A former Russian servicemember confirmed ISW's assessment that echelons of the Russian military command on the battlefield are actively ordering subordinates to execute Ukrainian prisoners of war (POWs). Independent Belarusian outlet Vot Tak published an interview with a former servicemember of the Russian Somali Battalion (9th Motorized Rifle Brigade, 51st Combined Arms Army, formerly 1st Donetsk People's Republic Army Corps, Southern Military District) who described his experience executing five Ukrainian POWs in occupied Karlivka, Donetsk Oblast in May 2024.[18] The soldier reported that his assault platoon commander, callsign "Vedma" ("Witch"), issued an order over radio to execute the POWs, and the soldier described the process of removing the armor of the Ukrainian POWs, finding a concealed area to conduct the execution, and executing the POWs from behind. ISW has observed a sharp increase in credible reports and footage of Russian forces executing Ukrainian POWs throughout 2024 and 2025 and continues to assess that Russian military commanders are either complicit in or directly enabling subordinates to execute Ukrainian POWs in violation of international law.[19]

Pentagon has prevented Ukraine from striking Russia with long-range arms for months

The Pentagon has blocked Ukraine from using long-range missiles to strike targets inside Russia for several months, reports the Wall Street Journal.

According to the outlet, citing sources, a high-level approval process at the US Department of Defense, which has not been publicly disclosed, has since late spring prevented Ukraine from deploying American long-range tactical missile systems (Atacms) against targets on Russian territory.

Two officials told the Journal that in at least one instance, Ukraine sought to use Atacms against a target in Russia but was denied approval.

Authorization for such strikes can be given only personally by Secretary of Defense Pete Hegseth. This concerns TACMS missiles and the British-French Storm Shadow cruise missiles, as they rely on targeting data provided by the US.

The procedure was established by Deputy Secretary of Defense Elbridge Colby, who is known for treating the confrontation with China in the Pacific as such a high-priority task that, in his view, it justifies limiting US military commitments in other parts of the world. Media reports have also linked Colby to the brief suspension of supplies to Ukraine in early July.

The Wall Street Journal writes that this policy has effectively nullified the Biden administration’s decision to allow Ukraine to strike Russian territory.

Use of ATACMS by Ukraine

The administration of former US President Joe Biden had authorized Ukraine to use long-range ATACMS missiles to strike targets inside Russia. Western media noted, however, that Washington’s decision reportedly restricted ATACMS use to the Kursk region.

Ukraine is believed to have carried out its first strike with US-supplied ATACMS missiles on Russian territory on November 19 last year, hitting a military facility near the city of Karachev in Russia’s Bryansk region. The target was the 67th arsenal of the Russian Ministry of Defense’s Main Missile and Artillery Directorate (GRAU).

Hi Everyone,

First off—Happy Ukrainian Independence Day! It was on this date in 1991 that the state of Ukraine gained its independence in a peaceful and legal secession from the USSR. It was also a moment built on centuries of political developments and the growth of a Ukrainian identity. Like many people in Central and Eastern Europe, the Ukrainians had to see their national identities politically operate within much larger empires—which often did their best to destroy or at least weaken that sense of identity. Ukrainians were at different times in the Polish-Lithuanian Commonwealth, the Russian Empire, Austro-Hungarian Empire, the USSR, and even the Polish State. And at the end of all this, an independent Ukraine eventually emerged—a little later than in the case of some other states, but no less a state and, as it has turned out, with a very powerful Ukrainian identity and a deep longing for Democracy. The fate of Ukraine’s state and people are now the single most important question for Europe, the answer to which will determine the fate of the continent politically and possibly socially. So, on this Ukrainian independence day, realize it should not be just Ukrainians celebrating—it should be all peoples who value a free and democratic Europe.

And that Ukraine will still be fighting for the foreseeable future. It's now been 9 days since the Anchorage Summit which started the normalizing process between the USA and Russia, and 6 days since the Washington DC summit of Trump with Zelensky and a delegation of European leaders—and one thing is clear. Trump has shifted the goalposts very much in Putin’s favor and has no intention of actually pushing for an end to the war—unless it involves a almost complete bending of the Ukrainian knee to the Russians.

That became clearer and clearer over the week, when all the pressure that the US was putting was on the Ukrainians—with none on the Russians. Trump is basically protecting Putin, allowing the Russian dictator to prosecute the war as he wants (which involves increasing attacks on Ukrainian civilians). As such, the war will continue.

So it makes sense to stop talking about deals, completely non-existent security guarantees, new sanctions to get Putin to the table—all of that. For now we have war, and the important thing is how Ukraine is to be aided to fight it and to win it.

The War Will Continue For A While Yet

What the week showed is that the USA has no intention of pressuring Russia to try and settle this war—however that did not stop the rather bizarre pantomime which was the discussion of post-war security guarantees for Ukraine which have no chance for now of being a reality.

What has come out of Anchorage is that the US government believes that the key step in any peace deal is to force Ukraine to give up territory to Putin while getting practically nothing in return. Its probably the most important development from Anchorage, that the US is now seemingly committed to making Ukraine hand over at least the Donbas (if not more).

Trump this week was explicit about land swaps and the idea that Russia is much more powerful than Ukraine and will win the war. He said this most in a Fox interview. There are some useful excerpts from that interview in this CNN clip.

He then repeated his claim that Russia is winning as Ukraine cannot attack on Russian soil in a tweet that people, bizarrely, misread as him calling for Ukrainian attacks into Russia (see below). Of course nothing could be further from the truth. The US has been actively blocking many Ukrainian long-range strikes into Russia for months, according to this just-released story in the Wall Street Journal.

Ukraine’s Fire Point builds 100 attack drones every day, all day—aimed at Russia

Running nonstop, Fire Point will turn out 36,000 drones this year, nearly matching the Shahed swarms that Moscow sends by the thousands.

Ukrainian firm Fire Point is building 100 FP-1 attack drones every day. That’s … a lot of drones.

Building thousands of FP-1s and other long-range attack drones a month, Ukraine is coming close to matching Russia’s own production of Shahed attack drones.

Meanwhile, Fire Point is also building new Flamingo cruise missiles (also known as FP-5s), adding reach and punch to Ukraine’s escalating campaign of deep strikes targeting air bases, factories, oil refineries and other strategic facilities inside Russia.

The FP-1 production ramp-up, first reported by the Associated Press, is just part of Ukraine’s deep strike build-up. With German financing, Ukrainian industry is also churning out An-196 attack drones, pilotless sport planes modified to drop bombs and Bars “cruise missile drones,” among many other strike munitions.

More drones than expected

Back in December, Ukrainian Pres. Volodymyr Zelenskyy announced Ukraine would acquire 30,000 one-way attack drones in 2025. But the accelerating ramp-up means Ukraine will almost certainly exceed that target—by a lot. FP-1 production alone could exceed 36,000 units this year.

Russia’s sprawling drone factory in Yelabuga, 1,200 km from Ukraine, assembles around 5,000 Shahed attack drones every month. The 200-kg drones, each ranging thousands of kilometers under satellite navigation, have become Russia’s most important strike munitions as Ukrainian raids have destroyed much of the Russian air force bomber fleet with its air-launched cruise missiles.

The Shaheds are priced to move at as little as $50,000 per copy, compared to millions of dollars for just one of Russia’s best Kh-101 cruise missiles. The low price translates into bigger deliveries and denser swarms of Shaheds clouding the skies over Ukrainian cities.

There are so many Shaheds over Ukraine on a nearly daily basis that Ukrainian air defense crews struggle to intercept them in ways that don’t deplete Ukraine’s munitions stocks and shatter its finances. “The Kremlin is willing to lose many Shaheds—about 75% of attacks fail—because mass waves are designed to exhaust air-defense systems,” noted “Alchemist,” the head of the Night Watch electronic warfare team in Kyiv.


Now Ukraine can vex Russia with the same problem. As drone deliveries rise and efficiencies increase, the cost goes down. An FP-1 now costs just $55,000. It’s possible the An-196 and other Ukrainian deep-strike munitions are also dropping in price. The result should be a beneficial cycle of increasing orders that further reduce costs as efficiencies accumulate.

The bottom line: Ukraine is already pummeling Russia with thousands of drones a month and inflicting more damage, more widely. “Based on my observations and the data we have collected with the team over the past two months, there has been a noticeable increase in the effectiveness of hits,” reported “Tatarigami,” the head of the Frontelligence Insight analysis group in Ukraine.

Worse is coming for Russia: more Ukrainian drones and, soon, many more of the new Flamingo missiles. Where an FP-1 might motor 1,000 km with a 50-kg warhead, a Flamingo jets a whopping 3,000 km with a 1,000-kg warhead. Fire Point told the Associate Press it aims to ramp up to building seven of the giant missiles every day no later than October.

Russian Foreign Minister Sergei Lavrov used an English-language interview with a US outlet to reiterate the Kremlin's explicit rejection of US-proposed initiatives for peace in Ukraine. Lavrov stated in an interview with NBC that Russian officials have explained Russia's war goals during meetings with Trump and other US officials and have also explained them publicly, signaling that public Russian statements about the war convey the same points that Russian officials aim to convey in private meetings.[1] . . .

Lavrov denied that Russia violated past international treaties prohibiting Russia from invading Ukraine and rejected Western-backed security guarantees for Ukraine in the future. Lavrov claimed that the 1994 Budapest Memorandum guaranteed Ukraine's security just "as any other non-nuclear state" and that the legal obligation of nuclear states that give guarantees to non-nuclear states is to not use nuclear weapons against non-nuclear states.[13] Lavrov claimed that Ukraine - not Russia - violated the 1994 agreement by not respecting human rights after 2014. The Budapest Memorandum does state that Russia, the UK, and the United States are committed to not use nuclear weapons against non-nuclear states party to the Nuclear Non-Proliferation Treaty, such as Ukraine.[14] Lavrov's claims ignore, however, that the memorandum also states that Russia, the UK, and United States are committed to "respect the independence and sovereignty and the existing borders of Ukraine."

Lavrov claimed that Western states, which Lavrov alleged prepared a "coup" in Ukraine in 2014 (in reference to Ukraine's democratically organized Revolution of Dignity) and support a "Nazi" government in Kyiv (in reference to Ukraine's democratically elected government), should not be allowed to be responsible for Ukraine's post-war security – a rejection of the US- and European-backed security guarantees for Ukraine currently under discussion.[15] Lavrov claimed that he never stated that Russia must have a veto over security guarantees for Ukraine but that there should be a consensus on such guarantees and take into account Russia's interests. Lavrov repeatedly referenced the security guarantees for Ukraine laid out in the 2022 Istanbul draft treaty during the NBC interview. The 2022 draft treaty stated that Russia would be one of the states guaranteeing Ukraine's security but that the guarantor states all had to come to a consensus before assisting Ukraine in the event of an armed attack against it – essentially granting Russia veto power over the other guarantor states' abilities to help Ukraine in the event of renewed Russian aggression.[16]

President Volodymyr Zelenskyy has alluded to the fact that strikes on the Druzhba oil pipeline in Russia are directly linked to Hungary’s stance on Ukraine’s EU accession.

Details: A reporter asked Zelenskyy whether Kyiv has gained more leverage over Hungarian Prime Minister Viktor Orbán since the recent strikes on the Druzhba pipeline and after Zelenskyy had asked US President Donald Trump for help in lifting Hungary’s veto on opening EU accession talks for Ukraine.

Zelenskyy replied: "We have always supported friendship between Ukraine and Hungary. And now the existence of Druzhba [which means 'friendship' in Ukrainian – ed.] depends on Hungary’s position."

Earlier, European Pravda reported that the Druzhba pipeline, which supplies oil to Hungary, has become an issue in the dialogue between Ukraine and Hungary.

Orbán’s veto on opening the first cluster of Ukraine’s EU membership negotiations has been identified as the main sticking point.

Background:

• On 21 August, Zelenskyy said he had asked US President Donald Trump to try to persuade Orban not to block Ukraine’s path to EU membership.

• On 22 August, Hungary was notified that the Druzhba pipeline on the Russia-Belarus border had "come under attack for the third time in a short period".

Some Ukrainian lawmakers think the figure is credible.

Zelensky says the figure is impossible since the Ukrainian army was only 880,000. (OTOH, does that figure represent maximum troop strength at a point in time? If so, multiples of soldiers could have been recruited and killed even as the instantaneous figure remains the same. It's hard to know what Zelrndky meant.)

Many westerners disbelieve the figures.

But some are withholding judgement, since they say the screenshots of documents look real but could be faked.

The REAL question is: how many men have been recruited/ conscripted since about 2020, since that's when Ukraine began bulking up its army for a fight with Russia, and what ultimately happened to them? Were they demobilized? Are they still fighting? Were they disabled? Or are theY KIA/MIA?

The "top figure" may stay the same, even as multiple soldiers underneath that figure may be conscripted, pass thru, and desert or be killed.

Killing 2,037,000 German soldiers in WWI was sufficient to get Germany to surrender. The population of Germany in 1914 was approximately 68 million people.

1,721,000 Ukrainian soldiers are dead or missing, according to the Russians. The population of Ukraine in 2022 was approximately 41.05 million. If Russia has the right number of dead, Ukraine should have already collapsed into defeat.

Signym, you are getting WWI mixed up with WWII. In WWI, the Germans surrendered in France, not in Berlin.

Germany's surrender in World War I was formalized with the signing of the Armistice of Compiègne on November 11, 1918, at 5 a.m. in a private railway carriage within the Forest of Compiègne, France.

German forces surrendered on May 8, 1945, in Berlin, Germany.

I posted the video dummy. I watched it to the end. And what he said was he recognized this strategy from a past World War. That it has yet to be seen if they can work this enough to where it benefits them.

That said, Ukraine has a new cruise missile they have developed themselves. It can fly two thousand miles into Russia. Not quite half way but close enough. And if you'd thought it through you would have realized that once manufactured, the equipment has to be delivered to the front. That means trains. Good luck with that.

A Strategic Air Campaign For Ukraine

After all the discussion of the last week about the appearance (hopefully in mass) of the new Ukrainian cruise missile, the FP-5 (Flamingo) and the fact that the Trump administration has been preventing the Ukrainians from using US-made weapons in ranged strikes into Russia, I thought it might be interesting for subscribers if I broke down what Ukraine should consider when it gets to the point that it can launch a fully layered strategic air campaign.

To this point the Ukrainians have struggled to do that. It is not because of lack of trying, it has been more an issue of lack of capability and mass. The Ukrainians have lacked the heavy punch ranged weapons that could obliterate vital targets (hopefully something that can happen with the Flamingos) and they have also seemed to lack mass in the systems that they have developed for themselves. This could have been corrected at least partially had Ukraine’s partners been more supportive with ranged weapons (Taurus, JASSM) but that was regrettably not the case. Because of this, the Ukrainians have been able to undertake a number of effective operations, but then had to slow down attacks at different times—not achieving the strategic effect that they might otherwise have done.

That might be about to change. As such, the Ukrainians are now planning for a much greater strategic air campaign against the Russians. If they can carry this campaign off, it could end up being the most important Ukrainian campaign of the last few years (even in its less developed form, it has taken a toll on Russian fuel production). As a way of making this intelligible to readers, I have put together this discussion of Ukrainian strategic airpower targeting priorities—as the Ukrainians might be seeing them.

For those less interested with the details of air power history, a strategic air campaign can be described as a ranged campaign against an enemy’s systems behind the battlelines. It is not a campaign to attack an army directly (that is often referred to as “tactical” air power), but to attack the systems that support and regenerate that army.

The great issue with any strategic air campaign is that there are so many systems and possible targets that deciding on what to attack is in itself a massive challenge. Indeed, the history of strategic air planning could be said to be a history of targeting priorities—with large debates about what should be attacked (and how). At different times there have been people arguing for attacks on civilian populations, specific processes in an industrial economy (think ball-bearings), finished war production (enemy aircraft) or even systems that support all of these (oil production or a transportation network). In the last few decades there has been a growing focus on strategic air attacks against enemy Command and Control (C2), which argues that isolation leadership from the military is the best way to have strategic impact.

One of the most important air power thinkers of the late 20th century, John Warden, for instance, believed that attacking political leadership (the inner ring in his ring model) should be the highest priority of any strategic air campaign.

In Warden’s world the greatest way the Ukrainians could have strategic effect would be to take out or isolate the Russian political leadership (Putin and his inner circle) leaving the Russian state headless and unable to take decisions or at least have the decisions communicated to the rest of the state (including the military).

Ukraine has unveiled what appears to be an upgraded version of its homegrown Neptune cruise missile, a long-range strike weapon credited with taking out both Russian warships and high-value land targets.

Footage published Sunday by the state-run Zbroya weapons portal shows what looks like a larger, upgraded model of the original Neptune, among other domestically produced weapons. The video footage was released on Ukraine's Independence Day.

"To be independent, you need to be strong. And the strong one is the one who has weapons," Zbroya wrote on social media.

The R-360 Neptune is a subsonic truck-launched weapon made by the Ukrainian defense manufacturer Luch Design Bureau. It was initially designed as an anti-ship missile based on the Soviet-era Kh-35 and has since been modified to strike land targets.

The original Neptune cruise missile had a range of nearly 200 miles. Kyiv, however, began working on an upgraded version amid Russia's full-scale invasion. Ukraine's former defense minister, Rustem Umerov, said last year that the munitions were being modified to strike at longer ranges and that serial production had been expanded.

Ukrainian President Volodymyr Zelenskyy announced in March that the new cruise missile, which he identified as the "Long Neptune," had been tested and successfully used in combat. He said the missile had a range of 1,000 kilometers, or 620 miles, which exceeds the reach of missiles that Kyiv has received from its Western partners and came without restrictions on use.

The Center for Strategic Communications and Information Security, a Ukrainian government platform, released a photo on Monday of the 1,000-kilometer-range Neptune anti-ship missile. The munition seems to match the one in the Zbroya footage.

Ukraine has used Neptune missiles in a series of high-level strikes against Russia, including in an attack on the Black Sea Fleet flagship, the cruiser Moskva. Kyiv has also used the missile to attack air defense batteries, oil facilities, and other military assets.

Ukraine has invested heavily in developing homemade long-range drones and missiles, like the Neptune, amid limitations on the use of Western weapons for strikes across the border against targets in Russia.

Ukraine has used its arsenal of domestically produced drones and missiles to hit Russian bases, ammunition storage sites, energy facilities, and logistics hubs, sometimes hundreds of miles behind the front lines.

Earlier this month, Ukraine revealed a new cruise missile — called the Flamingo missile — that is said to be able to carry a 1,000-kilogram (2,200-pound) warhead and have a range of around 1,800 miles, around three times the reach of the new Neptune.

Zelenskyy said last week that the Flamingo missile could enter mass production by February, eventually giving Ukraine another tool in its arsenal of long-range weapons.

A Ukrainian soldier who miraculously survived brutal Russian torture has described the horrific treatment inflicted on prisoners of war — including throats being slit, eyes gouged out, and ears and genitals hacked off.

National Guard fighter Vladyslav, 33, escaped a mass grave after having his own throat slashed. Russian troops had tossed him into a frontline pit with the mutilated bodies of his fellow captives, assuming he was dead. Against all odds, he managed to crawl for nearly five days back across no man’s land until reaching Ukrainian lines.

Inside the shallow grave, he used a broken bottle to cut through his bindings and wrapped a piece of cloth — believed to be underwear — around his wounded neck.

Now recovering, Vladyslav can only communicate through his wife Viktoria and doctors due to his throat injuries, but he remains a key witness to atrocities and war crimes committed by Russian forces.
