Kremlin wages campaign to justify Putin's falling rating over situation in Kursk – ISW

The Public Opinion Foundation, a Russian state-owned sociological institution, published a poll on 30 August conducted on 25 August that showed 28% of respondents expressed outrage or dissatisfaction with the actions of the Russian authorities over the past month.

Experts said that this is up from 25% and 18% in polls conducted by the foundation on 11 August and 28 July respectively.

Respondents to the survey have not expressed such a high level of dissatisfaction since a poll conducted in November 2022, after the first month of unpopular partial mobilisation in Russia.

The Russian Public Opinion Research Centre, another state-run agency, said Putin's approval rating fell by 3.5% to 73.6% between 12 and 18 August. ISW notes that this is a record drop in Putin's rating, even among Kremlin sociologists, since the start of the full-scale invasion in February 2022.

The Russian Public Opinion Research Centre released its latest poll on Putin's approval rating on 30 August, showing an additional 1.2% drop to 72.4% between 19 and 25 August.

More details: It was noted in the review that the Kremlin likely hoped that limited acknowledgement of public discontent would protect it from accusations of ignoring Russian public concern over the Ukrainian invasion.

“Extremely serious conclusions” can be drawn from the latest statements coming from Washington, Zakharova said on Friday. “Ukraine has been given a carte blanche for operations in Russian regions,” she added.

“Furthermore, the administration of [US President] Joe Biden is obviously getting ready to make new concessions to Zelensky and give him a free hand to use virtually any type of American weapons, including [for attacks] deep into Russian territory,” the spokeswoman stressed, as cited by RIA Novosti.

Through its continued support for Kiev, Washington “has effectively become a party to the armed conflict over Ukraine,” she insisted.

“The US course towards escalation is becoming increasingly outrageous. It seems that the American elites have cast aside the last vestiges of common sense and believe that anything is allowed to them,” Zakharova said.

Earlier this week, Russia’s Foreign Minister Sergey Lavrov compared the US and their allies to “children playing with matches” over their continued speculations about greenlighting Ukrainian strikes deep inside Russian territory. “It is a very dangerous thing to do for grown-ups, who are entrusted with nuclear weapons in one or another Western country,” he said.

Russian President Vladimir Putin warned earlier that Moscow might engage in an asymmetrical response to the US supply of long-range systems to Ukraine, by arming groups or countries hostile to Washington – such as North Korea – with advanced weaponry.



Well, Mercouris may be right after all. He's been predicting for weeks that Biden* will give in to Zekenskiy demands, since Biden* has given in to every other demand.

I can't imagine what these neocons think they're doing. The only thing I can think of is that they're counting on the Kremlin's rationality not to escalate to nuclesr weapons or a direct strike on the USA, and hope that this will dent Putin's popularity before November. It's like a last gamble/ game of chicken with these guys.

I suppose if Russia wanted to reply somewhat symmetrically, it could give advan ed weapons to a proxy to fire on American troops somewhere.

How was I not being truthful? I quoted an article with Zakharova's surmise, referenced Mercouris (he HAS been saying that Biden* will give permission to use ATACMS on Russia proper) and speculated Mercouris might be right. All above board, not pretending anything.

Was it the "oy vey" you were objecting to? It's a Yiddish phrase and anyone can use it. There were a lot around in Eastern European immigrant communities, from NYC to Detroit.

Germany provides new aid package to Ukraine

The German government has handed over a new military aid package to Ukraine. Among other things, this time Kyiv will receive IRIS-T and a Bergepanzer 2 evacuation vehicle.

The new assistance package includes:

• 1 IRIS-T SLS;

• 26 Vector reconnaissance drones;

• 1 Bergepanzer evacuation vehicle 2;

• 6 engineering excavators;

• 14,000 155 mm shells;

• 10 unmanned surface ships;

• 55,000 first aid kits;

• rifles.

Help from Germany

Since the beginning of Russia's full-scale invasion of Ukraine, Germany has been a leader in providing military assistance to Ukraine. Berlin has been providing air defense systems, tanks, armored vehicles, shells of various calibers, and other military equipment.

In addition, Germany participates in training for the Ukrainian military.

Germany handed over the previous military aid package on August 19.

Prior to that, Germany announced the transfer of an additional Patriot air defense system to Ukraine.

Netherlands to hand over 28 Viking ATVs to Ukraine

Ukraine will receive 28 Viking all-terrain vehicles. Military equipment will be provided by the Netherlands, states Dutch Minister of Defense Ruben Brekelmans.

“Ukraine desperately needs our help in the fight against the Russian aggressor,” the minister emphasized.

He noted that the Netherlands will provide 28 Viking tracked vehicles. According to him, the Marines have specially trained Ukrainian soldiers for them.

“Our support for Ukraine continues to keep Russia at bay,” he said.

Assistance to Ukraine from the Netherlands

Back in July, Ukraine received the first F-16 fighter jets from the Netherlands.

In addition, before the delivery of the fighter jets, the Netherlands promised to donate 300 million euros for ammunition for F-16 fighters.

Recently, it also became known that the Netherlands will purchase 51 mobile radars for Ukraine to detect drones.

History Shows Giving Land to Russia Won't Bring Peace in Ukraine

The long record of Russian and Soviet occupations does not bode well for negotiations.

Today, Aug. 31, Estonians and Latvians celebrate 30 years since the departure of Russian troops from their territories, which ended half a century of occupation. The ongoing war in Ukraine is a daily reminder for Russia’s neighbors that their freedom must not be taken for granted. History suggests that Russians only withdraw from occupied territories for one of two reasons: Either they are driven out by force or their own cost-benefit calculus compels them to leave. In the latter case, the only major territorial withdrawals in Russian history have happened when regime collapse has radically changed this cost-benefit calculus. If Washington fails to recognize this long-established pattern and continues to severely constrain Kyiv’s defense in hopes for some future reset in relations with Moscow, the next wave of Russian aggression is all but ensured.

The Russian empire—whether the tsarist or Soviet variant—collapsed twice in the 20th century: in 1917, when a communist coup dethroned the tsar, and in 1991, when another, unsuccessful coup was the final death knell for the Soviet Union. Both events created a window of opportunity for many smaller nations to break free. Moscow withdrew from many of its non-Russian territories not because it no longer wanted to have an empire, but because it no longer had the means to keep these territories under its control.

Russia is currently occupying more than 42,000 square miles—about the size of South Korea—or approximately 18 percent of Ukraine’s territory. Ukrainians aim at regaining all of it and see full restoration of their territorial integrity as an essential component of a just peace. Yet their hopes to reconquer much of their land have withered, not least due to strict limitations imposed, mainly by the United States, on the Ukrainians’ use of Western weapons. Ukraine’s surprise incursion into Russia’s Kursk region and quick capture of about 500 square miles of Russian soil has changed the outlook: Now, an exchange of territories may become an element of eventual negotiations. Russian leader Vladimir Putin’s calculus is still in favor of continuing the war, but the Ukrainians are finding new ways to increase the cost to Moscow and upend the narrative that Russia is marching towards an inevitable victory.

The historical experience of Russia’s neighbors provides some clues to Ukraine’s chances to regain occupied territories or achieve peace through territorial concessions.

The last Soviet leader, Mikhail Gorbachev, decided to let the Soviet satellite states in Central and Southeast Europe go and allowed an unprecedented degree of openness within the Soviet Union. But even the great reformer Gorbachev was unwilling to give up any of the Soviet republics, including the three Baltic states. A leader of the Estonian national movement at the time, Marju Lauristin, recalled a personal conversation with Gorbachev, in which she explained Estonia’s aspirations for independence and received a straight reply. He could not give away what the Russian nation had gained, she recalled him saying.

The Baltic states grasped the chaos and aftermath of the 1991 Soviet coup to restore their independence, but that was followed by a tense three-year struggle to achieve the withdrawal of Russian troops. Diplomatic efforts took place in parallel with the departure of Moscow’s forces from the former satellite states, including more than 330,000 soldiers leaving East Germany by 1994. As we know, Russia’s withdrawal from Germany was a most humiliating experience for the young Putin, who was traumatized by the East Germans’ peaceful uprising against their communist regime while he was stationed there as a KGB agent.

Estonia was the last European country to secure the departure of Russian troops through a July 1994 agreement between the two countries’ presidents at the time, Boris Yeltsin and Lennart Meri. Both leaders took considerable risks by agreeing to a deal that was unpopular in their respective countries. Many in the Russian opposition, diplomatic establishment, and security services were highly critical of Yeltsin’s decision. On the Estonian side, the deal involved painful concessions, notably allowing retired Soviet military personnel and their families, altogether more than 10,000 people, to stay in Estonia and enjoy social benefits. Similar unpopular conditions were also accepted by Latvia. Although the departure of occupying troops was a dream come true for Estonians, Meri faced criticism at home for the concessions. It took great diplomatic skills and political courage to achieve the final stage of de-occupation, which paved the way for Estonia’s accession to NATO and the European Union.

The motive for Yeltsin was most probably his wish to maintain good relations with the West—especially the economic and financial support on which Russia depended at the time—while the United States and Germany put friendly pressure on him to withdraw his forces from the Baltic states. Any such motive is utterly irrelevant for the current Russian leadership; there is no chance that Western countries could persuade the Putin regime to deliberately leave Ukraine in hopes of improved relations or economic benefits such as sanctions relief.

For some of Russia’s neighbors, giving up territory was the price to pay for independence. However, territorial concessions without being prepared to resist further Russian demands has not been a recipe for stability. In 1939, then-independent Estonia gave in to Soviet demands to establish military bases on its territory in the vain hope of avoiding war. The concessions did not help, and the Baltics were soon occupied and annexed. Finland refused similar demands for the stationing of Soviet troops and was attacked by the Red Army. Yet eventually, Finland sustained its independence after fiercely fighting for it. The Baltics learned a bitter lesson. Today they are prepared to fight back from the first moment of aggression.

Finland gave up one-tenth of its territory as a result of its two wars with the Soviet Union, but it would be wrong to present this as an example of trading land for peace. The Soviet Union did not stop fighting because it was content with the concessions; it stopped because it was unable to defeat the Finns and conquer more land. The Red Army became too exhausted to carry on, not least because it was also fighting on other fronts of World War II.

As part of the armistice agreement that ended the Soviet-Finnish fighting in September 1944, Finland leased to the Soviet Union the strategically valuable Porkkala peninsula, located just 20 miles from Helsinki. Although the lease was set for 50 years, the Soviets returned Porkkala in 1956, which looks like a rare example of a voluntary Russian withdrawal. The decision was part of the thaw under Soviet leader Nikita Khrushchev, who succeeded Joseph Stalin in 1953. The case shows that a new leader who is critical of his predecessor may sometimes be favorable to new openings.

However, in subsequent years the Kremlin continued attempts to subsume Finland under tighter Soviet control, successfully interfering in its domestic politics and forcing it to align much of its foreign policy with Russia’s but failing to push the country closer to defense cooperation. Finland achieved Soviet recognition of its neutral status only as part of the Conference on Security and Cooperation in Europe held in Helsinki in 1975.

Another Russian neighbor, Japan, has also learned that Moscow does not give up territories under its control as a gesture of goodwill. Under former Prime Minister Shinzo Abe, Japan made extensive efforts in the 2000s and 2010s to foster friendly and mutually beneficial relations with Putin’s regime. Abe aimed to finally settle the two countries’ territorial dispute over the four southernmost Kuril Islands, annexed by the Soviet Union at the end of World War II. In the hope of splitting the difference and regaining two of the islands, Japan went to great lengths in courting Putin and avoiding any criticism of Russia, including after Russia’s illegal annexation of Crimea and the start of the war in eastern Ukraine. In March 2022, Russia announced that it did not intend to continue the talks and practically ruled out giving up any of its territories, with Russian Security Council Deputy Chairman Dmitry Medvedev stating that “negotiations about the Kurils always had a ritualistic character”.

So far, the West has been surprised by Russia’s ability to bear the heavy cost for its invasion of Ukraine. In Western societies, human life is priceless; in Russia, it is cheap. The Russian regime has been able to rely on seemingly endless waves of expendable soldiers and a harsh redirection of its economy to defense production in ways that would be far too costly for any democratic leader. What can be fatal for a Russian leader, however, is any perceived weakness and the failure to uphold Russia’s greatness. Most Russians want to live in a great country that dominates others, and they are ready to accept sacrifices for this cause, as documented in detail in books by Svetlana Alexievich, Jade McGlynn, and others.

Western leaders have talked a lot about the need to raise the cost of Russian aggression. But they have failed to effectively implement economic sanctions and have still not allowed Ukraine to use Western long-range weapons to attack military targets on Russian territory. By bringing the war to Russia nonetheless, Ukraine has proven that there is space to be bolder and more innovative in making the Russians pay a painful price for their desired greatness—a greatness that is built on invading and occupying other nations.

Russia is not going to withdraw from Ukraine unless it is forced to go—or to pay an unbearable price to stay. There is absolutely nothing in Russian history or recent behavior that suggests Moscow could be expected to negotiate in good faith to reach a compromise. Some territorial concessions from Ukraine may eventually be the price worth paying for peace and freedom—but this remains moot until Russia first gets to the point where it believes that further aggression can bring no gains.

Full restoration of Ukraine’s territorial integrity will likely require another collapse of the Russian empire. It may be years ahead, but Russia’s historical trajectory suggests that it will happen at some point, as the country has shown itself to be incapable of correcting course through evolution rather than revolution. A Western “reset” with the current regime will not be possible without sacrificing Ukraine’s independence and the core principles of the European security order, including the principles of sovereignty and territorial integrity.

Whether losing Ukraine will be the final death toll for the Russian empire, only time will tell. And even then, Russia’s neighbors will always have to be prepared for its violent imperialism to rebound.

Clarke says Ukrainian strategists are likely hoping that the offensive in Russia’s Kursk Oblast will increase the political pressure on Russian ruler Vladimir Putin as the price of his long aggressive war becomes clearer to the Russian public.

"Attractive as that goal is to Kyiv’s leaders, they may have to accept that, in the process of achieving it, they could lose Pokrovsk and Chasiv Yar. In that case, both President Zelenskyy and Oleksandr Syrskyi, his military chief, might find themselves under political pressures of their own," The Times says.

One of the first weapons we gave Ukraine was the Javelin, and it was singularly ineffective. There were training issues implementing the "top down" attack pattern.
It is very heavy, not the launch tube assembly is use-once throw away, and has many ccomplications that make it not field rugged



Also, they arrived with dead batteries and explosive charges that fizzled.

There can be no European peace without Ukrainian victory

Russia’s full-scale invasion of Ukraine has evolved into the largest European war since World War II, but two and a half years on, many are still struggling to grasp exactly what is at stake. Instead, we continue to hear calls for some kind of compromise with the Kremlin, while the international community refuses to hold Russians accountable for their crimes.

This lack of consequences is fueling a growing sense of impunity that can be seen in Russia’s actions. On the eve of the NATO Summit in July, Russia bombed Ukraine’s largest children’s hospital in broad daylight. Empowered by the absence of any discernible international response to the 2023 destruction of Kakhovka Dam, Russia targeted Kyiv’s hydroelectric dam in late August.

Since spring 2024, Russia has destroyed more than half of Ukraine’s energy generation capacity in a clear and calculated attempt to make the country unlivable. Throughout the sweltering summer months, Ukrainians have faced rolling blackouts, with electricity often only available for several hours per day. The Kremlin is hoping things will deteriorate further during the winter season, and intends to freeze Ukrainians into submission.

Despite Russia’s extensive list of crimes in Ukraine, many international voices continue to call for negotiations. These appeals are often accompanied by arguments claiming that the war is “unwinnable” for Ukraine, or suggestions that the West can promote peace simply by ending all military support to Kyiv. Such thinking is dangerously delusional.

Russian officials and Kremlin propagandists make no secret of their plans to destroy the Ukrainian state and nation. In fact, they often say so explicitly. Former Russian President Dmitry Medvedev spelled out Moscow’s intentions in July when he stated that Russia would seek to occupy any “remaining Ukrainian lands,” even if Ukrainian President Volodymyr Zelenskyy agreed to a ceasefire deal.

When Western commentators and politicians casually discuss ceding Ukrainian territory to Russia, they typically overlook the fact that the regions in question are home to millions of ordinary Ukrainians. Abandoning these people to indefinite Russian occupation means condemning them to the threat of kidnap, torture, disappearance, and death. Russians will continue erasing all aspects of Ukrainian identity wherever they can.

We have all seen the photos of the dead bodies in Bucha, the mass graves in the forests of Izyum, and the torture cells of Kupiansk. These are not isolated incidents or excesses. They are part of an horrific pattern that is being repeated throughout the areas of Ukraine under Kremlin control. It is grotesque to suggest that legitimizing this occupation will bring peace. And yet that is exactly what many international commentators advocate.

Ukrainians are under no illusions regarding Russia’s intentions. We have learned many hard lessons over the past decade, and have come to understand that modern Russia is fully committed to wiping Ukraine off the map.

In 2014, we lived through the occupation of Crimea and the Russian invasion of eastern Ukraine, and saw how the international community failed to punish Russia in any meaningful way. We witnessed the cynicism of the Minsk Accords, and watched as Russia openly prepared the ground for full-scale genocide.

It appears obvious to Ukrainians that Russia is now seeking breathing space to consolidate its territorial gains and rearm before completing the conquest of Ukraine. Why else would the Kremlin be so insistent that any peace deal must include Ukraine’s international isolation and comprehensive disarmament?

It is vital to understand that the threat posed by Russia is evolving and extends far beyond Ukraine. Back in 2014, Russia was acting alone. Today, the Kremlin has managed to create a formidable coalition of authoritarian states that share Moscow’s goal of subverting the rules-based world order and replacing it with a lawless alternative governed by the schoolyard principle that “might is right.” The only way to prevent this axis of autocracies from becoming even more powerful is by defeating Russia in Ukraine.

Some say Russia cannot pose any real threat to Europe as the Russian army is fully engaged in the war against Ukraine. This gravely underestimates the scale of Russia’s ambitions. Putin genuinely believes he is on a sacred mission to correct the injustices of the Soviet collapse. He has repeatedly declared that he is reclaiming “historically Russian lands.” These territorial claims extend far beyond Ukraine.

Putin is now being emboldened by repeated signs of Western weakness and a lack of resolve among Ukraine’s partners. If Russia is handed victory in Ukraine, it is absurd to think they will simply stop.

Russia is already intensifying its hybrid war against the West. In recent months, details have emerged of a Russian plot to assassinate the CEO of a leading German defense manufacturer. There are also regular reports of sabotage campaigns, GPS jamming, attempted arson, cyber attacks, election meddling, and strategic corruption.

As Russia’s full-scale invasion passes the two-and-a-half year mark, it is time to acknowledge that supporting Ukraine is not an act of solidarity or charity. In reality, providing Ukraine with the military aid it requires to defeat Russia is the most effective way to prevent further escalation and avoid an even bigger war in the near future.

Kyiv’s wish list is well known. Ukraine needs more air defense systems, long-range missiles, and fighter jets. Crucially, Ukraine’s partners must lift all restructions on the use of Western weapons against military targets inside Russia and agree to shoot down Russian drones and missiles close to their airspace. Smart allies should be looking to boost Ukraine’s ability to defend itself by investing in the country’s rapidly expanding defense sector, while also bankrupting the Russian war machine by tightening sanctions on the country’s oil and gas industry.

Above all, we need to see a fundamental shift in international attitudes toward the war. The future of the world is being decided in Ukraine. It is not enough for countries to say they will stand with Ukraine “for as long as it takes.” Instead, Ukraine’s partners must define their position as “whatever it takes for victory,” and must act accordingly.

The Russian president hopes to frighten governments, such as Germany’s, where fears about spillover run deep, and convince western opinion that continued assistance is futile. Putin is especially anxious that Zelenskiy’s passionate pleas for greater latitude in using advanced western weapons be spurned. For this and other reasons, it is vital that US president Joe Biden reverse his opposition to Kyiv firing US-supplied Atacms long-range rocket artillery at airfields and bases deep inside Russia from which the murderous attacks are being launched. Biden should also agree to Britain and France allowing their Storm Shadow missiles to be used for similar purposes. Such counterattacks would amount to legitimate self-defence, allowable under international law.

Ending the self-defeating US prohibition already has the support of Josep Borrell, the EU’s foreign policy chief, and France’s president, Emmanuel Macron. Keir Starmer should publicly join them in urging a too-cautious Biden to change tack. Likewise, Zelenskiy’s proposal that Nato air forces, such as Poland’s, be allowed to help defend Ukrainian airspace from missile and drone attacks against civilian targets deserves urgent support, as repeatedly urged in this space.

Despite the Kremlin’s claims, this would not amount to a declaration of war between the west and Russia. Nor would it lead to a nuclear brink, as Biden fears. Russia constantly up the verbal ante, but its actions are more circumspect. Putin is dangerous but not suicidal. He knows he would lose a confrontation with Nato’s vastly superior forces. He also knows he and his clique might not politically survive such an escalation.

Ukraine is fighting this war on behalf of us all. It is defending Europe’s frontline and the UN-based international system against open aggression, criminality and illegitimacy. Anyone who doubts that contention should look at what happened in Geneva last week. Marking 75 years since the signing of the Geneva conventions – the crucial foundation stone of international humanitarian law and the laws of war – Switzerland hosted 14 of the 15 current members of the UN security council.

Guess which country boycotted this symbolic event? Shockingly, Russia’s UN ambassador dismissed it as “a waste of time”.

Which sort of says it all.

The Risks and Rewards of the Offensive Into Russia’s Kursk Region

Since 2023, Washington has been out of ideas for how to successfully end the war on terms favorable to Ukraine. Kyiv, meanwhile, has been focused on stabilizing the frontline, but equally worried about the prevailing gloomy narrative and the sense that Ukraine is losing the war. The Kursk operation helps address the latter at the risk of doing damage to the former. Whether or not Kursk succeeds, at least it is not an attempt to refight the failed 2023 offensive, a set-piece battle in which Ukraine held no decisive advantages. That said, Kyiv’s present theory of success remains unclear.

Beyond the Kursk offensive and the situation at the front, Russia’s strike campaign against Ukraine’s energy grid is increasingly the bigger problem. Ukraine faces an uncertain winter. It needs generators and air defense to close gaps in its coverage. More important, Ukraine needs a way to compel Russia to stop these strikes, if not in 2024, then certainly in 2025. In this light, Ukraine’s desire to lift the remaining restrictions on the use of Western long-range strike systems is understandable. The Kursk offensive has prompted that conversation, but it needs to do much more. Holding Kursk as a bargaining chip, expanding strikes, and putting economic pressure on Russia could significantly strengthen Ukraine’s hand, assuming Ukraine can also hold the line, exhaust Russia’s offensive potential, and withstand Russia’s strike campaign this winter. However it ends, the Kursk offensive needs to provide the impetus for Ukraine and its partners to get on the same page—and shake off the current drift.

Some do it for the money; others for the motherland. Still others because they “just don’t have anything else to do.”

Whatever their motivation, an unknown number of Siberia’s homeless have signed contracts to fight in Ukraine, just as Moscow, seeking to avoid another politically fraught mobilization, struggles to meet its manpower needs, which have now been boosted by a three-week-long Ukrainian incursion into Russia’s western Kursk region.

The Defense Ministry reported that about 190,000 men have signed contracts to join the military this year. Earlier this year, Russia adopted a law creating favorable conditions for criminal suspects and convicts to have their cases suspended or their records expunged if they volunteer to fight. Additionally, sources tell RFE/RL’s Siberia.Realities, officials have been actively seeking new soldiers in homeless shelters across Siberia and the Far East.

A female volunteer at a shelter in the suburbs of Angarsk, an industrial city in the Irkutsk region, said that in 2023 recruiters “came to us almost every month with flyers urging people to sign contracts.”

“Of course, these fools were seduced [by the contract pay],” she said, referring to the shelter’s homeless residents. RFE/RL conceals the identities of its sources in Russia for their protection.

A flyer posted on the website of a village administration in the Irkutsk region offers healthy adult males a onetime payment of 400,000 rubles ($4,388) to sign up, as well as monthly payments of 210,000 rubles ($2,304) and other benefits. Extending a contract beyond one year brings an extra 195,000 ruble ($2,139) bonus.

Nobody wants to have a debate about anything anymore. Let's all just get emotional 100% of the time every day and go and take the most extreme positions we possibly can and argue with each other about everything while nothing ever gets any better.


Overpopulation is problem number one, and nobody wants to talk about that period.

Number two... Nuclear power is the only serious solution we have if we want to continue powering the amount of people we've got which will only grow exponentially if we never have that discussion (or TPTB don't do a better job the next time they release a bioweapon).

Wind and solar? Great for a hobby, or to supplement the grid. But only if we make nuclear power available anywhere you've got several million people choosing to live in close approximation of each other. And that's 10 times as true if you ever genuinely want to see a future where all the cars are electric.

The purpose of the ECtHR is to hold states to account for human rights violations. Both states and individuals can lodge applications with the ECtHR. In 2020, the Netherlands lodged an application with the ECtHR against the Russian Federation regarding Russia’s role in the downing of flight MH17 over eastern Ukraine on 17 July 2014. All 298 people on board, including 196 Dutch nationals, lost their lives.

In doing so, the ECtHR became the first international court to confirm Russia’s involvement in the downing of the aircraft.

MH17: the Netherlands’ application against Russia

The Netherlands argues that the Russian Federation played an important role in the downing of flight MH17. It also believes that the Russian Federation did not investigate the matter sufficiently and did not cooperate sufficiently with Dutch authorities’ requests for information. According to the Netherlands, this, and the fact that the Russian Federation continues to deny any involvement in the downing of flight MH17, has caused the victims’ next of kin additional suffering. What’s more, there were no legal remedies available to the next of kin in Russia itself.

Next step towards justice

The hearing of 12 June 2024 on the downing of flight MH17 is an important step towards establishing the truth, holding the perpetrators accountable and achieving justice for all the victims and their next of kin. The parties involved in the application and the intervening third parties – including the next of kin – will have the opportunity to present their views at the hearing. The court will not give judgment immediately after the hearing. The ECtHR has handled the case expeditiously, but it will likely be another year before a judgment is handed down.

Not that long ago, Russia withdrew troops from Eastern Europe because the Soviet Union collapsed. Russia killed millions of people to install those troops in Europe. Those people were pleased to see the Russians go. Those people joined NATO just in case Russia rose up from the collapse and tried, again, to conquer Eastern Europe. Russia tried. One of the most powerful tools of Russian colonial policy is passportization. By forcing people to take the documents of the occupying power, Russia thus links them to its system, forcing them to swear allegiance to Moscow. The expectation is that a person who has been living under Russian occupation for a long time will sooner or later come to terms with this fact and begin to identify himself as a Russian citizen.

During the Second World War, German troops, having captured Ukraine, after a while, began to demand that residents issue Ausweis - identity documents. According to thousands of testimonies, it was difficult to live without an Ausweis during the occupation, and they were asked for it at every turn. The Ausweis was not a German passport, and the Germans did not try to force Ukrainians to become German citizens. The Russians, on the other hand, when they hand out their Ausweis, are aiming for this very purpose: to get new Russian citizens.

Russia, as an expansionist state, immediately after the collapse of the USSR, prepared its laws to support the colonization of other countries. For example, thanks to various loopholes, the Kremlin could easily passport citizens who gained independence in 1991, and 2007, a Russian court extended the validity of Soviet passports forever.

Residents of former Soviet republics received privileges if they swore allegiance to Russia. Russian laws also have a category of native Russian speakers. Back in 2006, the program of resettlement of compatriots was launched, and in 2020, despite the resistance of both the Ukrainian authorities and the international community, Ukraine, Belarus, Kazakhstan, and Moldova were included in the list of so-called privileged countries that can obtain Russian citizenship and permission to stay in Russia under a simplified procedure.

Moscow is trying to present this whole simplification construct as a union gesture - a hand of friendship and mutual assistance extended to its so-called brothers, to recall the glorious days of the Soviet Union when all fifteen republics lived as so-called one big friendly family. This policy has nothing to do with friendship or alliance; it is only beneficial to the Kremlin, as it simplifies the future integration of the seized regions into the Russian space.
