Yanno, it boggles my mind that lower-level CDC minions didn't take the initiative to resolve the testing issue. Being a loer-level minion myself, it was up to my team to create tests that new - and sometimes urgent progams - required. At times we created these tests before the upper-ups even knew they needed them. I guess the staff at CDC feel micromanaged bc nobody felt empowered to take the bull by the horns, so to speak, and fix the fuckup.

It's a partial answer to the topic of testing that I've been harping about for weeks. I'd read bits and pieces here and there, but no overall explanation.

I'll only add the detail that the problem was a weak false positive on the negative control (probably on the third probe), due to bad 'reagents'.

The data if far too scattershot and w/o context to provide an answer. LA County has 10+million. The last increase was about 412. The previous increase before that was over 600. Somewhere in-between, LA County decided to narrow the criteria for testing. There is no way to calculate a doubling-time from the data presented.

That's why I started posting deaths as well. I think it'll be the most reliable indicator of - at least - which way this is going, even though the number is weeks after the fact.

I blame sloppy reporting. We'd have to see the death certificate. But when tracking infections and deaths, they can't add a SARS-COV-2 death to the stats unless death really was caused by the virus. And that they can track well, by running the virus tests, weighing and examining the lungs (to look for fluid in the lungs instead of air), examining the lungs to look for pneumonia (pus due to infection) and inflammation (beefy red color and swollen), and looking for signs of heart failure (heart couldn't either squeeze hard enough or it couldn't relax enough to fill well) or asystole (heart stopped beating).

The only person who posted more into 'Russia' threads during that time was THUGGER, but you started by far the most threads of anyone.

Why are you so FIXATED on Russia?

I don't know why CC is so fixated on Russia, but I will repeat that I think Russia is doing what WE should be doing: Becoming as self sufficient as possible. We need to stop depending on long supply lines, "just in time" logistics, and mountains of debt to make our economy go.

Long supply lines and reduced inventory are subject to all kinds of natural disasters and geopolitical storms, and running continuing and ever accelerating debt makes you dependent on your creditors. I have to say "pandemic" hadn't crossed my mind as one of those potential disasters but, yanno, you can always count on SOMETHING bad happening.

Right now we can't make masks, we can't make respirators, and we probably can't make ANY of the quinine-based drugs. That leaves us kind of hosed, doesn't it?

You and healthy people don't die from this. Period.

But I will refrain from licking a public toilet seat.

BTW... I don't know about you, but I've never seen toilet seats in any public bathroom that were that clean in my life. Pretty sure that the girls who were recording themselves doing it took at least as much time to sanitize the seats before filming that they did applying makeup.

But I bet you that if you used the Tic Tok app you'd see a thousand idiot kids who saw those videos and filmed themselves doing it without thinking to clean it first.

So, back to the topic, in between March 5 and March 16 (11 days), deaths in the US went up 10X, from 10 to 100; between March 16 and March 26 (10 days) deaths went up 10X from that, from 100 to 1,000. So far it looks like we're on track to reach 10,000 by around April 5 or 6.

This is true.

But...

Young healthy people don't die from this, despite the fact that the Legacy Media is implying heavily now that magically one did. With nearly 3/4 of a Million confirmed cases on record now, there was only one other death of a young and healthy person from Covid. His name was Li Wenliang.

https://www.bbc.com/news/world-asia-china-51403795

Now, US Legacy Media is trying to make people believe that a young and healthy person died, because all of those young and healthy people who don't want to listen to authorities and choose instead to keep playing basketball or getting drunk with their friends in large groups.

Is Coronavirus a problem? Sure. Okay. Whatever.

People are dying. But it's people that were already dying of other serious stuff nearly exclusively. If it's not directly taking deaths away from the 57 million people who will die in 2020 from other serious illnesses, it's taking them out of the pool of those that will die in the next few years.

I'm not an idiot. I'm not going to go around licking toilet seats and detergent bars.

I've got no reason to go out in large crowds. I didn't before this happened anyhow. I haven't gone to a place like Great America or a music concert in over a decade because of the extreme anxiety I feel when around crowds that big.

But at the same time I'm not going to hide away or change up a single one of my regular behaviors because of this. I count myself among the lucky who really haven't been impacted at all from any of this. As I said before, you're all living in my world right now.

We're not all about to die. Stay healthy, eat right, exercise. Chances are that you will be fine if you do get this. And from the looks of things, you probably will get this despite all of your efforts to prevent it.

With millions of cases ahead of us. all kinds of shit is going to happen. Will some people get reinfected? You betcha! Will some pets get coronavirus from their owners? Been there, done that! Will young people and infants die? Absolutely. It may not be significant from an epidemiological standpoint, but for sure lighting will strike here and there.

For anyone interested in the data I've been tracking, instead of reposting my posts I've simply been updating them, starting here:

But if you'd like to look at the current data using cool tools, go to
https://www.worldometers.info/coronavirus/
On the 'world' page you can sort the data by many metrics.
From the 'world' page, you can go to any country with an active link.
From the US page you can go to any state.

If it's interesting and meaningful to you, you can graph cases or deaths (and often both) on a linear or log scale, and sometimes both. (Log scales are useful for exponential growth.)

This highlights the need for testing. The rest appears to be explained by aerosol transmission and a super-spreader.

A Mount Vernon choir went ahead with rehearsal. Now dozens have coronavirus and 2 are dead.

MOUNT VERNON — With the coronavirus quickly spreading in Washington state in early March, leaders of the Skagit Valley Chorale debated whether to go ahead with weekly rehearsal. The virus was already killing people in the Seattle area, about an hour’s drive to the south. But Skagit County hadn’t reported any cases, schools and business remained open, and prohibitions on large gatherings had yet to be announced.

On March 6, Adam Burdick, the choir’s conductor, informed the 121 members in an email that amid the “stress and strain of concerns about the virus,” practice would proceed as scheduled at Mount Vernon Presbyterian Church. “I’m planning on being there this Tuesday March 10, and hoping many of you will be, too,” he wrote.

Sixty singers showed up. A greeter offered hand sanitizer at the door, and members refrained from the usual hugs and handshakes.

“It seemed like a normal rehearsal, except that choirs are huggy places,” Burdick recalled. “We were making music and trying to keep a certain distance between each other.”

After 2½ hours, the singers parted ways at 9 p.m.

Nearly three weeks later, 45 have been diagnosed with COVID-19 or ill with the symptoms, at least three have been hospitalized, and two are dead.

The outbreak has stunned county health officials, who have concluded that the virus was almost certainly transmitted through the air from one or more people without symptoms. “That’s all we can think of right now,” said Polly Dubbel, a county communicable disease and environmental health manager.

In interviews with the Los Angeles Times, eight people who were at the rehearsal said that nobody there was coughing or sneezing or appeared ill.

Everybody came with their own sheet music and avoided direct physical contact. Some members helped set up or remove folding chairs. A few helped themselves to mandarins that had been put out on a table in back.

Experts said the choir outbreak is consistent with a growing body of evidence that the virus can be transmitted through aerosols — particles smaller than 5 micrometers that can float in the air for minutes or longer.

The World Health Organization has downplayed the possibility of transmission in aerosols, stressing that the virus is spread through much larger “respiratory droplets,” which are emitted when an infected person coughs or sneezes and quickly fall to a surface. But a study published March 17 in the New England Journal of Medicine found that when the virus was suspended in a mist under laboratory conditions it remained “viable and infectious” for three hours — though researchers have said that time period would probably be no more than a half-hour in real-world conditions.

One of the authors of that study, Jamie Lloyd-Smith, a University of California, Los Angeles infectious disease researcher, said it’s possible that the forceful breathing action of singing dispersed viral particles in the church room that were widely inhaled. “One could imagine that really trying to project your voice would also project more droplets and aerosols,” he said.

With three-quarters of the choir members testing positive for the virus or showing symptoms of infection, the outbreak would be considered a “super-spreading event,” he said.

Linsey Marr, an environmental engineer at Virginia Tech and an expert on airborne transmission of viruses, said some people happen to be especially good at exhaling fine material, producing 1,000 times more than others.

Marr said that the choir outbreak should be seen as a powerful warning to the public. “This may help people realize that, hey, we really need to be careful,” she said.

The Skagit Valley Chorale draws its members from across northwest Washington and often sells out its winter and spring concerts at the 650-seat McIntyre Hall in Mount Vernon.

Amateur singers interested in choral music tend to be older, but the group includes some young adults. Last year, Burdick worked some hip-hop into one number. The next big performance on the group’s schedule was in late April, peak tourist season, when the annual Skagit Valley Tulip Festival attracts more than a million people to view brilliant hues in meadows surrounding Mount Vernon.

The festival would soon be canceled, but nothing had been announced yet and the choir was continuing to prepare.

Carolynn Comstock and her husband, Jim Owen, carpooled to the March 10 practice from the nearby city of Anacortes with their friends Ruth and Mark Backlund. Carolynn and Jim, who ran a home remodeling business together, had been singing with the choir for 15 years and thought of it as a centering force in their lives. They had introduced the Backlunds to the choir.

The two couples entered the rented church hall — roughly the size of a volleyball court — and offered their hands for the disinfectant.

Cushioned metal chairs extended in six rows of 20, with about a foot between chairs and one aisle down the center. There were twice as many seats as people.

Comstock, a soprano, and Owen, a tenor, took their usual seats beside each other in the third row. The rows toward the front and center filled up around them. Burdick, 49, stood facing his choir, with an accompanist to his right seated at a grand piano.

Given the anxiety over the coronavirus, the conductor decided to lead off with a piece called “Sing On.” The singers inhaled deeply, and sang the chorus with gusto: “Sing on! Whatever comes your way, sing on! Sing on!” The choir moved on to other numbers, including a popular spiritual piece written by gospel legend Thomas A. Dorsey: “If we ever needed the Lord before, we sure do need Him now.”

At one point the members broke into two groups, each standing around separate pianos to sing.

When it was time to leave, Burdick’s wife, Lorraine, a contralto who also sang professionally, refrained from her custom of embracing friends. Instead, she curtsied her goodbyes.

Three days later, Comstock felt chills. A sweater didn’t help. She took her temperature: 99.3. She and Owen canceled their plans for dinner that night at the Backlunds’ house.

At 9 p.m., she got a text from Ruth Backlund. Ruth, 72, and Mark, 73, had fevers.

Burdick woke up the next day, March 14, with a fever. As his temperature rose to 103, he began hearing from other choir singers.

They felt fatigued and achy. Some had fevers, coughs and shortness of breath they had heard were telltale symptoms of COVID-19. Some had nausea and diarrhea.

On March 15, Comstock, 62, noticed something odd when she made pasta. She couldn’t taste the sauce, a spicy Italian sausage. She would soon learn that loss of taste and smell was a common symptom, too.

When Owen, 66, first felt sick that day, he found that his temperature was below normal, a symptom that continued. The same day, the Backlunds tested negative for influenza.

Their clinic sent out their samples for coronavirus tests, which would come back four days later showing they both had COVID-19.

On March 17, a choir member alerted Skagit County Public Health about the outbreak.

Working from the choir’s membership roster, a dozen health officers scrambled for three days to contain the outbreak. They called every member, determining who had attended the rehearsal. They asked each person with symptoms to list their close contacts during the 24 hours before illness set in. Then they called those people, telling anyone who felt sick to quarantine themselves. “We think it was just a really super-unfortunate, high-risk occurrence,” said Dubbel, the county health official.

Mark Backlund felt himself slipping, but not as badly as a friend a decade younger, a runner, who was rushed to the hospital with pneumonia. Both men would ultimately recover.

On March 18, Burdick received a message from Nancy “Nicki” Hamilton, an 83-year-old soprano, known for her political activism and tales of international travel. She was worried about a fellow member. Three days later, he received another call. Hamilton had been rushed to the hospital soon after he had talked with her and now she was dead.

Word quickly spread among the choir members, many of them sick and left to grieve alone in their homes.

Health officials said all 28 choir members who were tested for COVID-19 were found to be infected. The other 17 with symptoms never got tested, either because tests were not available or — like Comstock and Owen — the singers were under the impression that only people in dire condition were eligible.

The youngest of those sickened was 31, but they averaged 67, according to the health department.

In their split-level home, Burdick and his wife kept distance between themselves for a week. But Lorraine got sick anyway. The Burdicks had been heartened to hear that another woman in the hospital — an alto in her 80s — seemed to be getting better. But this past Friday, the conductor got another call. She had died. And another woman, a tenor, had been rushed to the hospital.

Others felt the disease waning. Fifteen days after the rehearsal, Comstock squirted shampoo into her hand and experienced an odd and pleasing sensation. It smelled. Like coconut.

Marr, the Virginia Tech researcher, said that the choir outbreak reminded her of a classic case study in the spread of infectious disease.

In 1977, an Alaska Airlines flight returned to Homer, Alaska, after experiencing engine trouble and sat on the tarmac there for four hours with the ventilation system off.

Of the 49 passengers on board, 35 developed flu symptoms and five were hospitalized. Researchers ultimately traced the outbreak to a woman who felt fine when she boarded but later became ill. The case jolted epidemiologists into the realization that influenza could spread through the air.

Research has already shown that the coronavirus is nearly twice as contagious as influenza and far more deadly.

There is still much to learn about the choir outbreak, starting with the original source of the virus. Dubbel, the county official, said she hoped that a study would be conducted someday to determine how the infection spread. But for now, her team is swamped trying to contain additional outbreaks.

Marr said that researchers will have lots of questions for choir members. Did the singers sit in customary seats, allowing them to recall their locations that evening and help reconstruct the layout of the room and its occupants? Might the 15 people who did not get sick have sat together?

By Sunday, 99 people had tested positive in Skagit County.

It could be months before the choir meets again. The Backlunds, though, have started singing again — an alto and a bass together in their living room.

The couple, and Comstock and Owen, would like to know if they have antibodies against the virus, so it would be safe for them to deliver meals and find other ways to help as the infection spreads.

Comstock marveled at the randomness of it all. “It’s just normal random people doing things that they love to do, and all of a sudden some people are dead,” she said. “It’s very sobering.”

Dear gawd - where has she been for the last month?

It does make sense that in the process of singing there would be more droplets naturally being projected.

Had front row seats for a play in NYC a while ago, and with the stage lights and the mostly black backdrop, it was almost alarming how much spray the actors were projecting when delivering their lines.

Yeah, they do, but ... unless you think that more than one person brought the infection with them, that means that that one person moved around enough to be within spitting distance (literally) of all those people ... while singing. (That's something that looks like it's being teased out in terms of who was there and where they were.) If it's spread by aerosols instead, it becomes more problematic.

Maybe superspreaders are people who happen to emit more aerosols.

But standing in the Rose Garden, Birx also mentioned another model, created independently, that "ended up at the same numbers." That analysis, which is publicly available, paints a grim picture of what's to come in the US, even with social distancing in place.
As of Monday morning, it estimates that more than 2,000 people could die each day in the United States in mid-April, when the virus is predicted to hit the country hardest. The model, which is updated regularly, predicts that 224,000 hospital beds -- 61,000 more than we'll have -- will be needed on April 15, when the US is estimated to reach "peak resource use."

At 14:44 is an interesting video of the aerosols that come out of your mouth when talking. Not singing, not shouting, not sneezing or coughing, just talking. This reminds me of what I hear many years ago ... like the "Pigpen" character in Charlie Brown, we all walk around in our own cloud, even tho we can't see it. We're shedding all the time ... dander, dust, aerosols ... viruses ...

Also, in here, starting around 13:10 he gets really snarky about WHO claiming that SARS-2 isn't "airborne", which I really appreciate, when every study done so far has found that it is.

If you choose to listen to the whole video, just be aware that he tends to be an alarmist, and makes good money doing that. While I dispute some of his facts, IIRC in this video I pretty much agreed with everything.

Update (0810ET): A WHO official said the coronavirus epidemic is far from over in Asia even if the focus of the epidemic has shifted to the US and Europe.

The official also stated that measures to reduce transmission will not remove risks as long as the pandemic continues and that steps to reduce transmission can buy time to prepare for large-scale community transmission, while the official added that there are more than 50 candidate vaccines for coronavirus and several trials are ongoing.

"Last night, Trump said we can save more than 1 million lives by following social distancing guidelines vigorously. President Trump also stated that there are challenging times ahead for the next 30 days and that 1 million Americans have now been tested."

Yesterday, the entire Washington DC area was shut down as the governors of Maryland and Virginia joined Muriel Bowser, the mayor of Washington, DC, in issuing "shelter in place" orders (with the threat of massive fines for scofflaws), as the region joined Greater New York, San Francisco and the rest of the Bay Area, Cook County, Greater Seattle and LA County in being completely locked down.

Still, the US case total climbed at an almost unbelievable rate, as the US case total passed 164,000 Tuesday morning, as stock futures traded mildly in the red, though they were essentially flat on the session.

On Sunday, France and Italy also reported their largest single-day jump in deaths, according to their official tallies, capping off a string of ever-higher highs.

On Monday, it was America's turn, as the US reported more than 500 deaths for the first time, according to reports published early Tuesday.

But it's not just that: The US has recorded the biggest daily jump in new cases of any country since the novel coronavirus first made the jump from animal to human (or...whatever) in Wuhan back in December. Even as the overall percentage rate slowed, the US still added more than 20,000 cases on Monday, with its daily rate slowing to 14% from 16%, per the FT. Monday also marked the first time that the US reported more than 500 deaths from COVID-19 in a single day, according to the Washington Post.

Worldwide, 61,404 people were diagnosed with COVID-19 on Monday, bringing the global total to 786,876, while the death toll increased by 3,723 to 37,839, on track to double in less than a week.

A day after the country started expanding a lockdown first rolled out in Moscow late last week, Russia reported 500 new cases of coronavirus on Tuesday, its largest daily increase by far, as the total number of infections surged 27% to 2,337. While the number of deaths recorded nearly doubled overnight to 17.

On Tuesday, Thailand warned on Tuesday that it would criminally prosecute anyone who claimed to have coronavirus as an April Fool’s Day prank, while, in the US, another individual has been arrested for making a terrorist threat by coughing on them and pretending to be carrying the coronavirus.

Most of the new cases reported in the US yesterday - cases and deaths, that is - happened in New York. In a tribute to medical workers battling the virus on the front lines, the Empire State Building flashed red and white on Monday night to symbolize "America’s heartbeat," lighting up the top of the iconic building.

Amusingly, Beijing announced on Tuesday that it would start disclosing the number of patients who are asymptomatic but found to have contracted the virus. The decision to be more 'transparent' with its numbers makes one wonder why China is doing this now? After all, if China were testing on the level of, say, South Korea, it's possible that you could have seen millions of cases. Is Beijing really going to try and retake the No. 1 spot as the US comes along and starts mass reporting? Or is this merely a ploy to try and make their accounting look more legitimate at a time when even mainstream medical experts are speculating that the true extent of the US outbreak likely won't ever be known, according to the SCMP.

A new "coronavirus bill" passed by the Hungarian Parliament on Monday granted PM Viktor Orban sweeping new powers to lead the country, the Washington Post reported. Orban now has the power to govern "unchallenged for as long as he sees fit," a move rights groups said effectively suspends democracy in the European Union member state in the name of fighting the virus, though this isn't the first time that the "illiberal" whiners have accused Orban of "flexing" his authoritarian tendencies.

To get an idea of the scope of the crisis in New York, in the last day they had about 9,300 new cases, and about 370 new deaths, roughly half of that in the NYC area. In one single 24-hour period, NYC COVID deaths were greater than the number of murders in NYC in an entire year.

No wonder the NYC hospitals are in a crisis.

Social distancing is slowing the coronavirus in Seattle. But it's not enough, study says
Richard Read
LA Times•March 30, 2020

Social distancing is reducing transmission of the coronavirus in the Seattle area, but not enough to contain it, according to a new study.

It estimated that by March 18*, each newly infected person was transmitting the virus to an average of 1.4 other people — down from 2.7 in late February, before bans on gatherings and other measures were put in place.

But to start reducing the growth in new cases, that figure would have to fall below one.

Health officials warned that Seattle’s progress was insufficient, and urged residents to redouble their commitment to hand-washing, working from home and staying away from anyone but close family members.

* http://www.documentcloud.org/documents/6821542-Social-Distancing-Mobil
ity-Reductions-Reduced.html

The authors of the study note that the data has a high degree of uncertainty, but looking at new cases, hospitalizations, and deaths, they're confident while the spread of SARS-COV-2 was reduced, it's still spreading rather than retreating.

The upshot is that social distancing works, but it needs to be done very, very well to work completely.

https://edition.cnn.com/2020/04/01/asia/coronavirus-mask-messaging-int
l-hnk/index.html

Asia may have been right about coronavirus and face masks, and the rest of the world is coming around

Hong Kong (CNN) In the coming weeks, if they have not already, your government is likely to begin advising you to wear a face mask to protect against coronavirus.

For those living in Asia, such announcements will be a vindication of a tactic that has been adopted across much of the region since the beginning of the crisis and appears to have been borne out by lower rates of infection and faster containment of outbreaks.

In other parts of the world, this message may be confusing, coming after weeks of public health authorities, politicians and media figures confidently claiming masks do not help and urging people instead to focus on washing their hands and maintaining social distancing.

Robert Redfield, director of the Centers for Disease Control and Prevention (CDC), appeared before lawmakers. Asked if people should wear masks, he had a straightforward answer: "No."

Now he's not so sure. On Monday, Redfield said told NPR that the CDC was reviewing its guidelines and may recommend general mask use to guard against community infection.

It's likely only a matter of time before other mask holdouts, most prominently the World Health Organization (WHO), follow suit.

Writing last month, Adrien Burch, an expert in microbiology at the University of California, Berkeley, noted that "despite hearing that face masks 'don't work,' you probably haven't seen any strong evidence to support that claim. That's because it doesn't exist."

In fact, there is evidence of the exact opposite: that masks help prevent viral infections like the current pandemic.
Burch pointed to a Cochrane Review -- a systemic analysis of published studies on a given topic -- which found strong evidence during the 2003 SARS epidemic in support of wearing masks. One study of community transmission in Beijing found that "consistently wearing a mask in public was associated with a 70% reduction in the risk of catching SARS." (I hope they're being specific about the individual risk of catching v the community risk of transmission.)

Taiwan, South Korea and mainland China, all places with widespread mask use, have seen greater success in preventing major outbreaks or reigning them in once they begin than in Europe and North America where masks are either not used or hard to come by.
Speaking to CNN, Ivan Hung, an infectious diseases specialist at the Hong Kong University School of Medicine, said that "if you look at the data in Hong Kong, wearing a mask is probably the most important thing in terms of infection control."

Heightened contradictions

The CDC recommends that people who are sick wear a face mask or otherwise attempt "to cover your coughs and sneezes," while those caring for them should also wear a face mask whenever they are in the same room. Yet, in the same advice, the CDC said that non-symptomatic "do not need" to wear face masks, adding that they "may be in short supply and they should be saved for caregivers."

And this is what has been so frustrating and confusing for many people, particularly those who advocate for wearing face masks as a precaution. The CDC, along with the WHO and several other public health bodies and experts, has been simultaneously claiming that masks do not offer protection in ordinary circumstances, while stating they are necessary for health workers and caregivers.

This conflicting advice helped create confusion and no small amount of hostility towards officials who people felt were lying to them and putting them at risk. There were numerous replies to Adams' tweet about masks in February asking "why are masks good for healthcare workers but not for the public?"

As the evidence increasingly comes round in favor of masks, we must ask how many infections (and deaths, and how much economic dislocation) might have been avoided if in January, instead of saying masks wouldn't help, officials and the media had instead lobbied for factories to ramp up domestic production, provided guidance on how to make masks at home, and asked other countries to donate surplus materials?

It looks like the US is on track to reach 10,000 deaths by April 14, 2020.

And if things continue at the same pace, there'll be 100,000 deaths by April 27.

It appears to be expanding at a rate of X10 every 13days.

California Public Health Officials Release Guidance on Use of Cloth Face Coverings

Date: April 1, 2020

Social distancing and hand washing are still best actions
Californians can take to fight COVID-19

SACRAMENTO – California’s public health officials today released guidance on the use of cloth face coverings to protect against COVID-19 for Californians who must leave their homes to conduct essential activities. The guidance does not require people to wear face coverings – and is not a substitute for the state’s current guidance regarding social distancing and hand washing. The state also does not recommend Californians use N-95 or surgical masks, which are needed for our health care workers and first responders who will be there for when our lives at risk.

“Face coverings are not a substitute for physical distancing or frequent hand washing, which we know are amongst the most effective ways to reduce the spread of COVID-19,” said Dr. Sonia Angell, Director of the California Department of Public Health and State Health Officer. “Wearing a cloth face covering could provide some additional benefit by acting as a reminder for other people to keep their distance, and it could help reduce the spread of infectious particles from those who could be infected but don’t have symptoms.”

“Face coverings could provide some additional protection against COVID-19, but Californians should not have a false sense of security if they choose to wear them. Make sure you’re also staying 6 feet away from other people if you have to leave your home to get groceries or prescriptions,” said California Health and Human Services Secretary Dr. Mark Ghaly.

The new guidance reminds Californians that the best defense against COVID-19 continues to be:

• Staying at home and physical distancing
• Washing hands frequently
• Avoiding touching eyes, nose and mouth with unwashed hands
• Avoiding being around sick people

The use of cloth face coverings could reduce the transmission of COVID-19 by individuals who do not have symptoms and may reinforce physical distancing. Public health officials also caution that face coverings may increase risk if users reduce their use of strong defenses such as physical distancing and frequent hand washing.

General Public

SUBJECT:
Face Coverings Guidance

This document provides public health information for the use of cloth face coverings by the general public when outside the home conducting essential activities. It does not substitute for existing guidance about social distancing and handwashing. It does not mandate that face coverings be worn state-wide.

Guidance

• Our best community and individual defense against COVID 19 is washing our hands frequently, avoiding touching our eyes, nose and mouth with unwashed hands, avoiding being around sick people and physical distancing, especially by staying at home. A strong health care delivery system and emergency response system is also an essential core defense to save lives when people do get ill.
• There may be a benefit to reducing asymptomatic transmission and reinforcing physical distancing from the use of face coverings. However, face coverings may increase risk if users reduce their use of strong defenses, such as physical distancing and frequent hand washing, when using face coverings.

Considerations

• Counties that choose to introduce policies promoting face coverings for their residents should make sure that these policies do not put increased demand on medical grade respirators, such as N95 and surgical masks. Counties should emphasize the use of face coverings in conjunction with evidence-based interventions such as staying at home, physical distancing when completing essential activities and washing hands.
• Individuals outside of counties with recommendations on face coverings, should wear coverings if they feel comfortable doing so, and practice strict hand washing before and after touching and adjusting the mask. They are reminded that face coverings are not a replacement for other evidence-based measures such as physical distancing, frequent hand washing practices, and remaining at home when not doing essential activities.

Background

What is a cloth face covering?

A cloth face covering is a material that covers the nose and mouth. It can be secured to the head with ties or straps or simply wrapped around the lower face. It can be made of a variety of materials, such as cotton, silk, or linen. A cloth face covering may be factory-made or sewn by hand, or can be improvised from household items such as scarfs, T-shirts, sweatshirts, or towels.

How well do cloth face coverings work to prevent spread of COVID-19?

There is limited evidence to suggest that use of cloth face coverings by the public during a pandemic could help reduce disease transmission. Their primary role is to reduce the release of infectious particles into the air when someone speaks, coughs, or sneezes, including someone who has COVID-19 but feels well. Cloth face coverings are not a substitute for physical distancing and washing hands and staying home when ill, but they may be helpful when combined with these primary interventions.

When should I wear a cloth face covering?

You may choose to wear a cloth face covering when you must be in public for essential activities, such as shopping at the grocery store. Wearing a cloth face covering does not eliminate the need to physically distance yourself from others.

How should I care for a cloth face covering?

It’s a good idea to wash your cloth face covering frequently, ideally after each use, or at least daily. Have a bag or bin to keep cloth face coverings in until they can be laundered with detergent and hot water and dried on a hot cycle. If you must re-wear your cloth face covering before washing, wash your hands immediately after putting it back on and avoid touching your face. Discard cloth face coverings that:
• No longer cover the nose and mouth
• Have stretched out or damaged ties or straps
• Cannot stay on the face
• Have holes or tears in the fabric
