Ukrainian President Volodymyr Zelenskyy renewed his calls for more Patriot missiles Monday as Russia's latest missile attacks killed at least 12 people and injured more than 50 in Kyiv on Sunday night.

"It is critically important that the world — first and foremost the United States and our European partners — come out of the NATO summit in Turkey with strong decisions in support of our air defense," Zelenskyy wrote on X on Monday.

Zelenskyy had warned late Sunday that intelligence suggested Russia was preparing another massive strike on Ukraine ahead of this week's NATO summit in Ankara.

"As long as Patriot missiles remain in our allies' stockpiles, Russia is only encouraged to keep 'vanquishing' residential buildings," the Ukrainian leader said. Only Western support for Kyiv's air defense can guarantee "the protection of ordinary people’s lives," he added.

"The United States and Europe have enough strength to stop this terror," Zelenskyy said.

Kyiv Mayor Vitali Klitschko said Moscow's overnight strikes destroyed four districts, with Podilskyi reporting the most damage as several high-rise residential buildings were struck.

Among the injured were three children. Klitschko wrote on Telegram and declared Tuesday a day of mourning for the victims. The number of casualties might rise as emergency crews continue searching the rubble for survivors on Monday morning.

Klitschko later posted again on Telegram to say the death toll had risen from 11 to 12.

The latest attack comes just days after another wave of Russian missile and drone strikes killed 13 people and injured more than 80 last week and two days after Russia's leader, Vladimir Putin, held a call with U.S. President Donald Trump.

For almost four and a half years Russia has not been at war, officially. It has actually been involved in a “special military operation” against Ukraine. It has even been illegal in the Russian Federation to speak of the Russian full-scale invasion of Ukraine as a “war”. This preposterous fiction was maintained for a few reasons. Internationally, the Russians wanted to pretend to the world that they were not at “war” but instead were involved in a pre-emptive defensive operation. Domestically it was a way of avoiding certain constitutional triggers that would have been activated by a formal declaration of war and, finally, it was a way of assuring the Russian people that the government had the situation in hand. No war means no problems.

How Putin’s “Special Military Operation” Became a People’s War

There is an old Italian joke that explains a lot about the nature of conformism in authoritarian and totalitarian societies: one of Mussolini’s sons asks his father what form of government he has established in the country, to which Il Duce replies irritably: “Eat up and shut up!”

This formula describes an authoritarian model in which “eating up and shutting up” is enough for the bulk of the population to appear law-abiding. Until recently, this was the model in place in Russia: in exchange for relatively decent conditions, ordinary people kept quiet, stayed out of the authorities’ affairs, and automatically voted in favor of any initiatives.

Bohdan Krotevych, the former chief of staff of the Azov Brigade, wrote on X in May that Tkachuk represented “the worst remnants left in the army from the Soviet era,” pointing to questions about assets and what he described as a degrading attitude toward cadets.

If Tkachuk escaped accountability, he argued, it would send a message that senior officers could continue using their positions for personal gain while treating subordinates as servants.

“Cases like Tkachuk’s contribute to Ukraine’s inability to outperform Russia in the training and preparation of military personnel,” said Halenko. “And that is a critically important issue.”

In 2020, the Security Service of Ukraine (SBU) announced an investigation into academy officials over allegations that more than 16 million hryvnias had been embezzled through food procurement contracts between 2017 and 2020.

The Academy declined to address specific questions about allegations raised by former cadets, corruption investigations, or Tkachuk’s tenure.

Former cadets describe an institution that, in their view, changed little during Tkachuk’s tenure.

“The academy preserved many Soviet-era practices,” Halenko said. “From what I observed, there were no significant reforms.”

Oleksandra Ustinova, a Ukrainian member of parliament from the Holos party, said that the challenges facing Ukraine’s military education system extend far beyond a single academy.

“Every military academy in Ukraine needs to be led by people with real combat experience,” Ustinova said. “For too long, institutions have been run by officers who were educated in Soviet military systems and never served on the front lines.”

Analysts say that the quality of military education has become increasingly consequential as Ukraine rapidly expands and replenishes its armed forces during the war. . . .

Zelensky once again pleaded to Western allies for more air defense missiles to counter ballistic missiles, while adding that Ukraine is developing its own anti-ballistic ammunition and hopes "it will deliver real strong results."

The president stressed that Ukraine's current priority is securing more air defense missiles to counter ballistic missiles, which Russia has increasingly used in recent massive attacks on cities far from the front.

Zelensky said that discussions with the U.S. on a potential Patriot missile production license are underway and called on Western allies to support Kyiv in the negotiations.

Zelensky is at the NATO meeting in Ankara, Turkye, thumping his "war in the skies". Hes dismissing Russian advances on the ground (HINT: Russia has taken Konstantinovka and about to take Liman) as unimportant. He says the war in the skies is what counts.

So Ukraine launched about 450 drones towards Russia, most of them toward Moscow, and with three or four exceptions none of them made their targets.

At the same time, Russia launched about 70 missiles into Ukraine, many of them towards Kiev, and hit many weapons manufacturing and storage units, logistics hubs, command centers etc. One target had so many secondary explosions they had to evacuate the neighborhood.

Meanwhile, thanks to the west's active participation in attacking Russia, Putin's spox has come very close to declaring war on the west. SO FAR, Russia limits its military action to Ukraine. SO FAR, Russia has been running this invasion as an SMO, which legally limits what they can do. But if Russia openly declares war or an anti- terrorist operation, it can uncork its military, and Kiev can be turned into another Grozny and the current leadership of Ukraine targeted.

Now, I have watched Military Summary EXTENSIVELY. And I think* that Dima is actually PRO UKRAINIAN. He celebrates Ukrainian victories and agonizes over significant Ukrainian losses. Until recently, he repeated Kiev's claims WITHOUT QUESTION. It's easy to know where his heart lies.

BUT, he tries to be objective, and he follows strict rules before adjusting his map. And those rules require VIDEO EVIDENCE that one side or another has moved the frontline, and VIDEO EVIDENCE or satellite pictures about strikes. And bc Ukraine was using FPV drones extensively, there's all kinds of video from that side.

Ignore his projections about which side is going to do what. He changes that from one video to the next. Ignore his clickbait titles. Just pay attention to what he does best:

It is amazing and depressing how often Trump has ridden to Putin's aid since becoming President. Just some of his actions include:

1) Cutting off all US military and economic aid for Ukraine

2) Slow walking vital military sales to Ukraine

3) Rehabilitating Putin by inviting him to the USA

4) Trying to bully Ukraine into handing over more of its territory and people to Ukraine

5) Relaxing sanctions on Belarus

6) Starving Ukraine of Patriot missiles leaving Ukraine vulnerable

7) Driving up the price of oil for months when Russia desperately needed money

It is a Russian wish list which the USA has fulfilled. The US is an enemy of freedom and democracy in Europe.

"Do not assume Russia has lost the war," Ukraine's ambassador to the United Kingdom and former Commander-in-Chief Valerii Zaluzhnyi warned in an opinion piece published in The Telegraph on July 8.

Zaluzhnyi pointed to a trend of Western analysts who assumed that "Russia has effectively lost the war," citing Ukraine's increasingly successful deep-strike campaign against the Russian oil industry and its ongoing "middle-strike" campaign to target Russian logistics.

"That is a dangerous misreading of the war," Zaluzhnyi said, arguing that analysts who focus on Ukraine's individual tactical and operational victories — battlefield gains and strikes inside Russia — instead of the broader strategic picture arrive at optimistic assessments of the state of the conflict.

Zaluzhnyi returned to a view he has advanced since 2023, describing the current conflict as a positional war of attrition shaped by drones, surveillance, and precision-strike capabilities.

"This is no longer a war of swift manuevers. It is a war of attrition," Zaluzhnyi said. "Every tactical gain now comes at an extraordinary cost. Positions can be taken, but holding them, reinforcing them and evacuating the wounded has become increasingly difficult under constant drone surveillance. Success on the battlefield is measured in meters rather than miles, and often at a price that bears little relation to its strategic value."

Zaluzhnyi's words will be viewed by many as an implicit critique of his successor as commander-in-chief, Gen. Oleksandr Syrskyi. Syrskyi has come under repeated criticism for launching what many consider to be poorly planned and ill-conceived offensive operations, often led by the Assault Forces, a specialized branch of the Armed Forces of Ukraine that answers directly to Syrskyi and has a reputation for taking high casualties during its operations.

Zaluzhnyi argues that the war's attritional logic goes beyond individual battles and operations, with neither Ukraine's nor Russia's deep-strike campaign able to deliver a knockout blow.

"Ukraine's increasingly effective strikes against Russian logistics and critical infrastructure have imposed real costs on Moscow. But these attacks are expensive, technologically demanding, and ultimately reciprocal. Russia retains the ability to strike back with equal or greater force. Neither side can rely on this form of warfare to produce a decisive strategic outcome," Zaluzhnyi writes. He also argues, however, that Ukraine's campaigns of deep-strike and middle-strike operations could strengthen the country's position in any future negotiations.

Zaluzhnyi also believes that neither side is ultimately able to claim victory, with Russia unable to achieve its original war aims but able to continue a grinding war of attrition and Ukraine able to maintain its independence but unable to forcibly remove Russian forces from Ukrainian territory.

"Wars of attrition do not produce clear winners in the conventional sense. They are decided by endurance," Zaluzhnyi writes. He adds a note of caution that Ukraine's endurance depends "heavily upon continued backing from its allies," which he believes shows signs of fraying.

"Political changes in Washington and persistent divisions within Europe raise legitimate questions about whether today's level of support can be maintained indefinitely," Zaluzhnyi writes.
