinated action by the most anti-Ukraine voices in the administration to change the tone, and allow the ostensibly pro-Ukraine patsies (Rubio, Kellogg, etc) more prominence.

So the con had a presentational aspect to it.

Another thing was that Steve Witkoff was held out as the great fall guy in this con. He is Trump’s errand boy and bagman; he is not a serious diplomat. However, he could be used as the punching bag by pro-Ukrainians who were desperate to believe that Trump might not be so bad.

Witkoff is only serving Trump and doing his master's bidding.

This part of the con was particularly successful for much of this past week as some people were trying to call the 28-point plan the Witkoff plan even as late as yesterday. Nothing could be further from the truth. It's the Trump-Putin plan. Always has been, always will be.

The plan was also not simply cooked up in the last few days. You do not have a 28-point plan simply created out of thin air. It's been in general agreement form for a while, maybe months, as the con was reaching an end. Trump also was kept in the loop and formally gave his approval at one point. Maybe 21 November (secondary sanctions day) was always a possibility. Who knows?

A sign that the con was on was when, as I said above, the administration said almost nothing about the Ukrainian corruption scandal. They seemed to understand then, that this provided an opportunity to act, and they took it.

The final sign of the con this week was when Trump came out and openly said he might allow Graham-Blumenthal to have a vote! Remember all the excitement around that a few days ago? Well that announcement was made after Trump gave his formal assent to the 28 points, which means it was deliberate, deceptive BS to make it look like he was finally going to help Ukraine.

Still waiting for that vote btw.

Right now, with the con over, the most important questions are first whether Ukraine will fight back against the plan, and second, if the Ukrainians do, will the Europeans stand with them. I have been talking with some Ukrainians/Europeans who have good knowledge of this (better than me that is for sure) and they are somewhat optimistic in both cases.

It's no done deal, and frankly I am very worried, but at least some others think this might be the moment that Ukraine and Europe stand up for themselves against the con.

I believe in solving problems, not sharing them.


There seem to be as many versions of "peace deals" floating around as there are people who are floating them.

The version released by a Ukrainian MP is a hodgepodge of provisions... some for Ukraine, some for EU (Russian frozen assets, anyone?) and some for Russia

What Trump seems to be doing is trying to force Ukraine into accepting whatever Frankenstein version comes out of this process, and then presenting it to Russia as a fait accompli (accomplished fact).

I'm sure Putin would love an early end to the war, which is an irrecoverable waste of lives, but there are border security needs to be assured.

What I can't figure out is why the EU is still promoting this doomed project. I think that their investment firms sank a lot of $$$ into Ukraine and right now the EU's political class is just looking for a way to tax their own people to refresh BlackRock's coffers, and to provide a justification to get their hands on Russian assets lodged in Euroclear.

Ukrainian oligarchs are just looking for that last payday.

BRUSSELS — Donald Trump has hurled a wrench into one of the most sensitive negotiations currently under way in Europe, potentially derailing efforts to help fund Ukraine to stay in the fight against Russia.

For months European Union officials have been trying — and failing — to work out a way to use around €140 billion of immobilized Russian state assets held largely in Belgium to support Kyiv’s war effort. The cash is desperately needed as Ukraine is at risk of running out of money early next year.

Talks in Brussels are now at an extremely delicate stage, diplomats said, as top officials try to finesse a legal text that would enable the frozen funds to be used for a loan to the Ukrainian government.

But the United States’ new 28-point blueprint for a ceasefire includes a rival idea for using those same assets for American-led reconstruction efforts once a truce has been agreed. The U.S. would take “50 percent” of the profit from this activity, the document said.

Ukrainian President Volodymyr Zelenskyy warned that the new Trump plan confronted his country with one of the most difficult moments in its history: a potential choice between losing its “dignity” and losing “a key partner.”

Multiple EU diplomats and officials said they feared the proposals, from Trump’s envoy Steve Witkoff, would wreck their chances of the loan proposal being agreed by the EU’s 27 governments. European leaders had been hoping to finalize the so-called “reparations loan” deal at a crunch summit next month.

A former French official, granted anonymity like others to discuss sensitive matters, said the Witkoff idea “is, of course, scandalous.”

“The Europeans are exhausting themselves trying to find a viable solution to use the assets for the benefit of Ukrainians and Trump wants to profit from them,” the person said. “This proposal is likely to be rejected by everyone.”

Get a shrink

One senior EU official in Brussels scoffed at the idea and noted that whatever he wants, Trump has no power to unfreeze assets held in Europe. An official from an EU government resorted to colorful swearing to express their dismay, while a senior EU politician said: “Witkoff needs to see a psychiatrist.”

The question of how to use Russia’s immobilized assets has been one of the hardest for Ukraine’s allies to resolve, amid multiple layers of concern over the potential legal, political, security, and economic ramifications. The thorniest issue is that the assets are largely held in a facility in Belgium called Euroclear, which leaves the Belgians disproportionately exposed to the risks of retaliation by Russia.

The EU’s idea is to use the assets to facilitate a loan for Ukraine which would only need to be repaid if Russia agrees to pay war reparations to Kyiv once a peace deal is signed.

But Belgium has been hesitant to approve the plan because it is concerned about being held financially liable if Russia were to attempt to recoup the funds. This has put Belgium at odds with other EU members who are pushing for faster action to support Ukraine.

Classic Trump

On Friday, EU diplomats and officials said they feared the new Trump proposal would make it even harder to persuade Belgium to come on board. One official in an EU government said the U.S. plan was an argument against moving ahead with the reparations loan as the EU will face pressure from Trump to unfreeze the assets under a postwar settlement, leaving European taxpayers on the hook to repay Russia.

A diplomat added the notion of America seeking to profit from assets held in Europe sounded like classic Trump.

The details of the American plan are far from clear. However, the full text of the 28 points make plain that the Trump administration has designs on the frozen funds, with $100 billion to “be invested in U.S.-led efforts for Ukraine’s reconstruction and investment,” the document said. “The United States will receive 50% of the profit from this activity. Europe will add another $100 billion to increase total investment available for Ukraine’s recovery. Frozen European-held Russian funds will be unfrozen.”

The rest of the frozen Russian assets will be invested in “a separate U.S.–Russia investment instrument, to be used for joint American–Russian investment projects in sectors strengthening global stability and mutual economic interests.”

The 28-point plan has triggered widespread concern in European capitals this week that Trump is preparing to try to force Ukraine to accept an unequal peace deal that would benefit Vladimir Putin.

Zelenskyy held talks by phone with the leaders of Germany, France and the U.K. on Friday in an effort to coordinate their next steps.

The Europeans assured Zelenskyy they remained committed to a “just” peace, according to a statement released after the call. “They agreed that any agreement affecting European states, the European Union, or NATO requires the approval of European partners or a consensus among allies,” the statement said.

What was the Holodomor, and why did the Soviet Union try so hard to erase it?

In 2017, Ukraine’s Secret Service declassified files that had been hidden in KGB archives for decades.

The documents revealed a systematic disinformation campaign: pay Western journalists to write favorable articles. “Brainwash” intellectuals before foreign trips. Deploy biased experts to suppress any mention of a Soviet famine. As late as 1988 – fifty-five years after the fact—KGB reports still called truth-telling a “provocative anti-Soviet campaign.”

“The information received by the KGB of the Ukrainian SSR indicates that the enemy’s intelligence services and centers of ideological subversion … will increase their activity in using the defamatory materials they have gathered about the ‘causes of the famine.’”

“The State Security Committee of the republic is carrying out measures aimed at exposing the provocative nature of the anti-Soviet campaign,” said the 1988 reports.

What were they so desperate to hide?

Between 1932 and 1933, Joseph Stalin engineered an artificial famine that killed four million Ukrainians—13% of the population.

At its peak, 28,000 people died every day. This wasn’t drought or crop failure; it was deliberate policy.

Stalin’s government confiscated the entire harvest from Ukrainian villages. They seized livestock. They made possession of food a criminal offense – people were shot on the spot for hiding a sack of potatoes. Military checkpoints blockaded starving villages to prevent escape. Meanwhile, trains carried millions of tons of seized Ukrainian grain to Western Europe for export.

The Holodomor killed three times as many people as Auschwitz. But unlike the Holocaust, which the world has spent eight decades documenting, Stalin’s genocide was buried under decades of enforced silence.

The coverup worked. Most of the world knew nothing until Soviet archives opened in the 1990s.

Even today, Russian authorities continue to deny that this crime ever happened.

Why did Stalin target Ukrainian peasants specifically?

After the Russian Empire collapsed following its defeat in the war with Japan and other social factors, Ukraine declared its independence.

This period lasted approximately 3–4 years, from 1918 to 1921, after which Ukraine again came under Soviet rule. It was during that time that, in order to isolate the “enemies of Soviet power,” leader of the Bolshevik Revolution of 1917 Vladimir Lenin, and his associates created concentration camps. One of these was located in Kyiv.

Despite the looting, violence, and killings of civilians, the national liberation movement continued. The main force resisting Bolshevik policies were Ukrainian peasants, skilled agricultural workers and property owners. In a single year, they organized 5,000 protests.

It was at that moment that Stalin came up with a horrific idea for how to subdue the regime’s main enemies. Force them to work several times harder, seize the entire harvest, isolate the villages, and set up blockade posts so they could not escape or find food. This led to the slow death of millions of Ukrainians.

The confiscated food was exported to Western countries. Ukrainians were dying, but they were feeding Germany, England, Holland, Denmark, and Poland.

How do you starve 4 million people without the world noticing?

Physical isolation: Stalin and Molotov’s January 1933 directive banned Ukrainians from leaving the Ukrainian SSR and Kuban region—applied to no other Soviet territory. Military troops blockaded “blacklisted” villages. Internal passports were denied to farmers so they couldn’t travel.

Destroying evidence: Soviet authorities systematically confiscated and destroyed photographs. Death certificates couldn’t list “starvation” as cause—officials recorded “typhus,” “exhaustion,” or “old age” instead. Registry books were seized by secret police in 1934.

Silencing resistance: More than 21,000 criminal cases document arrests during 1932-33 for resisting grain confiscation, hiding food, or speaking out. Inside the Soviet Union, any mention of the famine was forbidden as anti-Soviet propaganda.

Manipulating Western press: Foreign correspondents were barred from entering Ukraine in 1933. Some promoted the Soviet narrative. Walter Duranty of The New York Times—who’d just won a 1932 Pulitzer Prize – publicly denied the famine while privately telling a British diplomat in September 1933 that “as many as 10 million” had died. Simultaneously, Stalin exported seized grain abroad, making Ukraine appear to prosper.

The KGB campaign: Declassified documents reveal systematic disinformation: pay Western journalists, suppress academics. As late as 1988, KGB memos called truth-telling “provocative anti-Soviet campaign.”

Most survivors couldn’t speak publicly until the late 1980s.

The town of Hulyaipole anchors Ukrainian defenses in Zaporizhzhia Oblast in southeastern Ukraine. All eyes are on the ruins of the adjacent towns of Pokrovsk and Myrnohrad, in Donetsk Oblast 50 miles north of Hulyaipole—and for good reason. The Russian Center Group of Forces has massed 150,000 troops in its (successful) effort to capture the towns and open a path toward the free cities of Kramatorsk and Sloviansk in western Donetsk.

But the Russians’ most dramatic gains this year haven’t been in Pokrovsk and Myrnohrad. No, they’re seized the most ground—perhaps 1,000 square miles, roughly .4% of Ukraine—across the fields and villages east of Hulyaipole.

Ukrainian defenses around Hulyaipole are thin and disorganized. One demoralized unit, the 102nd Territorial Brigade, garrisons the town itself while a few other territorial and mechanized brigades and battalions hold the open ground to the north along a loose defensive line roughly following the main road between Hulyaipole and what’s left of Pokrovsk.

How bad is the situation around Hulyaipole for the Ukrainians? So bad that, according to one observer, the Ukrainian military has—for the first time—deployed a “blocking unit” whose job it is to stop other units from retreating without orders.

That blocking unit, reportedly a battalion of the elite 225th Assault Regiment, may have opened fire on territorials fleeing the advancing Russian 127th Motor Rifle Division in recent days.

The Russians routinely deploy blocking units to keep their under-trained, ambivalently led troopers moving forward and not backward. The Ukrainians haven’t deployed blocking units until now, according to observer Thorkill. https://x.com/Thorkill65/status/1992167818431721840

It’s unclear whether any Ukrainian territorials were hurt in the alleged blocking fire. But that doesn’t mean there aren’t consequences for the fleeing troops. According to Thorkill, “soldiers who manage to break through to the rear have their weapons and documents confiscated, are then declared deserters, and arrested.”

The reported debacle, possibly the inevitable result of a deepening manpower crisis in the Ukrainian military, developed starting on Nov. 14 when the Russian 127th Motor Rifle Division attacked toward Yablukove, a couple of miles north of Hulyaipole, and “created a deep breach” in the positions of the 78th Territorial Battalion, which is subordinate to the 102nd Territorial Brigade.

Ukrainian territorials tends to be older, less well-equipped and poorly trained compared to their comrades in the army, air assault forces, marine corps and assault forces. A Ukrainian territorial brigade should not be expected to hold the line against a Russian motor rifle division.

Indeed, the 78th Territorial Battalion reportedly couldn’t hold the line. It broke and ran. “It appears that parts of this battalion’s subunits abandoned their positions without authorization that day,” Thorkill noted.

The 127th Motor Rifle Divisions’ 114th Motor Rifle Regiment chased after the retreating territorials. It’s likely the Russians are now barely a mile from Hulyaipole.

The Ukrainian 17th Army Corps, whose weary 110th Mechanized Brigade is on the line north of Hulyaipole, is “attempting to salvage the situation,” Thorkill reported. That battalion of the 225th Assault Regiment, until recently deployed in Sumy Oblast in northern Ukraine, “was tasked with blocking unauthorized abandonment of positions.”

Whether this alleged brutal measure will stabilize the defenses around Hulyaipole remains to be seen. Regardless, it’s an ominous development if true.

Steadfastly refusing to enforce a more equitable draft and cursed with corrupt, self-interested front-line commanders who categorically do not have the trust of their rank and file, Ukraine is losing thousands of soldiers a month to desertion. As a consequence, it is desperately short of trained infantry.

When Ukrainian forces can’t reinforce a faltering defensive line and instead must deploy a blocking unit, it’s a warning—that the manpower crisis is becoming a manpower catastrophe.

7) Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future.

8) NATO agrees not to station troops in Ukraine.

9) European fighter jets will be stationed in Poland.

10) US guarantee:

The US will receive compensation for the guarantee.

If Ukraine invades Russia, it will lose the guarantee.

If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this deal will be revoked.

If Ukraine launches a missile at Moscow or St. Petersburg without cause, the security guarantee will be deemed invalid.

11) Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while this issue is being considered.

12) A powerful global package of measures to rebuild Ukraine, including but not limited to:
The creation of a Ukraine Development Fund to invest in fast-growing industries, including technology, data centres, and artificial intelligence.

The United States will cooperate with Ukraine to jointly rebuild, develop, modernise, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.

Joint efforts to rehabilitate war-affected areas for the restoration, reconstruction and modernisation of cities and residential areas.

Infrastructure development.

Extraction of minerals and natural resources.

The World Bank will develop a special financing package to accelerate these efforts.

13) Russia will be reintegrated into the global economy:

The lifting of sanctions will be discussed and agreed upon in stages and on a case-by-case basis.

The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centres, rare earth metal extraction projects in the Arctic, and other mutually beneficial corporate opportunities.

Russia will be invited to rejoin the G8.

14) Frozen funds will be used as follows: $100 billion in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine. The US will receive 50% of the profits from this venture. Europe will add $100 billion to increase the amount of investment available for Ukraine’s reconstruction. The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas. This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict.

15) A joint American-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.

16) Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.

17) The United States and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including the START I Treaty.

18) Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

19) The Zaporizhzhya [sic] Nuclear Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine — 50:50.

20) Both countries undertake to implement educational programmes in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice:

Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.

Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.

All Nazi ideology and activities must be rejected and prohibited.

21) Territories:
Crimea, Luhansk and Donetsk will be recognised as de facto Russian, including by the United States.

Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.

Russia will relinquish other agreed territories it controls outside the five regions.

Ukrainian forces will withdraw from the part of Donetsk Oblast that they currently control, and this withdrawal zone will be considered a neutral demilitarised buffer zone, internationally recognised as territory belonging to the Russian Federation. Russian forces will not enter this demilitarised zone.

22) After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. Any security guarantees will not apply in the event of a breach of this commitment.

23) Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and agreements will be reached on the free transport of grain across the Black Sea.

24) A humanitarian committee will be established to resolve outstanding issues:
All remaining prisoners and bodies will be exchanged on an ‘all for all’ basis.

All civilian detainees and hostages will be returned, including children.

A family reunification programme will be implemented.

Measures will be taken to alleviate the suffering of the victims of the conflict.

25) Ukraine will hold elections in 100 days.

26) All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any claims or consider any complaints in the future.

27) This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, headed by President Donald J. Trump. Sanctions will be imposed for violations.

28) Once all parties agree to this memorandum, the ceasefire will take effect immediately after both sides retreat to agreed points to begin implementation of the agreement.

The appeals to Trump are how he can immediately back out of the deal, even after getting Ukraine to pay him lots of money first. It is in point ten.

Who determines this “compensation” that the US will receive for its security guarantee to Ukraine? Well it can only be the US government. What this means is that the US government can levy a massive bill on Ukraine every year, and if Ukraine cannot pay, the security guarantee would immediately lapse. Can anything be more Trump-like? The US can screw Ukraine out of money from the start and then walk away from the deal at any time by making it unaffordable.

Note: There is also a point that the US gets half the profits from Ukrainian rebuilding, which is so Trump-like it's almost funny.
