The Senate bill was so hastily drafted that it contains important provisions — most significantly around the corporate alternative minimum tax — that GOP leaders seem to genuinely want to scrap. So they really will have to write another bill and pass it again, and while the odds are very good that they'll succeed, those odds drop a lot if Democrat Doug Jones rather than Roy Moore replaces Alabama Senator Luther Strange.

With Strange holding the seat, there are 52 GOP senators (plus Vice President Mike Pence), so they can handle the defection of two senators and still pass a bill. If it's Jones instead, they can only handle one defection. And we already know that Bob Corker has decided he objects to the scale of the borrowing involved.

Operating with zero margin for error on such a large and complex bill is dangerous, because it means any single senator can credibly threaten to derail the whole thing unless he gets his pet provisions.

Republicans need Roy Moore to pass their tax bill. Starting today Moore is once again a good Republican.

Until today, Republicans could say that, officially at least, they have repudiated Roy Moore’s noxious behavior, which goes far beyond molesting teenage girls. Not anymore:

President Trump on Monday strongly endorsed Roy S. Moore, the Republican nominee for a United States Senate seat here, prompting the Republican National Committee to restore its support for a candidate accused of sexual misconduct against teenage girls.

Mr. Trump’s endorsement and the party’s reversal hours later came a day after Senator Mitch McConnell, the Republican leader, had stepped back from his earlier criticism of Mr. Moore.

This is a separate tax calculation under current law, used to make sure that businesses are forced to pay at least a base level of federal taxes and can’t totally avoid taxes by taking various deductions and credits. Few businesses pay it currently, because their regular rate is usually higher than the AMT rate, which works out to about 20 percent.

The Senate bill, like the House bill, originally repealed it entirely while slashing the regular corporate tax rate from 35 percent to 20 percent. But Senate Republicans, as they tinkered with their tax plan just hours before they put it up for a vote, stuck the corporate AMT back in at the last minute to make sure the bill didn’t raise the federal deficit too much.

At first it looked like a comparatively minimal provision, about $40 billion in revenue over 10 years, according to the Joint Committee on Taxation’s quick-hit analysis, in the context of a $1 trillion corporate tax cut.

But over the past few days, policy experts, lobbyists, and the business community have come to believe the stakes are much bigger. Senate Republicans may have accidentally created this new tax system where many or even most businesses would end up paying the AMT — and would lose many prized tax breaks.

The corporate AMT problem in the Senate tax bill

The problem is that the current AMT rate is about the same as the new corporate rate that Republicans want to institute. Under the Senate bill, businesses were supposed to be able to have the new 20 percent rate, but then also take advantage of tax credits and deductions to drive their tax burden even lower.

But if the AMT remains instead of being repealed, then businesses largely wouldn’t get their effective tax rate any lower than that. The AMT rate is usually substantially lower than the regular rate. But under the Senate bill, the AMT and the new corporate rate would be about the same: 20 percent. Companies would no longer be able to take advantage of tax breaks for research and development and the like. The whole point of the AMT is to eliminate deductions.

“Basically everyone would pay it,” one lobbyist tracking the tax bill told me, adding for emphasis that fixing it would be the No. 1 and No. 2 priority for Republicans now.

Based on some rough estimates, under the Senate tax bill the corporate AMT would bring in $300 billion or more over 10 years, substantially eating into the $1 trillion tax cut for businesses that Republicans thought they were passing.

The AMT issue doesn’t create any immediate political problems, perhaps, but it could drag out the debate for a House/Senate version of the tax bill. Republicans can’t really afford to lose any of the 51 senators who voted for the plan. If support in the Senate does waver, the AMT issue would probably make it impossible for Republicans to take a backup plan and have the House just pass the Senate bill.

“Making America Great Again” became a sort of Rorschach test in 2016. Some voters looked at “Trumpism” and saw a means of getting better health care, or better trade deals, or keeping their jobs. Some even looked at Trump and saw a pro-LGBTQ candidate in the same man evangelical Christians viewed as a hero in waiting. His opponents worried about the potential power of Trump’s populist appeal, too. David Frum wrote in the Atlantic earlier this year that a populist agenda — massive spending on infrastructure, combined with massive tax cuts and a heavily restrictionist immigration policy and economic protectionism — would ensure Trump a second term in office.

But Trump’s own “Trumpism” seemed to die a rapid death when Trump entered office. While doing markedly little abroad to earn his campaign reputation as a foreign policy “dove,” President Trump has supported a markedly unpopular health care policy and a tax bill aligned with long-standing GOP priorities while doing very little on trade. As Trump has jostled with journalists and black athletes on Twitter, the long-promised massive infrastructure investment has yet to take place, NAFTA remains intact, and China has yet to be named a currency manipulator. (And, of course, the wall remains unbuilt.)

The “Trumpism” of the 2016 presidential campaign was thus largely imaginary, a selling point rather than an overarching policy.

This is the reason why so many GOP members of Congress have voted with Trump in 2017: Not because they are supporting a Trumpian agenda, but because Trump has largely governed as a pretty standard conservative Republican. While conservative priorities — like deregulation and nominating conservative judges — have been more or less successfully brought to fruition, the last remaining fragment of “Trumpism” appears to be Donald Trump’s exceedingly pugnacious Twitter feed.

No wonder that Trump’s popularity with Independents, wanting “Trumpism” as an alternative to Paul Ryan-esque conservatism, has dropped precipitously. Trump had 42 percent job approval ratings from independents in January. That number has dropped to 32 percent, a number President George W. Bush didn’t reach until 2005.

If you know these journalists' track records, you'll know these aren't armchair analysts. What Coppins and Martin and Alberta and Burns and Bade are telling us is that Republicans on the Hill are aware that the midterm landscape looks bad for the GOP.

Yet amazingly, the very same Republicans who are worried that they have become unpopular and are set to lose the election due to their unpopularity are currently putting all their energy behind passing an unpopular tax bill.

And this unpopularity, it should be noted, is no kind of surprise. Back in September, Pew found that by a 52-24 margin, voters favored higher corporate taxes, not lower. And by a 43-24 margin, voters favored higher taxes on the rich, not lower.

I congratulate them on their willingness to follow their convictions rather than the polls.

But it would have been totally possible to write a bill that featured revenue-neutral corporate tax reform, an estate tax cut, and a meaningful tax cut for the middle class. Such a bill would have moved the ball forward on some key conservative objectives, while also hewing to the broad contours of public opinion. Some red-state Democrats might even have voted for it.

Instead, they served up a giant corporate tax cut, plus an estate tax cut, plus some other tax cuts for rich people, and a middle-class tax cut that is both small and merely temporary.

I was on TV yesterday as The Secret Santa giving away hundred dollar bills. There is no rest for Santa because I have two bags of cash for today, but that's not really the way to run a country. But then Democrats have to make the argument that 4.5 million people spending $61 billion for flood control is a good investment to prevent $180 billion in future damage. That argument won't work if the Texans only believe the $61 billion cost and won't believe that there will ever be another Harvey. Many people in Houston were not damaged and they believe their fair share of the cost to prevent future damage ought to be zero, which is a classic Republican position.

That's a big chunk of people who voted for Trump who are the opposite of racist or sexist. And one third of people who are the MOST racist or sexist didn't vote for Trump.

Meanwhile, the numbers about how Clinton lost are clear. Democrats who had previously voted for Obama, who are clearly not racist, stayed home. If they'd liked their candidate Hillary better, they might have voted. But they didn't. Hillary drove away voters who would otherwise have voted 'd'.
