She was asked, moments later, by defence committee chief Andrei Kartapolov to not disclose this number.

“Anna Yevgenyevna [Tsivilyova] has mentioned figures here, including missing persons. I earnestly ask you not to use these figures anywhere. This is such sensitive, closed information. And when we draw up the final documents, we should not include these figures anywhere,” he said.

Ms Tsivilyova said: “I didn’t give the numbers of missing people, but the number of requests to us. Many of them will be found. So this number is specifically requests, not data.”

Astra published a video of the meeting, which was streamed at the time on the website of parliament’s lower house, the Duma. On Wednesday it was no longer available on the site, Reuters reported.

Ukraine and Russia have regularly floated purported numbers of dead and wounded on the enemy side and both Kyiv and Moscow have dismissed their opponents’ estimates as grossly inflated.

Mounting evidence continues to personally implicate Russian President Vladimir Putin and other senior Kremlin officials in the forced deportation and "re-education" of Ukrainian children in Russia. The US Department of State and Yale University's Humanitarian Research Lab published a report on December 3 detailing the role of Putin, Kremlin Commissioner on Children's Rights Maria Lvova-Belova, members of Russia's ruling United Russia party, Russia's Ministry of Education, and occupation officials in Donetsk and Luhansk oblasts in at least 314 confirmed cases of child deportation from occupied Ukraine.[1] The report states that Putin maintains primary control over and is the main decision-maker for Russia's deportation program and that Lvova-Belova acts as Putin's executive officer who oversees the implementation of the program. The report notes that Russian authorities have used military transport aircraft and aircraft under Putin's personal control to deport children from occupied Ukraine to intermediary holding facilities in Russia. The report states that Russian and occupation authorities have primarily deported to Russia children whom Russian authorities claim to be orphans or children without parental care and that Russian authorities have placed most of the children in Russian foster or adoptive families. The report assesses that it is highly likely that most, if not all, deported Ukrainian children have been naturalized as Russian citizens and that Russian authorities force the children to participate in a patriotic re-education program intended to Russify, militarize, and indoctrinate them into Russian cultural and historical narratives and forcibly separate them from their Ukrainian heritage. The report notes that the true number of Ukrainian children that Russia has forcibly deported to Russia remains unclear and that the number is significantly higher than the 314 children identified in the report. ISW has reported extensively on Russia's crimes in occupied Ukraine, including the forced deportation of Ukrainian youth to Russia.[2] The Geneva Convention on the Prevention and Punishment of the Crime of Genocide defines "forcibly transferring children of a group to another group" as an act constituting genocide.[3]

Putin Is Throwing Human Waves at Ukraine but Can’t Do It Forever
The Russian meat grinder strategy is terribly effective, terribly wasteful, and boundlessly cruel.

One of the bleakest places on Earth today is the central processing facility for the remains of dead soldiers in the Russian city of Rostov-on-Don, the logistical hub of Russia’s invasion of Ukraine. Designed to process hundreds of corpses at a time, this sprawling mega-morgue has been hopelessly overwhelmed for many months. Footage from the inside, posted by witnesses on social media, shows hundreds of bodies in various stages of decomposition and limbs strewn across the corridor floors. In wooden boxes lining the walls from floor to ceiling, row after row after row, are the lucky ones: those whose bodies were recovered from the battlefield, identified, sealed in zinc-lined caskets, and prepared for dispatch to their grieving relatives in the farthest corners of Russia. Many more corpses have been abandoned to rot in Ukrainian fields because evacuating them is impractical under the constant barrage of the defenders’ artillery and drones.

To be sure: These soldiers’ deaths are the necessary consequence of Ukraine’s right to defend itself against an illegal war of conquest. What’s more, many of these ordinary Russian soldiers likely committed despicable brutality and war crimes against Ukrainians, including defenseless civilians. But the horrific rate at which Russians are getting killed at the front—much higher than corresponding Ukrainian losses, although exact numbers are kept secret by both sides—points to two disturbing truths about the Russian way of waging war. First, a cruel disregard for human life extends to Russia’s own forces, which the Kremlin systematically deploys in so-called meat grinder and human-wave attacks. Second, mass death among Russian troops has become part of an increasingly explicit eugenics policy, by which the Kremlin seeks to rid Russia of undesirable elements and reconfigure the Russian population. The eugenics aspect of Russia’s war has long been an open secret, widely discussed on Russian talk shows and social media. Now, a high-ranking Russian politician has made it plain for the first time.

The numbers boggle the mind. With an estimated rate of 1,500 casualties per day, October was the bloodiest month of the war for Russia as President Vladimir Putin throws everything he has into battle. Estimates for total Russian war deaths range from 115,000 to 160,000, more than 10 times Soviet combat deaths in Afghanistan. Total Russian casualties—killed and wounded—are estimated at around 800,000. According to Anastasia Kashevarova, a rabidly pro-war Russian journalist, the average Russian infantry soldier lasts less than one month at the front before being killed. With casualties exceeding Russia’s ability to recruit fresh soldiers, few of the troops receive any serious training before they’re sent to assault the Ukrainian lines.

It’s not just lives that Russia is losing in astonishing numbers—equipment, too, is being lost at a rate far beyond what’s possible to replenish from weapons production or dwindling stocks. According to WarSpotting, an open-source intelligence project that uses video confirmation to track Russian equipment losses, Russia lost more than 500 pieces of heavy equipment in October—including tanks, infantry fighting vehicles, and aircraft—twice as many as during the Battle of Grozny from 1994 to 1995, whose catastrophic losses in men and equipment demoralized Russian forces and society at the time. Today, some of the largest Russian military storage bases have almost been stripped clear of equipment, with even old Soviet-era tanks and armored vehicles dragged to the front.

Russian politicians, pundits, and ordinary citizens, who fantasize publicly about mass murdering Ukrainians, make no secret of the view that their own soldiers’ lives are worth hardly more. The shift to World War II-style meat grinder tactics has been widely and passionately discussed on pro-war Telegram channels since the battle for Bakhmut, which began in the summer of 2022 and lasted almost an entire year. The battle marked a doctrinal shift from the failed concept of battalion tactical groups—composed of some of the most elite and efficient Russian units, such as paratrooper and special forces regiments—to Soviet-style mass frontal assaults.

In Bakhmut, Wagner Group commander Yevgeny Prigozhin introduced what is now the standard Russian tactic of sending human wave after human wave of disposable infantry into the assault until the Ukrainian defenders’ guns jam or run out of bullets. In Wagner’s case, these were mainly convicts recruited from prisons with promises of freedom and mercenaries lured by exorbitant pay. Russia finally won the yearlong fight over the city’s smoldering ruins at the cost of at least 20,000 Wagner mercenaries alone. Later, the meat grinder policy was adopted for the entire Russian army, with each major unit setting up assault groups for that purpose.


It has been a terrifyingly effective tactic, but Russian casualties incurred by it are beyond comparison in recent military history. The battle for the Ukrainian town of Avdiivka alone may have cost around 16,000 Russian lives—and that appears to be a very conservative estimate circulated by Russian pro-war bloggers, who generally have an incentive to downplay their own side’s losses.

But Russian disregard for life is not just a question of battlefield tactics. What stands out is the deliberate cruelty. The Russian military has stunned the world with its wanton brutality toward Ukrainian civilians—including widespread rape, torture, killings, and abductions—and prisoners of war. (The latter are now routinely executed, another in a long list of Russian war crimes.) But the cruelty dispensed by officers on their own subordinates is also shocking. Russian Telegram channels are full of accounts of soldiers tortured for refusing or questioning orders, of seriously wounded troops sent to a certain death in an assault, and of Soviet-style barrier troops behind the front line, whose sole job is to shoot shirkers and deserters—also known as nullification. Suicidal human-wave attacks are both a means and an end: Commanders have reportedly assigned soldiers to these expendable units as a punishment for various disagreements or for the failure to pay a bribe.

Under these circumstances, it shouldn’t come as a surprise that many Russian soldiers choose to end their lives. By now, there are hundreds of videos online showing Russian soldiers shooting themselves through the mouth to spare themselves an even grislier death, knowing that there is little hope for medical evacuation on the Russian side.

That the war has changed the composition of the Russian population has long been clear from the incomparably higher rates at which non-Russian ethnic minorities—Buryats, Tatars, Tuvans—are dying in the war. But these are not the only disfavored parts of the Russian population while the Russian leadership shields the politically important populations of Moscow and St. Petersburg, where unrest could endanger the regime and where much of the Russian elite resides. Prisons have been virtually emptied as inmates are sent to the bloodiest sections of the front. And the protection of the major urban populations in European Russia means that the more remote, poorer, and less ethnically Russian regions are bleeding out.

To compensate for the deliberate loss of “expendables” at the front, a crucial part of Moscow’s eugenics program is played by Ukrainians. Several million Ukrainians have been removed from the occupied territories and resettled in Russia, a disproportionate share of them women and children. In their place, Russian settlers are moving in. Tens of thousands, if not hundreds of thousands, of these abducted children are now being Russified to strip them of any Ukrainian identity, a clear echo of the Nazi eugenics policy of shipping blond Polish children back to the Reich to be adopted and turned into Germans. Some of the Ukrainian boys are now old enough to be forcibly conscripted into the Russian army—yet another war crime on an already long list.

Russia still has numerical superiority, but its resources are not infinite. The suicidal Russian strategy of waging war, while effective, is not sustainable in the long term, especially with the Russian economy already showing signs of immense strain.

The fate of Russia’s invasion now effectively hinges on Western willingness to commit to Ukraine’s push for independence from Russia’s neo-imperialist aspirations. U.S. President Joe Biden’s final weeks in office may yet prove to be critical: His decision to grant Ukraine permission to strike key military targets inside parts of Russia with U.S.- and British-supplied weapons has already elicited an angry response from Moscow, even if there is nothing new about Ukraine using Western arms to strike vital targets in what Russia considers its lands, including illegally annexed Crimea. It’s up to the West to help Ukraine make sure that Putin loses his gamble as he throws everything he has against Ukraine before his equipment and trained soldiers run out. Catastrophic human losses won’t deter him, as they are deeply ingrained in Russia’s cruel way of waging war.

Kyiv has been struggling to boost military recruitment, stiffen its forces’ defensive earthworks, reform archaic command staffs and boost the output of Ukrainian arms factories.

A new round of U.S. aid totaling $61 billion this year has helped the Ukrainians fight on despite these internal crises. But “Ukraine absolutely must fix those issues before this aid package runs out,” Perpetua warned. “Because there may never be another.”

Putin has given his forces until February to eliminate the Ukrainian salient in Kursk, and for good reason. The Russian regime anticipates the Jan. 20 inauguration of U.S. President-elect Donald Trump will mark a new and volatile era in U.S. relations with Ukraine.

Trump has pledged to cut off U.S. aid to Ukraine while also leaning on Kyiv to accept peace terms favoring Moscow. Some of Trump’s closest advisors have openly disparaged Ukraine. When Ukrainian President Volodymyr Zelensky reasserted Ukraine’s independence in a social media post on Nov. 16, billionaire Elon Musk — who spent $250 million boosting Trump’s campaign — mocked Zelensky for having an “amazing” “sense of humor.”

The Russian military is redeploying wounded soldiers to the front lines in Ukraine by force before they can complete medical treatment, Telegram channel Ostorozhno, Novosti reported this week.

In a video address, the wounded soldiers accused their officers of trying to send them back to the combat zone before they completed their treatment, according to Ostorozhno, Novosti.

“They won’t let us finish anything,” one soldier said in the address. “They send a lot of people with hepatitis. Do they want the army to be infected or what?”

On Thursday, Ostorozhno, Novosti published videos showing the soldiers being escorted out of the hospital, some of them wearing handcuffs. One was shown handcuffed to his hospital bed.

The remaining soldiers were accused of desertion, the outlet cited their relatives as saying. It added that the soldiers were banned from going outside or using their electronic devices.

The Russian military has not publicly commented on the accusations.

Russia has faced heavy casualties since invading Ukraine in February 2022, and soldiers injured in battle are entitled to state benefits including financial compensation.

Officials say close to 98% of wounded Russian soldiers return to combat after undergoing medical treatment. (98%? Really? Russia must be hospitalizing soldiers with paper cuts and slivers in their fingers. Or 98% is an absurd exaggeration. Or Russia won’t pay the promised financial compensation for wounds to Russian volunteers.)

Ukrainian President Volodymyr Zelenskyy has revealed Ukraine's losses in the war. Since the start of the invasion, 43,000 Ukrainian soldiers have been killed.

Additionally, the president noted that medical assistance has been provided in 370,000 cases of injuries. About 50% of wounded soldiers in Ukraine’s forces return to duty, and all injuries, including minor and repeated ones, are documented.

The Wall Street Journal (WSJ) reported on December 9 that Ukrainian Air Force Command data showed that Russian forces fired over 6,000 drones and missiles against Ukraine from September 2024 to November 2024 — three times the number of drones and missiles that Russia fired from June 2024 to August 2024 and four times the number of drones and missiles fired from September 2023 to November 2023.[93] A Ukrainian brigade commander told the WSJ that Russian forces are trying to exhaust Ukrainian air defense capabilities, and the WSJ estimated that Ukrainian air defenses downed only eight percent of Russian ballistic and hypersonic missiles in October 2024. A Ukrainian official reported that Ukrainian EW systems are increasingly effective against the lower-quality Russian Shaheds produced in Russia, and the WSJ noted that Ukrainian forces intercepted 93 percent of Russian drones in October 2024. The WSJ noted that 92 percent of all long-range aerial munitions that Russian forces launched over the past three months (since early September 2024) were drones and decoys.

The endgame is now being planned by each side.

• Russia wants a cease-fire, with its territorial advances intact and formalized, and with no NATO membership for Ukraine, ever.

• The Ukrainians want a cease-fire, with no official surrender of the territories Russia has taken, plus NATO membership now, and additional arms.

• The Trump administration appears to favor a cease-fire with a demilitarized buffer zone all along the current battlefield border, with non-American NATO forces, such as British and French troops, manning the zone to keep the peace, and with no NATO membership for Ukraine for at least 20 years in order to bring the Russians to the table.

• NATO might offer the Ukrainians a formal declaration that Ukraine within the proposed buffer zone is a “protected state” under NATO.

It is important that Trump avoid the temptation to which he succumbed when negotiating a withdrawal agreement with the Taliban. He wants a quick deal. I think Trump will work the negotiations the way he did the awful negotiations with the Taliban. It will be done quietly, by a small group of Trump advisors with the closers being Trump and Putin themselves.

However, Ukraine is not Afghanistan, and I’d argue the stakes are much higher now and Trump needs to consider the missteps he previously made in striking the Afghan deal. An ill-considered deal could literally backfire in spectacular fashion.

A cease-fire is surely coming. But cease-fires are tricky: they aren’t peace, and each side can use the time afforded to restock, rearm and prepare to resurge. But the Russo-Ukrainian war is increasingly turning into a new world war, with credible nuclear ramifications, in a context of egregious European military weakness. A deal must be struck. Let’s hope the Trump foreign policy team strikes a good one.

The age group makes up less than 10 per cent of Ukraine’s population, with around two million men making up that pool.

In comparison, 25-54-year-olds constitute approximately 44 per cent of the 36.7 million population.

Mr Zelensky had already lowered the age of conscription from 27 to 25 earlier this year in what was one of his most controversial policy decisions of the war.

The move was made in the hope of recruiting some 200,000 troops to help plug the ever-growing gaps in Kyiv’s battle-stricken armed forces.

However, there are arguments that some Western experts believe can be made to justify recruiting even a small number of troops from the lower age group.

Ryan Evans, founder of the War on the Rocks website and podcast, recently suggested that even just 30,000 new troops could make a difference to Ukraine’s cause.

“Politics of this in Ukraine might be complicated but the necessity for more fighting men isn’t complicated. Effective infantry requires more young men, not more middle aged men,” he said.

He concluded: “Mobilising 30,000 more men or so from a pool of one million Ukrainian adults below the age of 25 would not risk the nation entirely. This is utter nonsense.”

Very often, those who understand an empire best are those who are subjugated by its power, or until recently were so. A slave has a strong incentive to know the master's whims and cruelties and strengths and weaknesses; he may well suffer greatly if he misjudges those things. Thus it is that in Europe, it is Poland, Finland, and the three smaller Baltic states in between that best understand the Russian menace and have been the most uncompromising in their support for Ukraine's struggle to remain independent. Those countries came under Russian rule in the early nineteenth century (part of the Baltics even earlier) and, except for Finland, remained part of the Russian empire until 1989, with a brief period of independence between the two World Wars. They know Russia.

So it is interesting that recently, defiance against Russian power has erupted in several places under current or recent Russian domination.

There was an early harbinger of this a month ago at a summit meeting of ex-Soviet states in Astana, the capital of Kazakhstan. Putin, in an apparent minor assertion of dominance, described Kazakhstan as a "Russian-speaking country" (technically true, since Russian was a mandatory subject in all Soviet schools and pretty much everybody older than thirty in all the ex-Soviet countries probably can speak it, although only about one-third of Kazakhstan's population has it as their native language). The Kazakh president reacted by delivering his speech in Kazakh, not in Russian, the language normally universally used at these summits. Putin and the Russian delegation were visibly startled and had to grab for translation headsets to understand the speech. It was a minor but unusual act of defiance.

That was an early sign. Over the last week, however, the floodgates of resistance have opened. In Georgia, another ex-Soviet nation ruled by Russia for centuries, protests against the pro-Russian government have intensified in spite of a brutal crackdown. Popular feeling in Georgia has always favored close ties with democratic Europe rather than with authoritarian Russia. But this intensifying rebellion suggests some confidence that Russia, after years of being bled white by the Ukraine war, no longer has the resources to spare for a major intervention in Georgia. It's a small country -- fewer than four million people -- but by now the Ukraine war has taught even Putin that invading a country he expects to be a pushover may mean a bloody and prolonged fight.

Meanwhile, in Syria, Sunni rebels have made major advances against the Asad regime, which is backed by Russia and Iran. The rebels have captured Aleppo, Syria's second-largest city, and are advancing west toward the coast and south toward Damascus, the capital. On the coast is the port of Tartus, Russia's only naval base on the Mediterranean. If the Asad regime loses control of Tartus, that base will be lost to Russia, a strategic disaster. If the regime falls, Russia will lose its only client state in the Middle East, albeit one shared with Iran.

The Iranian theocracy, despite being weakened by Israel's pulverizing of its proxies in Lebanon and Gaza, has brought in Shiite militants from Iraq and elsewhere to help prop up Asad -- but Russia has done nothing except a few bombing raids against Sunni-held territory. Again, after years of bloody war in Ukraine, Russia no longer has the resources to intervene decisively. Indeed, the Russian warships based at Tartus have apparently left the port as a precaution, and Russian soldiers are fleeing from Hama (the next large city in the rebels' path) and even from Damascus itself.

At the same time, Europe -- especially Poland, Scandinavia, and the other eastern states mentioned above -- is strengthening its support for Ukraine, with an emphasis on investing in Ukraine's defense industry to boost its ability to produce more weapons on its own. Note too the wording of the joint statement, that "Ukraine must be able to prevail against Russia's aggression" -- that is, to win, not merely survive. Putin is doubtless hoping that Trump's rise to power in January will bring him some respite in Ukraine, but he may not get much of it. And more importantly, the eastern Europeans evidently feel no fear in defying Russia more fiercely than ever, despite knowing that they may not have US backing much longer.

The peoples that know Russia best, it seems, now see it as an exhausted empire -- prone to fail and even to collapse if resisted steadfastly. They may well be right.

Moscow has announced a very serious escalation out of Ukraine on Wednesday, with defense ministry officials saying that six US-made ATACMS ballistic missiles were launched against a Russian airfield inside the country's sovereign territory.

Taganrog is a Black Sea port city in southwestern Russia, and was targeted in the heavy attack. The military claimed that all six were able to be intercepted and downed before reaching their target, with two reported intercepts by a Pantsir air defense system, and the others destroyed after electronic warfare systems diverted them.

"Missile fragments caused injuries among personnel. There was no destruction, but two buildings in the airfield's technical area and three military vehicles sustained minor shrapnel damage. Civilian vehicles in a nearby parking lot were also damaged," the Russian Defense Ministry statement said.

Apparently this damage occurred through "falling fragments of the missiles" according to the ministry, which also vowed that retaliation is coming for the strike.

"This attack by Western long-range weapons will not go unanswered, and appropriate measures will be taken," it added, but without specifying anything further.

It appears that at least other drones or missiles which were part of the broader assault made it through Russian aerial defenses:

In the early hours of Wednesday, Dec.11, multiple explosions shook the city of Taganrog in Russia’s Rostov region, regional governor Yuri Slyusar reported, describing the attack as a "missile strike."

The attack, reported around 4:20 a.m., triggered air defense systems and caused at least ten explosions, local residents told the Shot Telegram channel. Eyewitnesses suggested the target might have been a military airfield, according to CHEKA-OGPU Telegram channel.


It was only in September that President Vladimir Putin declared new 'red lines' for the conflict, asserting that any long-range attack on Russia with West-supplied missiles would be viewed as the as the "direct participation" of NATO countries in the war in Ukraine.

"It would substantially change the very essence, the nature of the conflict," he said at the time, shortly after Washington finally approved its change in policy to allow such attacks. "This will mean that Nato countries, the USA and European states, are fighting with Russia."

With the ATACMS and other Western systems, NATO personnel actually have to assist directly with satellite and targeting data, which includes being able to "input flight missions into these missile systems" - as Putin described earlier.

"The situation on the front is not in Kyiv's favour," Sergei Naryshkin, the head of Russia's Foreign Intelligence Service (SVR), told Razvedchik, the official publication of the foreign intelligence agency.

"The strategic initiative in all areas belongs to us, we are close to achieving our goals, while the armed forces of Ukraine are on the verge of collapse," Naryshkin said.

Naryshkin added that for Russia, Ukrainian President Volodymyr Zelenskiy had lost legitimacy and "the ability to negotiate".

Naryshkin, who heads the main successor organisation to the Soviet-era KGB's First Chief Directorate, is one of the few senior Russian officials to have relatively regular contacts with senior U.S. and Western officials.

His views give an insight into thinking at the top levels of the Kremlin - which views the West's support for Ukraine as evidence that the United States is fighting a proxy war against Russia aimed at toppling Moscow's rulers. The West and Ukraine say the war is a brutal imperial-style land grab by Moscow - and have cautioned that if Putin wins, then the enemies of the West across the world will be emboldened.

The US has sent a total of $62bn in military aid since Russia invaded Ukraine in February 2022. And more help is on the way.

The treasury department said on Tuesday it would disburse $20bn – the US portion of a $50bn multinational loan to Ukraine, backed by Russia’s frozen central bank assets – before Biden leaves the White House.

On the war’s frontlines, Ukraine’s forces are mindful of Trump’s fast-approaching presidency and the risk of losing their biggest backer.

If that happens, “those people who are with me, my unit, we are not going to retreat”, a Ukrainian strike-drone company commander, fighting in Russia’s Kursk region with the 47th Brigade, told the Associated Press by phone.

“As long as we have ammunition, as long as we have weapons, as long as we have some means to defeat the enemy, we will fight,” said the commander, who goes by his military call sign, Hummer. He spoke on condition he not be identified by name, citing Ukrainian military rules and security concerns.

“But, when all means run out, you must understand, we will be destroyed very quickly,” he said.

Russian authorities are set to equate the violation of Russian censorship laws with extremism and terrorism, furthering the Kremlin's effort to establish a pseudo-state ideology. Assad was a valuable client for Putin. And he couldn’t save him.

The collapse of the Assad regime in Syria should be a reminder of a general truth that often gets obscured in the blizzard of conflicting and contradictory news stories that absorb us day to day: The West’s adversaries are often weaker than we think.

Recall how for decades the United States overestimated the strength of the Soviet economy and armed forces, the surety with which it claimed that Saddam Hussein had weapons of mass destruction, and the frequent scares around Islamist militant groups such as al-Qaeda and more recently Hezbollah. Yet, over time what often becomes apparent is that these governments and groups are repressive, corrupt and dysfunctional — not attributes that help them thrive in the modern world.

Bashar al-Assad’s fall points to a direct lesson: Russia’s growing weakness. Moscow had been Syria’s patron for over half a century. Syria was Russia’s last major client state in the Middle East. Moscow had spent huge amounts of blood and treasure supporting Assad over the past decade. To lose that position is to become what Barack Obama dismissively called Russia — “a regional power.” In fact, even in Russia’s own region, relations have deteriorated with Armenia, a longtime ally that Russia failed to defend from Azerbaijani aggression because it’s bogged down in Ukraine. Russian forces in Africa are also increasingly facing pressure from a variety of militant groups.

Vladimir Putin’s Russia now resembles the Soviet Union in the 1970s. While it is still assertive and interventionist abroad, its economy at home is increasingly weak and distorted by its conversion into a wartime operation. But just as the external expansionism and internal mobilization could not mask Soviet decay forever, so today Putin’s bravado should not scare us. Think about it: If Russia were winning in Ukraine, would Putin threaten to use nuclear weapons?

Two scholars, Marc DeVore and Alexander Mertens, note in Foreign Policy that “Russia is losing around 320 tank and artillery cannon barrels a month and producing only 20.” Citing open sources, they note that Russia has lost almost 5,000 infantry fighting vehicles since its 2022 full-scale invasion of Ukraine. Russian defense contractors can make only around 200 a year. Its labor shortages are acute in virtually every sector, something even Putin has acknowledged.

In the military, the starkest sign is that the Russian army has had to invite North Korea to send in troops to help it out. Noel Foster of the Naval War College wrote that Moscow’s desperation can be seen in the rising salaries and bonuses it has to offer to recruits: “As of July 2024, recruits from Moscow received a $21,000 enlistment bonus and wages amounting in total to just under $60,000 in their first year of service, effectively earning more per month than privates enlisting in the US Army at the same time.” (Keep in mind that average Russian income is less than one-fifth that of America’s.)

All these weaknesses are obscured for now by a massive wartime transformation of the Russian economy. Defense spending is projected to be about 40 percent of the Russian federal budget next year. In addition, another 30 percent is expected to be spent on various national security and “classified” matters. Inflation is now around 9 percent. Perhaps most telling, its main sources of revenue are under severe pressure. Gazprom, the state-owned natural gas giant that in 2022 provided about $40 billion to Russian state coffers, announced a $6.9 billion loss in 2023, its first in more than 20 years.

Now is not the time to ease up the pressure on Russia. In fact, in an essay in Foreign Affairs, Theodore Bunzel and Elina Ribakova point out that there are many ways to tighten the economic screws going forward.

In a social media post after Assad’s fall, Donald Trump said that Russia was in a “weakened state” because of Ukraine and a bad economy, noting that “600,000 Russian soldiers lay wounded or dead, in a war that should never have started.” That is exactly right. He also wrote that it was time for Putin to act, implying that the problem with getting a ceasefire or peace deal is Russia, not Ukraine. This is a refreshing shift from what had seemed in the past his tendency to blame Ukraine for getting invaded.

In that post, Trump also said that he knew “Vladimir” well. Then he surely knows that on this issue, the chief challenge he will face once back in the White House is getting “Vladimir” to abandon his dream of reconstructing Russia’s czarist empire. Putin has pursued that vision since his first days in office, launching a savage war in Chechnya soon after coming to power, invading Georgia in 2008, annexing Crimea in 2014 and attempting to conquer all of Ukraine in 2022. If Trump can convince Putin of that, he will be able to do what he has always said was his goal: end the war in Ukraine.

I can't believe how much shit Fareed packed into one article. I'm only going to address a few points.

Russia wasn't actively supporting Assad. Once the ISIS and al Qaeda terrorists were driven into Idlib, Russia throttled back. They didn't respond to Israel bombing Syrian and Iranian locations in Syria, they weren't bombing American and Kurdish forces. They probably would have supported Assad if he had asked, but he didn't. And their view was "If you're not ready to fight for yourself, we're not going to fight for you". Syria falling to terrorists reflects a problem with Syria, not Russia.

The Defense Minister's original plan was to provoke an attack from North Korea, then use that as an excuse to declare martial law. To that end, South Korean military flew several drones over the Pyongyang sky, spraying propaganda fliers. North Korea did not attack, however.

Initial preparation for the coup began as far back as July 2023, as the military compiled the reference materials for operations under a martial law situation and produced a manual around that time.


Last Saturday President Yoon's People Power Party had blocked an attempt by the National Assembly to impeach President Yoon. But as more details of the attempted coup came out over the week the pressure from the general public on the party increased. Today another vote on impeachment was held. It received the necessary two third majority:

South Korea’s parliament voted to impeach President Yoon Suk Yeol on Saturday in an extraordinary rebuke that came about after his own ruling party turned on him following his refusal to resign over his short-lived martial law attempt.

It is the second time in less than a decade that a South Korean leader has faced impeachment proceedings in office and means Yoon is suspended from exercising his powers until the decision is finally adjudicated by the country’s Constitutional Court.

Following the vote, which sparked jubilation among protesters outside parliament, Yoon conceded that he will “stop temporarily for now, but the journey to the future that I’ve walked with the people for the past two years should not stop.”

“I will not give up,” he said in a statement shared by the country’s presidential office.


Yoon will try to convince the Constitutional Court that he is not guilty of insurrection and should not be impeached.

The court has a number of vacancies. Currently only six judges are available and to impeach Yoon all six would have to agree.

Yoon will however have difficulties to claim that he is innocent:

Senior government officials have testified at various government hearings over the last week revealing some extraordinary details about the night of the martial law order.

Special Warfare Command Commander Kwak Jong-geun testified that he received a direct order from President Yoon to break the doors of the National Assembly and drag out the lawmakers, but he did not comply.


Kwak Jong-geun did not comply with Yoon's order because it was evidently illegal. Martial law does not include the power to prevent the national assembly from fulfilling its constitutional duty. It is something that Yoon, as a former prosecutor, will surely have known.

Any constitutional court ruling in favor of Yoon would thus be purely political and in contradiction to the law.

The South Korean public would, rightly, go berserk over it.

So, not an invasion of Europe. You stoopid.

Despite 3,000, 10,000, 30,000 100,000 NK soldiers in KURSK, RUSSIA, nobody has seen a body, a video, a photograph .... no evidence at all of NK soldiers anywhere. EP: In early October, Russia announced it was doubling its 2024 federal budget deficit from 1.6 trillion rubles ($16.4 billion) to 3.3 trillion rubles ($33.8 billion). Please explain what this means and how it might affect Russia’s economy.

VM: Let me break this down simply. A budget deficit occurs when the government spends more money than it brings in. When this happens, it needs to find money somewhere else—typically by borrowing or using its savings unless it cuts spending.

Here’s Russia’s current challenge: borrowing money has become extremely difficult. They can’t access Western financial markets or get help from organizations like the IMF—something they’ve historically relied on during past crises, like World War I or the Soviet era of the 1980s. Even China isn’t interested in helping—they won’t even let Russia issue government bonds in yuan.

Sure, Russia can still borrow domestically, but it doesn’t make much financial sense. With interest rates so high – we’re seeing yields over 17% on 10-year government bonds – they’re actually losing money on this approach. In the first 10 months of 2024, they spent 1.3 trillion rubles more on debt payments than they raised through bond sales.

That leaves them with their savings, specifically the National Wealth Fund – think of it as Russia’s rainy day fund. When they invaded Ukraine in February 2022, they had 8.8 trillion rubles in liquid assets. By November 2024, that’s dropped to just 5.5 trillion rubles, or about $56 billion. And now they’re planning to run a deficit of 3.3 trillion rubles for 2024 – that’s 60% of what’s left in their liquid savings. By January, they might have only $25-30 billion left.

They’ll try to keep these remaining reserves for real emergencies rather than spending them on the deficit. After all, they must prepare for potential shocks – like if oil prices suddenly crash. The 2025 budget assumes Russian oil will sell for about $70 per barrel, which is pretty optimistic.

Looking ahead to 2025, they claim they’ll keep the deficit to 1.2 trillion rubles, but that’s completely unrealistic. Two big problems are driving up spending:

1. The war is costing way more than Putin planned

2. They’re spending huge amounts subsidizing interest rates for everything from mortgages to business loans. The Economic Minister just revealed that about 17 trillion rubles – over 40% of planned 2025 expenses – are tied to interest rates.

So what are their options? They have some non-liquid assets in the National Wealth Fund—about $82 billion in various bonds and shares—but getting that money isn’t easy or quick. Some companies they’ve invested in are struggling under sanctions, like Novatek and Sibur. They could sell some assets, like their Sberbank shares, but a big selloff would tank the prices. The same goes for their gold reserves, which account for about 40% of the liquidity portion of the Fund.

Putin's basically running out of good options. Finance Minister Siluanov just admitted that "the era when budget provided stimulus to everything is over." Soon, Putin will have to make some tough choices:

1. End the war and cut military spending

2. Raise taxes even more (they're already planning a 3 trillion ruble tax hike for January 2025)

3. Print money to cover the deficit, which could send inflation soaring past Turkiye's levels and back to what Russia saw in the early 1990s.

None of these options are great, but continuing on the current path isn't sustainable either. The budget has become what I'd call a Mother Goose—everyone depends on it for support, but the government is running out of resources to keep playing that role.

Russian Defense Minister Belousov claimed that the Russian military has recruited over 427,000 volunteer service members so far in 2024, a daily average of more than 1,200 people.[23] US Defense Secretary Lloyd Austin stated on October 31 that Russian forces are suffering roughly 1,200 casualties per day, and the UK Ministry of Defense (MoD) recently observed that Russian forces suffered record-high casualty rates in November 2024 with an average 1,523 casualties per day – notably higher than Belousov's claimed 1,200 recruits per day.[24]

Russian opposition outlet Vazhnye Istorii reported on December 16 that data from federal budget expenditures on one-time payments to those who sign military service contracts with the Russian MoD indicate that between 215,700 and 249,000 people signed contracts in the first three quarters of 2024.[25] Vazhnye Istorii noted that the Russian government has not published data from the fourth quarter of 2024 yet but that at least 178,000 people would have had to have signed contracts between October 2024 and mid-December 2024 in order to reach Belousov's 427,000 figure.

The Russian government may be delaying or even refusing to pay one-time payments to recruits such that the expenditure data does not reflect actual recruitment rates. ISW has recently observed indications that the Russian military has been struggling to recruit enough soldiers to replace its frontline losses.[26] Continued intensified offensive operations in Ukraine, particularly in western Donetsk Oblast, have put an unsustainable strain on Russia's force generation apparatus and economy. Russian authorities will likely have to balance mounting personnel losses and the growing pressure to enact a deeply unpopular partial involuntary reserve callup.

The Russian analytical centre ProZerno reported that the share of poor and unsprouted winter crops for the 2025 harvest was at 38%. The researchers, who analysed data from the Hydro Meteorological Centre, described the number as "an unprecedentedly huge value", adding the situation had "never been this bad."

"In Russia as a whole (excluding new regions, i.e. Ukraine), only 5.48 million hectares of winter crops are in good condition; this is the smallest amount of good crops before entering winter in the last 23 years," they wrote. Russia's Central Federal District is the worst affected, with almost two-thirds of crops failing to sprout or in poor condition."

Vladlen Tatarsky

Russian military blogger Vladlen Tatarsky, 40, died when a statue handed to him as a gift exploded in a St. Petersburg cafe where he was giving a speech in April 2023.

Tatarsky, whose real name was Maxim Fomin, was an enthusiastic supporter of the invasion of Ukraine but was also critical of the Russian military.

Daria Trepova, 27, who gave Tatarsky the golden figurine of himself, was found guilty of terrorism and other charges over the attack and sentenced to 27 years in a prison colony. It is the longest sentence Russia has handed to a woman since the Soviet collapse, according to state media and rights groups.

Russian investigators claimed Trepova acted on the instructions of individuals located in Ukraine. Trepova denied purposefully killing Tatarsky.
