The probe-then-assault tactic, led by infantry but enabled by fast-moving vehicles, was refined by the Russian armed forces as the wider war ground into its second year and Ukrainian mines, drones, artillery and anti-tank missiles rendered massed mechanized assaults impractical if not suicidal.

The Russians, with their three-to-one or greater manpower advantage in many sectors of the front, tend to send small groups of infantry toward Ukrainian lines, clearly assuming most of the scouts will get killed but apparently hoping a few of them discover gaps in Ukrainian defenses.

“Disposable infantry are the first to be employed,” the Royal United Services Institute in London noted. “As teams are destroyed by defensive fire, Russian forces will commit successive teams forward by the same line of approach. Ukrainian forces must continuously defend their positions against consecutive waves, expending ammunition, exposing the locations of their defensive positions and exhausting their personnel.”

If Russian manpower outlasts Ukrainian firepower, the Russians may take control of the weakened Ukrainian positions.

The main difference between the Russian and Ukrainian versions of this assault tactic is that the Russians have an abundance of troops, but the Ukrainians don’t. So the Ukrainians must be taking some other approach to probing Russian lines before the main attack.

Ukraine’s advantage in drones surely helps, but the presence of Ukrainian special operation teams in the vicinity of Ukraine’s most successful attacks may also hint at another Ukrainian advantage that lends itself to probing operations that aren’t virtual suicide for the scouts.

The Ukrainian navy’s 73rd Naval Special Operations Center—Ukrainian Navy SEALS, basically—is deployed in Kursk near the launching position for the recent counterattack toward Fanaseevka. The center’s job, it stated, is to “gather crucial intelligence on hostile forces.”

Highly trained Ukrainian commandos stand a better chance of surviving a risky reconnaissance mission than untrained Russian conscripts who may have signed their enlistment contracts mere weeks earlier. In that way, Ukrainian assaults may be less costly than Russian assaults—a necessity for a Ukrainian military that has consistently struggled to mobilize enough troops.

Indeed, a paucity of manpower may yet doom the Fanaseevka counterattack. “There is just one flaw” in the operation, the Russian blogger assessed. “Positions that were formally ‘secure’ but lack sufficient troops (or have none at all) are instantly lost.”

The Baltic States cut ties with the Soviet-era power grid that connected them to Belarus and Russia on February 8 as part of efforts to achieve full energy independence from Russia and further integrate their energy infrastructure with the European Union (EU).[15] The three countries are temporarily operating independently from the grid and, pending final tests, will synchronize with the EU’s grid on February 9. Russia has been suffering from significant labor shortages in both its civilian and defense industrial sectors since the start of its full-scale invasion of Ukraine.[4]

Russia reportedly has an estimated labor shortage of 1.5 million workers as of December 2024.[5]

North Korea's provisions of materiel and troops to Russia have significantly increased over the course of 2024, and the several thousands of North Korean workers that arrived in Russia recently may be the beginning of larger influxes in the future that could more significantly help Russia's labor shortage issues.

Russian forces initial use of small numbers of North Korean artillery and mortar shells grew rapidly, with 60 percent of Russian forces‘ artillery ammunition fired now being sourced from North Korea as of December 2024.[6]

Russian enterprises are not paying North Korean workers the same salaries as Russian citizens, so a significant influx of North Korean workers into the Russian work force in the future could financially benefit Russian enterprises that are having to offer high salaries to Russian citizens in order to compete against Russian military and defense industrial enterprises for employees. Significant increases in the number of North Koreans working in Russia's civilian sectors in the future could also free up Russian civilian sector employees to work in the Russian defense industrial base (DIB) or fight in Ukraine.

North Korean dictator Kim Jong Un continues to reiterate his support for Russia and its war effort in Ukraine. Kim gave a speech at the North Korean Ministry of National Defense on February 9 that heavily focused on the threats the US and the West allegedly pose to North Korean security.[8] Kim criticized the US for protracting the war in Ukraine and claimed that he is "seriously concerned" about the West's alleged desire to inflict a strategic defeat on Russia. Kim notably claimed that the North Korean military and people will "invariably support and encourage" Russia's "just cause" to defend its sovereignty, security, and territorial integrity "in the spirit of" the June 2024 Russian-North Korean comprehensive strategic partnership agreement.

The first handful of ex-French Dassault Mirage 2000-5 fighters have arrived in Ukraine. As widely expected, French contractors reportedly modified the supersonic, single-seat jets to carry the SCALP-EG cruise missiles France is also providing to Ukraine.

The jets’ arrival expands the Ukrainian air force’s deep strike capability at a critical moment. With outgunned Ukrainian brigades struggling to hold the line in eastern Ukraine, the air force is playing a key supporting role—targeting Russian command posts in order to disrupt front-line coordination and give Ukraine’s outnumbered ground troops a fighting chance.

French Pres. Emmanuel Macron pledged surplus French air force Mirage 2000-5s to Ukraine back in June. Ukrainian pilots and ground crews traveled to France for a crash training program. Eight months later, the first three Mirage 2000s and their pilots and maintainers were ready for action. “They will now participate in defending Ukraine's skies,” French Defense Minister Sébastien Lecornu stated.

The Mirages will join a growing fleet of ex-European Lockheed Martin F-16s in revamping the battered Ukrainian air force, which has mostly made do with the same few hundred ex-Soviet warplanes it had in service or in storage before Russia widened its war on Ukraine three years ago.

The air force has lost around 100 of these older jets to Russian missiles; 85 F-16s and potentially a dozen or more Mirage 2000s will complement the surviving Soviet models as the war grinds into its fourth year.

The dozen or so ex-Danish and ex-Dutch F-16s that have arrived so far, minus one former Danish jet that crashed last year, have been flying air-defense missions targeting Russian drones and cruise missiles bombarding Ukrainian cities.

The Mirages may fly ground-attack missions. According to La Tribune, the French tweaked the air-defense Mirage 2000-5s not only to carry SCALP-EGs, but also to haul the Hammer glide-bombs Ukraine gets from France.

The SCALP-EGs are critical. Ranging as far as 155 miles with bunker-busting tandem warheads, the 2,900-pound missiles can hit Russian regiments where they’re most vulnerable: their headquarters.

In the months before launching their recent counteroffensive in Kursk, the Ukrainians went to great pains to find and strike the command posts of the Russian 810th Naval Infantry Brigade. It’s no coincidence that, when they attacked on the southeastern edge of their 250-square-mile salient in Kursk last week, the Ukrainian focused their troops and firepower in the same sector held by the beleaguered and befuddled marine brigade.

The Mirages will only be as useful as their best munitions are plentiful. It’s unclear how many SCALP-EGs Ukraine has gotten from France and Italy. Perhaps as few as 100. It’s also unclear how many of the missiles Ukraine has left after years of hard fighting.

The French are trying to send more. Paris allocated $2 billion for munitions production this year, including a fresh batch of SCALP-EGs, many of which could wind up in Ukraine. “Yes, we continue to provide SCALP missiles,” said Gael Aller, France’s ambassador to Ukraine. “We don't have so many of them, and we have to buy more, so it takes some time.”

Ukraine is developing its own new deep-strike munitions. And while they’re initially being tested on old Soviet jets including Sukhoi Su-24 bombers, it’s possible they could eventually arm the Mirage 2000s, too—keeping the jets in action even when stocks of SCALP-EGs run low or run out.

Who is flying these planes? Nobody said anything about training Ukrainian pilots. Since training was a HUGE stumbling block for the F-16s, wouldn't the Mirages need prolonged training too? I mean, you don't just toss the keys to someone who doesn't know how to drive, right?

And if they're not Ukrainian pilots, they must be ... French.

Putin can be made to accept a loss without escalating (to a nuclear war). He settled for less than his aims in Ukraine in 2014 and in 2022. Ukraine defeated Russia at the battle of Kyiv and expelled Russia from critical terrain in Ukraine in 2022, including from Kharkiv region and from Kherson city. The Russian authorities said Russia would be in Kherson ‘forever’ but withdrew the forces in 2022.[65] Putin was forced to accept Ukraine’s incursion in Russia’s Kursk region in 2024 — the first invasion of Russia since WWII. Putin reportedly ordered the Russian forces to liberate Kursk region by October 2024 — a mission failure as of February 2025.[66]

Russia’s decade of gains in Syria are at risk. Russian military basing and political influence in Syria were key to Russia’s power in the Middle East, in the Mediterranean and Africa, a pillar of its cooperation with Iran, a way to contest the United States and pressure NATO’s southern flank.[67] A decade of Putin’s work is at the mercy of HTS — militants whom Russia used to call terrorists but can no longer because HTS holds Moscow at its mercy.[68] Each time Putin accepted a setback, the new reality was not ‘negotiated’ with Putin — rather imposed on him by force. The United States will eventually recognize that the only way to have Russia accept a deal is to impose one on Russia.

The United States should not distract itself with providing Putin an “offramp.” Putin has an offramp — the Kremlin’s control of Russia’s information space. The Kremlin reframed or downplayed Putin's humiliating setbacks — from Russia’s retreat from Kherson to Wagner Group financier Yevgeny Prigozhin’s mutiny to the degradation and expulsion of the Black Sea fleet from Crimea, and countless others.[69] This information control allowed Putin to normalize a new and worse reality in Russia each time, including softening the blow for an estimated 800,000 Russian causalities in pursuit of arguably mediocre battlefield results in Ukraine.

In other words, Putin and Russia failed before. There is no compelling reason why Putin should not be made to fail again. And if the information offramp fails him eventually, it is not the United States’ problem.

Putin is not invulnerable. This war is not lost despite Russia’s increased but nonetheless modest gains in eastern Ukraine. Russia has well-discussed advantages. Putin is accumulating risks and costs, however. Russia is facing growing cost of material and manpower, issues with Russian force generation system, and economic issues, such as inflation, labor shortages, the erosion of Russia’s sovereign wealth fund, and increasingly costly tradeoffs between funneling a limited supply of Russians to the frontlines or to buttress the economy.[70] Russia depends on partners to sustain its war.[71] Shifting US policies on China and Iran are putting Russia’s enabling partnerships at risk.

Putin’s accumulating problems will not matter if the Trump Administration gifts Russia time and space to regroup — as the Biden Administration’s policies of incrementalism have allowed Putin to in the past.

A Kremlin propagandist on Russian state TV made a rare admission that North Korean troops are involved in the war with Ukraine, suggesting these soldiers suffered heavy losses and that a new batch of reinforcements is expected.

In a recent episode of 60 Minutes, a program on Russian state-owned TV channel Russia-1, political analyst and guest Dmitry Abzalov made a surprising admission about the North Korean boots on the ground.

"North Korean soldiers who fought — we ran out of them, and the next batch is coming within a month," he said, according to an English translation posted to X by Anton Gerashchenko, a former adviser to Ukraine's minister of internal affairs.

"There are no more North Korean troops as of now," he went on.

Host Olga Skabeyeva expressed surprise, noting: "It's just that state media didn't report it." In response, Abzalov likened the situation to Russia's initial denial in 2022 of using Iranian-made suicide drones in Ukraine.

As they retake villages in Kursk, Russians are discovering a lot of war crimes: bodies of civilians bearing the marks of torture and execution. A village where a few dozen civilians were held hostage for six months, and only one man survived. A school where elderly people were sheltering, struck by HIMARS missiles. The Ukrainian Ministry of Defense (MoD) recently launched the "Contract 18-24" voluntary recruitment program aimed a recruiting 18 to 24-year-old Ukrainians into the Ukrainian Armed Forces.[17] The Ukrainian MoD officially launched the program on February 11 and noted that the program offers 18- to 24-year-olds the ability to join the military under a one-year contract and the option to either reenlist after one year or return to civilian life. Just weeks into his second term, President Donald Trump’s administration is not only grappling with a growing colossus of self-inflicted crises, but is now igniting international tensions as well. The administration is pressuring Ukraine to relinquish rights to half of its valuable precious metals—just as Trump and Russian President Vladimir Putin prepare to begin negotiations to end Russia’s illegal war against Ukraine.

“Multiple lawmakers here in Munich told me the U.S. Congressional delegation presented Zelensky with a piece of paper they wanted him to sign which would grant the U.S. rights to 50% of Ukraine’s future mineral reserves,” Washington Post foreign policy and national security columnist Josh Rogin reported Friday afternoon from the Munich Security Conference.

“Zelensky politely declined to sign it,” he added.

Trump has made it clear he expects Ukraine to hand over the rights to its rare earth minerals, which are extremely valuable.

“Rare earths are a group of 17 metals used to make magnets that turn power into motion for electric vehicles, cell phones, missile systems, and other electronics. There are no viable substitutes,” Reuters reported. The news outlet also noted that Trump “said on Monday he wants Ukraine to supply the United States with rare earth minerals as a form of payment for financially supporting the country’s war efforts against Russia.”

“We’re telling Ukraine they have very valuable rare earths,” Trump said. “We’re looking to do a deal with Ukraine where they’re going to secure what we’re giving them with their rare earths and other things.”

Trump’s expected haul: “close to $300 billion,” or more.

“We are going to have all this money in there, and I say I want it back. And I told them that I want the equivalent, like $500 billion worth of rare earth,” Trump said Monday, CBS News reported. “They have essentially agreed to do that, so at least we don’t feel stupid.”

The New York Times on Wednesday suggested Kyiv may be willing to play ball with the billionaire businessman.

“President Trump says he wants to make a deal for minerals from Ukraine in exchange for aid. That followed a long effort by Ukrainian officials to appeal to Mr. Trump’s transactional nature.”

Earlier this week Bloomberg reported on Trump’s call with Putin, saying, “European leaders, who were broadly aligned with Washington under Biden, were stunned to learn of the call and some said it appeared to signal that Trump was selling out Ukraine.”

“Trump is skeptical of providing more aid,” Bloomberg continued, “and if he does then he wants the US to be compensated – perhaps in the form of access to Ukraine’s mineral wealth. Treasury Secretary Scott Bessent was in Kyiv today to work on that part of the deal.”

Garry Kasparov, the internationally famous Russian chess grandmaster and now vice president of the World Liberty Congress, likened Trump’s demand to that of a Mafia don.

“Trump wants to give Russia something for nothing and expects Ukraine to give America something for nothing. Cheap mafia behavior,” he charged.

Olga Lautman, a non-resident Senior Fellow at the Center for European Policy Analysis (CEPA) and researcher of organized crime and intelligence operations in Russia and Ukraine, deemed the move “extortion.”

“This extortion by the [Trump] regime is outrageous. Europe needs to step up asap and help Ukraine,” she urged.

Professor Roland Paris, director of the Graduate School of Public and International Affairs at the University of Ottawa, doubly mocked the administration: “The United States of Extortion. (Can Google update its maps with this new name?)”

The Atlantic’s David Frum, a Bush 43 speechwriter, declared it, “Gangsterism.”

Jay Nordlinger, a senior editor for the right wing National Review, blasted the administration:

“The United States ought to back Ukraine because it is the right thing to do, morally, and, above all, because it is in the hard U.S. interest to do so. To shake down a country that is struggling for its very existence is, to my sense, repulsive.”

Russia is reportedly intensifying efforts to coerce Russian mobilized and conscripted personnel into signing contracts with the Russian Ministry of Defense (MoD). Russian State Duma Deputy Maxim Ivanov told Yekaterinburg-based Russian news outlet EANews on February 7 that his constituents in Sverdlovsk Oblast notified him that Russian military commanders are forcing mobilized Sverdlovsk Oblast personnel to sign long-term military service contracts with the Russian MoD that would classify them as professional contract servicemembers (kontraktniki).[73] Ivanov claimed that Russian military commanders want to increase the number of kontraktniki in their units but noted that commanders are sending any mobilized personnel serving in specialist roles, including artillery, communications, engineering support, and electronic warfare (EW) who refuse to sign a long-term contract to fight in infantry assault units. Ivanov stated that he appealed directly to Russian Defense Minister Andrei Belousov about this issue.

A Russian milblogger and former Storm-Z instructor expressed concern that senior Russian MoD officials are not acknowledging this issue and claimed that commanders in the Russian 85th Motorized Rifle Brigade (3rd Combined Arms Army [CAA], formerly 2nd Luhansk People's Republic Army Corps [LNR AC], Southern Military District [SMD]) are sending mobilized personnel to fight in infantry assault units on the frontline if they refuse to sign MoD contracts.[74] Another Russian source claimed that the Russian Military Prosecutor's Office investigated this issue and found instances where the Russian military command had forged the signatures of conscripts in the 90th Tank Division (41st Combined Arms Army [CAA], Central Military District [CMD]), including its 80th Tank Regiment, 6th Tank Regiment, and 239th Tank Regiment, and military unit 31612 (reportedly a company within the "140th Regiment" or the 429th District Training Center) but that the commands of these units refused to release the conscripts from their contracts.[75] Russian opposition outlet Verstka reported on February 12 that Russian commanders are forcing personnel mobilized in 2022 to sign contracts with the MoD, but that it is unclear if the MoD will honor the end dates provided in these contracts.[76]

Confidently rolling toward Ukrainian lines in western Russia’s Kursk Oblast in up-armored vehicles brazenly flying the flag of the defunct Soviet Union, an assault group from the Russian 155th Naval Infantry Brigade paraded right into a minefield laid by the Ukrainian 47th Mechanized Brigade.

The results were predictable—and emblematic of Russia’s faltering counteroffensive in Kursk. The counteroffensive ramped up in early November, three months after a strong Ukrainian force invaded Kursk and carved what is now a 250-square-mile salient from the oblast.

“The Russians again went on an assault in Kursk against the 47th Brigade and its auxiliaries,” the brigade reported. “In a column of more than a dozen tanks and about a company of enemies”—around 100 troops—“they threw the ‘elite’ Russian 155th Marine Brigade with the flags of ‘victory’ into the assault.”

Mines blew up some of the Russian vehicles. Drones struck others and also hounded the dismounted infantry. One shell-shocked Russian crewman bailed out of his damaged vehicle, trudged a few steps through the snow, fell flat onto his back—and then exploded as a drone slammed into him.

“We are extinguishing all the enemy’s attempts to advance in Kursk,” the 47th Mechanized Brigade crowed.

It’s not for no reason Ukrainian forces take such glee in killing 155th Naval Infantry Brigade marines. On Oct. 13, the Russian brigade captured, stripped and executed nine Ukrainian drone operators in Kursk—a war crime that signaled escalating Russian brutality as the wider war on Ukraine ground toward its fourth year.

The 47th Mechanized Brigade has defeated at least two major Russian and North Korean assaults this month. The brigade held the line along the western edge of the salient while Ukrainian paratroopers counter attacked on the eastern edge on Feb. 5, quickly advancing several miles. For the first time in months, the Ukrainian salient is getting bigger, not smaller.

The salient is a bargaining chip. Ukrainian Pres. Volodymyr Zelensky confirmed last week that his forces invaded Kursk in August in order to seize Russian territory Kyiv could eventually trade for Ukrainian territory the Russians occupy. “We are exchanging one territory for another,” Zelensky said.

But it’s not clear the Ukrainians can get favorable terms as U.S. Pres. Donald Trump impulsively takes control of possible negotiations between Ukraine and Russia.

Any ceasefire could be fragile and brief without continuing U.S. support for Ukrainian forces, including the mostly U.S.-equipped 47th Mechanized Brigade. But Trump has demanded Zelensky give the United States half of Ukraine’s $500-billion reserves of rare earth minerals as payment for past U.S. aid—and as a precondition for future aid.

Caught between Russian invaders and American extortionists, Zelensky is walking a very fine line. He has so far avoided signing the minerals deal, but hasn’t ruled out some kind of U.S.-Ukrainian economic exchange as part of a wider security agreement. Any deal “still needs work to ensure Ukraine’s interests are safeguarded,” Zelensky said.


“Zelensky has handled negotiations very well so far,” concluded Tatarigami, the founder of the Ukrainian Frontelligence Insight Group. “Despite indirect extortion, he hasn’t caved.”

And on the snow-covered, blood-spattered fields in Kursk, the 47th Mechanized Brigade is buying Zelensky more time for diplomacy—and holding onto the best bargaining chip Ukraine has: hundreds of square miles of Russian soil.

Russian commanders continue to give orders for Russian forces to execute Ukrainian prisoners of war (POWs) on the frontline. Ukrainian Ombudsman Dmytro Lubinets reported on February 17 that footage shows Russian forces executing three surrendering Ukrainian POWs in an unspecified location after a Russian commander orders the soldiers to kill two of the POWs.[35] ISW has long assessed that Russian battlefield commanders are either complicit in or enabling their subordinates to execute Ukrainian POWs.[36]

Russian occupation authorities continue to violate the Geneva Convention by conscripting civilians in occupied Ukraine to serve in the Russian military. Donetsk People's Republic (DNR) Head Denis Pushilin signed on February 17 a plan to illegally conscript and train civilians in occupied Donetsk Oblast to work in military registration specialties in the Russian military.[102] The document calls for the Russian Volunteer Society for Assistance to the Army, Aviation, and Navy of Russia (DOSAAF) to help train and prepare civilians for these specialties, including through "courage lessons" with veterans of the wars in Ukraine, Chechnya, and Afghanistan. DOSAAF is a Soviet relic that funds and promotes military service for Russian youth through military-patriotic programming and military skills programs and sends representatives to military draft boards to allocate conscripts with specialized skills into specific military roles.[103] Article 51 of the Geneva Convention explicitly prevents an occupying power from compelling the population it occupies to serve in the occupying power's military.[104]

In a cataclysm of artillery and drone strikes, Ukrainian forces smashed an attack by Russian troops in and around the town of Ulakly on or just before Sunday. Surveillance drones working for the Ukrainian Tivaz artillery group registered around 10 destroyed and abandoned Russian vehicles.

The failed assault, one of several in the southeastern corner of Donetsk Oblast in eastern Ukraine in recent days, may have signaled the failure of the Russian offensive in the area. The political implications are profound.

As recently as two weeks ago, the Russians had the momentum. They’d just ejected the Ukrainian Khortytsia Operational Strategic Group from Velyka Novosilka, a few miles south of Ulakly, and were poised to pursue the retreating Ukrainians and potentially achieve a breakthrough in the area where Donetsk Oblast meets Zaporizhzhia Oblast.

Now a Russian breakthrough appears unlikely. “Exhausted by losses and intense battles over the past month, the enemy will not be able to quickly pursue Khortytsia OSG whose units are retreating from Velyka Novosilka,” the Ukrainian Center for Defense Strategies explained.

Not only have the Russians suffered heavy losses in their modest advance along the Donetsk-Zaporizhzhia corner, they’re also experiencing broader shortages of troops and equipment that have compelled them to prioritize their attacks.

Desperate to eradicate the Ukrainian-held salient in western Russia’s Kursk Oblast and equally eager to capture the fortress city of Pokrovsk, 18 miles north of Ulakly, the Russians are diverting resources from southern Donetsk. “The enemy will not be able to break through to Zaporizhzhia or Dnipropetrovsk Oblasts, as they lack the necessary troops, funds and resources,” CDS assessed.

In conclusion, “the plan to collapse the southern Ukrainian front and advance toward Zaporizhzhia is unfeasible,” the analysis group asserted.

The exhaustion of the Russian offensive in southeastern Ukraine comes at a perilous time for the Kremlin. The administration of U.S. Pres. Donald Trump has threatened to abandon Ukraine unless the government in Kyiv consents to Trump’s $500-billion mineral extortion scheme. At the same time, Trump reportedly is considering pulling U.S. troops from NATO states bordering Russia.

Ukraine—and Europe in general—is grappling with the possibility that 80 years of strong U.S. support for European security may come to a bizarre and abrupt end. Given the chaos resulting from the American retreat, the regime of Russian Pres. Vladimir Putin should be in the strongest possible position to demand huge territorial concessions in exchange for ending its wider war on Ukraine.

But Russia isn’t actually winning on the battlefield in Ukraine.
Where its forces make gains, the advance is usually measured in yards—and might cost entire infantry companies with scores of troops.

Yes, the Ukrainian military is struggling to mobilize sufficient forces. But the Russian military is struggling, too—and it’s the one that must advance hundreds of miles against a technologically advanced foe in order to achieve Moscow’s original objectives, including regime change in Kyiv, by force alone.

“The Russian military has objectively failed,” analyst Andrew Perpetua pointed out. “And they do not have the strength to ever recover from the degree to which they have failed. Russia cannot win this war on a battlefield.” But it can win at the negotiating table if, for some reason, Ukraine caves to American pressure to end the war on terms favorable to Russia.

Fortunately for Ukraine, Pres. Volodymyr Zelensky understands the political dynamics—and has so far refused to surrender. Publicly lavishing praise on Trump while also steadfastly refusing to sign the misspelled, exploitative minerals deal memo the White House forwarded to him, Zelensky “has handled negotiations very well so far,” according to Tatarigami, founder of the Ukrainian Frontelligence Insight analysis group.

Well-armed by its own industry, its European allies and the administration of former U.S. Pres. Joe Biden, “Ukraine has enough money to fund all of 2025 and part of 2026,” Perpetua concluded. “They have enough weapons and ammo to last most of 2025, and with aid from other nations (plus that money) they will be able to fight through 2025 without issue.”

So Zelensky can afford to politely say no to Trump while his troops continue to kill and maim hundreds of Russians every day. Zelensky can wait for peace terms that are actually good for Ukraine.

Ironically, that gives Zelensky leverage over Trump, inasmuch as Trump wants to be known as the man who brought peace to Ukraine.
“The only way for Trump to achieve peace is through a fair agreement with guarantees for Ukraine,” Tatarigami explained.

Ukraine has about 1 million men in the field, but Zelenskiy says this will have to be increased to 1.5 million, and that without Nato membership or further US aid he will be looking to Europe to pay for it. According to recent estimates released before the start of the Munich Security Conference (MSC), a standing of that size would cost some $30 billion a year and in addition the EU would have to invest a total of $3 trillion over the next five years to upgrade its own defences.

The increase in the size of the Armed Forces of Ukraine (AFU) is needed as Russia is seriously outgunning both Ukraine and the EU. Zelenskiy noted that the EU has a total of 82 brigades, and Ukraine 110, while Russia fields a total of 220 brigades – more than Ukraine and the EU combined.

Europe needs to substantially expand its defence spending to deter and contain the Russian threat, Zelenskiy said. The Ukrainian president has also called for an “armed forces of Europe” to shore up European security as it becomes apparent that US President Donald Trump is likely to limit Nato’s security promises for those counties that don’t increase their defence spending.

“Even together, we cannot compare with the Russian army. Therefore, if we are talking about security guarantees, we must find money for a larger army in Ukraine, and we must find ways to increase the production of arms and also expand the army in Europe,” Zelenskiy said in his MSC speech.

LONDON — As Europe grapples with its deepest security crisis since 1945, a small group of the continent’s leading powers took a radical step: They dumped the traditional craving for 27-nation consensus at Brussels summits and tried to sort out the mess themselves.

French President Emmanuel Macron’s mini-summit in Paris on Monday brought together the leaders of Germany, Italy, Spain, Poland, Denmark and even the United Kingdom — which left the European Union five years ago.

But there was no invitation for Hungary’s Viktor Orbán, Slovakia’s Robert Fico — or others deemed too sympathetic to Moscow to be helpful in an emergency. Smaller EU states such as Latvia and Estonia were also excluded, even though they’re among the bloc’s most hawkish members on dealing with Russia.

This is not the way EU politics is meant to be conducted, but the Paris format lays bare the severity of the geopolitical shock that is currently roiling the continent.
